I have reviewed the plans prepared by your office and have found the representation of the field delineated wetlands to be substantially correct. If you have any questions feel free to call me at 742-5868. Very truly yours, John P. Ianni Professional Soil Scientist P.O. Box 337,Storrs, Connecticut 06268 (203) 742-5868 TO WHOM IT MAY CONCERN : On May 7 , 1996 , a farmer drove through our property, on a tractor J;L 1 1995 SoUih Windsor pulling a trailer , he drove up the hill to the Collins 1ftning & Zoning Commissic behind us , about an hour later he came back down the hill, with the trailer filled with barrels , estimate about 12 barrels. we shouted at him to stop , but he continued on . We stopped his worker in a pick-up truck, but he couldn't answer any of our questions . Right after that , the builder Mr . Edwards pulled in, we questioned him as to who authorized the removal of the barrels, and what were their contents, he stated he knew nothing about them, while we were speaking to Mr. Edwards, the farmer and his worker returned in the pick-up truck. We questioned his identy, and who gave him permission to remove the barrels and their contents. He finally told us he was Rusty Levack, we asked the builder if he reconized or knew who he was, and he said no he did not know Mr Levack's name, or reconize him. Mr. Levack denied having any conection with Planning & Zonning, after many denials, he admitted he was a member of the commission, and stated that Attorney 4wimings, gave him permission to remove the barrels. We called the D . E . P . , and they toldvto inform ithe town , and the fire marshall , which we did. The fire marshall and Mr . Folger from inlands wetlands , came out , took the report , looked at the soiled land, took pictures , and left . M r . Lanning went to Mr. Levack's farm , he told us Mr. Levack showed him some 27 barrels rusty with holes as the barrels he took from the Collins farm, that he planned to use for water. Most of barrels couldn't hold water, and no way could that trailer that pulled out of here full of barrels , hold 27 barrels. We knew for a fact that barrels up on the hill did contain some sort of liquid, we had been up there many times, and our sons worked for Mr.Collins and had also seen liquid emptied into barrels at the top of the hill. We also spoke with a man who rented the shed on the hill , who said there were barrels in the shed he rented, full of some liquid , and were to heavy for him to move, he wrote a letter MEMORANDUM ky JUL 2 1996 DATE: July 2 , 1996 South Windsor Planning & Zoning Commission TO: Marcia Banach FROM: Robert Deptula, Environmental Health Officer RE: Collins Crossing On May 24, 1996 Mr. Don Dolby contacted this office regarding barrels which were found on the Collins Crossing site. At that time it was thought that the barrels were mostly motor oil barrels and that most of them were still closed. Also discussed was the necessity of conducting soil/water analysis of the site to determine the presence or absence of any contamination. As of this writing, test results have not yet been received. TOWN OF SOUTH WINDSOR ZONING/WETLAND ENFORCEMENT OFFICER 1540 SULLIVAN AVENUE SOUTH WINDSOR,CT 06074 Mr. Peter DeMallie Design Professionals S. Satellite Road South Windsor, CT 06074 July 12, 1996 Dear Mr. DeMallie: Re: Collins Crossing Soil Conservation Plan I have reviewed the site plans for the proposed gravel quarry dated 6-21-95 with the following comments: The narrative indicates that virtually all of the site will be opened to facilitate earth moving to various parts of the parcel. The earth moving needs to be done in phases with previous phases stabilized before disturbing a new area. Stabilization can be accomplished by temporary seeding immediately after the finished grade is achieved or by the use of erosion control blankets. Phasing should be shown on the plans and be reflected in the narrative. It was indicated that tree clearing in the woodlot to the north of the proposed road would be halted short of complete removal to provide a temporary buffer and screen to earth moving activities to the east. The limit of clearing should be shown on the plans The proposed detention basin should be completely installed and stabilized before stormwater is channeled into it. A temporary sediment basin should be installed on the north side of Sta 17+00 to receive sediment laden stormwater while the detention basin is being constructed. The grade of the proposed road will make it difficult for road sands and other accumulated sediments to remain in the sumps of the catchbasins. MEMORANDUM July 12, 1996 TO: Jeffrey Folger, Zoning/Wetlands Enforcement Officer FROM: Jerry C. Iazzetta, Town Engineer RE: SUNRISE VIEW ESTATES - 96-36 We have reviewed the plans for the proposed Sunrise View Estates Subdivision in relation to the issues that may concern the IWA/CC and have the following comments: 1. In reviewing the Construction Sequence on sheet 22, we find that the proposed sequence does not adequately address the stability of the site and the possible effects upon surrounding properties, existing town roads and the existing stream. According to these notes, almost the entire site would be opened up and subject to erosion. The soils in this area have potential to be very erosive. Therefore, looking at the site, we would recommend the following: A) Detention basin should be built and stabilized with the sedimentation basin installed prior to any other work on the west side of the project (Sta 10+00 to 19+50). B) No more than a maximum of 2 acres at one time to be exposed, disturbed or unprotected for any purpose until Collins Crossing has been paved (base course). This would include roadway excavation, detention area, stockpiles, home building, etc. C) Collins Crossing should be built in phases to reduce the amount of exposure, especially in area of stations 10+00 to 19+50. Phasing should be proposed by applicant and approved by the Wetlands Enforcement Officer and Town Engineer. Each phase should show the proposed E & S measures for that phase. 2. According to the drainage calculations provided, the velocity of the stormwater at the sedimentation structure (PCB 32) is about 14 feet per second. It is recommended that this structure be a Type I rather than the Type II proposed.
