Chairman Planning and Zoning Commission
Town of South Windsor
South Windsor ,Ct . 06074
Dear Chairman:
I am seeking a Temporary and Conditional Permit for 819
Main Street, historically known as Bossens Store . This
building was issued a variance (enclosed ) by the Town of
South Windsor .
However , it has been our policy to seek a temporary and
Conditional Permit due to an interpretation of the
reference to "Miscellaneous" in the variance . At this time
I am seeking comments from the ZBA regarding uses allowed
under this variance_
In the mean time I would appreciate your approval of a two
year permit for the use as described in Annie Green 's
letter of 676l96 .
We have had T & C permits for the last 10 years and assure
you it is our intention not to impact our neighborhood in
a negative manner .
Your approval would be appreciated.
Sincerely,
All
Charles B. "Tim" Shepard
Siwa.

SHEPARD T & C PERMIT, MAIN STREET PH 7/23/96
1. Request for a temporary and conditional permit for 819 Main Street for
wholesale distribution and telephone sales of handmade christening gowns. This
property has a variance that was granted in 1974 to sell note paper, cards, books,
stationery and miscellaneous items, both retail and by mail. The applicant
requested an interpretation from the Zoning Board of Appeals to determine
whether the existing variance could apply to the proposed use. The ZBA elected
not to reinterpret the variance to determine whether the proposed use would be
included in the "miscellaneous items" category.
2. This site was also the location of a grocery store in the past. There have been
temporary and conditional permits for a variety of uses such as retail, office, and
training office for nurses aides previously granted by the ZBA, the most recent of
which expires this month.
3. The applicant has indicated that proposed office hours would be 10 a.m. to 3 pm
Monday through Thursday; Friday and Saturday by appointment. UPS would
pick up and deliver items each day.
4. The zoning regulations allow the Commission to grant a temporary and
conditional permit "for a use which is not specified elsewhere in the regulations
for a period not to exceed two years. Such approval may be given after a public
hearing if, in the judgment of the Commission, the public convenience and
welfare will be substantially served, and the appropriate use of neighboring
property will not be substantially or permanently injured, and traffic and other
hazards will not result from such use." Wholesale and retail sales are permitted
uses in the General Commercial zone, and retail is permitted in several other
commercial zones. Tailoring and dressmaking shops are allowed in both the GC
zone and the RC zone. Therefore the proposed use does not appear to meet the
intention of the temporary and conditional permit zoning regulation.
5. If this application is approved, Planning Department has no requested approval
conditions.

Dear Tim and Sue:
This letter will confirm our intention to rent space on "Old
Main Street ".
We expect that ninety percent (90%) of our business
utilization of the building will be wholesale distribution and
telephone sales . United Parcel Service (UPS) will pick up and
deliver each day. Our proposed office hours will be 10:OC
A. M. until 3 P. M. , Monday through Thursday, during which
time there should only be one to two parked cars. We will
also be open on Friday and Saturday, by appointment only.
We do not expect a large amount of retail business and would
anticipate only a few cars per day, on an intermittent basis,
could be expected and, therefore, would not detract from the
historic area . On the contrary, we feel that our product and
style will work to maintain and enhance the beauty and
historic character of this area.
Thank you for the opportunity to become part of this area; we
look forward to the move.
Feel free to call me should you have any questions or concerns
regarding this matter.
Sincerely,
THE WINDSOR COLLECTION
