Galligan, Town Manager SUBJECT: 571 AVERY STREET Pursuant to the site meeting of May 7, 1996, at the subject address, I offer the following recommendations/comments: 1 . Town crews will clear stones from the twin corrugated metal squash pipes. Work to be completed during low flow conditions (by end of July) . 2. Town crew will straighten the bend in stream approaching twin pipes and armour embankment areas. This work will be coordinated with Jeff Folger and the Inland Wetland Commission relative to erosion/wetland related concerns . Tree Warden is reviewing the group of trees located directly south of above work to determine if tree removal is required. Work outside the street line will require temporary construction easements from both Alex and Lynn Jones and Frances Jones prior to commencement of of work. Work to be completed during low flow conditions (by end of July) . 3 . The Joneses should install a float activated type sump pump which should be plugged in at all times . During high groundwater periods (February--May and October--November) power back-up in case of a power outage would provide greater protection. The discharge piping from said sump pump should be directed away from the foundation/back yard to avoid short circuiting of pumped groundwater. If the proposal is to extend the discharge pipes within the 80, setback from the stream, Jeff Folger will again coordinate this activity with the Inland Wetland Commission. 4. Roof leaders should be extended/directed to discharge away from the foundation/back yard. t Memorandum To: Matthew B. Galligan, Town Manager Subject: 571 Avery Street May 16, 1996 Page 2. 5 . There appears to be a slight depression in the back yard near the pool. During spring thaw/rain periods and during fall rain/high groundwater periods, this area will tend to hold water thus adding to the immediate groundwater table. Again, grading away from the house foundation toward the side yards will reduce ponding and ground saturation in the backyard. The application and plans are on file with the South Windsor Planning Department. As an abutting property owner you are invited to the hearing to ask questions and/or give comments, however, you are not required to attend. Folger Zoning/Wetlands Enforcement Officer JHF/pmm cc: Town Engineer MEMORANDUM To: IWC/CC From: Jeffrey Folger- Zoning/Wetlands Enforcement Officert Re: Report on the Town of South Windsor/Jones plan - 571 Avery Street - Appl. #96-42W Date: July 1, 1996 The project consists of addressing a potential erosion problem located at the Avery Street culvert entrance associated with the watercourse that passes through the northern portion of the Jones property. Accumulated sediments been deposited along the southern stream bank and have diverted the stream channel to the north and east toward Avery Street. The stream channel has the potential of eventually undermining Avery Street. The project would remove the sediment bar on the south reestablishing the stream channel and armoring the northern bank to prevent further cutting and erosion. The accumulated debris and sediment will also be removed from the pipes that go under Avery street. Site: The site is located in the Hockanum River Watershed. The stream lies southeast of the first Avery Dam structure. A small forested wetland area lies to the north of the Jones property. This area has good flood storage, sediment trapping during high water and wildlife values. The stream channel along the Jones property is wooded with a well developed shrub layer. Upstream from the Jones property the stream channel is open with grasses and forbs being the main vegetation present. Impact: The erosion controls for the site appear to be adequate for the scope of disturbance. Some shrub clearing along the stream edge will have to be done to allow equipment access. Clearing will be confined to the immediate area of construction. cc. Director of Planning Town Engineer To: South Windsor IWA/Conservation Commission From: Jeffrey Folger - Zoning/Wetland Officer WETLAND OFFICER'S REPORT July 3,1996 Site/Project Reviews: Chase Farms subdivision- To address engineering concerns, the applicant is going to do a study to see how to project will affect the crossing at Miller Road, the source of present flooding problems. This information will determine whether a detention basin is needed. The report will not be ready for the this meeting, so we do not know if a greater than proposed disturbance will be called for. A continuance of the hearing is recommended. Collins Crossing- The report dealing with the soil and water well testing results has not been submitted yet. Questions have been asked whether potential pollution from the "drum dump" could impact Plum Gully Brook. The answer was that the dump is in the main stem Podunk watershed and the stream crossing is in the Plum Gully watershed. Subsurface geology appears to conform to surface conditions, so any potential pollution from the dump would impact water quality on the Podunk watershed. Complaint/Inspections: Goss - 930 Strong Road - During the inspection of the Kallai site I noticed that stumps and brush were deposited adjacent to a wetland pocket in the rear of the property with some of the material on Mr. Kallai's property. I informed Mr. Kallai of the violation caused by his neighbor. Mr. Goss contacted me immediately and said that all the material would be moved off site. I have checked the property on 7/1/96 and the material has been removed. Golf Course - Ongoing inspections for E&S compliance. Kurtzman/Violette, Gorski - Removal of existing asphalt surface is continuing. The Gorski suit will be the subject of an Council meeting in the near future. Redland Brick- John Fitch Blvd - Rip-rap "brick" waterways and road leakoffs have been installed to carry stormwater. Sand stock piles are being moved from sensitive areas. Seeding open areas has started. Finan- 69 Hollis Road - Feed back from the feds, not applicable for federal cost share $$. Mike Gantick is looking into avenues of town assistance. E&S Inspections: Charing Road, Sele Road, Grand View Terrace, Golf Course, Leah Lane, Partridge Meadow II, Redland Brick. Special Projects: Michele Bennett (citizen volunteer) and I will be developing educational materials for the wildlife sanctuary. There is a grant program available through the Silvio Conte Refuge. Opportunity to develop a program for the linear park.
