COHO 544 BUCKLAND ROAD Applicant has had his florist ( Kamco Florists) business in South Windsor for five years . Buckland Road, at the intersection of Route 30 , is a state highway and on,: of the most heavily traveled roads in South Windsor. 544 Buckland Road was an exist- ing lot of record at the time that zoning regulations were adopted in the Town of South Windsor. Over the years, Buckland Road has been widened as the amount of traffic on the road increased. The widening of Buckland Road reduced the size of the lot . The building presently on the lot was originally a single family residence. The neighborhood, is now clearly a commercial area. Removal of the existing building to a commercial retail shop such as a florist shop would be in character with and in keeping with the neighborhood and the restricted commercial zone. The applicant also wishes to create a residential apartment (primarily on the first floor) so as to be able to live on the premises . occupancy for residential purposes, will be clearly accessory to the main use of the property as a retail shop. As noted on the attached plans, the applicant also seeks to con- struct a greenhouse so as to be able to grow and store many of the flowers and plants used in his business . The applicant ' s ability to live on the premises is an extremely important part of his plans. The planned reconstruction of the existing building are in character with the neighborhood. As shown on the attached sketch map, the applicant proposes planting a number of bushes and shrubs as part of his landscape plan. The applicant does not need an extensive parking area since the number of customers coming to the shop are fewer than in any other retail business- es . The proposed use of the property is reasonable in light of all circumstances . The proposed renovations and use of the property as a florist shop (with residential a apartment as accessory to that shop) would make the property more conforming to the zoning regulations . , SCHEDULE A TO ZONING BOARD OF APPEALS APPLICATION OF JEFFRY W. Your request for a variance to Sec . 5 . 1 of the zoning regs . to allow an apartment as an integral part of the building on first level was also approved. The Board noted the hardship for all of the above - to be as follows: The property is 13,000 square feet located in a RC Zone. The above approvals are subject to site plan approval by the Planning and Zoning Commission. This action is effective March 17, 1994, and upon your filing of the enclosed form in the Town Clerk's office at your own expense. Your request for a variance to Sec . 5 . 1 . 3 of the zoning regs . to allow a second sign to be placed on the building at 544 Buckland Road was denied without prejudice.
