RE: Application #2178-93 - Jeffrey W Coho
146 Oakland Road
Dear Mr. Coho:
At the meeting of the South Windsor Zoning Board of Appeals
held on December 2, 1993, the Board took the following
actions :
1) Denied without Prejudice your request for a
variance to Section 3 . 10 . 3 for the expansion of a non-
conforming structure. The reason for denial was that
no hardship was demonstrated.
2 ) Denied your request for a variance to Section
4 . 1. 5 . to allow a sign to be 12 , x 9 1/2 ' . The reason
for denial was that no hardship was demonstrated.
3) Denied your request for a variance to Section 10 .2
to allow impervious coverage of 65% . The reason for
denial was that no hardship was demonstrated.
4) Denied your request for a temporary and
conditional permit for a florist shop in a residence
at 146 Oakland Road, RR Zone. The reason for denial
was it is a request for a commercial business in a
residential zone. The Board feels an application
should be make to the Planning & Zoning Commission
for a Zone change.
Very truly yours,

From: Edward D. Taback

Subject: Application #2166-93: Jeffrey W. Coho, 281 Oakland Road
Resubmitted for December 2, 1993 Public Hearing
Date: November 29, 1993
I request that the Board deny the subject request for variance to Sec-
tions 3. 10. 3 and 4. 1 . 5 of the zoning regulations and temporary and con-
ditional permit.
'
On October 20, 1993, the Zoning Board of Appeals denied the subject
application for a 2 year temporary and conditional permit for a f1orist
shop located in a residence at 146 Oakland Road in a RR zone. "The
Board felt that the public convenience and welfare would not be substan-
tially served by granting the permit request. "
The revised application is based on requesting a variance to allow ex-
pansion of non-conforming structure. The modified structure wou1d be
non-conforming, as would the proposed parking lot. It is obvious that
the applicant 's intent is essentially the same and I do not see any
new factors that would pursuade the Board to alter it 's original con-
clusion "that the public convenience and welfare would not be substan-
tially served. "
Furthermore, the applicant states that the location is on a busy state
highway and is therefore a perfect location for his flower shop. The
applicant 's current business, Kamco Floristsv is located on the same busy
state road, a short distance away at 281 Oakland Road , in a shopping cen-
ter where it belongs. Approving the application would merely create an-
other outlet onto this busy road which would worsen existing traffic
problems.
Thank you for your consideration.

Dear Mr. Warren,
When we purchased our home on Alpine Drive we checked the
zoning reassuring ourselves that the north side of Oakland
Road was RR zoned and that we would not have as neighbors
anything commercial. This knowledge influenced our
decision to purchase.
South Windsor has more than ample areas for the
development of business. It is not necessary to infringe
on areas designated Rural Residential.
We recognize the need for development however our trust of
controlled development should not be infringed upon.
Sincerely,/-
Michael B

Reference: Appl. # 2178-93 - Jeffrey W. Coho, 281 Oakland
Road. Request for variance or temporary and
conditional permit for a floral shop in residence
at 146 Oakland Road, South Windsor.
Dear Mr. Warren,
With respect to the above mentioned application we would like
to express our very strong opposition to any type of
commercial or business structure on the above named lot or
any lot between this and the corner of Oakland and Felt
roads.
We feel strongly that any commercial development in this area
will, in the long run, have a negative influence on our
property values.
We also feel that although Mr. Cohos' intentions are sincere,
any request for a permanent or temporary permit should at
this time be denied.
Thank you for considering our comments.
Sincerely,
a, Ruzce-0

Dear Board Members,
Re: Public Hearing, December 2, 1993
Application #2178-93
Variances @ 146 Oakland Road
We are prepared to accept future residential development
of the property along the North side of Oakland Road in
accordance with established zoning regulations . However, we
are strongly opposed to any further commercial intrusion into
this Rural Residential Zone adjacent to our neighborhood .
While the applicants plan appears to be in good taste
and well intentioned, the commercial aspect is unacceptable .
It represents a continuation of the precedent established by
the Dance Studio and Child Care Center to the immediate West .
What will be required to stop or reverse the momentum of
commercial development along this North side of Oakland
Road?
There can be no urgent need for expanding commercial
development into this area. One only has to look across to
the South side of Oakland Road . The vacant store fronts and
undeveloped commercial property are evidence of this fact .
Thank you for considering our position in this matter .
Please vote to keep this Rural Residential Zone, Residential .
Very truly yours,
James Hamilton Apryl Hamilton

Dear Sirs and/or Madams:
Jeff W. Coho of Kamco Florists has asked us to write
you concerning our opinions of his plans for the
property at 146 Oakland Road.
It is our understanding that he plans to have his
personal residence at that address and operate his
florist business from that residence. We also
understand there will be a greenhouse at the rear of
the house.
If this is the plan presented to your board, we have
no objections to his plans for the site. The project
as presented to us should be an attractive addition to
the, neighborhood.
Sincerely yours,
