WiNDSOR PiAAilW,y,D 1 Mr. Robert Warren, Chairman and Commissioners Zoning Board of Appeals South Windsor Town Hall 1540 Sullivan Avenue South Windsor, Connecticut 06074 Dear Mr. Warren: Ref: (Appl# 2155-93) My name is Donald Baltulonis. I am the owner and manager of South Windsor Auto Body on Route 5 in South Windsor. I have been at this location for 18 years. I am a long time resident of South Windsor and I have watched the town develop and grow over the past thirty years. I am writing to you because I recently read in the Legal Notices that another body shop was applying for a license in South Windsor (Application # 2155-93) . Presently there are seven licensed body shops in town between Sullivan Avenue and Burnham Street. We certainly do not need another body shop in town. When I opened my business 18 years ago, I was required to locate in a building with an established license. Now it appears that if a person finds a vacant building in South Windsor, he automatically gets the approval to open a body shop. That is not right, it is not fair , and it is not good business, either for the existing businesses or even ultimately for South Windsor. All of these shops cannot possibly survive. The population of South Windsor cannot supply enough business to support seven, let alone eight body shops. Like other businesses, we have struggled through a very difficult economic time over the past five years. We have survived because we have established a reputation for doing quality repairs and putting customer satisfaction above all else. Our customers return when they need further service, and they recommend us to their friends, but my customers do not require auto body repairs on a scheduled basis. Our survival is predicated on serving a base of potential customers located in a reasonably nearby area. I would like to share with you an article from the Greater Hartford Auto Body Association Newsletter published recently. According to the study done by the editor, South Windsor has a potential customer population of 20,000. The 3M study calculated that a body shop can prosper with a base of 10,000 people. Obviously, with 20,000 people and seven body shops, no shop is going to prosper, if indeed, survive. Many shops are cutting prices to compete for the few SOUTH WINDSOR AUTO BODY AND SALES, INC. 1546 JOHN FITCH BOULEVARD SOUTH WINDSOR CT 06074 PHONE 289-4735 FAX 289-2181 R. Warren, ZBA -2- 8/26/93 customers available. The costs of doing business, i .e. , rent, insurance, payroll expenses, utilities, etc. continue to increase, but if income continues to decrease, quality, service and customer satisfaction will certainly suffer. I am not asking to be protected from fair competition, but I think a dose of reality is in order. Statistically, there are already too many auto body repair shops in the town of South Windsor. Economic growth is vital to our town, but consideration should be given to the value and potential success of the businesses that are already located here. Sincerely, Donald J. i6altulonis, President South Windsor Auto Body and Sales, Inc. DJB/b Enc. Carlos Almeida 45 J4Ws Circle Manchester, CT 06040 RE: ZBA Application #2155-93: Carlos Almeida 1265 John Fitch Boulevard Dear Mr. Almeida: At the meeting of the Zoning Board of Appeals held on September 2, 1993, your request for a variance to Section 6. 1 . 2 to allow an auto body shop in an Industrial Zone and a state hearing under Section 14-55 of the Connecticut General Statutes for a general repairer ' s license at 1265 John Fitch Blvd. , I Zone, was denied. The reason for denial was that no hardship was demonstrated on the property and the applicant was not interested in obtaining a temporary and conditional permit. Very truly yours, Robert W.
