Zoning Board of Appeals
Re : Application #2118-93 - French Social Circle
100 Long Hill Road, South Windsor, Conn.
To all members of the Zoning Board of appeals :
We are residents of 19 Long Hill Rd . , South Windsor, Connecticut
and would like to express our opposition to the 3 variances
requested by the French Social Circle for the property located at
100 Long Hill Rd .
We feel that allowing the opening of a French Club is much too
intense use of a property that lies in such a predominantly
residential area as is the area of 100 Long Hill Rd . We perceive
a French Club to be used in a manner similar to that of the
Knights of Columbus, the Elks ' Clubs or any other like
organization/brotherhood which has a large meeting hall for its
members . Aside from regular meetings, the possibility exists for
gatherings such as weddings and numerous other functions where
there are a large number of people in attendance . Such use of a
property is inappropriate in a neighborhood like ours on Long
Hill Road .
We have been informed that the proponents of the French Club say
they will only be meeting once a week and have a larger gathering
once a month. We find that very difficult to believe . Our past
experience with people applying for zoning variances in our area
has been that they will say there will be a limited use of the
property when they are before the Zoning Board of Appeals but
when the variance has been granted and the applicants begin using
the property, there is no limit on the use of the property. A
case in point is the Kingdom Hall of Jehovah 's Witnesses which is
located on Burnham St . , directly behind our house . The Jehovah
Witness spokespeople stood before the Board when they were
requesting their variances and said that they would be meeting on
Sundays and on one other night of the week . In actuality, there
is only one night of the week when the Kingdom Hall is not in
use . The point we are trying to make is that we foresee the same
thing happening with a French Social Club in our neighborhood,
especially if they have the right to serve alcoholic beverages on
their property. We believe that there will be large gatherings
at the club much more than five or six times a month .

RE: ZBA Application #2118-93 - French Social Circle
100 Long Hill Road
Dear Ms . DuLac:
At the meeting of the South Windsor Zoning Board of Appeals held
on May 6 , 1993, the Board denied your variance requests to the
zoning regulations for : Section 6 . 1 . 2 to allow a French Club in
an Industrial Zone; Section 3 . 4 to allow access to Industrial
Zone through a Pesidential Zone; and Section 3. 12 1b . to allow
alcoholic beverages in an Industrial Zone at 100 Long Hill Rd . , I
Zone.
The reasons for denial were as follows : The Board felt that no
hardship was demonstrated to show that a social club was the only
type of business that could occupy said premises and that
alcoholic beverages should be allowed in an Industrial Zone . The
lack of hardship for two of the variances made the hardship issue
for the access variance request a mute point . In addition , the
width of Long Hill Road and nature of residential neighborhood in
the area and the potential alcohol use poses as a safety risk and
does not serve the health care benefit of the community .
Very truly yours ,
Marjorie Anthony
