Murrin asked how close the nearest house was. Mr. Starkweather stated it was 40' 3".
He asked why he wanted breezeway. Mr. Starkweather stated that it would create an airlock
in the winter and also be a safe place for the kids to play. Mr. Murrin asked where the
doorways were and Mr. Starkweather pointed them out on the survey.
. Starkweather has lived in the house for seven years and feels the addition of the
arage and breezeway would enhance the value of his property.
Gerlt asked the applicant if he would be unhappy if the variance were granted without
e breezeway. The applicant stated that he would as he felt the addition would not be
attractive without the breezeway. Mr. Starkweather would like to start construction
soon as feasible.
PLICATION NO. 1403-80 - Michael W. Martin, M.D. of 658 Ellington Road, South Windsor
equests a variance of Article 4.1,2, Section 4 and Article 1.8b, Section 1 to allow a
tor's office on premises known as 1504 Sullivan Avenue, Zone RR.
ttorney William Grace appeared along with Dr. Martin. Attorney Grace stated that Dr.
n has been in town for several years. In the near future, Dr. Martin will be in his
practice. He and Dr. London are splitting up. Attorney Grace showed picture of
oposed house where office would be located. He stated that the variance was needed
ause the doctor would not be living in the house. It is a single family home. There
many requirements needed for Dr. Martin to have his practice in South Windsor. 1.
Chester Hospital requires a doctor to be within fifteen minutes travelling time to the
pital. Therefore, all property in South Windsor would not be suitable. 2. The
fice should be at least 1,000 square feet. This property fills that requirement.
It must have a ground floor entry so that Ople may get in easily, especially wheelchair
tients. 4. The house is on a main road. (5 There will only be three employees; the `I
tor, one nurse and a secretary. There is no intent to add any additional doctors. There-'1
11 be no exterior changes made to the house. The landscaping will not be changed. There
at least three extra spaces to park. The house to the right has a turnaround. There is
intent to park in front of the turnaround. The garage will not be used as a garage. It
11 be used for storage and for records. The office is open Monday through Friday with
night hours. There are no Saturday hours. On Wednesdays there are no patients as the
for is not in. Ninety percent of Dr. Martin's patients cone from South Windsor. Dr.
has exhausted every possibility to find an office that meets the hospital and
cal rules and this is the only building available. It would be a severe hardship to
th Windsor if we lost a practicing physician.

AppLIC TION NO. 1403-80 - Michael W. Martin, M.D.
Mr. Warren moved that Application No. 1403-80 requesting a variance of Article 4.1.2,
Section 4 and Article 1.8b, Section 1 to allow a Doctor's office on premises known
as 1504 Sullivan Avenue be granted because it is not out of harmony with the general
purpose and intent of the zoning laws and regulations since the carununity is not
forced to suffer the severe hardship of losing a physician and the property adjoins
property not devoted to strictly residential uses already. Also, the public health,
safety, convenience, welfare and property values are protected and not harmed.
Mr. Steben seconded the motion and it was unanimously carried.
Effective Date: October 15, 1980
APPLICATION NO. 1404-80 - Howard and Rose Slater
The Board discussed several other similar applications.
Mr. Steben moved that Application No. 1404-80 requesting a variance of Article 5.2,
5 to allow construction on a lot with less than the required front footage on premises'"
known as Parcel "C", Griffin Road, South Windsor, Zone A20 be granted because it is no
out of harmony with the general purpose and intent of the zoning laws and regulations
since the lot size provides a more than adequate buffer or separation between resid
and the public health, safety, convenience, welfare and property values are protected'
not harmed.
Mr. Warren moved that the motion be amended to include a condition requiring submissi
of an application to Planning and Zoning and approved by Planning and Zoning for the
housing of any livestock, specifically for the approval and housing and/or fencing fo
such livestock.
Mr. Earley moved that the motion be further amended to establish a theoretical buil E
line 150 feet behind the rear property lines of the properties along Griffin Road.
Mr. Murrin seconded the motion with the amendments and the motion with amendments was

unanimously carried.

RE: ZBA Application #2105-93 - Michael W. Martin, M.D.
1504 Sullivan Avenue
Dear Dr . Martin:
At the meeting of the South Windsor Zoning Board of Appeals held
on February 4, 1993, the Board denied without prejudice your
variance request to Section 4. 15 of the Zoning Regulations to
allow a two-sided sign, 28 sq. ft. in area, at 1504 Sullivan
Avenue, RR Zone.
The reasons for denial were as follows : The Board noted its
concern over the existing use of the facility which appears to be
well above the intent of the original variance granted. In
October of 1980, it was represented by your attorney there would
be only three employees : yourself , one nurse and a secretary ;
that only three additional parking spaces would be added; there
was no intention to add any additional doctors to the facility
and no exterior changes would be made to the house. As it
appears to the Board that the facility has grown, the Board
requests information on just how and to what size it has grown, a
description of changed made to the property and whether the
applicant is in compliance with the 1980 variance granted.
Very truly yours,
Robert W. Warren, Chairperson
Zoning Board of Appeals
