The driving range on Sullivan Avenue has been in openatiorr since
1955, or for some 37 years. It is a nonconforming use in the
Industrial Zone, occupying three parcels and approximately 20 acres.
The applicants request a use variance to allow retail sales of golf
balls, supplies and related equipment in a relatively small. br.ii. ldinq
(2,000 square feet , of which half will be retail sales and the
balance used for storage) . Parkinq would be minimal , and only one of
two employees is anticipated. Our request is based on the followinq:
1 ) . The driving range has been operational for 37 years and is a
popular recreational facility for South Windsor golfers; 2) . The
proposed use is a logical accessory use to the drivinq range, and
will reinforce it as a viable operation; 3) . Insofar as the retail
outlet will be focussing on sales to driving range patrons, minimal
additional traffic will be generated; 4) . The Industrial Zone makes
no provisions for the driving range nor for related ratai1 uses, and
since we can' t move the driving range, we have no other options; 5) .
Retail golf ball and related supplies have historically been sold at
the driving range, and therefore this application is for a modest
expansion of the use into a more appropriate building, rather than
establishment of an entirely new use not otherwise allowed; b) Lender
financing for a small permanent building would be unavailable if a
temporary and conditional permit were secured, rather than a rise
variance; 7) . If this variance is approved, we will still need to
apply for approval from other land use regulatory commissions in the
Town of South Windsor ; 9) . The building can be built without
disrupting the area presently used by golfers, includiriq the law))
area adjacent to and south of the proposed building location; arui 9) .
The building will add to the commercial grand list of the Town.
Thank you.

RE: ZBA Application #2062-92: David A. Patria
211 Sullivan Avenue
Dear Mr . Patria:
At the meeting of the Zoning Board of Appeals held on July 2 ,
1992 , a variance was approved to Section 6 . 1 . 2 of the Zoning
Regulations to allow retail sales of golf equipment and supplies
at the golf driving range on property located at 211 Sullivan
Avenue ( I Zone) .
The hardship of appeal is the variance request is an extension of
present business being conducted which has been located in South
Windsor for the past 37 years and that a business of said nature
cannot be easily relocated.
Please note the following conditions placed on the variance
granted: operation must remain consistent with current use of
property ; the 1 ,000 square feet proposed for retail space must be
utilized only for golf related equipment and only after site plan
approval by the Planning & Zoning Commission.
This action is effective July 2, 1992 and upon your filing of the
enclosed form in the Town Clerk ' s office at your own expense.
Very truly yours ,
Robert W. Warren, Chairman
Zoning Board of Appeals
