We propose a building lot with some 250 feet of frontage along Beldon & Ellington Roads , with access from Beldon Road. The lot would be approximately 1. 78 acres. This lot would thus exceed the minimum lot size in the A-20 residential zone by almost four times (20 ,000 square feet minimum,we propose 77 ,536 square feet) . It would also ex- ceed the minimum lot frontage by 150 feet (100 feet minimum,we propose 250 feet) . The immediate area for the house contains 31,800 square feet free of wetlands , which, incidentally, is an area larger than the zones minimum lot size. As we proceed with the application review process before the Planning & Zoning Commission and the Inland Wetlands Agency, we may well find more wetlands-free area in areas of the lot not proposed for develop- ment. Any concerns: regarding the Podunk River floodplain should be alleviated in that our house location allows for a first floor elevation some 13 feet above the 100 year flood, and even the basement would be 5 feet above the 100 year flood. The house footprint is very (large on our maps to demonstrate the feasibility of building a house on this lot (40 'x60 ' shown) . While in our opinion we meet the letter of Section 5 a, in that we have more than 10 ,000 square feet and a 90 'x90 ' square free of wetlands, some regulatory commissioners are interpreting this section's "regulated wetlands" to mean "regulated area" , which is regulated wetlands plus an additional 40 feet, or An additional 80 feet from a watercourse. This new regulation and its interpreta- tion was recently brought to our attention by our design engineers . Our hardship lies in the unique configuration of the lot's natural features, especially the wetlands peripheral to our building area, and a small stream which is off to the side. Our other hard- ship relates to the newness of this regulation, and especially its interpretation by some, of which we had no knowledge when we bought the farm. Similar variance requests have been granted to other appli- cants. Also, public sewer & water service is avhilable for this lot. We propose to build the house in approximately the same location as the house that once occupied this lot. i ,yesiMofessionals, inc. civil engineers • planners • surveyors ■ Mr. Helmar Wolf & Arturo Guerra 4/04/91 Mill on the River Restaurant 989 Ellington Road South Windsor, Ct. 06074 Re: Residential property - west side of Beldon Road Dear Helmar & Arturo: Upon examination of the proposed placement of a residential dwelling on the subject parcel I wish to offer the following: 1.) 'I7ie 100 year floodplain elevation in this area is approximately 47.0. .) A house could be constructed with a walk-out basement at elevation 52.0, and a first floor at elevation 60.0. This would place the basement floor elevation approximately 5 feet above the 100 year flood elevation. This is more than adequate protection from the potential for flooding any portion of the proz.,osed structure. Arsena lt, P.E. _rrncV' a l
