I wholeheartedly object to the granting of such variances. In addition, I have some general concerns regarding such a business venture at this address. Being zoned as RR, the intended use is permitted if the property is 2 acres or more. In addition, the code permits a maximum of 15% of the acreage to be covered with an impervious material. Although the sketch filed with the application did not provide the property acreage nor the percent of acreage to be covered by the building, it would appear that the area to be covered is a much higher percentage, perhaps 30% or more. I assume that the minimum acreage requirement is designed to permit reasonable utilization of property in RR zoned areas while at the same time protecting abutting property owners from unsightly structures and farm/business operations. On this count, due to the proximity of neighboring residences, this criteria should be rigidly enforced and the variance denied. How is the area of impervious coverage calculated? Is it based on a survey? Does it include just the proposed greenhouse? Or should it also include the present structures? What about the driveway and parking areas. I believe that it is presently dirt and gravel. Does this mean that if the variance is granted these areas can never be paved? I assume that the percent requirement will impact water runoff from the property. What will be the increase and where will it go? I believe that variances should be approved only when the potential code violation is marginal in nature or perhaps somewhat judgmental. This one isn't even close. Please deny the variance. What follows are some general comments and concerns that I hope the Board will consider. Although zoned RR, I believe its fair to say that this area of town does not support any farm activities of this nature. The local area is very much residential and one might argue not very rural. The proposed structure would be entirely out of character with the rest of the neighborhood. The size of the greenhouse would dwarf nearby homes and certainly have an adverse impact on local property values. As this is a wholesale business, its character is entirely commercial and it should not be confused with the family farm or the backyard garden. I always thought that an owner in RR could only have one employee for a permitted business. What is the code? If not regulated, what will prevent an expansion of the staff beyond the three employees noted in the application? What are the planned operating hours? What would regulate operations to daytime hours only? An increase of vehicle traffic would result from this venture. The three employees would presumably have three cars. The property owner would likely have one or two vehicles. Where will they all park? I assume that commercial trucks, either the owners or the customers, will frequent this business. The present driveway is clearly not suitable for this type of traffic. Will it be improved or widened? Again, commercial vehicles in a residential area are not appropriate. Once the business is in operation, what will prevent retail selling? I understand that RR will permit a seasonal fruit/vegetable stand on the side of the road. Again, more potential for traffic! The town is already looking at spending money on sidewalks to keep residents safe, why introduce additional hazards? I understand that the present garage structure is to be removed to provide space for the greenhouse. Is this structure to be replaced? Will commercial vehicles be garaged out of sight? Does the RR zoning require that the property owner that operates the business reside at the property? What happens with this greenhouse at a later date when the business fails, changes hands or the owner simply doesn't want to run it anymore? What other types of applications for this property exist and will be subsequently permitted? Although zoned RR, the character of this property will be changed forever. It effectively will be considered commercial property in the resale market, because who would buy a house with a 100 ft x 150 ft greenhouse in the backyard! es O.
