Kelley, Application The Town Center was designed as an area for shopping and family leisure activities that would be in keeping with the needs of the residents of the community. This proposed use would promote the upscale atmosphere we are striving to create in the focal point of the town. The owner/manager has long been a resident of South Windsor and is skillfully trained in the entertainment area. The attached description of Scooter's Family Entertainment Center coincides with the philosophy of the Town Center but is not listed in the present restricted commercial zone uses. The key to a successful operation at Scooter's Family Entertainment Center will be to attract all age groups on a repeat basis by operating an exciting, safe, and clean operation. This type of usage will also support the "Village Green" that has been created at Town Center as the actual center of activity in the town. SCOOTER'S FAMILY ENTERTAINMENT CENTER will be a safe, secure gathering place and activity center for "kids" from ages 4 to 64 . SCOOTER'S will consist of an 18 hole miniature golf course, batting cages, and redemption prize games such as Skeeball, Water Races, Token Pitch, Wack-A-Mole, and Basketball Hoop Shot games. Less than 30% of the total equipment will be "video" games as they tend to attract a less family oriented audience. In addition to the miniature golf course and the midway games, the Center will contain rooms for birthday parties and a snack bar with festival-type food such as hotdogs, popcorn, pizza, yogurt, etc. No alcohol will be served in order to maintain the family atmosphere. The Center will be designed around a common Sports theme carried throughout; from floor layout and signage, to food presentation, prizes and rest areas. All areas will be brightly lit with bold, striking graphics to create the sense of movement and excitement that keeps kids active. The indoor entertainment center industry represents over $10 billion in annual sales worldwide. In 1989 over 97 million individuals visited Family Entertainment Centers throughout the year. Centers such as this exist throughout the world in sizes ranging from 4, 000 to 100, 000 sq. ft. with the most common being 10, 000 to 15, 000 sq. ft. The design, equipment, safety, and management of the Center will be appealing to the customer, surrounding businesses, and Town administration both now and in the years to come.
