EXP ANA'1.'I011 OF NEB FOR VARILI CE
Buckland Hills Development Partnership and A. F. Associates have
applied to change the zone 'of an approximately 33 acre site from
AA-30 Residential to Design Commercial . The pending application
is the first of a number of similar zone change requests
anticipated for abutting properties because, of the regional access
provided by I-84 ramps to Buckland bills Road, and the existing and
proposed commercial development in Manchester surrounding the I-
84 Intersection that is now expanding into South Windsor. The
proximity to 1-84 and existing commercial development nakes it
inevitable that this area of South Windsor will be commercially
rather than residentially zoned, developed and used in the future.
The town will benefit from the development of this area to ito
highest and bent use. The type of commercial development proposed
will provide a transition between intensive commercial development
in Manchester and residential zoned land north of the site proposed
for the design commercial zone. The applicant' s general plan of
development provides a 100 ft. buffer area adjacent to residential
zoned land north of this site.
The concept of a buffer to mitigate impacts on property zoned
residential immediately south and east of site is not applicable
since the area is likely to be commercial developed.
The residential zone south of the proposed'office building is owned
by a developer with plans for commercial use on that portion of the
parcel located in Manchester. There are no plans for the remaining
11.5 ft. wide residentially zoned land that will be surrounded by
commercial development. Residential use of this site is not
possible because steep slopes prohibit access from Buckland Hills
}toad. The location of access road for the proposed development is
based on the steep slope and need to consolidate curb cuts along
Buckland bills Road. Access to A. F. Arsoc. property is limited
to the, road proposed by Buckland Hills Development Partnership.-
The proposed road further restricts access to the proposed office
building site by creating additional steep slopes. It would be
exceptionally difficult to develop the applicants property while
maintaining a 100 Ft. buffer. along the southerly property line
because of the limited buildable area allowed by steep slopes and
buffer setback requirements. Reduction of buffer width to 25 ft,
(the same width as applies to RO, DA-15 and MF zones) , will permit
development of an office building, required parking, and access
from proposed roadway that is sensitive to site and abutting
development.
The request to allow parking within the 100 ft. buffer is to create
a sense of adequate, convenient, parking spaces for shops visible
from Buckland hills Road. The 25 it. setback area proposed
adjacent to Buckland Hills Road and the planting area in the
parking lot will provide an attractive landscape that maintains
view of some parking spaces and proposed building that creates the
image needed for a viable retail development.
