RE: ZBA Application #1614-90 - Ellington Road and Clark Street
Dear Ms . Banach:
At the meeting of the South Windsor Zoning Board of Appeals held on
December 6, 1990, your request for a variance to Section 5 . 2 of the
Zoning Regulations to allow less than the required front yard
setback on property located at the southeast corner of Ellington
Road and Clark Street (RC Zone) vas denied without prejudice .
The Board did not feel they had formal plans before them, so they
were unable to determine if a hardship exists . The Board could not
accurately identify what variances are required because the
buildings may not end up where they are shown .
You can reapply with different plans at any time .
Very truly yours,
Robert Warren
Chairman
Zoning Board of Appeals

VARIANCE APPLICATION - CLARK STREET
The Town of South Windsor is reconstructing the northern end of
Clark Street, between Eeming Street and Ellington Road. This
reconstruction includes modifying the intersection of Clark Street
and Deming Street to allow through movement of vehicles between Clark
and Deming Streets . Ir, order to accomplish the intersection
modification, property must be acquired from the abutter, John
Samsel . Mr. Samsel has been planning for quite some time, a
development to be knowr as Clark Corners on the abutting property.
The plans for Clark Co ners include four buildings in the vicinity of
the intersection recon truction. The four buildings have been placed
right behind the front yard setback. Wetlands on site preclude
placing the buildings farther back.
Right-of-way to be acquired for Clark Street reconstruction would
impact 'tho`'four:;propos d-.,buil-di.ngs•-->by*-relocating ths:{ rom eyard
I.. ,.setback line..-. This would. result, in the .inability of the,_property
owner to seek approval of the plan from the Planning & Zoning
Commission and the Inland Wetlands Agency with the buildings in their
current location.
We request that front yard setbacks be varied as follows :
Building A reduce by 251 , to 40' setback
Building B reduce by 351 , to 30' setback
Building C reduce by 151 , to 50' setback
Building D reduce by 51 , to 60' setback
