5. New Application No. 292 - Alexandra Development Corporation/Robert Dietrick
Property located East side, Nutmeg Road North, 1,000 ft. South of Strong-Road.
Present for the proposal James Thompson, Hodge Engineering and Henry Moeller,
Soil Scientist.
Mr. Thompson presented the site development Conservation Plan and topo-
graphic map. The proposal consists of 10 commercial and industrial lots in-
compassing basically the high portion of the land. Basically they are proposing
to develop the front portion (the high part) of the land. They have designed
the area so that all access runoff is retained on site.
Mr. Moeller presented the wetlands report of the area. Essentially the
main area of the property is hills consisting primarily of sand and gravel.
Mr. Moeller stated that the area was well drained. There are two wetlands
on the property. One area consists of salpole sandy loom. It is poorly
drained. It essentially has been completely surrounded by development and
in this area there is no real outlet presently exsisting. This wetland
receives a very limited amount of water in terms of surface runoff and sub-
surface seepage. It catches only a small portion of the property;
most of the water going off to the South and to the East.
The second wetland area is probably the largest and most important.
Basically it is located on the East side and goes East to Foster Road. There
is a small drainage way, and intermitant stream which is defined as a ditch.

As it gets off to the property it becomes very diffused. Portions of the area are
poorly to moderately drained soils showing as small islands on the submitted map.
Soils of this wetland are basically the Walpole sandy loom type; poorly drained.
To the East the soil becomes Wetter; very poorly drained.
Essentially what the proposal will do is to reshape the upland areas to have
more of a recta_ng2a config=ation. A retention pond would utilize part of the
area that is presently called a wetland and be more effective so that the outlet
:. would be controlled and allow for outlets so that there wouldn't be any major
water problems. The remainder would be filled and utilized-as part of the lot
area. In the South-East corner the main purpose is to square off the area. They
are at the edge of the wetlands and would be filling in a portion- of it which in-
cludes some moderately well drained soils; generally poorly drained soils.
The effect of all this is that essentially the soil of the uplands and the
wetlands consists of mainly sand and gravel; basically the same material through-
out. The filling will not really displace any water out of the area.Because of
the detention and, soil characteristics and of the fact that there is a very large
wetlands to the Fast, any runoff coming off of the property will not have any im-
pact on the remaining wetlands in regard to either water table or soil moisture.
lie soil is not changed in relation to water content so vegetation also will not
change. The relocation of the water course would be better defined and essentially
the water would still be flowing out in the same direction at approximately the same
location. It will not be any more or less water than before. Mr. Moeller feels
that this infringement on the wetlands is extremely minor.
Dr. Gutkowski asked what the use of the land would be. Mir. Thompson ex-
plained that this would be used basically for commercial and industrial sites;
all one acre sites ranging from 4$-60,000 sq. ft. Dr. Gutkowski brought up
the concern of any possible chemical runoff that may effect the wetlands area.
Mr. Thompson explained that each site must come back in front of the Planning
and Zoning Commission for review and approval. Dr. Gutkowski felt that although
Mr. Thompson's statement was understood, that sometimes it is not within the
total understanding of the Planning and Zoning Commission to deal with an entity
that may impact a wetland area. He asked if the nature of any of the building sites
were known. Mr. Thompson stated at this time it was unknown. Mr. Moeller, in
reference to Dr. Gutkowski's question, explained that the wetlands and soils
themselves, especially to the East, consist of a muck service with a very high
cation exchange capacity. As fax as heavy metals the soil itself will do an

incredible job in terms of-absorbing any tupes of minor spills. In the nature of
major spills it is illegal and he does not forsee any manufacturer coming in and
asking permission for wholesale dumping for any kind of chemicals.
Mr. Iane felt that, from walking the property, it to be unusual in that there
is a ridge running in corresponding with the road shown on their map and that the
property slopes off both to the North and South. He asked that fill and leveling
of the area be further explained. Mr. Thompson stated that generally there is a
removal of 40,000 yds. of material removing a knob like portion of the area. He
stated that they will be grading everything so that the entire site will drain to
controlled areas.
Mrs. Warren questioned the stockpiling of the material which will be in excess
of 33,000 yds. Mr. Thompson explained that their intentions were to remove stock-
: piles .when property is developed. To satisfy the Planning and Zoning Commission
they have shown where the stockpiles would be located. Stockpiles will be silk
fenced.
Mr. bane stated that the runoff was a potential problem because the era is
heavily wooded and removal of all the trees presently on the lots would be necessary.
Mr. Thompson explained that this is only 12 acres of a total of 20 acres. Mr.
Moeller said that the runoff would be minimized due to fairly level slopes and be
a low erosion hazarl. Mr. Iane confirmed that Planning and Zoning stipulated that
ks many trees as possible would remain on the site.
Mr. Thompson explained that they made the decision in designing the proposed
site to design a retention system for the entire site rather than by lot. They
designed the system so that there was a maximum of 60% development on each lot.
The retention system was designed for this maximum, although they do not know if
maximum development will occur.
Mr. Moran stated that he felt that with approval that each individual site
must consent to have a Conservation Plan . Mr. Lane agreed.
Dr. Gutkowski asked if drainage to the retention pond would be swalled or
piped. Mr. Thompson explained that it would be piped and that each individual lot
would have an outlet to the pipe.
A.B. Davies stated that he felt that because 43,000 yards would be need to be
removed, that stabilizing the stockpiles (seeding/netting) would be necessary on
a regular basis. Another item of concern would be stump removal.
Ins. Lane asked if there were any other questions or comments. There being
none the discussion was closed.

2. PUBLIC PARTICIPATION: John Mitchell, Jr., 505 Summerhill Drive, South Windsor,
Connecticut. In regards to Application No. 293 for John and William Mitchell;
property located on Strong Road, South Windsor, Connecticut. Mr. Mitchell explained
that his father has owned the property on Strong Road for approximately 20 years
and had his father wanted, at the time of purchase, to subdivide the land with
the frontage of 1,000 ft. that he has, he would have been allowed seven lots;
and now he feels that the application for three lots is not an unreasonable re-
quest. He further explained that the septic design has been approved by local
and state officials. Mr. Mitchell stated that he has a personal interest in
the proposal as he'would be building on one of the proposed lots.
3. ACC,, ANCE OF MINUTES: E. Warren brought to the attention of the Agency that
on page 10,of the October 15, 1984 Meeting's Minutes, under The Balf Company
- Application No. 261, Mx. Kaye not M+r. Balf .was the speaker. Correction to
the minutes shall be made. E. Warren made the motion to approve the corrected

rr. Lane drew to the attention of the agency the value of the booklet
entitled "What's Legally Required?", and urged the members to familiarize
themselves with it. He explained that it explains in detail how Inland Wetlands
Agencies through-out the State of Connecticut ought to function. He also men-
tioned that a review of South Windsor's Inland Wetlands and Watercourse Regulations
revised as of September 20, 1982 might be worthwhile. Another booklet available
pertaining to the subject would be "A Summary of Powers and Duties of Town Officials

5. New. Application No. 292 - Alexandra Development Corporation/Robert Dietrick
_ Property located East side, Nutmeg Road North, 1,000 ft. South of Strong Road.
Present for proposal James Thompson, Hodge Engineering. Proposal also dis-
cussed at 10/15/84 IWA Meeting.
kbL% Lane explained that the Planning and Zoning Commission in approving
the application' for a 10• lot subdivision added modifications. In particular
they request the following:
1. A conservation easement for the area to the rear of lots #6 and #7.
2. A detention basin shall be conveyed to the lot owners with a restrictive
covenant concerning maintenance of same by the property owners.
3. The topographic and conservation maps shall indicate the foilage lines
and vertical data shall be shown.
4. An effort shall be made to preserve as many trees as possible.
Mr. Thompson explained that in checking with the Soil Conservation Service
as to their recommendations to stabilize exposed areas, that they found that
staked down netting was the best procedure to follow at this time of the year.
Yx. Davies also explained that this was a standard procedure for this time
of year, and that October 15th is the cutoff date for seeding.
Mr. Thompson summarized for the agency his presentation of the application
given at October 15, 1984's meeting. He explained that the conservation easement
is in more than half of the rear of lots #6 and #7. He also explained that all
the drainage from the site would be handled by two basins. They are bringing
everything inwards, towards the road, down to a retention basin in the North-
West corner and down to the South-West corner. They have designed the retention
basin so that there would be no increase in runoff from the site with the site
totally developed. Instead of constructing a retention system for each site they
are proposing to put in the entire system now. At this time they are uncertain
as to what type of industry or manufacturer would be occupying the sites. They
have designed it in this manner so that it would not be necessary to come before
the agency for each individual site. The retention system is also for the road-
way which the Town would take over. The site has sewers and waters available on
Nutmeg Road North. The major problem is that there would be a considerable
amount of material which would have to be removed from the site. They have
approximately 40,000 yards of excess material which is primarily very sandy.
The developer has made arrangements to have the material removed from the site
during the construction of the road. Even though they show potential storage

areas with silk fences they probably will not have to be used. There will be no
topsoil leaving the site. They will move the topsoil, remove the sand, and then
put the topsoil back. Once each parcel is sold a new site development plan
will come before the Planning and Zoning Commission and the Inland Wetlands
Agency for approval. mrs. Eriksson asked exactly where the wetlands were located
on the proposal and if any of them connected with a large wetland area. rs. Thompson
indicated on the map where they were located and explained that one of them did
connect with a large'w&tland. He also explained that most of the wetland would
be left as is. Mrs. briksson asked if they assumed that the entire parcel would
be paved or covered when the detention basins are designed. Ix. Thompson explained
that they assumed the maximum coverage that is allowable by the Inland Wetlands
Agency which he thought-to be 60%. He also explained that he did not think that
the 60% maximum would be reached.
1•;r. Thompson .explained that the flood level resulting from a 50 year rainfall
f
is controlled on the property by a 30 inch culvert under Nutmeg Road North. IX.
O'Sullivan asked what the elevations of the lots above the flood line are. Mr.
Thompson explained that a 50 year flood is basically an 82. Nr. O'Sullivan asked
if the buildings would be approximately 5 ft above the 50 year flood line. YX.
Thompson answered that it would basically be 6 ft. He also said that the other
side of the proposed roars would be higher and at elevation 76 it is a little
lower and that it has an outlet on the road; it wouldn't have crossed the road
before this elevation. Mr. O'Sullivan asked where a 100 year flood line would be.
IIx. Thompson answered that it would not be much higher because of the flatness
of the area. Iri. O'Sullivan asked what size flood the detention pond was designed
for. Mr. Thompson explained that he could not remember if it was for a 50 or 100
year flood, but that it was what the Planning and Zonning Commission's requirements
called for. Mc. Lane noted that the Planning and Zoning approval letter did not
have any stipulation for this.
Nr. Lane asked since they expected to remove 45,000 yards of material how
many yards would be used to level off. Y.T. Thompson explained that in their
application it was noted that 12,566 cubic yards of fill would be placed in
wetlands on proposed lots #7 and #8 and that they would be removing 5,712 cubic
yards to create a retention pond. I•ir. Thompson further explained that they would
be striping the area, getting the top soil off, taking the sandy material out,
and putting the top soil back. rr. Thompson told ram. Davies that they would put
all comments on one set of revised plans. Ar. Davies asked Yx. Thompson to be

sure that the men doing the actual work on the site worked from the same set of
drawings that the agency sees.
There being no further questions or concerns, E. Warren made the motion to
approve with conditions Application No. 261 by Alexandra Development Corporation/
Mr. Robert Dietrick for the purpose of creating a retention pond in a wetland
area, relocating a watercourse, and filling a retland area, for proposed Nutmeg
Industrial Park, Alexandra Development Corporation, for property located East
side of Nutmeg Road Forth, 1,000 ft. South of Strong Road, South Windsor,
Connecticut. The permit is based on the plans entitled "Nutmeg Industrial Park"
prepared for Alexandra 'Development Corporation, 110 Hopmeadow Street, Simsbury,
Connecticut, by Hodge Engineering Associates, Inc. Such plans are dated July 31,
1984, no revisions; sheets 1 of 1 (Drawing No. 3). The following conditions
must be adhered to for this permit to be valid: 1. All exposed areas are to
be covered with staked hetting under the direction of the Town Engineer, and is
to be done within a reasonable time period. 2. A Conservation Plan must be submitted
and approved by the Conservation Commission. 3. A Conservation Easement for the
back of lots #6 and #7 as shown on map, must be approved by the Town Attorney and
submitted to the Inland Wetlands Agency. 4. The proposal is subject to the
approval of the Town Engineer. 5. The application shall indemnify and hold
harmless the Town of South Windsor against any liability which might result from
the proposed operation or use. 6. The permit is valid for one year and shall
expire October 29, 1985, if not initiated and completed within one year from the
date of approval. The motion was seconded by P. Thcmes, unanimously voted in
favor.
6. New-Application No. 296 - Robert Lavey DBA A-L Glass and Mirror Company
Property located at Sullivan Ave (corner Patria Drive). The proposal was
discussed at 10/15/84 IWA meeting also.
Mr. Davies, in a brief review of 10/15/84's IWA meeting, explained that
it was a 3.45 acre site with buildings on it, located next to railroad tracks,
and that he felt that this proposal would be a definite improvement to the area.
It is all wetlands and there would be very little stockpiling. P.r. Davies also
said that the 10 inch pipe on the catch basin on Patria Road was adequate. I'r.
Davies said that he would prefer them to come out on Patria Road as oppossed
to Sullivan Ave, but that was a Planning and Zoning concern not IWA's.
Mr. Lane stated that the Agency should ask for a Conservation Plan.
There being no further questions or concerns, J. I-loran made the motion to

RE: Application#95-16P, Steeltech Building Products. Review of
plans dated 4-17-95.
This review is in addition to comments dated May 11, 1995 to existing plans submitted
Comments:
1. Limit of vegetative clearing should be shown on the plans. This limit should be marked in the field
for staff and commission review. Also, if the eastern edge of the proposed outside storage area differs
from the cleared limit, this also should be marked in the field.
2. Proposed stockpile areas should be located away from the wetlands. Proper E&S controls should be
shown for the soil stockpiles.
3. Erosion control associated with the proposed relocation of the watercourse should be shown on the
plans.
4. The plan shows the eastern portion of the outside storage area to be dirt. Permanent perimeter
erosion controls need to proposed and shown on the plans to prevent long tern erosion impacts to the
relocated watercourse.
5. The plan shows an almost 90 degree turn in the proposed watercourse channel. Stabilization
structures need to be shown that will insure that streambank cutting will not occur during heavy flows.
Peak flow velocities need to be determined before this structure can be designed.
6. Will there be any refueling and/or maintenance of trucks onsite? If so, this area should be shown on
the plans. The plans do show a designated truck parking area behind the building. This area is
designated to be gravel. Fluids associated with the operation and maintenance of commercial vehicles
can escape and leach into groundwater or runoff to surface waters during storm events. A consideration
would be to pave the designated parking area and provide drainage to a separating structure prior to
entering the stormdrain system.
7. A detailed narrative concerning the relocating of the watercourse should included in the plans.
Sequencing of land alterations should be shown.
8. Details, and a species list on the reestablishment of the riparian vegetation associated with the
watercourse needs to be shown on the plans.
9. Types and rates for grass and legume seeding needs to be included in the plans. The proposed
regraded slope along the northern property boundary needs to be vegetatively stabilized using species
adapted for droughty slopes.
10. Is the proposed detention basin going to be wet or dry? This information, along with details should
be included in the site details sheet.
10. The origin of conservation easement should be referenced on the plans. Staff had talked about
you providing history of how it came about.

This field investigation was done in nonfrozen
conditions by taking many soil borings and noting many
important natural soil properties . They are: soil
moisture conditions , soil horizons , thickness, color,
texture and horizon boundaries, presence or absence of
soil water, and depth to groundwater.
Soil map units, using letter designations such as
"ChB" , indicate the presence of one or more soil materials
within the map unit . A map unit such as "Rh" has no soil
material in it .
The information in this report is based on the
examination and the interpretation of soils to a maximum
of 40 inches (A and B horizons) .
The classification system of the National Cooperative
Soil Survey, USDA, Soil Conservation Service, was used
in this report .

Dear Mr. Borawski:
Re: Appl #95-16P, Steeltech Building Products
At the June 21, 1995 regular meeting, the Inland Wetlands Agency/Conservation Commission
approved application #95-16P, Steeltech Building Products - IWA/CC permit for the filling of 1.4
acres of wetlands, diversion of an intermittent watercourse, creation of a wet basin, and grading and
work within the 80 foot regulated buffer of a watercourse on property known as 636 Nutmeg Road
North, I zone as shown on plans prepared by PDS Engineering & Construction Co. and dated April
17, 1995. This approval is subject to the following conditions.
1. One blueprint copy of the entire set of plans and this letter reproduced thereon, must be
submitted to this Commission. This must be completed within 65 days of approval prior to any
construction activity on the site.
2. Construction activities shall be subject to the approval of the Town Engineer.
3. The application shall indemnify and hold harmless the Town of South Windsor against any
liability which might result from the proposed operation or use.
4. We recommend a bond in the amount of$5,000 to be submitted to the Planning and Zoning
Commission to ensure compliance with the Erosion and Sedimentation Control Measures.
5. The permit is valid for five years and shall expire on June 21, 2000. It is the owner(s)
responsibility to request in writing any extension to this permit. Extension requests must be
made at least 65 day prior to expiration of the present permit.
6. All approvals required must be obtained and submitted prior to any activity on the site.
7. A contact person shall be identified directly on the plans.
8. A detail of the roof drainage shall be shown on the final plans.
9. A pair of Tupelo trees located near the eastern edge of the proposed clearing shall be flagged
and saved. This detail shall be shown on the final plans.
10. Deposition of stumps shall be by chipping or removal from the site. Stumps shall not be
buried on the site. This statement shall be included on the final plans.
11. Hooded catch basins shall be identified and shown on the final plans.
12. Sediment structures shall be located on the final plans.
Wetland flag numbers need to be shown on the plans. A soil scientist report has not been submitted.
✓Finished contours for the stream area need to be shown on the plans.
,/E&S measures are still lacking on the southern stockpile , in the stream channel, and at the detention
basin.
,Narrative on the stream relocation still is not included. This should show detailed steps involved in the
- construction.
Test pit data still has not been included.
Hydrology reports show a significant increase in the velocity of stormwater flow off of section 3. This
water is not directed to the detention basin. How will this increase be handled.
Seeding types and rates for the watercourse, lawn, and the regraded slope on the northern property
1r,.j,rr.7 a ry still nevi to be shown,
Details, and a species list concerning the reestablishment of the riparian zone along the watercourse still
hasn't been shown.
How does the applicant propose to keep sediment from being tracked off of the dirt storage area shown
on the back of the site. The relatively high water table that will be present in this area will be a constant
problem with access by heavy equipment.
What plans are there to mitigate the loss of proposed wetlands due to filling?
Have alternatives to the proposed plan been considered? Please be prepared to illustrate possible
alternatives to filling of the wetlands and the relocation of the watercourse to the Commission.

Re: Project"prop sal of Steeltech Building P oducts - Site plan.
The plan calls for the filling of 2.9 acres of wetland area and the diversion
of an existing watercourse along the edge of the property. This plan meets
the criteria of a significant activity.
The plans are not complete, additional revisions, taking into account town
staff's concerns need to be done prior to this being a complete application.
