RUBIN DAY CARE - ELLINGTON ROAD
PLANNING COMMENTS
1 . Zoning table should reflect actual figures for coverages and
setbacks .
2 . Will there be an additional dumpster? If so, it must be
shown on the plans on a concrete pad and screened.
3 . Will there be any landscaping added? If so, must be shown
on the plans .
4 . How will cars enter and exit the staff parking space shown
parallel to Ellington Road?
5 . Is there adequate room within the parking area for cars to
back up out of spaces without conflicts with parked cars (in
particular, the two spaces opposite each other) ?
FYI- You can request a waiver to allow parking spaces to be 9 ' x
18, in size.
ENGINEERING COMMENTS
1 . Legend should indicate if iron pins are existing or new.
2 . Monument at Ellington Road and Pleasant Valley Road should
have coordinates .
3 . Monument is required at Pleasant Valley Road and Ellington
Road along the Pleasant Valley frontage.
4 . Sight distances for driveway on Ellington Road should be
shown.
POLICE DEPARTMENT
1 . Need traffic report- existing congestion and conflict may
most likely be compounded by day care traffic. This is most
likely to occur during peak hours .
2 . How many children will be cared for? How many vehicles and
vehicle trips per day? Four drop-off spaces may not be enough.
3 . How will school buses access the area to allow for safe
pick-up/discharge of children?
4 . How is east/west single staff parking space accessed/exited.
5 . Conflict exists between eastern most parking space in front
of building and parking space directly opposite along south
curb. Fifteen feet is shown between spaces; 24 ft is typical
aisle width.
6 . Appears to be a conflict with handicap parking space when
parking? It looks like the west curb flares in.
7 . What prevents 7-11 customers from parking in staff parking
areas? This area is used regularly now for the business . Where
do these vehicles go?
8 . Recommend a review of the existing curb cuts . Redesign
and/or elimination of curb cut would be beneficial . I would be
willing to discuss alternatives with the applicant.

RE: Tree of Life Children's Center
South Windsor, CT
3CSA Project No. 95-2188
Dear Sergeant Lewis:
We have prepared the following letter report to address concerns raised in regards
to the above referenced project. We discussed the traffic issues with Mr. Paul Rubin, the
applicant, to obtain background information on the proposed facility. The proposed
facility will be located within an existing building adjacent to the 7-11 store on the corner of
Pleasant Valley Road and Ellington Rd. (Route 30). We understand that this building was
previously used as an office building by the owners of the 7-11 stores.
The Tree of Life Children's Center will operate between the hours of 7:00 a.m. and
6:00 p.m. Children will be dropped off and picked up during the course of the day with
the majority being dropped of between 7:00 and 9:00 A.M. and picked up between 4:00
and 6:00 P.M. This will allow for people who work the 7:30-4:00 shift and the 8:00-4:30, or
9:00-5:00 or 5:30 shifts to utilize this facility. The total number of children that will be able
to be accommodated in the facility is not expected to exceed 40. There will not be any buses
entering the facility to pick up or drop off children.
In order to obtain an estimate of the volume of traffic and subsequently the number
of parking spaces that are needed for the patrons of the existing 7-11 store,we referred to
the 4th. edition of the Trip Generation Manual produced by the Institute of Transportation
Engineers. For a convenience market, trip generation rates for the A.M. and P.M. peak
hours varied between 25-145 and 25-213 respectively. Assuming the convenience store has
approximately 150 patrons per hour during the peak hours, and the average patron spends
approximately 5 minutes at the store, then there needs to be approximately 12.5 parking
spaces for clients to the convenience store (150 Patrons per Hour/60min per hr. x 5 min per
visit= 12.5). There will need to be more than 12-13 parking spaces due to the fact that the
distribution of vehicles will vary throughout the hour.

The question was raised as to the adequacy of the number of drop off parking
spaces for the Children's Center. The proposed facility will contain a maximum 40
children. During the morning and afternoon peak hours,we can expect to have
approximately 20 children dropped of during a peak hour. Assuming it takes five minutes
to drop off or pick up a child, there would only need to be two (2) drop off spaces
(20/60min.x 5 min per child). Some parents may need to speak with staff occasionally, or
during some periods groups of parents may show up at the same time. In order to
accommodate this, four drop off spaces are being proposed, since it generally will take less
than 5 minutes to drop off or pick up a child.
The concern was raised that the proposed use will cause a significant increase in
traffic to this site. The staff for the facility will be arriving prior to the children, and
leaving after the children leave. During the peak morning and afternoon hours, there is
expected to be a maximum of 20 vehicle trips per hour. These will be due to the dropping
off or picking up of the children by their parent(s). Assuming that the existing 7-11 store
has 150 vehicle trips during the peak hours, the traffic from the proposed facility would
result in an increase of 20 vehicle trips or 13.33%. Some of this traffic to the proposed
facility may utilize the 7-11 store also and therefore would be visiting the site for a dual
purpose. In addition, some of the children at the facility would be expected to be
transported together(siblings, etc.), and some children may be dropped off or picked up
during non-peak hours. Therefore, the projected 20 vehicle trips per hour, in general,is
expected to be less.
The previous use of the building proposed for this facility, was as an office, and has
approximately 4,000 square ft. of floor space. For general office use,the trip generation
rates for an office building of this size are 2.77 and 2.91 for the a.m. and p.m. peak hours
respectively. This would result in traffic generation of 11-12 vehicle trips during the
morning and evening peak hours. The proposed use will result in a maximum of 8-9
vehicle trips per hour over that expected from the previous se.
The property with the existing 7-11 store and the proposed facility presently has
three curb cuts. One on Ellington Road, and two on Pleasant Valley Road. One of the
curb cuts on Pleasant valley Road is approximately 90 feet wide, and the other two curb
cuts are approximately 35 feet wide. Concerns were raised as to the three curb cuts and
circulation within the site. We are recommending that the 7-11 store owners add stripped
parking spaces within the large open center area of the 7-11 parking lot. This would
provide additional parking area for the 7-11 store, and also provide some control for
vehicle circulation.

Sergeant Lewis

Page 3
The existing concerns with circulation for the 7-11 store and potential for correction
of existing deficiencies are not within the control of the applicant. The volume of traffic
that will be generated by the proposed facility is modest in comparison with the 7-11 store.
The applicant is proposing to lease the building to house the proposed facility and has
limited ability to make changes to the site. The curb cuts and open circulation plan may
not be ideal from a traffic perspective, but may be from it store operator's perspective. The
general idea for access to a convenience store is to make access as easy as possible. A large
open paved area with no obstructions such as parking isles, where vehicles can pull off the
road and right up to the building is preferred over requiring patrons to maneuver around
islands, rows of parking etc. to access the convenience store.
In conclusion, the traffic generation from the proposed facility is relatively small
compared with the existing 7-11 store on site. There is sufficient parking on site to
accommodate both the existing 7-11 store and the proposed use. We expect the majority of
the site traffic to use the Route 30 entrance. The existing concerns with circulation on the
site concern the existing 7-11 store, and with the relatively small additional volume of
traffic from the proposed facility, there will not be any significant impact to the operation
of the site due to this proposed use.

JCSA Project No. 95-2188
Dear Marcia:
We are writing in response to comments made by your office, the Town of South
Windsor's Engineering, and Police Departments on the above referenced project. Our
responses to the each department's like numbered comments are as follows:
Planning Department
1. The zoning table has been revised to reflect the actual figures for coverages and
setbacks.
2. The proposed facility will use the existing dumpster presently on site.
3. There are no plans to add any additional landscaping to the site. Presently, there is
buffer vegetation along the property lines with the neighbors.
4,5. The parking for the proposed facility has been reconfigured to address the concerns
regarding the layout of the proposed parking.
Engineering Comments
1. The legend has been revised to clearly identify the existing iron pins.
2. The boundary information for this project was taken from two previous surveys,
neither of which had coordinates shown. No additional boundary survey was done
for this project, since the applicant is only leasing the building area.

3. The proposed facility is to be located within an existing building. The building on
the site is to be leased from the present owner of the property. The requirement to
set a monument on property that is not owned by the applicant, (only a building is
being leased) appears to be beyond the applicant's responsibility to gain approval.
4. The existing site distances from the Ellington Road driveway access have been
shown on the plan.
Police Department
1,2,8. We have prepared a letter report sent out under separate cover to address the
traffic concerns raised.
3. There will not be any school buses picking up children at this facility.
4,5,6. The parking layout has been revised to address these concerns.
7. The store parking could be reconfigured by the storeowners to provide additional
parking spaces for the 7-11 customers. There are no measures proposed to prevent
cross-parking from occurring, however new signs will alert the store patrons of the
Children's Center.
We trust that we have addressed all of the outstanding comments in a satisfactory
manner. We would like to discuss and resolve any outstanding issues prior to the meeting
scheduled for April 11. If you have any questions or comments, please feel free to call.

RE: RUBIN DAY CARE SITE PLAN - 95-11P
We have reviewed the revised drawing dated 4-3-95 for the proposed Rubin Day Care Site Plan and
have the following comments:
1. The sight distance for Ellington Road (Route 30) is shown as 600' to the right and 700' to
the left. The State of Connecticut DOT indicates that the 85 percentile speed in this area
is 49.9 MPH eastbound and 50.2 MPH westbound. Using the State of Connecticut
guidelines, the desired sight distance would be 770 feet for 50 MPH. The existing sight
distance at this site does not meet that criteria.
2. A monument with coordinates is required at the corner of Pleasant Valley and Ellington on
Pleasant Valley.
3. The coordinates for the existing CHD monument shown is required.
RUBIN DAY CARE SPECIAL EXCEPTION PH 4/11/95
1. Request for a special exception to article 5.1.2.9.1 to operate a day care facility for
approximately 40 children at the existing building on the west side of Ellington Road, south
side of Pleasant Valley Road, RC zone. This is the vacant building next to the existing 7-11
store.
2. There are both general criteria for all Special Exception criteria in the RC zone and specific
criteria for this use on the RC zone. The general criteria include: traffic hazards or other
hazards will not be created; general property values will not be conserved; no adverse
effects on existing uses in the area; general welfare of the community will be well served;
no adverse on present or proposed utilities in the area; and that no adverse environmental
impacts will be created.
3. Specific criteria for day care facilities in this zone includes: no safety hazards are created,
particularly with respect to access into and out of the site and building; there must be
adequate parking to accommodate any anticipated heavy patronage functions, such as open
house, recitals, plays, etc; and the surrounding environment must be reasonably physically
and verbally non-threatening to children and staff at the time of this application and there
must be a reasonable expectation that the surrounding area will remain non-threatening in the
future.
4. Applicant is proposing to provide 9 staff parking spaces and 4 drop-off spaces in front of the
building. The applicant should address overflow parking arrangements.
5. The applicant has indicated that no buses will enter the site to drop off children. If in the
future busses will be dropping off children we would ask that the applicant address how
children would be brought across the parking lot to the site.
6. There are no regulated wetlands on the site; and conservation approval is not required.
7. The site has public water and sewer servicing the existing vacant building.
8. Existing impervious coverage is existing at 77%; 60% allowed. There is no new impervious
surfaces being proposed with this application.
9. The applicant has indicated that there will be no additional landscaping added. There is an
existing tree line shown on the plans. That tree line consists of a row of well established
arborvitaes which do provided significant screening of the play area.
10. The applicant has indicated that they will be using the existing dumpster for this facility.
There is a second dumpster on site which is not shown on the plans. We would ask that this
dumpster be placed on a concrete pad and screened.

MEMORANDUM Town of
South
TO: Michele Lipe, Planning Department )Windsor
FROM: Sergeant Lewis DATE: 1.1 April 95
SUBJECT: TREE OF LIFE CHILDREN'S CENTER Police Services
On Thursday, 06 April 95, from 0715 to 0815 hours,I conducted a traffic survey of the 7-11
parking lot located on the corner of Ellington Road(RT 30)and Pleasant Valley Road. Vo- le
monitoring the traffic in the lot I made note of the different parking arrangements taking place as
well as the flow of traffic as the vehicles entered and exited the lot from one of three different
driveways. It should be noted that this establishment does not have any visible designated parking
arrangements in the lot.
During the course of the hour, a total of 128 vehicles entered the lot from one of the three drives.
A large number of the vehicles using the lot were passenger type or pick-up truck type vehicles.
In addition to these vehicles, there were also a number of larger commercial type box trucks that
entered the lot. Upon my arrival at 0715 hours there were two of the aforementioned box trucks
along with a tractor trailer unit and a school bus parked diagonally in the area of the drive-up
phone booths creating somewhat of an obstacle for traffic converging from the large Pleasant
Valley Road driveway and the Ellington Road driveway.
During my presence, most vehicles parked along the front of the 7-11 store. At one point there
were a total of 19 vehicles parked along the front of the building with the row starting in the area
of the dumpster, at the south side of the building, and continuing across the front of the building
to the island separating the two Pleasant Valley Road driveways. This arrangement virtually
closed traffic access to the main parking lot from the western most Pleasant Valley Road
driveway, although traffic entering from this driveway was able to park along the north side of the
building. Also during this time, a second row of vehicles started to park in back of the first row at
the northern edge of the aforementioned line.
At no time during my presence did any vehicles park in front of the proposed day-care facility
and only several opted to park against the east curb of the lot, across from the area of the 7-11
dumpster. I did note that several vehicles remained parked in this same location throughout my
presence therefore I am assuming that these vehicles belonged to 7-11 employees.
Most customers remained at the store long enough to make their respective purchase and then
left, however, there were a number of customers who, either before or after making their
purchase, remained standing outside their vehicle talking with other customers. I also noted
several vehicles, traveling east on Pleasant Valley Road, that entered the lot via the larger
driveway and continued through the lot exiting onto Ellington Road southbound to avoid traffic
stopped for the traffic light at the intersection.
APPROVED: DATE:
S W PS-4
(Rev. 9/87)
Most of the congestion/conflict that I observed centered on vehicles stopping in the middle of
the lot while waiting for a vehicle which was already parked in front of the building to back out
and leave. As they waited, other vehicles would enter and exit, trying to drive around this waiting
vehicle. In addition, vehicles backing out of their respective parking space posed some confusion
for entering vehicles as they would back out of their space in one of two different directions.
I am concerned that the additional traffic generated by the proposed day-care facility would
significantly impact on the existing conflict and congestion during peak hour traffic, particularly
at this end of the parking lot which is narrower, providing less room to maneuver safely, while
pedestrians, both adults and children, are walking to and from parked cars.
Another area of concern, although not traffic related, is the fact that the 7-11 store has a grocery/
beer permit through the State Liquor Control Commission and does in fact sell beer on the
premises. That permit number is GB 8402.

Dear Mr. Rubin:
Re: App195-11P, Rubin Day Care Center
We regret to advise you that the Planning & Zoning Commission voted on April 24, 1995, to deny
the above-referenced application. The Commission had extensive concerns regarding internal traffic
flow and safety, as well as parking. As a result, the Commission determined that the site was
unable to satisfy the following Special Exception criteria for a day care in a Restricted Commercial
zone:
5.1.2.9.1.a - no safety hazards are created, particularly with respect to access into and out of
the site and building; and
5.1.2.9.1.d - there must be adequate parking to accommodate any anticipated heavy patronage
functions, such as open house, recitals, plays, etc.
If you are able to locate a more suitable site, please do not hesitate to contact the Planning
Department Staff for assistance with submission of a new application.
