Box 2590 New Britain, CT 06050-2590 REF: Timothy Edwards Middle School - South Windsor Drainage Dear Mr. Weisman: In response to your request for a review of the drainage associated with the referenced project, and more specifically as shown on the Site Plan, drawing No. L-1, we offer the following. Due to the small size of the project and the amount of information on the plans, we felt the need to contact the town planning and engineering offices to determine in more detail what they were looking for. We talked to the Town Engineer, the Town Planner and Mr. Bo Davies - we were informed that the concern was not the potential for an increase in the flow rate, because most of the new building is being built in areas that are already paved and the existing storm drainage system has adequate capacity. The concern is the means by which stormwater will get to the existing catch basins . Our understanding is that the new addition is to be built on piers . The existing ground will be disturbed as little as possible and the existing grades will be maintained following construction. The drainage patterns would then be the same as they are today with the exception of the roof drains . The roof drains would tend to concentrate the flow, but the areas are small and the water will be outlet on the ground to follow the exisitng drainage pattern. Y trust this information is what you require . If you have any questions or need additional information please give me a call . Very truly yours, A- ONSULTING ENGINEERS, INC. A '' a /nt P.E. Request by the Public Building Commission for addition of 7300 square feet of relocatable classrooms to Timothy Edwards School, in the vicinity of the existing relocatable classrooms . It appears from the plans that about half of the new building will be placed on existing pavement, and half will extend onto existing lawn area, at the edge of a slope. The PZC, at its February 28 meeting, agreed to accept the submitted plans without requiring either an engineer' s or a surveyor' s seal . 2 . This application was reviewed by the Architectural & Design Review Committee on March 9 . The Committee had strong concerns regarding the purely institutional appearance of the relocatable classrooms , and voiced their opinions that architectural features are possible for the building but have not been explored by the applicant. Recommendations included foundation plantings around the portable classrooms, plus variable height plantings close to the building to break up the appearance. It was recommended that the proposed white pines be moved to the rear of the property ( southern boundary) , to begin establishing a screen between the school and the abutting residences . The Committee noted that the proposed placement of the pines would not be an effective landscaping element due to the higher elevation at which the pines would be viewed from drivers approaching the school . The Committee strongly recommended that in the future, relocatable classrooms need to have architectural features designed into them so that they will be more aesthetically pleasing as is required of all other buildings reviewed by the Committee. The Architectural & Design Review Committee wants the applicant to return to the Committee for review of modified landscaping plans . 3 . Drainage and grading for the new classrooms will need to be coordinated with the Engineering Dept. The Engineering Dept. has also asked that the applicant be made aware that submission of as-builts is required prior to issuance of a Certificate of Occupancy; and notes that amendment of the previous as-built is acceptable . 4 . Superintendent of Parks and Grounds Karl Reichle has the following requested modifications to the tree planting specifications : a . Exact placement of trees to be field located with Mr. Reichle; b. Planting pit shall not be dug any deeper than the height of the root ball; c . Root ball shall have all wire baskets removed, strings shall LETTER OF TRANSMITTAL PLANNING DEPARTMENT TOWN OF SOUTH WINDSOR 9 , s 1540 SULLIVAN AVENUE SOUTH WINDSOR CT 06074 I ( 203 ) 644-2511 DATE TO: k 1 (MAR 10CE VED 1 5 1996TH VONLOSOR WE ARE SENDING YOU: c.c P & Z initial plans - Drainage P & Z final plans Bond estimate requests Inland Wetlands plans Bond reduction requests Final plans for filing Change order. form Other Correspondence -Copies Appl . Erosion and Sedimentation Control 1. All erosion and sedimentation control measures are to be in place prior to earth moving operations in each area and maintained/cleaned out during construction. Call the Zoning/Wetlands Enforcement Officer for inspection when measures are in place, prior to commencement of site work. 2. All topsoil stockpile areas to be protected (ringed with haybales or equal). 3. During construction a crushed stone tracking pad is to be installed and maintained to minimize tracking of dirt/gravel onto Arnold Way. Calcium chloride or water is to be used for dust control as required. Public Works 1. Three complete sets of approved/revised plans to be provided to Town prior to start of construction. They will be stamped by the Planning Department along with plans developer needs. Only approved plans are to be used on the job site. 2. Any problems and/or questions regarding construction of this project will be directed to David Pernal in the field. 3. Job meetings will be held as needed, and can be called by the developer or Town. 4. Forty-eight (48) hours notice needed for certificate of occupancy inspection. Two week review period (10 working days) needed for all individual site (lot) plans prior to issuance of building permit (may be longer if application is incomplete). See general guidelines for certificate of occupancy and building permit procedures. 5. Any proposed changes are to be presented to the Engineering or Planning Department prior to implementation on change order form in quadruplicate with 4 copies of the drawing. Town will attempt to turn around within 24 hours. 6. No paving after October 15 or before April 15 without written approval from Director of Public Works. 7. Normal hours of operation 7:00 a.m. - 5:00 p.m., no work on Sunday. 8. Concern expressed about skirts around buildings - screens will be placed at bottom to keep animals out and allow storm water to flow under building. Planning Department 1. Landscaping is to be installed in accordance with the approved landscaping plan. If there are changes required, contact the Planning Dept. Additional landscaping installed on one part of a site will not preclude planting all of the remaining items shown on the landscaping plan. 2. Landscaping to be installed during the month of September. Karl Reichle, Superintendent of Parks and Grounds should be contacted prior to installation. SNET/NU 1. Contact utilities for coordination of utilities connection. Fire Marshal 1. Blasting (if required) to be coordinated with the Fire Marshal. Police Services 1. Emergency phone numbers for the duration of the construction must be provided to Police Services on a company letterhead. If the developer occupies or owns the building(s) after construction emergency numbers must be provided to Police Services. 2. If an alarm is to be installed contact Police Services.
