TIME FRAMES AND PROCEDURES FOR SUBMITTING APPLICATIONS/PLANS
1 . All prospective applicants are urged to confer with;.,Town Planning
Department and Engineering Department staff prior tE6 submission of
any application to the Commission.
2 . Plans are officially received only on the fourth Tuesday of each
month at the Regular Meeting of the Planning & Zoning Commission
(PZC) .
3 . Three ( 3) sets of blueprints are required on the second Tuesday of
the month for review by the Town Planning and Engineering
Departments . This deadline must be met if you want to ensure that
your application is officially received by PZC.
These plans must be submitted as complete plans -- which includes
application plus all required information contained on checklist.
It is the applicant' s responsibility to ensure that all information
,required on the checklist is submitted in one package at the time of
submission -- including landscaping plans, architectural elevations ,
traffic report, etc.
4 . After review, Town staff will notify the applicant of
requested/required modifications .
5 . If the applicant makes recommended modifications to plans," six sets
of revised plans must be submitted. If a Public Hearing is required
(or optional but likely) then seven sets are required. Revised plans
should be complete packages (applicant may disassemble previously
submitted plans and reuse sheets if so desired) .

Chambers of the South Windsor Town Hall, 1540 Sullivan Avenue.

LAWRENCE ZONE CHANGE REQUEST RR TO A-20, CLARK ST. PH 2-28-95
1 . Request to rezone about 14 acres from RR to A-20 on Clark
Street opposite Smith Street. The subject property has 930 feet
of frontage on Clark Street and is in excess of 650, deep. The
western half of the property (which would be the rear of the
property) has an electric transmission line corridor across it.
Current RR zoning has minimum lot size of 40, 000 square feet,
with 175 ' frontage required, which would yield about 5 lots on
this property. The proposed A-20 zone requires 20, 000 square
feet lots with 100 feet of frontage, or about 9 lots .
2 . Public water and sewer are available in Clark Street. Our
Town wetlands map shows that the majority of this property is
C regulated wetlands . Whether this property remains in the RR zone
Cv or whether it is rezoned to A-20, the actual extent of regulated
wetlands would need to be determined to see to what extent
A'A construction of houses is actually feasible based on our inland
W wetlands regulations .
3 . The Town Plan shows this as rural/suburban
property
residential . The property is bordered to the north by A-20 zone,
to the south by RR and MF-A zone, to the west by A-20 zone, and
to the east across Clark Street by MF-A and DRZ zones . If the
Commission approves this zone change, you will need to indicate
on the record whether this zone change is consistent with the
Town Plan, in accordance with State Statutes .
4 . Traffic generated on Clark Street with the small number of
lots would be minimal . However, Town staff would strongly
encourage minimization of driveway cuts onto Clark Street, as it
is a collector street, and we recommend that shared driveways or
a service driveway be required at subdivision time. If the zone
change is granted, the owner then has the right to subdivide the
property in accordance with the subdivision regulations, so this
is the time to consider whether rezoning would result in too many
new driveway cuts onto Clark Street .
5 . There are fewer permitted uses in the A-20 zone than in the
RR zone; most notably, the A-20 zone does not allow farm uses .
RR zone special permit uses not allowed in the A-20 zone include
clubs , hospitals & convalescent homes , boarding/rooming houses
for 6 boarders (A-20 allows 3 boarders ) , golf courses , and
Town-owned housing for the elderly.

Re: Appl #95-03P, Lawrence Zone Change/Clark Street
We are pleased to advise you that the Planning & Zoning Commission
voted on February 28 , 1995 to approve the referenced application for a
zone change from RR to A-20 on ± 14 acres located on the westerly side
of Clark Street and southerly of Stanley Drive .
The Commission noted that this zone change is in compliance with the
Town Plan of Development .
Within ninety days (by June 2, 1995 ) a zone change map ( 1 " = 40 ' ) with
an A-2 certification must be filed, showing all boundary lines and the
acreage of the land where the zone change was granted . The map shall
be drawn in accordance with the rules and regulations of the State
Board of Registration for Professionals Engineers and Land Surveyors ,
and shall be stamped and signed by a Registered Land Surveyor . The
zone change map must be submitted on black and white mylars , with this
approval letter thereon, together with three blueprint copies of the
Zone Change . After the mylars have been stamped and signed by the
Commission, they will be returned to you for filing in the Town Clerk' s
office .
The effective date of the Zone Change is the date the mylar is filed in
the Town Clerk' s office.

At the July 19, 1995 regular meeting, the Inland Wetlands Agency/Conservation Commission
approved a 90' x 90' buildable square on the proposed lot #5 as shown on plans prepared by John
J. Lawrence Associates, stamped and dated July 13, 1995 by the Planning Department.
