1 . Third request for Commission approval for a 5-year permit for a
major home occupation under section 4 . 8 . The reason5for
requiring PZC approval are to ensure that:
- the home occupation is clearly secondary to the use of the
building for dwelling purposes;
- the home occupation is compatible with other permitted uses in
the residential districts;
the residential character of the dwelling and the neighborhood
are maintained and preserved, and;
all residents have freedom from excessive noise, excessive
traffic, nuisances , fire hazards, offensive odors and
pollutants , and other possible effects of commercial uses being
conducted in residential areas .
2 . Performance criteria that must be met include:
Maximum 25% of the floor area can be used for the occupation; -
occupation cannot be visible from outside the dwelling unit; -
dwelling must retain the character of a single family dwelling; -
No entrance or exit may be added solely for the occupation;
no more than one non-resident employee allowed;
- the
occupation cannot create a volume of passenger or commercial
traffic that is inconsistent with the normal level of traffic on
the street. - all parking needs must be met on site; and the
Commission may require screening of additional parking y--be
scfene P from the street and from adjacent
residential property.
3 . The applicant does appear to meet the physical criteria for the
home occupation, including required parking. In the parking
area the applicant is proposing, screening has been provided
with a 4 ' high stockade fence. We have advised the applicant
that we are concerned with any potential site line problem which
this might create . Screening may be better accomplished with
some kind of plantings .
In addition, there are two curb cuts into this property. Staff
is recommending that one of the curb cuts be closed with this
application. (Preferably the eastern most curb cut) .
Ellington Road is a state road, the applicant has been advised
to see what, if any, approvals are required by the state.
4 . The applicant is proposing to use the existing garage for the
salon facility and to construct a car port adjacent to the
building to accommodate a car (as required in the zoning
reg -'iati,bns`) . The applant hags provided a sketch of what the
ho se wiJ look like''after the cQn`version of the garage .
heapplicari\t1 has ;riot, proposed any s.ignage. Home occupations
re a ,,loXaed two ,.square,- feet of sign`age.
4 . The most recent traffic count data available for Ellington Road,
1987 data, indicated about 10, 600 vehicles per day. Ellington
Road is classified as minor arterial . Expected traffic volume
is greater than 10, 000 vehicles per day.
5 . I-fthis application is approved, the appli nt will comple -a
'home ccupa,on permit f6rm, which contains an acknowledc!eZjt
that he applicant will abide `by the criteria contained in the
Izoning regulations . The applicant would also be required to
