Application is for phase II of the Linkwood facility- proposing 100 , 000 sf of manufacturing, 12, 500 sf of retail, and 10 , 000 sf of office on property located on the northerly side of Strong Road, on the westerly side of Route 5, I zone. 2 . The site size is 17 . 1 acres . The proposed impervious coverage 36% ; 65% allowed. Building coverage is 16%; 50% allowed. The number of parking spaces required is broken down as follows : Phase II 100 , 000 manufacturing = 142 spaces 12 , 500 sf ft retail = 45 spaces 10 , 000 sq ft office = 63 spaces The total spaces required is 250, the applicant is providing 129 spaces in phase II . The applicant will be requesting a waiver of 121 in this phase. At the staff ' s request, the applicant has shown how additional parking spaces could be added if the need were to arise (it the use were changed) and additional parking was required. 3 . Due to the size of the building and the number of parking spaces proposed, this project is subject to STC approval . Also, because it has entrances proposed on Route 5, it will be .reviewed by the State DOT as well . The applicant has indicated that those reviews are in progress now. 4 . The applicant has submitted a traffic study for this proposal . This study looked at existing conditions in the vicinity of Route 5 and Strong Road and evaluated the impact of this proposal on the existing traffic . The level of service for the Strong Road/Rte 5 intersection currently operates at a Level of service B; after projected traffic generated from this site as well as existing traffic added in, the level of service will still remain at a level B. In the traffic engineer' s conclusion, he goes on to state: "Based on our review . . .it is our opinion that no changes in - r existing geometry or traffic control devices are required on Route 5 or at the intersection of Route 5 and Strong Road. " 5 . 5 . The applicant has indicated that the retail use proposed is associated with the permitted manufacturing use. The regulations state retail can be an accessory use provided that no more than 20% of gfa is devoted to such sales . Therefore, this retail would be permitted as an accessory to this use. 6 . The site currently is a open field on the corner of Strong and Rte 5 . There are no regulated wetlands on the site. There is an intermittent watercourse in the rear on the northerly side of the property. The applicant received IWA approval on 10/26/94 . The IWA/CC recommended a bond in the amount of $5, 000 . There were no unusual approval conditions placed on the application. 7 . The site is serviced by public water and town sewers in Strong Road. WPCA approval is not required. Fred Shaw, Sup't of WPC has indicated that WPCA approval and DEP review and approval is required is anticipated discharge will involve an industrial process wastewater or if flow rates equal or exceed 5 , 000 gallons per day. 8 . The applicant has presented this proposal to the Architectural and Design Review Board. The applicant met with the Board twice and satisfactorily addressed the architectural and landscaping concerns of the Board. Specifically, the board was concerned with the appearance of the southern elevation. They had requested the applicant to break up the facade with additional split block columns, as well as adding additional coverings over the walkways and garage door on that elevation . The board also requested the applicant add some additional landscaping along the southern side, as well as a landscape island in the front corner of the parking lot. 9 . The landscaping proposal also includes : relocation of the large berm to the Strong Road side of the driveway. When phases I was developed, the applicant' s engineer had indicated that the treeline affect would be carried down the length of Strong Road . Town staff would like to see some street trees added to the Strong Road and Rte 5 frontage. If this application is approved, the planning department requests has no further modifications to request . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . WINDSOR PLANNING DEPL Fax (203) 282-1705 Dear Sir/Madam; I am writing to notify you in accordance with the State of Connecticut Public Act 89-225 that we have applied to the Connecticut Department of Environmental Protection on September 8, 1994 for an Air Quality Permit to install and operate a G& S Mill, Inc. Model 662 low pressure boiler which will burn the wood byproducts of our manufacturing operation at lot# 10 Strong Rd. South Windsor, CT. My company believes that the system will have a minor impact on air quality because of the small size of the unit (less than 5 million BTU input ). My company further believes that it is exempt from the need for a DEP permit for the following reasons, * The company has operated a substantially identical system at its facility at 1390 John Fitch Blvd. South Windsor, CT since 1989. * On June 5, 1989 the DEP exempted the John Fitch Blvd. system from the need for a permit ( see enclosed exemption letter ). If you have any questions about this system, you can contact me at 203-528-9095. Sincerely Yours, Brian L. Lyman President cc- Mr. Mark Feinberg, Economic Develpment Coordinator Town of South Windsor Mr. Thomas Marano, Regional Manager State of Connecticut Department of Economic Development enclosures: Plot Plan, DEP Exemption Letter STATE OF CONNECTICUT DEPARTMENT OF ENVIRONMENTAL PROTECTION June 5, 1989 Mr . Bryan Lyman President Linkwood Furniture 1390 John Fitch Blvd South Windsor , Connecticut 06028 Dear Mr . Lyman : This letter is to inform you that the Department has completed the evaluation of your application for a permit fora G & S Mill #325 Automatic Wood Fired Boiler with Stoker at 1390 John Fitch Blfd , South Windsor , Connecticut . Pursuant to Section 22a- 174-3(a) of Connecticut ' s Administrative Regulations for the Abatement Air Pollution (hereinafter referred to as The Regulations ) , Linkwood Furniture was required to apply for a permit . However , pursuant to Sections 22a- 174-3(b) ( 1 ) (A) and 22a- 174-3(f) ( 1 ) (A) , of The Regulations (revised February 1 , 1989) , neither a permit to construct nor a permit to operate is required . This source is considered exempt because uncontrolled emissions from this equipment (determined at maximum rated capacity and operating for 8760 hr/yr ) are less than five (5) tons per year of any pollutant . This review has also indicated that the proposed new source is not subject to review under Title 40 of the Code of Federal Regulations Part 60 or Part 61 ( concerning New Source Performance Standards and National Emission Standards for Hazardous Air Pollutants ) or to review as a "major modification" in consideration of the significant levels of Table 3k- 1 of subsection 22a - 174-3(k) of The Regulations . You may therefore proceed to construct and operate the above referenced source provided your 30 ' stack is no less than 57 feet from your property line . This will satisfy the requirements of Section 22a- 174-29 for polynuclear aromatic hydrocarbons (PAH) emissions . The Department has come to its conclusion based on information provided by you and based on the review of design and operating parameters by the Air Compliance staff . A copy of the engineering review is enclosed . If the above source is ever modified in such a manner as to result in an uncontrolled emission rate greater than five (5) tons per year , of any pollutant , permits would be then required . Nash Linkwood Furniture Exemption This letter in no way grants immunity from legal action resulting from the failure of this source to remain in compliance with existing air pollution regulations , nor does it provide an exemption from compliance with future Federal , State or local legislation. Please be advised that you will be receiving permit fee refund check for $ 50 . 00 in approximately 4-6 -weeks . If you have any questions , contact Ms . Paula S . Please make the necessary revisions to the plans and submit 6 complete sets to the Planning Department . If you have any questions regarding the comments or the procedure, please contact me . Very truly yours , Marcia A. Banach Director of Planning cc: Jerry Iazzetta, Town Engineer LINKWOOD PHASE II PLANNING COMMENTS ENTS KeyMap 1. Driveway cuts on surrounding properties must be shown 2. Lines indicating proposed drainage system with direction arrows and lines indicating the sanitary sewer system direction must be shown. 3. Data block must address parking needs according to Section 10 of the zoning regulations. (Please refer to the section relating to industrial and manufacturing uses. Number of spaces is based on size of facility or number of employees depending on what requires the greatest number of spaces.) If a parking waiver for size or number of spaces is being requested, this should be reflected in the zoning data table. 4. All streets which appear on the key map should be identified. In general, the key map is difficult to read. Plot Plan/Topo Plan 1. Copy of the A-2 map referenced is required to be submitted as a part of this application. 2. Pavement, sidewalks, and parking spaces must be dimensioned. 3. Because of the number of parking spaces that may be required when parking formula is recalculated, the applicant may be required to show an area as a reserve parking area (if a waiver to number of parking spaces is being requested). This is demonstrate how the parking needs of a future tenant could be met. 4. Are there any outside dumpster proposed? If so, they should be shown on a concrete pad and screened. Landscaping Plan 1. The landscaping legend should be in accordance with the normal standard, i.e. name of species, letter symbol, quantity and size. 2. Additional plantings should be incorporated and more of a variety should be used. 3. Street trees along Strong Road and Route 5 might be considered. We would recommend consulting a landscape professional for input on this large site. General Comments The applicant should be aware that an STC permit is required because the facility exceeds 100,000 square feet. We have requested information regarding the number of trips this facility will generate and whether or not the existing intersection/roadways require any improvements to accommodate the expected traffic. Is the retail being proposed associated with the Linkwood facility? Retail sales are only allowed as accessory uses to permitted uses in the industrial zone (see Section 6.1.4 of the zoning regulations). WPCA COMMENTS WPCA and DEP review and approval are required if anticipated discharge will involve and industrial process wastewater or if flow rates equal or exceed 5,000 gallons per day. TRAFFIC AUTHORITY Identify Nassau driveways, eliminate one driveway (?middle one)- truck traffic is to use far west driveway exclusively, align east driveway with the existing Nassau drive. MEMORANDUM TO: Marcia A. Banach, Director of Plan ing FROM: Jerry C . Iazzetta, Town Engineer RE: LINKWOOD MANUFACTURING PHASE II - 4-36P DATE: October 5 , 1994 We have reviewed the drawings dated 9-14-94 , sheets S-2 and S-3 dated 10-4-94 and the drainage calculations dated 9-30-94 for the proposed Linkwood Manufacturing Phase II Site Plan and have the following comments : Drainage Calculations 1 . Drainage area maps are required for pre and post development . 2 . Storm Sewer system design sheets should be provided. 3 . Printout of detention basin capacities should be included. 4 . Town of South Windsor Public Improvement Specifications require the following information for detention basins : a . Capacity for 100 year storm. b . Inflow and outflow hydrographs (either numeric or graphic ) . C . Time which is required for the facility to drain to pre-storm discharge elevation . d . Methods employed to avoid clogging the discharge structure . Sheet S-1 1 . Existing driveways should be shown . Sheet S-2 ( 10-4-94 ) 1 . The detention basin is not consistent with details shown on sheet S-5 . 2 . Proposed topography of site, with the exception of the detention basin, is not shown. 3 . Sanitary sewer lateral needs to indicate inverts at building and manhole, length, slope and type of pipe . Also top of frame and invert of existing manhole should be shown. 4 . We request that a catch basin be placed at the westerly driveway within the Town ROW, connected to the proposed storm system. This would be for future connection of Ident Road storm piping. A right to drain should also be given to the Town. Marcia A. Banach Linkwood Manufacturing - 94-36P Page 2 . 5 . The slope of the pipe between CB8 and CB9 appears to be . 1% . Is this correct? 6 . Size of riprap at the inlets to the detention basin should be indicated and a detail provided . 7 . Quit claim deed will be required to establish the street line along Strong Road. 8 . An A-2 survey is required . Sheet S-3 (0-4-94 ) 1 . Same comment as for sheet S-2, Comment 1 . 2 . Proposal has a 6 " , a 12" and a 15 " pipe outletting into the same riprap area . The engineer should investigate this further and provide a design that would result in only one outlet to ground . The riprap plunge pool should be dimensioned and a detail provided . Sheet S-4 1 . Sanitary sewer detail is not as per Town Standards ( see attached) . Please have applicant revise . 2 . A toe wall 42" below grade should be provided for the Flared Ends to prevent frost heaving . 3 . Will sidewalk have expansion joints? If so, please indicate spacing . Sheet S-5 1 . The detention basin is not consistent with that shown on sheets S-2 & S-3 . 2 . If detention basin is to be a dry basin, a curtain drain around the basin would be more appropriate than 8 " of clay. 3 . The detention basin outlet structure should be self cleaning . 4 . "Detail at Pond Inlet" - riprap should be intermediate riprap. 5 . This property was the subject of application #94-13P, Linkwood Manufacturing; which was approved by the Agency at the May 11 , 1994 regular meeting. Application #94-13P allowed for the construction of the existing building, kiln and a small amount of drainage work . This work is currently underway and the activities on site have been well managed . The application also included a "conceptual plan for Phase II & III " . 2 . Frank Borawski, of PDS Engineering & Construction, has submitted this as the applicant . Item C, of the application form states , "if the applicant is not the owner of the subject property, a letter by the property owner( s ) authorizing the proposed regulated activity set forth in the application must accompany this form and will be part of the application" . A letter should be submitted . 3 . A note on sheet S-2 states , "no wetlands on site" . I believe that in the previous application Joyce Raabe, Soil Scientist had been on the site and confirmed there were no wetlands . This information should be provided for this application and her confirmation should be noted on the plans . 4 . The proposed rip rap plunge pools should include dimensions and details should be provided . These should be designed for the expected discharges . The area of discharge into the existing brook may need additional rip rap along the banks ; they should also consolidate the three discharges into a headwall if possible. 5 . The proposed detention basin as shown on sheet S-2 will require an eight ( 8 ) foot cut . The groundwater information on sheet S-5 indicates there is water at "elev. 64 " . The depth of the basin is "elev. 62 " . Underdrains may be needed in the slopes of the basin. 6 . The details for the proposed detention basin as shown on sheet S-5 do not match sheets S-2 and S-3 . They originally proposed a fifteen ( 15 ) foot cut (bottom at "elev. 56 " ) but this presented Elizabeth A Warren - 2 - _October 5 , 1994 Application #94-36P concerns by Town Staff . The details should be revised and the hardpan clay should .be eliminated; the underdrains mentioned previously should be considered. 7 . The cross section of the detention basin on sheet S-5 indicates a slope with a ratio of 1 ' : 2 . 5 ' ; this should be no steeper than 11 : 31 . The cross section also states , seed per spec . " . Seeding mixture and rate of application should be provided specifically for the basin; as well as fertilizer application and mulching material . 8 . Proposed topography has not been provided in many areas . This should be shown. 9 . In the area of the outlets to the brook there is wooden debris and a fallen tree . A note should be added to the plans requiring removal of the debris and tree . 10 . The area of discharge into the existing brook may need additional rip rap along the banks ; they should also consolidate the three discharges into a headwall if possible . 5 . The proposed detention basin as shown on sheet S-2 will require an eight ( 8 ) foot cut . The groundwater information on sheet S-5 indicates there is water at "elev. 64 " . The depth of the basin is "elev. 62 " . Underdrains may be needed in the slopes of the basin . 6 . The details for the proposed detention basin as shown on sheet S-5 do not match sheets S-2 and S-3 . They originally proposed a fifteen ( 15 ) foot cut (bottom at "elev . 56 " ) but this presented Elizabeth A. Warren - 2 - October 5, 1994 Application #94-36P concerns by Town Staff . The details should be revised and the hardpan clay should be eliminated; the underdrains mentioned previously should be considered . 7 . The cross section of the detention basin on sheet S-5 indicates a slope with a ratio of 1 ' : 2 . 5 ' ; this should be no steeper than 1 ' : 3 ' . The cross section also states , "seed per spec . " . Seeding mixture and rate of application should be provided specifically for the basin; as well as fertilizer application and mulching material . 8 . Proposed topography has not been provided in many areas . This should be shown. 9 . In the area of the outlets to the brook there is wooden debris and a fallen tree . A note should be added to the plans requiring removal of the debris and tree. 10 . Revised plans , and additional information, should be submitted to Town Staff for revision prior to presentation to the Commission. That building and its associated kiln will be utilized to process lumber for furniture to be manufactured on site. Presently an application is being prepared for submission to South Windsor officials to construct a manufacturing facility of 116, 000 square feet to the east of the existing building on the north side of Strong Road. The site is located as shown in Figure 1 and is presently vacant. This report presents the findings of a traffic impact study which analyzes existing roadway and traffic conditions in the vicinity of Strong Road at Route 5 as well as the projection of increased traffic through the intersection that may result from the completion and operation of this new manufacturing facility. The tasks completed during this study include the following: - A review of the existing roadway and traffic operating conditions in the area of the proposed manufacturing plant. - A projection and distribution of traffic expected to be generated by other developments in the area approved for construction together with a normal increase in traffic from unspecified developments in order to develop background traffic for 1995 in the area. An estimate of the traffic that would be generated by the proposed development and the distribution of that traffic to the fxthe1ng site1ghway generatedy, trafficnonsthesment of the impact o adjacent roadway network. -1- + r - A study to determine the appropriate driveway location and design as well as any roadway improvements or traffic control required to accommodate the increased traffic to result from the addition of a new manufacturing facility. This report will be utilized for the submission to the Town of South Windsor in conjunction with an application for site plan approval and to the State Traffic Commission (STC) in conjunction with an application for certificate pursuant to Section 14-311 of the Connecticut General Statutes . The report is not to be used for any other purpose. -2- BACKGROUND TRAFFIC IN THE STUDY AREA A review of the data available in the Planning, Inventory and Data section of the Bureau of Planning and Research in the Connecticut Department of Transportation indicates that the 1992 average daily traffic on sections of Route 5 between Strong Road and Sullivan Avenue (State Route 194) was 16, 000 to 17, 000 vehicles. Sections of roadway near Governors Highway and sections of highway north of Sullivan Avenue carry heavier volumes. Table 1 and Figure 2 shows the typical hourly = variations experienced on Route 5 in this area based upon the most recent Department of Transportation counts. Sampling counts conducted by our office in October 1994 indicate virtually identical volumes. Tables 2 and 3 illustrate recent a.m. and p.m. peak hour turning movement counts at the intersection of Strong Road and Route 5 . The hourly data show a very obvious use of Route 5 by commuters with a heavy peak during the both the morning period extending from 6:30 to 8:30 a.m. and again in the afternoon from 3:30 to 5: 30 p.m. Hourly traffic volumes approaching of 2, 000 vehicles per hour are recorded during busy afternoon commuter peaks in the busy season of the year while most off peak daylight hours carry two way traffic ranging from 1, 000 to 1, 200 vehicles per hour. Figures 3 and 4 illustrate the turning movements recorded during our counts of October 5 and 6, 1994. This data indicates that peak hour traffic is heavily -7- directional with as much as 70 percent of the traffic in the predominant direction during the morning peak hour, 60 percent during the afternoon peak hour and generally equal traffic in both directions during non-peak periods. Traffic flow is generally uninterrupted along sections of Route 5 with mainline traffic experiencing a free flow operation except in the vicinity of signalized intersections such as that which occurs at Strong Road. Side street traffic and traffic exiting driveways faces delays but those delays appear to be reasonable throughout the study area. Tables 4, 5 and 6 illustrate the traffic volumes as recorded on Strong Road over a full week in October these volumes are generally quite light, usually not even requiring the maximum green time available in the traffic signal controller. A capacity analysis of the signalized intersection at Strong Road reveals an operation at Level of Service B during peak periods. This is a very acceptable level of traffic service and does not indicate the need for any improvements or modifications to traffic signal operations in this area. The new facility is expected to be under construction late in 1994 and completed before the end of 1995 thus, background traffic late in 1995 should be the measure against which to measure the impact of the new land use. Applying a 2% annual growth rate to the background traffic recorded in recent studies will provide an indication of the 1995 background traffic existing in this area. This data is shown in Figures 5 and 6 -8- for the intersection of Route 5 and Strong Road and it is this traffic which shall be considered the background traffic to which new traffic associated with the expanded facility will be added. -9- SITE CO➢_ CONNDOT 132 112 F. A mezzanine will cover about 10 percent of that building and provide office and administrative space. The plan also depicts a 12, 500 square foot retail facility on the east end of the building. A total of 129 parking spaces including 6 for the handicapped are also proposed. This construction will be in addition to the present 6, 000 square foot building on the site with 23 spaces. Thus, the total facility upon completion will consist of 116, 000 square feet of manufacturing space and 12, 500 square feet of retail space with 152 parking spaces. The site has a frontage of 760 feet along Route 5 and over 1100 feet along Strong Road. Since Strong Road intersects Route 5 at a signalized intersection with separate left turn lanes for both northbound and southbound traffic safely removed from the Route 5 traffic flow, the most efficient means of accepting new traffic into the state highway system is to provide a design which provides all driveways to Strong Road with no direct connection to Route 5. The PDS plan accomplishes this goal with a driveway serving the employee parking area about 300 feet to the west of Route 5 and a second drive serving the loading dock area more than 800 feet from Route 5. Strong Road in this area is on a level tangent -21- alignment with no sight distance limitations to either the east or the west from either of these driveway locations . -22- PROJECTED SITE GENERATED TRAFFIC Estimating the amount of traffic expected at a new land use generally involves a study to determine the amount of traffic that has been recorded at similar land uses that were constructed in the past and which have operated a sufficient period of time to have a stabilized and consistent pattern. The Institute of Transportation Engineers in 1976 published a compilation of studies gathered from traffic engineers, planners and public officials throughout the country at various land uses. That document was updated in 1979, 1983, 1987, and again in 1991 and provides traffic engineers and planning officials with a single document and guide on trip generation rates for all land uses and building types. The fifth edition (Spring 1991 ) contains considerably more data than all previous editions. The data base in this edition consists of more than 3, 000 individual trip generation studies. The report is intended for use in estimating the number of trips that may be generated by a specific building or land use. The following definitions of terms are useful to clarify the terminology used in describing the results of their studies: TRIP: A single or one-direction vehicle movement with either the origin or destination (exiting or entering) inside the study site. AVERAGE TRIP RATE: A weighted average of the number of trips or trip ends per unit of related independent variable, ( e.g. , trip ends per dwelling unit, per employee, or per 1, 000 square feet of building area, etc. ) . The average rate was calculated by summing all trips and all independent variables and then dividing the trip sum by the -23- sum of the independent variable to obtain a weighted average. AVERAGE TRIP RATE FOR PEAK HOUR OF ADJACENT STREET TRAFFIC: The weighted average trip rate during the hour of the highest volume of traffic passing the site on adjacent streets between 7 and 9 a.m. or between 4 and 6 p.m. GROSS AREA: The gross floor area of a building is the sum of the area at each floor level including cellars, basements, mezzanines, penthouses, corridors, lobbies, stores, and offices that are included within the principal outside faces of exterior wall not including architectural setbacks or projections. INDEPENDENT VARIABLE: A physical, measurable, and predictable unit quantifying a study site or generator. For example, the number of dwelling units, the number of employees, the number of seats, or the number of square feet. The ITE data includes land use code 140 which is defined as a manufacturing facility where the primary activity is the conversion of raw materials or parts into finished products. That data includes more than 60 studies of trip generation data for weekdays and approximately 50 studies where data is available relative to peak hour traffic distribution. The facilities in the study include areas devoted to the actual production of goods as well as office, warehouse, research and associated functions. The regression equations developed in this data shows a good fitted curve with an R2 value of 0. 8 or better. The planned operation is the one which involves the manufacturer of furniture. The raw product brought to the site is lumber which is then milled and run through a variety of processes, eventually cut to size and crafted into various wood furnishings. The facility then is basically one of -24- manufacturing with a very small retail/display area. Virtually all products are packaged and shipped from the facility with the display area representing less than 5 percent of the total distribution of furniture. Presently, the plant employes about 30 people with about 25 reporting to the facility on a daily basis and the other five having employment at other locations primarily on the road and reporting to this facility one or two days a week.. It is planned to increase the employment potential to about 50 individuals with the expanded plant and thus, the maximum employment potential, which may not be realized for some time, is 50 employees. A total of three truck loading docks are provided at the facility which accommodates the shipping and receiving activities which typically range from 2 to 5 tractor trailer deliveries in the course of a day. Other deliveries and visitors are somewhat limited with the usual Federal Express, Parcel Post, and vehicles of that nature reporting and visitors to the office typically amounts to less than 20 visits over the course of a full work day. Based upon this level of intensity in terms of employees, visitors and shipping, the actual traffic patterns expected are somewhat less than those described in the manufacturing classification as described by the Institute of Transportation Engineers. Accordingly, it appears appropriate to utilize the traffic generation potential as developed from the manufacturing category as a "worst case" analysis. Table 7 presents the results of a trip generation analysis for a 116, 000 square foot manufacturing facility based upon the techniques -25- described by the Institute of Transportation Engineers. This data provides a projection of 437 trips in the course of a day with 77 a.m. peak hour trips and 87 p.m. peak hour trips . The planned facility also includes 12, 500 square feet for a display area/retail space with a sale of furniture. The Institute of Transportation Engineers includes a category for furniture store and thus the traffic generation potential for this land use should be added to that associated with manufacturing. Table 8 presents the results of a trip generation analysis for a=12, 500 square feet furniture store and indicates a projection of 114 daily trips with three during the a.m. peak hour and 10 during the p.m. peak hour. Thus, the total traffic generation potential for the two land uses is as summarized in Table 9 indicating 551 trips during a typical day with 80 in the a.m. peak hour and 96 in the p.m. peak hour. These volumes seem somewhat higher than that which is realistically anticipated at a facility employing 50 persons and thus, provides a margin of safety for any increases in employment levels beyond that anticipated. Truly then, this is a "worst case" analysis and any traffic control improvements developed to accommodate this volume will surely accommodate the letter volume which is actually expected. -26- Linkwood Manufacturing im& lN___ - ' - -__ L. In this case however, the local and regional highway network is such that, except for a small amount of traffic with local destinations served by Strong Road, all traffic is directed to both the north and the south along Route 5 . Shipping activities are also generally equally distributed to both the north and the south onto-Route 5 in order to gain access to Interstate Route 91 and other regional highways with northbound traffic traveling Route 5 for trips to the north and southbound traffic traveling Route 5 to the vicinity of Interstate Route 291 and- its distribution to Route 91 south and Route 84 east and west. it is estimated that 40 percent of the traffic to and from this facility arrives along Route 5 from the north, 50 percent arrives and departs on Route 5 to the south, and 10 percent utilizes Strong Road for local destinations in South Windsor, East Windsor and Ellington. Figure 7 illustrates the distribution on the traffic flow diagram format. When the directional distribution in Figure 7 is applied to the a.m. peak hour traffic flow made up of 74 entering vehicles and 6 exiting vehicles the resultant site generated traffic is as depicted in Figure 8 . Similarly, application of the directional distribution to the p.m. peak hour flow of 49 entering and 47 exiting results in a directional distribution as shown in -30- Figure 9 . It is these volumes which must be added to the 1995 background traffic to represent the expected combined traffic on the completion of this facility. The results of this calculation are shown in graphic format in Figure 10 for the a.m. peak hour and Figure 11 for the p.m. peak hour. -31- Heshetll (fG)r' 4SS0C1CIteS 111C. Capacity analysis calculations, on the following pages, indicate the background traffic capacity and level of service. When the site generated traffic depicted in Figures 10 and 11 are analyzed, the level of service remains at level of service B witIT only a marginal increase in the intersection delay and with an overall intersection volume capacity ratio of just over 0. 5 in the morning peak hour and slightly less than 0. 5 in the p.m. peak hour. Thus, the level of service -analysis indicates that the traffic increase associated with this development has a minimal increase on a very efficient level of service at the existing intersection. Our analysis also included a queue length analysis for both the background and the combined traffic volumes. This data indicates both the northbound and southbound left turn length is in excess of the maximum calculated queue utilizing the standard queue analysis approved by the State Traffic Commission. In both the a.m. and p.m. peak hour the length of queue of the through traffic is the determining factor and that queue length is less than the length of the left turn lane such that the additional vehicles entering the left turn lane either northbound or southbound area not impacted by the moderate -37- traffic increase by the Link development. Based upon our review of the roadway and traffic conditions both as they will exist as background traffic prior to the completion of the Link facility and as they will exist upon completion of that manufacturing facility and the imposition of new traffic on the roadways, it is our opinion that no changes in existing geometry or traffic control devices are required on Route 5 or at the intersection of Route 5 and Strong Road. We recommend that the two new driveways connecting the manufacturing facility with Strong Road be provided with stop signs, stop bars, and a 50 ' length of double yellow centerline to afford proper control at the site driveways. In addition, the present geometry and vegetation is such that adequate sight lines are available from both driveways to both the east and the west. The development, however, should insure that the proper sight lines are maintained as shown on the attached plan, to insure adequate vision between through traffic on Strong Road and those entering or exiting the driveways to Link Manufacturing. -38- HCM; S:GNALIZED INTERSECTION SUMMARY 10-19-1994 Center For Microcomputers In Transportaticn Streets: E-W) Strong Road (N-S) US Route 5 Analyst : SFH, HCS#36 File Name: STRONG01 . These specific booths have been on site since January 1991 having replaced booths lost in a fire that occurred in December 1990. The original spray booths had been operating on site since July 1987. Link Wood Furniture Manufacturing believes that these spray booths will have minor impact on air quality because the spray equipment used in these booths uses efficient high pressure airless and air assisted airless technology for finish application. If you have any questions about this application, please feel free to contact me at 203-528-9095 extension 326. SincerelyNours, Chris J.
