Application for a 7-lot subdivision on 22. 1 acres located on the southerly side of Deming Street, easterly of Buckland Road, AA-30 zone. Existing lot #1 was cut out of this parcel previously as a part of a free split of the property, and not a part of this subdivision. This lot will have the only driveway which will come out directly onto Deming Street. 2 . Minimum lot size allowed is 30, 000 square feet. Lot sizes range from 30,528 square feet to 3 . 14 acres . The 90 X 90 buildable square has been shown for all of the lots . All lots appear to conform to our zoning regulations . 3 . Water and sewer are available. WPCA approval is required. "Developed acreage" figure should be provided to Collector of Revenue' s Office for computation of sewer connection charge. Sewer laterals should be constructed to obtain 2% slope. " 4 . There are regulated wetlands on the site. The IWA/CC approved this application on 6/21/93 with the recommendation of a $10,000 bond. They also added the following approval condition "The plot plans and the deeds for lots #1, 2, 3, 4, and 8 shall indicate that there are regulated wetlands located in the rear of the lots . The deeds shall indicate that the prospective buyers have been informed as to the location of the regulated areas . " 5 . All of the lots will have driveways off of the cul de sac road, Sele Drive. Sidewalks are shown on these Jly side of the cul de sac. C . T 6 . This is the first subdivision to fall under the new subdivision regulations regarding setting aside of open space, a fee in lieu of or a combination of both. The applicant has submitted the name of a appraiser, Robert Morra of Morra Associates Appraisers, whom they propose to conduct an appraisal of the property to determine the fair market value of the 9+/- acres which is a part of this subdivision. If the Commission agrees to this appraiser, an appraisal will be conducted and at such time as the individual lots are sold, a fee of 10% pf the appraised value will be collected on a lot by lot basis and money will be placed in a fund which will be used for the purpose of preserving open space or acquiring additional land for open space or for recreational or agricultural purposes . The mechanism for collecting this money will be coordinated through the Planning Department and the Finance Department. From an administrative standpoint, the most logical approach appears to be placing a lien on the individual lots which would be paid to the Town at the time of the sale of the lot. 7 . The site is currently an open field with a strip of vegetation along the Deming Street frontage and a small amount of vegetation to the rear of some of the interior lots . The applicant is requesting waivers for the following: - C. 2 . Landscaping Plan - A waiver may be granted by the Commission where it is demonstrated that subdivision landscaping is not feasible or practical, or where existing site vegetation to be preserved is sufficient to preclude the need for additional landscaping. If a waiver is granted, the subdivision plan must contain provisions for the preservation of existing vegetation (where appropriate) , in accordance with Site Protection and General Planting Requirements below. C. 2 .c Street Trees - A waiver may be granted where topography or site conditions are not suitable for street trees, street trees may be eliminated or may be designed in strict accordance with the above standards, at the Commission' s discretion. The Commission should be aware that we no longer have the requirement for two trees per lot in the regulations; therefore if a waiver is granted to this section, there will not be any trees required to be planted. 8 . The Police Department has reviewed the plans and has asked the developer to clear some of the foliage and brush along Deming Street to maintain the appropriate site lines . If this application is approved, the following modification is requested: - building line on Lot # 8 should be shown coincident with the drainage easement t . 7r tO•MN SE,`y r o D S,, ye 0 w C U 9 1540 SULLIVAN AVENUE • SOUTH WINDSOR, CONN. 06074 AREA CODE 203/644-2511 SOR COa June 1, 1993 TO: Elizabeth A. McCahill, Zoning/Wetlands Enforcement officer ft- Re: Application #93-19P, The Homestead DOCUMENTS REVIEWED: Application form and subdivision plans for The Homestead (dated 5/21/93 ) COMMENTS : 1 . The property shown as lot 1 , in the northeasterly corner of the entire piece, is under separate ownership. As stated in item C of the' application form, "if the applicant is not the owner of the subject property, a letter by the property owner(s ) authorizing the proposed regulated activity set forth in the application must accompany this form and will be part of the application" . 2 . The application form, item G, indicates that abutting property owners have been notified by certified mail that an application is pending before the Agency. A sample copy of the letter should be submitted. Section 7 . 3b of the Regulations states that this must be done "within seven ( 7 ) calendar days of the time an application is submitted. . . " . 3 . The existing and proposed tree line should be shown and symbols should be included in the legend. It appears that the proposed development will take place within the existing tree line; some clearing will take place for the proposed road. A note should be added to the plans stating the limits of clearing shall be flagged in the field and approve by the Town prior to cutting trees . 4 . The plans are indicating a "flagged wetlands line" . The Soil Scientist responsible for establishing the limits of the wetlands should verify the flagged wetlands line as shown and should submit a written report for this site. The legend should include a symbol which clearly distinguishes the wetland limits and this symbol should be used throughout the plans . (The symbol used for wetlands is the same symbol used for hay bales and silt fences . ) 5 . The plans are showing intermittent watercourses utilizing the standard mapping symbol . This symbol should be included in the legend. It appears that there is an intermittent watercourse along the roadway in front of the proposed lot 1 . The 80 ' Elizabeth A Warren Page Three June 1, 1993 Application #93-19P 14 . There is no access to the lots (excluding lot 1 ) without the installation of the roadway. On sheet 7 of 11 the sequence of construction indicates building construction can start with installation of sedimentation control measures & detention basin. This is not the best approach to ensure a stable site . The notes under the sedimentation and erosion control measures indicate house construction may begin with installation of underground utilities . This would be more appropriate. 15 . Sheets 6 , 7 and 8 of 11 should identify the length and size of the pipe at the outlet of the proposed detention basin. 16 . They are proposing to install 17 ' x 24 , modified rip-rap at the outlet of the basin. This should be evaluated to ensure that it provides adequate protection based on the expected discharges . A detail should be provided which includes gravel bedding and filter fabric under the rip-rap. 17 . These comments should be addressed prior to consideration of approval by the Agency. Iazzetta, Town Engine e 4c RE: THE HOMESTEAD SIIBDIVISION 93-1 We have reviewed the revised drawings dated 7-19-93 for the proposed The Homestead Subdivision and have the following comments : 1 . Sheets 4 and 6 show a bearing N2405011411E along Deming Street at Sele Drive. This bearing is 90' different from the adjacent bearing S65009146 "E; however, they are shown as a single line. This appears to be in error. Deming Street should be widened along the entire length of the subdivision. The existing pavement is narrow--18' in some areas . It is recommended that the pavement be widened such that the distance from the centerline of the existing pavement to the new pavement edge is 151 . The existing drainage ditch along Deming Street should be filled in and a pipe placed along the entire frontage of the subdivision. 4 . Underdrains should be placed under the east side of the proposed Sele Road including the cul-de-sac area. 5 . Sheet 5 and sheet 3 should contain the same note that is on Sheet 4 pertaining to the right to drain. 6 . Footing drains for lots 2, 3 and 4 should be PVC. 7 . The sanitary lateral for lot #1 requires an invert at the connection to the existing sanitary main. Also, it may be advantageous to connect the lateral to the nearby manhole. Kelley 1750 Ellington Road South Windsor, CT 06074 RE: Appraisal of Property Deming Street South Windsor, CT 06074 Dear Mr. Kelley: Pursuant to your request, a personal inspection and appraisal was made of property located at the rear of 350 Buckland Road and Deming Street in the Town of South Windsor, Connecticut. The subject property consists of a 11.4 + - acre parcel of undeveloped land. The subject is located to the rear of 350 Buckland Road and off of Deming Street. It is my opinion based on the data and conclusion presented in this report, the Estimated Fair Market Value of the subject as one undeveloped parcel of land is $170,000.00. ONE HUNDRED SEVENTY THOUSAND DOLLARS. Respec lly bmitted, Robert R. Morra Appraiser NEIGHBORHOOD DATA The subject is located off of Deming Street, 1, 000 + - feet from Buckland Road. The immediate subject area is rural residential in character. The subject area is developed with single family homes. The homes in the area have a wide range of values from $140, 000. 00 to $350, 000. 00. The homes in the area are a mix of newer and several older homes. The majority of the land in the area is undeveloped, mostly open field and woodland. A larger portion of the land in the neighborhood was once tobacco farms. The land is generally rolling terrain. The subject area is convenient to shopping, 1/4 mile to shopping areas on Buckland and Ellington Road, and 2 + - miles from the Buckland Mall. The subject is also 2 + - miles from I-84 . The larger subject area has had a significant commercial growth in the past several years. The neighborhood has seen moderate residential growth. -3- LOT DESCRIPTION The subject is located on the south side of Deming Road and east side of Buckland Road. The subject lot as proposed has 190 + - feet of frontage and an average depth of 900 feet. The parcel has a total area of 11.4 + - acres. The lot is basically rectangular shaped. The property is sloping terrain. The most prominent features is a brook which runs east and west through the property. The stream divides the front 1/5 of the lot from the remaining portion. The subject also has a small intermittent stream along the south west corner of the property. The subject appears to have some wetland area along the stream. The extent of the wetlands varies with the terrain along the stream. The lot is presently overgrown open farmland with some forest areas along the east, south, and west boundaries. The lot has no on site services; sanitary sewer, electrical service, telephone service, and cable television are available at the street. The subject property is not in a flood hazard zone as illustrated in Flood Hazard map #090036-0005-B, May 1, 1980. -5- HIGHEST AND BEST USE That reasonable and probable use that supports the highest present value, as defined, as of the effective date of the appraisal. Alternately, that use from among reasonable probable and legal alternative uses, found to be physically possible, appropriately supported, financially feasible and which results in highest land values. The definition immediately above applies specifically to the highest and best use of the land. It is to be recognized that in cases where a site has existing improvements on it, the highest and best use may very well be determined to be different fro the existing use. The existing use will continue, however, unless and until land value in its highest and best use exceeds the total value of the property in its existing use. See interim use. Implied within these definitions is recognition of the contribution of that specific use to community environment or the community development goals in addition to wealth maximization of the individual property owners. Also implied is that the determination of highest and best use determined from analysis represents an opinion, not a fact to be found. In appraisal practice, the context of most probable selling price (market value) another appropriate term to reflect highest and best would be most probable use. In the context of investment value and alternative term would be most profitable. Interim Use - That existing and relatively temporary use where the transition to highest and best use deferred. A building lot or other improvement may have a number of years of remaining life yet may not enhance the value of the land which has a highest use, except an interim use taxpayer while the land is in transition. AMERICAN INSTITUTE OF REAL ESTATE APPRAISERS/SOCIETY OF REAL ESTATE APPRAISERS Revised Edition Real Estate Appraisal Terminology, ed. Byrl N. Boyce (Cambridge, Mass. Ballinger Publishing Company, 1981. ) P. 126 and 127 . -6- HIGHEST AND BEST USE The subject is presently open undeveloped overgrown farmland. The prospect of using the subject as farmland is possible but remote. The land values in the area are to high to be utilized strictly for farmland. The subject has sufficient frontage to be developed as a large residential lot. The subject may be sub-divided into two rear lots. The limiting factor for development is the stream and lack of frontage. The subject would require inland wetlands approvals to be developed even as one lot. The subject has sufficient land prior to the stream to allow development of one lot. It would be reasonable to assume one dwelling could be built. The balance of the land could be used for open space or raising of horses or growing of trees, i.e. , nursery stock or Christmas trees. The subject is large enough for development into several building lots, however, such a subdivision would require a new street to be built. The subject "as is" is one lot with excess acreage. It is my opinion the subject' s highest and best use "as is" would be as a large single family lot with additional acreage for future development. -7- APPROACHES TO VALUE The traditional basic methods or techniques by which data may be processed into an indication of value: COST APPROACH - That approach in appraisal analysis which is based on the proposition that the informed purchaser would pay no more than the cost of producing a substitute property with the same utility as the subject property. It is particularly applicable when the property being appraised involves relatively new improvements which represent the highest and best use of the land or when relatively unique or specialized improvements are located on the site and for which there exists no comparable properties on the market. DIRECT SALES COMPARISON APPROACH - That approach in appraisal analysis which is based on the proposition that an informed purchaser would pay no more for a property than the cost of acquiring an existing property with the same utility. This approach is applicable when an active market provides sufficient quantities of reliable data which can be verified from authoritative sources. The direct sales comparison approach is relatively unreliable in an inactive market or in estimating the value properties for which no real comparable sales data are available. It is also questionable when sales data cannot be verified with principles to the transaction. Also referred to as the Market Comparison or Market Data Approach. INCOME APPROACH - That procedure in appraisal analysis which converts anticipated benefits (dollar income or amenities) to be derived from the ownership of property into a value estimate. The income approach is widely applied in appraising income - producing properties. Anticipated future income and/or reversions are discounted to a present worth figure through the capitalization process. Yours truly, Carol S. Kelley We Build Our Reputation THE HOMESTEAD SUBDIVISION 1 . Application for a 7-lot subdivision on 22 . Lot sizes range from 30 ,528 square feet to 3 . The IWA/CC approved this application on 6/21/93 with the recommendation of a $10, 000 bond. They also added the following approval condition "The plot plans and the deeds for lots #1 , 2, 3 , 4 , and 8 shall indicate that there are regulated wetlands located in the rear of the lots . The deeds shall indicate that the prospective buyers have been informed as to the location of the regulated areas . " 5 . All of the lots will have driveways off of the cul de sac road, Sele Drive. Sidewalks are shown on the southerly side of the cul de sac . With the original approval, this Commission granted a waiver to allow sidewalks on one side of the road instead of both sides . 6 . This was the first subdivision to fall under the new subdivision regulations regarding setting aside of open space, a fee in lieu of or a combination of both. The applicant has submitted the name of a appraiser, Robert Morra of Morra Associates Appraisers, whom they propose to conduct an appraisal of the property to determine the fair market value of the 9+/- acres which is a part of this subdivision. At such time as the individual lots are sold, a fee of 10% pf the appraised value will be collected on a lot by lot basis and money will be placed in a fund which will be used for the purpose of preserving open space or acquiring additional land for open space or for recreational or agricultural purposes . 7 . The site is currently an open field with a strip of vegetation along the Deming Street frontage and a small amount of vegetation to the rear of some of the interior lots . 8 . The Police Department had reviewed the plans and had asked the developer to clear some of the foliage and brush along Deming Street to maintain the appropriate site lines . <04I N SF4< o G U 1540 SULLIVAN AVENUE • SOUTH WINDSOR. Banach, Director of Plannin FROM: Jerry C. lazzetta, Town Engineer DATE: October 22, 1996 RE: HOMESTEAD SUBDIVISION We have reviewed the request to reduce the bond to maintenance level and accept the infrastructure work at the Homestead Subdivision. The following items need to be addressed before the bond should be reduced. 1. Some monuments stick up too high for mowing (#1 & #1 1) 2. The discharge end of the culvert needs cleaning. 3. There are six sidewalk slabs broken just south of #32 Sele Drive that must be replaced. 4. Stop sign is on a non standard post. Post should be galvanized 3 lbs./ft. Also sign is 24" and should be 30". 5. Pipes in catch basins should be cut flush with the walls. 6. The upstream end of the culvert has a riprap "bowl" with steep side slopes. This must be addressed - either a three foot fence should be placed along both sides and over top of pipe or the sides regraded. 7. Several monuments were not found (5, 6, 7, 8 & 9). Monument #11 has no punch hole in cap. Monument #4 has no cap. 8. Sedimentation chamber a. Manhole cover not found - must be uncovered. b. Baffle should be solid - was built with 2" gaps. C. Sand in bottom needs to be cleaned out. 9. Catch basin at Deming needs to be cleaned. 10. Drainage swale along Deming appears to undercut SNET Pole #3309. 11. Manhole at 1 +30 needs to have pipe mortared in. 12. Lot 1 - the open ditch along Deming Street should be addressed with pipe or a mowable swale. 13. Sanitary MH #4 - the inverts must be reworked. 14. The headwall in drainage ditch on east side of Sele Drive needs to be repointed. 15. As-built drawings required. IF THERk ARE AQY QUESTIONS PLEASE FEEL FREE, TO CALL SINCERLY PETER D. FLYNN L.S. TOWN OF SOUTH WINDSOR MEMO To: Jerry Iazzetta From: Mel Stead 'rflh Subject: Sele Drive Walk Through on September 24, 1996 Date: September 27, 1996 The following items will need to be addressed before acceptance: • Merestones on both sides of Sele sticks up too high for mowing. • Discharge end of culvert heading northwest into Sele Farm needs cleaning. • First set of catch basins - east side -there is a definite puddle north of the catch basin. • Just south of this pair of catch basins, there is a place where the pavement has broken up. There are large (1 1/2") aggregate and the pavement mat appears to be around 5/8" to 3/4" thick. This must be addressed before final paving. • Next set of basins near driveway of house 70, one of the ADS pipes sticks into the basin. • Catch basin near#32 also has ADS pipe sticking beyond the basin wall about 5". • At new house just south of#32 - 6 sidewalk slates are broken. • In front of#58 in cul-de-sac, someone has cemented in a basketball hoop and post. Must be removed before winter. • There is a construction trailer parked in the cul-de-sac. • Catch basin in cul-de-sac on east side has ADS pipe extending beyond the catch basin wall. • The upstream end of culvert near Deming St. has a rip rap bowl (that is quite deep ). Who owns this land? We may need this to be protected. • There are several dead trees along Deming St. Who owns them? We should have Karl look at them. They may need taking down. • Stop sign at Sele is on a non standard green U-Channel post (should be galvanized 3 lbs/ft). Also sign seems to be 24" instead of 30". • There is a new house under construction on Deming St. There is an open ditch along Deming St. except for where the driveway is placed. This area should be addressed with pipe or movable swale now before a CO is requested. IICONS.L., 1I r/OTF ,ve9 a"e POopdp TOWN OF SOUTH WINDSOR MEMO To: Jerry Iazzetta From: Ron Asselin Subject: Shims Date: October 2, 1996 A recent survey of new subdivisions has prompted questions of the following observations before this year's snow removal operations. Will Cliffwood Estates, Avery Meadow and Partridge Meadow II have binder courses before this winter? If so, have contractors been instructed on proper shim installation? Will Leah Drive, (Summer Meadow), Snit Drive, and Sele Drive have finished courses by winter? Facilities have had shims removed in preparation for final course. If the developers of Farmbrook haven't intentions of paving the final course this season, the shims on Farmbrook (excluding the ones from Scott to cul-de-sac) need attention. Shims around catch basins and manholes have failed because the lack of tack coating at installation. Please note many catch basin tops and manhole frames have been damaged on these sections of Farmbrook. Shims should be physically removed and new shims installed to prevent damage to our snow removal equipment. Shims left in their present condition will not hold up another season. The shims on Fitch Meadow are in fair condition and should hold up no more than another season. If the final course is nowhere in the near future for Fitch Meadow, plan on advising the current contractor shims will have to be replaced next year. There is some minor damage to catch basin tops located there now. Please inform me 3s soon as you can so I can update snow removal operators what conditions to expect on their routes. cc: Mel Stead Scott Lappen Mike Gantick OCT 219G '
