Engle Stream Crossing June 9 , 1994
J.R. Russo & Associates Page One
1.0 Introduction
The objective of this drainage study was to minimize the
impact, a proposed stream crossing would have on the future
condition peak rates of run-off & backwater detention. To
achieve the study' s objective, an analysis of pre and post
development conditions of water surface elevations need to
match a study conducted by USDA, Soil Conservation Service
Floodplain Management Study of Stoughton Brook, December 1992 .
In this study, a 100-year storm event would generate a water
surface elevation of 30 .0 ft(MSL) , at location eight hundred
(800) ft from the existing farm access road culvert, which
is six hundred fifty (650) ft from James Engle' s, proposed
driveway crossing. See Figure 1 .
1.1. Description of the Analysis Method.
Utilizing surveyed data at the proposed crossing and South
Windsor topographic data, a composite baseline was constructed
to model existing and proposed stream crossing conditions . This
model represented cross-sections , in 50 ft intervals , an area from
the proposed crossing to a second tributary confluence, see
Figure 2 . This model, tested as an open-channel flow analysis ,
to confirm water surface elevations with the afore mentioned
SCS study. Then, the proposed crossing was analyzed as a back-water
condition. Both, analysis were conducted with the aid of US Army
Corps of Engineers software, HEC-2 , Version 6 .60 . The open-channel
flow analysis confirms the SCS water surface elevation with a value
of 29 .95 ft, which approximates SCS water surface elevation of
30 .0 ft, at eight hundred (800) ft from the existing farm acess road.
Engle Stream Crossing June 9 , 1994
J.R. Russo & Associates Page Two
The backwater flow analysis as conducted using one culvert, with
five (5) ft and six (6) ft diameters. The five (5) ft diameter
culvert generated 30 ft. plus water surface profiles at the
tributary confluence. Where as, a six (6) ft diameter culvert
approximately matches SCS data at 30 .29 ft, in elevation. There-
fore, a six (6) ft diameter culvert was adopted as a feasible design.
The water surface elevations for pre & post development conditions ,
at the proposed driveway crossing are contained in Table 2 .
1.3 Scope of the Stream Crossing.
The proposed crossing will consist of a paved driveway
fifteen (15) feet in width and a two hundred (200) feet in length.
The side slopes of the crossing shall be composed of standard
rip-rap to a depth of eighteen (18) inches, and a bed of bank run
gravel to a depth of six (6) inches , with a blanket of 500 X
MIRAFI, soil reinforcement fabric. The culvert' s upstream and
downstream ends shall be fitted with flared ends . The flared
ends shall approximately conform with the side slopes , which shall
be constructed at three (3) vertical to one (1) horizontal. Erosion
and sedimentation controls shall be maintained through all phases
of construction.

1 . All water surface elevations are computed with respect to the
following conditions.
a. All water surface profiles are compared to SC data, at
eight hundred (800) ft from the Farm access road culvert,
which is six hundred (E, ; ft from the proposed driveway
crossing.
b. All modeled water surface profiles were generated with
one hundred (100) year storm events with a discharge of
three hundred (30 ) ) cfs .

DOCUMENTS REVIEWED: Application form, drainage study (dated 6/9/94 ) ,
and plans prepared for James Engle (dated 6/6/94,
revised 6/9/94 )
COMMENTS:
1 . The application form, item N. , does not identify other permits or
approvals that have been issued, applied for, or required. It
would seem that permits may be required by F. E.M.A. and the Army
Corps of Engineers . This should be clarified for this
application.
2 . The application form, item H. , states "The fill is sandy clean
fill and is approximately 1, 200 c .y. " . This should be clean fill
as described in Section 2 . 1 .d of the IWA/CC Regulations . Clean
fill should also be defined on the plans .
3 . A copy of the plans , and drainage calculations, have been
forwarded to the Town Engineer for comments or concerns . His
comments are: that there is no information regarding the 72"
culvert end, and the cross section of the driveway must indicate
two foot minimum cover over the top of the pipe (to include the
bell of the pipe) .
4 . A note on the plans states, "Portion of parcel located in inland
wetlands as flagged by Soil Scientist" . The narrative states,
the predominant soil type depicted by Soil Scientist, Bruce C.
Laskey is Windsor loamy fine sand" . A copy of his report and
verification of the limits as shown on the plans should be
submitted. The Soil Scientist should be available at the time of
presentation to discuss any of the Commission' s concerns .
5 . Under Test Pit Data, on sheet 2 of 4 , Pit #T2 and Pit #T3
indicate mottling at 17 " and 20" respectively. Did the Soil
Scientist investigate the area, and review the test pit data,
with regard to any possible wetlands in the area of these two
test pits?
6 . A foundation drain is not shown for the proposed house. This
should be shown on the plans .
7 . A proposed well location is not shown. This should be shown on
the plans .
Elizabeth A. Warren Page Two June 16 , 1994
Application #94-25W
8 . The septic system design is not included on the plans . This
should be included and is subject to final review by the Town
Sanitarian.
9 . The symbol used for the, "Limit of 100 year Flood 32 ' Contour
Line" should be included in the legend. They are proposing to
place pipe and fill material in this area .
10 . The plans show standard rip rap on both sides of the proposed
bituminous pavement in the area of the proposed 72" R.C .P. The
rip rap should be extended beyond the outlet of the pipe to
provide adequate protection. This may require permission from
the adjacent owner, or the proposed location of the driveway and
pipe might need to be shifted to the southerly direction.
11 . A note should be added to the plans stating the limits of tree
clearing shall be flagged in the field and approved by Town
Staff, prior to cutting.
12 . Stumps should be chipped on site or removed, they should not be
buried on the site. This should be noted on the plans .
13 . There is an existing in-ground pool just northerly of the
proposed process gravel driveway. Temporary measures for dust
control should be provided to ensure that there will not be a
problem with dust in the pool .
14 . There is a large maple just northerly of the proposed driveway
near Main Street. This should be shown, and a note should be
added to the plans indicating it is to remain. There is also a
large evergreen just southerly of the proposed driveway which
might be off the property.
15 . Revised plans, and additional information, should be submitted to
Town Staff for review prior to presentation of the application to
the Commission.

RE: Application #94-25W, James & Meredith Engle
I have reviewed the revised plans , and additional information,
submitted on June 22 , 1994 ; in response to my comments dated June 16 ,
1994 . I have the following comments/concerns :
1 . The application form, item N. , does not identify other permits or
approvals that have been issued, applied for, or required. It
would seem that permits may be required by F.E.M.A. and the Army
Corps of Engineers . This should be clarified for this
application.
2 . A note on the plans states, "Portion of parcel located in inland
wetlands as flagged by Soil Scientist. " The narrative states,
"the predominant soil type depicted by Soil Scientist, Bruce C .
Laskey is Windsor loamy fine sand. " A copy of his report and
verification of the limits as shown on the plans should be
submitted. The Soil Scientist should be available at the time of
presentation to discuss any of the Commission' s concerns .
3 . Under Test Pit Data, on sheet 2 of 4 , Pit #T2 and Pit #T3
indicate mottling at 17 " and 20" respectively. Did the Soil
Scientist investigate the area, and review the test pit data,
with regard to any possible wetlands in the area of these two
test pits?
4 . The outlet elevation for the foundation drain should be shown on
the plans .
5 . The septic system design is subject to final review by the Town
Sanitarian.
7 . There is an existing in-ground pool just northerly of the
proposed process gravel driveway. Temporary measures for dust
Elizabeth A. Warren Page 1 June 29 , 1994
Application #94-25W
control (a liquid polymer or calcium chloride) should be provided
to ensure that there will not be a problem with dust in the pool .
8 . There is a large maple just northerly of the proposed driveway
near Main Street. This should be shown, and a note should be
added to the plans indicating it is to remain. There is also a
large evergreen just southerly of the proposed driveway which
might be off the property.
9 . A secondary process gravel drive has been added to the plans .
This is for emergency egress if the Main Street driveway is
flooded. If this will be used as access for construction
purposes a construction entrance should be shown.
10 . Revised plans , and additional information, should be submitted to
Town Staff for review prior to presentation of the application to
the Commission.

PROJECT LOCATION: Engle , Main St . , South Windsor, Connecticut .
J. R. Russo & Associates has requested this follow up letter in order
to respond to a question regarding possible additional wetlands near the
proposed house and septic system. This question was raised because of
soil mottling found within 20 inches of the soil surface in some test
pits . In the soil survey and in a soil unit there are inclusions . In this
particular area there are inclusions of Elmwood sails which are
moderately-well (nonwetland soils ) drained. They can have mottles that
range from 15 t.1 39 inches from the soil surface . They are not considered
wetland soil!3 .
In conclusion there are no additional wetland soils found within the
area of the proposed house and septic system. The wetland soils that were
previously marked out are the only wetlands found on the site .
