We trust that our responses adequately address the staff concerns. If they do not, we would be happy to meet with staff members at their convenience prior to the scheduled PZC meeting on July 19. Comments by Jerry C. Iazzetta, Town Engineer, dated 6/29/94 1.! As you know, State Project 132-100, the reconstruction of Buckland Road, called for the widening of Buckland Road and associated grading along the frontage of the subject property. The State of Connecticut took land from the applicant for both the widening and for grading. The State's design drawings indicate that the grading performed on the applicant's property was a 2:1 slope up to approximately elevation 180 as is indicated on Sheet No. 2. We have also shown this existing 2:1 slope as existing ground on "Typical Slope Section A" on Sheet No. 3. We are proposing to extend that existing 2:1 slope as shown on Typical Slope Section A. A 2:1 slope is not unusual and is consistent with sound engineering practice and is constructable and maintainable. As shown on Sheet No. 3, the applicant proposes to plant grass on a minimum of six inches of loam with a seed mixture as shown on Sheet No. 4. In addition, we propose to use an erosion control mat as shown on detail Sheet No. 3. Areas of the slope will also be landscaped as shown on Sheet No. 4. 2. Sheet No. 2 has been corrected to show silt fence at the bottom (toe) of the work area. 3. We have proposed the use of erosion control mats as shown on Sheet No. 3. 4. The proposed retaining wall is entirely within the Town of Manchester and will not require grading work on the N/F Musumano property. The subsurface in the area of the wall is rock and the Versalok units will be anchored to the rock face. Geogrid will not be used and no grading, excavation or any other work is proposed on the Musumano property within South Windsor. 86481 W 1\0925U1G0714A.W P Cones. J v Fuss&O'Neill Inc. Consulting Engineers 0 Ms. Marcia A. Banach July 14, 1994 Page 2 S. Test pits and/or borings were not undertaken on the subject property in South Windsor. 6. We will attempt to make the existing topo lines darker. Comments by John E. McCahill, Zoning/Wetlands Officer dated 7/7/94 1. Acknowledged. 2. The note "stumps will be removed from the site or will be ground on site" will be placed on Sheet No. 2. 3. The boring locations indicated on the plans are within the Town of Manchester on other land of the Applicant known as Parcel C. There are no borings located on the subject parcel. 4. The curb, right—of—way, and 2:1 slope constructed as part of State Project 132- 100 is shown on Sheet No. 2 of the plans. In addition, we have attempted to show this information on typical slope section A on Sheet No. 3. 5. A note has been added to Sheet No. 2 to identify the sidewalk on the east side of Buckland Road. 6. We have revised Sheet No. 2 to show silt fence along the northerly property line of the subject parcel. We have also enclosed a copy of the Erosion and Sediment Control plan that is under review by the Town of Manchester. This plan shows the silt fence along Buckland Street and the anti—tracking pad on Buckland Hills Drive. 7. See response to Mr. Iazzetta's Comment #4. 8. Phasing enables the Applicant to coordinate some of the work to be done in South Windsor with the work that will be done in Manchester. Phase II may take place simultaneously with Phase I or may be delayed depending upon the need for fill material. 9. Catch basin protection will be provided for the existing basins along Buckland Road as indicated on the revised Sheet No. 2. 10. See the attached Sheet ECl for the location of the construction entrance. It is likely that access from Buckland Road will be necessary for activities such as tree removal and hydroseeding. We, therefore, request that access from Buckland Road be allowed. An anti—tracking pad has been added to the plan to accommodate this access. 86481\A 1\0925VJG0714A.WP Cones. §A 00 Fuss&O'Neill Inc. Acknowledged. Planning Comments, dated 7/5/94 See response to Mr. Iazzetta's Comment #1. Iazzetta, Town Engineeroll, DATE: July 19 , 1994 RE: MANCHESTER I-84 FILLING - #94-28P We have reviewed the revised drawings dated 7-14-94 and Fuss & O'Neill' s letter of July 14 , 1994 and have the following comments : 1 . A construction entrance pad is shown on Buckland Road. This is not acceptable. Construction entrance should not be onto Buckland Road. 2 . We have a real concern about the statement that no grading work will be done on the N/F Musumano property. We recommend that stringent measures be in place to insure that this does not happen. Constant monitoring will be necessary since once rock (or earth) is cut into the N/F Musumano property, it is difficult to put it back. 3 . The comment Test pits and/or borings were not undertaken on the subject property in South Windsor" is a concern. True, they weren't taken in South Windsor, but those for the driveway/retaining wall area are only five feet off of the Town Line. These test pits are very important as they will help us to identify the soil condition within which the retaining wall is to be built. Please have applicant supply information on test pits #B19 , B20, B21 and B22 . 4 . Property corners in South Windsor should be pinned. JCl/jsv Manchester I-84 Associates Landfilling PH 7-19-94 1 . Requ, est to grade and fill the one-acre property on Buckland Road ,adjacent 'to the Manchester Town Line, for which this ,Commission recently granted a zone change to Restricted Commercial . The applicant has development plans for the Mancheter, por ion of the site, and' is requ sting permission to %at site fllin and; gradiing in South Windsok at the same time t11 Manch ste site is developed, in preparation fQ'r future development in South Windsor. 2 . Town staff recognize the sensibility of performing the grading and filling on the South Windsor site concurrently with the work on the Manchester site. There are some technical issues that will need to be resolved prior to the work session on this application, which are more fully described in the Town Engineer' s report. 3 . The applicant +ras requested permission to have a construction entrance from Buckland Road. Town staff , including the Police Dept. , the Town Engineer, and me, all feel strongly that a construction enhance (o ' and Roal, atathi location would be too hazardous ;' oq rX;Qe tion o e --- `,ComRission iS that the construction entrance from Buckland Road not be allowed. The location is too close to the intersection of uckland Road and Pleasant Valley Road, Hill• s Drive, trther complicated by its location on the curve. Also, it is in' an area that is undergoing stabilization from the Buckland Road reconstrdction project, and the Town Engineer is very reluctant\' tq/allow further disturbance in that area. 4 . Note that site plan approval will be required from this Commission prior to any further site development. 5 . This application is pending before IWA/CC for conservation plan approval . It is scheduled to be heard on July 27 . 6 . At the risk of sounding very repetitive, I would like once again to emphasize that South Windsor is very concerned with the aesthetics of the finished sites in this vicinity. The grading and filling work that is done on this site will most likely set the tone for the remaining difficult sites in this area . Town staff are concerned that the potential might exist for future stabilization of this hillside using the same type of retaining walls that were used on the Home Depot site; and that . is not the image we want to convey in the Town of South Windsor. Thus , we would like to once again stress the importance of working carefully with the grading and filling on this site so that a future retaining wall will not be necessary. 7 . If this application is approved, Town staff would expect to have the remaining technical issues resolved prior to the work session in which approval is granted. o `To►um o-P SotdA VzoidAiot C U s 1540 SULLIVAN AVENUE • SOUTH WINDSOR. Iazzetta, Town Engineer RE: MANCHESTER I-84 LANDFILLING - 9 - 8P DATE: August 15, 1994 We have reviewed the test pit data submitted at the Public Hearing on this project. We still have concerns about the Versalok retaining wall proposed. First test pit #PB-21 shows rock at 61 . This means that at least 6 ' of wall will not be "pinned" to the rock and will require a "tie back" mat extending into the Musumano property. Secondly, we are concerned that this rock is highly fracturable as indicated by other work in this area and by the test results . We have reservations that this type of wall can be properly built at the location proposed . JCI isv .._... ... ... 1OW N SE9 C C U Town o-P S-oulA ?And4at a 1540 SULLIVAN AVENUE • SOUTH WINDSOR.
