The attached notice of problems was sent out on October 19 , 1990 and the site was to be corrected within 48 hours . On October 26, 1990 at about 11:00 a.m. I inspected the site to find a small amount of bank run gravel had been placed in the rills and a number of trucks were hauling material off the site. The site was still in need of attention with regard to site stabilization. Silt fences and haybales were in need of cleaning and/or replacing, the outlet structure in the basin was in need of cleaning and new protection installed, and temporary vegetation was still needed for the disturbed areas . On October 30, 1990 I contacted you again regarding this site and the problems with the erosion and sedimentation control measures . You indicated that by November 2, 1990 the problems with this site would be corrected. On November 2, 1990 at 11:00 a.m. I conducted a second inspection to find the problems with the erosion and sedimentation control measures have not been addressed or corrected. As such, you are to cease hauling of materials from this site until the site has been corrected. This site has been an ongoing problem with muddy water being discharged into the stream with every significant rainfall. It needs immediate attention. This must be done in order to prevent any future problems this fall; without proper attention this site will be a continuing problem in the spring. Very truly yours, John E. McCahill Zoning/Wetlands Enforcement Officer JEM/pmm cc: Jerry C. Iazzetta, Town Engineer March 31 , 1993 TO: Elizabeth A. Warren, Chairman, IWA/CC FROM: John E. McCahill, Zoning/Wetlands Enforcement Officer Re: Application #93-11P, Coven Mountain Resubdivision Phase I DOCUMENTS REVIEWED: Application form, plans (including only sheets 1, 2,3, and 7 ) for Coven Mountain Resubdivision Phase I dated 3/15/93, and previous IWA/CC application #87-478 COMMENTS: 1 . This site was the subject of application #87-478 which was approved on September 21, 1987 and has, .since that date., received a number of extensions (expires 9/24/94 ) . Some of the work; including clearing of some of the trees , creating the detention ,____basin, and a partial cut of the roadway has already been done. The high erosive nature of the soils associated with this site and the steepness of the slopes require close attention to the soil erosion and sediment control measures . The proposed changes to the plans are primarily associated with the proposed "Vickie Lane" being shifted to the northerly direction by approximately 50 feet. This site is also coming in under a new applicant and a change of ownership. 2 . The application form, item A, indicates that the First National Bank of Connecticut is the legal owner. The applicant should obtain written permission from the owner authorizing the proposed regulated activity set forth in the application. 3 . The application form, item G, indicates that abutting property owners have been notified by certified letter that an application is pending before the Agency. A sample copy of the letter with the list of the names should be submitted. Section 7 . 3b of the IWA/CC Regulations requires that this be done, "within seven ( 7 ) calendar days of the time an application is submitted. . . " . 4 . The plans as submitted are incomplete and do not provide enough detail for review. Drainage calculations should also be provided for this application. The applicant should, as a minimum, request that this application be tabled until May; or perhaps consider withdrawing the application and resubmit once plans are complete. 5 . In the review process for the previously approved application there was a concern with the high erosive nature of the soils Elizabeth A. Warren Page Two March 31, 1993 Application #93-11P associated with this site and the steepness of the slopes . The Soil Conservation Service, and Town Staff, recommended several specific changes to the plans with regard to the soil erosion and sediment control measures and the changes .were incorporated into the previously approved plans . The plans currently submitted do not appear to incorporate the additional soil erosion and sediment control measures seen on previous plans . 6 . It would appear that this application will take place of the approval granted for application #87-478; they should therefore include lot development, conservation plans, road layout and details for the entire site. JEM/pmm M E M O R A N D U M April 16 , 1993 TO: Elizabeth A. Warren, Chairman, IWA/CC FROM: John E. McCahill, Zoning/Wetlands Enforcement Officer Re: Application #93-11P, Coven Mountain Resubdivision Phase I DOCUMENTS REVIEWED: Application form, plans for Coven Mountain Resubdivision Phase I dated 3/15/93 (revised 3/31/93 ) , and previous IWA/CC application #87- 478 COMMENTS: 1 . Attached are previous approval letters for this site (dated October 2, 1987 and October 6 , 1986 ) . The October 6 , 1986 approval letter, condition #1, makes reference to "the sequence of construction recommended by SCS in their letter dated 8/7/86 . . . " . A copy of the SCS letter has also been attached. The intent of the conditions placed on this site through the previous approvals should be included in the plans being submitted for this application. 2 . A letter has been submitted by Design Professionals, Inc . (dated April 5, 1993 ) in response to my previous comments (dated March 31 , 1993 ) . 3 . A copy of the drainage calculations should be submitted for this application. The drainage calculations submitted to the Town Engineer (dated April 2, 1993 ) were reviewed and were deemed "incomplete" in a memorandum by Jerry C. Iazzetta (dated April 6 , 1993 ) . 4 . In the letter from Design Professionals (dated April 5, 1993 ) comment #2 states, "the entire parcel contains no wetlands" . The soil types shown on sheet 5 of 7 include WsA (Wilbraham stony silt loam) , which is a poorly drained soil, along Abbe Road. There is no documentation from a Soil Scientist to confirm that there are no wetlands . This should be submitted. A legend should be included for the soil types shown. 5 . There is an outlet structure and part of the storm system which was installed when the detention basin was constructed which do not appear on the plans . These should be shown and a note should be added stating they will be removed. They are proposing to shift the existing basin approximately fifty feet ( 50 ' ) to the north. Elizabeth A. Warren Page Two April 16 , 1993 Application #93-11P 6 . The proposed fill along the southerly side of the existing detention basin is on CL&P Company property. Written permission should be obtained, and submitted to the Town, for this work. 7 . The initial clearing of trees should be limited to the area necessary for the proposed road to limit potential erosion. This should be shown, and noted, on the plans . 8 . The sequence of construction should be very specific . The detention basin should be reworked and stabilized early in the development process . Temporary diversions should be provided to redirect the surface water while cutting grades for the proposed road and filling the already existing road cut. The sequence of construction should clearly indicate how the existing road cut will be filled in relationship to the construction of the new road. 9 . Notes should be added to the plans stating the existing catch basins and storm system will be removed. 10 . More detail should be provided for the proposed rip-rap outlet into the detention basin. This should include dimensions , as well as gravel and filter fabric under the proposed rip-rap. This outlet should be designed for the expected CFS discharge. 11 . Elevation and flow line information should be provided for the proposed outlet from the detention basin. 12 . The sedimentation and erosion control plan does not show stockpile location for topsoil . 13 . "Parcel A" , as shown northerly of the site, includes "existing gas pumps" as well as other miscellaneous barrels with unknown contents . It is my understanding that more information will be provided including a remediation plan for cleanup of this area. 14 . The siltation fence shown on the southerly side of the proposed detention basin should be relocated to encompass the proposed grading/filling of the existing detention basin. 15 . A detail should be added to sheet #7 of 7 showing the proper installation of haybales if silt fences prove to be inadequate. 16 . A detail should be added to sheet #7 of 7 showing a typical soil erosion and sediment control plan for house construction on a lot. Elizabeth A. Warren Page Three April 16 , 1993 Application #93-11P 17 . Per previous approval letter dated October 6 , 1986, "Individual house lot construction must not proceed until all roads and utilities are installed and area is stabilized. " This should be noted on the plans . 18 . Per previous approval letter dated October 2 , 1987 , "No more than a maximum of 2 acres at one time be exposed, disturbed or unprotected for any purpose. This would include roadway excavation, detention area, stockpiles, home building, etc . " This should be noted on the plans . . 19 . As stated in my previous comments the high erosive nature of the soils associated with this site and the steepness of the slopes require close attention to the soil erosion and sediment control measures . 20 . These comments should be addressed prior to any approval by the Agency. JEM/pmm 9 4 S RECE VEO JUL 13 1994 So.Windsor Abutting Property Owners of Planniet. This site was the subject of application #87-478 which was approved on September 21, 1987 and has, since that date, received a number of extensions (expires 9/24/94 ) . That permit was recently transferred ( 7/13/94 meeting) to Rene Veilleux. Some of the work represented in application #87-478 has already been done to include: Clearing of some of the trees; creating the detention basin; and a partial cut of the roadway. The proposed changes to the current plans are primarily associated with "Vicky Lane" being shifted to the northerly direction by approximately 50 feet, and relocation of the detention basin. 2 . Application #93-11P was withdrawn by a previous applicant. 3 . The highly erosive nature of the soils associated with this site and the steepness of the slopes require close attention to the soil erosion and sediment control measures . The Soil Conservation Service and Town Staff recommended several specific changes to the plans (in previous reviews ) with regard to the soil erosion and sediment control measures; and the changes were incorporated into the previously approved plans . The plans currently submitted include some of the recommendations regarding soil erosion and sediment control measures . 4 . The proposed fill along the southerly side of the existing detention basin, and removal of structures and pipes, is on CL&P property. A portion of the proposed "Valerie Road" is also on CL&P property. Written permission and easements should be obtained and submitted to the Town for this work. Elizabeth A. Warren - 3 - August 1 , 1994 Application #94-29P 14 . They propose to cut approximately ten feet in the area of the detention basin. Groundwater, based on the test pit data, is at 48 inches . Underdrains should be included in the slopes of the basin. 15 . The application form, item K, indicates acreage of wetlands and watercourses to be created is 0 . 25 acres . How is this being accomplished? 16 . Stumps should be chipped on site or removed, they should not be buried on the site. This should be noted on the plans . 17 . Additional silt fence should be shown across the proposed cuts for "Vicki Drive . " I would recommend that silt fence be shown every fifty feet. 18 . Because of the high erosive nature of these soils , winter construction ( specifically earth work) is not recommended. This should be noted on the plans . 19 . The soil types on this site are very difficult to stabilize in wet weather. Hauling in and out of the site should cease during rainy periods . This should be noted on the plans . 20 . A double row of silt fence should be provided at the toe of the slope for the proposed grades on lots 14 and 15 . The application form, item H. , should also identify the regulated activities associated with the house construction on lot 15 . 21 . Proposed stockpile areas should be kept on one lot where possible. A note should be added to the plans stating that large stockpiles ( 500 cy) are to be removed from a lot prior to issuance of a Certificate of occupancy on the lot and/or adjacent lot . 22 . Many of the proposed house are not shown located within the 90 , x 90 , buildable squares . The regulations require the houses to be located within the buildable areas . 23 . Revised plans and additional information should be submitted to Town Staff for review prior to presentation of the application to the Commission. Meeting began at 2 : 10pm concluded at 3 : 30pm (estimated times) . The attendance was approximately sixteen individuals. At the beginning it was determined that language, i.e. words within agreement would not be discussed and that towns attorneys would submit those changes by October 1, 1994. Subjects: SATELLITE STATIONS - Which towns would have satellites and how they would be chosen. The consensus was the towns would rotate, being satellite stations every three years. INSURANCE - The insurance as is in contract presently would be deleted based upon quotes from vendors which would affect cost in either a positive or negative way. Discussion with regards to per capita charge which decreases from $1. 35 to . 35. A Discussion whether a Condominium would be included as a house. (No) Windsor Locks had a concern with regards to a $55. 00 per car rate considering their MDC program which is presently on going. (I feel it was explained) There was also a question with regards to the various pricing charts which Anchor Engineering Services supplied. A question asked of Manchester, why they would want the facility in their town? The manager's answer was that the town would of had to build such a facility anyway in the next several years. IN CONCLUSION - All additional comments from towns attorneys should be in by October 1, 1994, at that point a new draft of the contract would be forwarded to all concern parties. I asked for a copy of that draft be sent to Betty Warren so it could be placed on the Inland - Wetlands agenda. They hope to have things wrapped up by year end. Moneys for the facilities should be ear marked in this years budget. The young women I spoke to was Louise who seemed to have all the answers and could quite possibly be one of the Manchester Representatives. P.S. Please note I did not pick up the draft at the town hall as I wanted to listen with fresh ears and not enter the discussions. / I I Tony recoraro SEP 20 '94 0921 'S I GNPTURE REALTY INC P.2 1VFEG50N & HEAGLE CIVIL ENGINEERS&LAND SURVFYUxB fil RANKIN ROAD OWTOMBURY,CONNECnCUT 06033 FHORF,(2AA)659-0387 FAX(203)657-4429 September 27, 1994 x i41 Chairman South Windsor Tnland Wetlands and Watercourses Agency %John McCahill 1540 Sullivan Avenue South Windsor, (:r'06074 Re: Soils Report for Coven Mountain Subdivision, Maple Leaf Construction Abbe Road South Windsor, Dear Mr. Chairman: This report is intended to satisfy the acquirements of the Town o of cSout theiabove-land Wetlands and Waimcoarscs Agency fox regulated activities applied referenced subdivision.
