Box 305—South Road,East Hartland,CT 06027 10-16-90 R Mr. Andre Charbonneau ECEIVED 125Edwin Road MAY 9 1994 South Windsor, CT ft WINDSOR PLANNING DEPT, Dear Mr. Charbonneau: At your request, on 3-19, 5-24 and 6-10-90, I delineated the wetland soils on your property Chapel Road, South Windsor, Ct. This work was done using USDA_SCS criteria for poorly drained, very poorly drained, flood plain and alluvial soils. Pink and black sequentially numbered flagging was hung in the field to mark the wetland boundaries. The wetland soils are those associated with the lower topographic areas , some of them kettle holes , and the dissected outwash plain(r•:7alpole sandy loam WdA) . The nonwetland soils on the site are welldrained to excessively well drained sandy soils (Windsor, Merrimac and Enfield.finer textured) and make up the majority of the site. A small intrusion into the wetlands is proposed at the entrance of Erna Lane off Chapel Road. This does not made a significant effect on the wetlands there. I have reviewed, signed and dated the map entitled Topographic Plan, Resubdivision, Property of Andre Charbonneau, South Windsor Connecticut, Owner-Developer Andre L. Charbonneau, 125 Edwin Road, South Windsor, Connecticut, phone 528-7551 , prepared by J R Russo & Associates, Land Surveyors & Professional Engineers, 1 Shoham Road, East Windsor, Connecticut 06088, Scalel"=40' and find that it represents substantially the condition as it appears in the field. I hope the above proves sufficient for your purposes. If you have any questions, please feel free to contact me. Sincerely, Joyce G. Warren, Chairman, IWA/CC FROM: John E. McCahill, Zoning/Wetlands Enforcement Officer ] L RE: Application #94-15W, Andre L. Charbonneau (Chapel Road) DOCUMENTS REVIEWED: Application form and Plot Plan prepared for Andre L. Charbonneau (dated 3/2/94, revised through 4/12/94 ) COMMENTS: 1 . A copy of the plan has been forwarded to the Town Engineer for comments or concerns . His response will be forwarded when available. 2 . The application form, item G. , indicates they are in the process of notifying all abutting property owners ( "will be done by 4/15/95" ) . A copy of the letter and verification of notification by certified mail has been submitted. 3 . This site was the subject of discussion at the March 24 , 1994 regular meeting of the Inland Wetlands Agency/Conservation Commission. The Agency approved a motion for a waiver of the buildable area requirement (pursuant to Section 8 . 2 of the IWA/CC regulations ) for the construction of a single family home. This should be noted on the plans . 4 . A detail should be provided for the construction of the driveway. It may be necessary to use additional subbase material and/or geotextile material . The soil type(s ) should be considered in the design. The soil information should be submitted for this application. 5 . Details should be provided for the installation of the staked haybales and/or silt fence. 6 . A sedimentation and erosion control narrative should be included on the plans . The narrative should state the typical construction sequence for development of the proposed house. Elizabeth A. Warren - 2 - April 18 , 1994 Application #94-15W 7 . A note on the plans states, "limit of wetlands as mapped by Soil Scientist Joyce G. Raabe, MS" . A copy of her report and verification of the limits as shown on the plans should be submitted. 8 . Stumps should be chipped on site or removed; they should not be buried on the site. This should be noted on the plans . 9 . A temporary and permannent seeding schedule should be added to the plan including types, rates, and dates . 10 . The "existing contours" , as shown on the plans , do not accurately represent the field conditions . Improvements done along Chapel Road (State Project #132-89 ) included the placement of fill along the frontage of this property. The plans should include the existing topography. The proposed contours , as well as the proposed driveway design, should take this into account. 11 . The "wetlands" shown in the northerly corner of the property had approximately 18 inches of standing water at the time of my field investigation (4/15/94 ) . Additional information should be provided as to whether or not this should be considered a "watercourse" (see definition in section 2 . 1bb of the regulations" ) . If it is deemed to be a "watercourse" the 80 ' setback should be shown as the regulated area. 12 . They are proposing a 40 ' long 12" A.D.S . pipe be placed under the driveway where it enters the property. The proposed 12 inch pipe is probably inadequate and they should consider a larger pipe designed for the situation. 13 . This site includes a number of very large hardwoods as well as a mix of softwoods . A note should be added to the plans stating the limits of clearing shall be flagged in the field and approved by Town Staff prior to cutting any trees . It appears that they may be clearing additional area for the purpose of locating the temporary topsoil pile. This area includes a couple of very large trees . They should relocate the stockpile if possible to reduce the number of trees that will be removed. 14 . Revised plans, and additional information, should be submitted to Town Staff for review prior to presentation of the application to the Commission. JEM/pmm MEMORANDUM TO: John McCahill, zoning/Wetlands Enforcement Officer f7 'c FROM: Jerry C. Iazzetta, Town Engineer DATE: April 19 , 1994 RE: CHARBONNEAU SINGLE FAMILY HOUSE CHAPEL ROAD - 94-15W We have reviewed the plan dated 4-12-94 for the Charbonneau House on Chapel Road 94-15W and have the following comments . 1 . Sanitary lateral as shown needs at least three cleanouts - one at each 900 bend and one other (max 100, between cleanouts ) . 2 . It is suggested that the applicant utilize the existing wye in the sanitary main on the east side of the property rather than the lateral in Chapel Road. This will be a shorter run plus requires only one cleanout. 3 . The footing drain outlet pipe should have at least 2 ' of cover at the building. 4 . The proposed 12" pipe under the proposed driveway a. Seems too small . A drainage calculation should be provided. b. ADS pipe should be ADS-N12 pipe or equal . C . Flared ends should be provided. d. Riprap should be provided at downstream end. e. A minimum of 2 ' of cover should be provided. 5 . Is the iron pin at the northeast corner existing or is it to be set? 6 . Iron pins should be set at all corners or angle points . 7 . The grading near the road does not reflect the "as-built" conditions shown for Chapel Road. TOWN OF SOUTH WINDSOR INLAND WETLAND AGENCY/CONSERVATION COMMISSION MINUTES Page 3 April 3, 2002 Mr. Mark Hagen of 128 Gilbert Lane stated he is in favor of keeping this berm. It blocks site and sound from the mail. No one from the public spoke in opposition to this appeal. Commissioner Heffler felt at this point it would be detrimental to this area to remove the berm. Commissioner Wasik agreed with Commissioner Hefflers statement, but is very upset about the disturbance happening in the first place without a permit. Commissioner Nicholson felt there would be more damage done if the berm were removed. He also stated he would like IWA/CC to consider penalties for disturbance of wetlands during the construction process of subdivisions. Jeff concurred with the Commission saying that if the berm were removed, the area may not continue to function as a wetland anyway. He explained that this request would consist of a 3-lot subdivision. The subdivision will be on septic systems and wells. This proposal will have no disturbance to wetlands or the upland review area. Answering questions from the Commission, Mr. Aeschliman explained that the curtain drains have been relocated because the Town Engineer was concerned that the water would bleed out to the road. While clearing is done, there will be an attempt to keep as many trees as possible. Commissioner Kelly suggested to the applicant that they should install erosion control measures prior to clearing. Jeff told Commission members that statements could be put on the deed to let potential buyers know that their lot contains upland review area. Appl. #02-12P— O& W Heat Treat Inc Ms. Karen Isherwood from Design Professionals came before the Commission to represent this application. Ms. Isherwood explained that this project would consist of two phases. The first phase would consist of a 50' x 100' addition and relocation of tanks. The second phase is proposed to be a 100'x 100' addition. There is presently a discharge of water from this facility, which consists of approximately 36,000 gallons every 12 hours per day of non-contact cooling water discharged to the storm system. Lab results of the water have not come back and these tests will show if the levels being discharged are effecting the aquatic life in any manner. TOWN OF SOUTH WINDSOR INLAND WETLAND AGENCY/CONSERVATION COMMISSION MINUTES Page 7 April 3, 2002 Answering questions from the Commission, Ms. Isherwood explained that the impervious coverage on the site is 49.4% after both phases are complete. The business has been in operation since 1980 and with both phases complete there would be no additional discharge from this site. The State of Connecticut, Department of Environmental Protection and Department of Transportation will both be checking on all of the levels. Ms. Isherwood stated she has received comments from Jeff and the Town Engineer, which will be incorporated into the plan. Public Hearing continued until April 17, 2002. ITEM: Old Business App 1 #01-47P-South Windsor Technologies Center LLC Chairperson Warren said that the Commission has received two memos from the Town Attorney. The first memo states that if the Commission approved this application the lots would be conceived as buildable lots (Attachment Q. The second memo explains the different options that are available for this Commission (Attachment D). Commission Forzley could not come to the meeting tonight. He sent a memo that expresses his concerns with this application. The memo was read into the record (Attachment E). Commission members discussed this application at length. There was a unanimous concern that the proposed lot configuration would lend to unacceptable disturbances to wetlands when some of the lots were developed. It was a general consensus that it would be in the best interest of this Commission to deny this application. This would allow the applicant time to reconfigure the subdivision and come back with a new application. Mr. Peter DeMallie from Design Professionals presented a letter from the applicant withdrawing this application. TOWN OF SOUTH WINDSOR INLAND WETLAND AGENCY/CONSERVATION COMMISSION MINUTES Page 2 April 3, 2002 ITEM: Minutes The February 20, 2002 minutes were approved by general consensus of the Commission. ITEM: Conservation Commission Attachment A ITEM: Wetland Officer's Report Attachment B ITEM: Public Hearing AMI #02-02W Clark Realty Ms. Karen Isherwood from Design Professionals came before the Commission to represent this application. She explained that she is before the Commission to request that a berm placed in the regulated area be allowed to stay as it has been planted. The disturbance is 21,000-sq. ft. of upland review area, .25 acres of wetlands have been filled in. The berm provides a visual and noise barrier for the residential area. A letter from John Ianni was submitted to the Commission. It stated that the wetlands between the barn foundation does not meet the vegetative criteria for inclusion as Jurisdiction Wetlands on the federal level but does meet the State criteria for soil type. As mitigation for this disturbance, the applicant is offering 1.03 acres of open space (donated by Pond Estates), and extensive wildlife plantings. Mr. Pawlak from Connecticut EcoSystems came before the Commission. He explained that for the proposed plantings he has chosen species that will provide habitat value. Jeff felt that Mr. Pawlak's proposal would have significant habitat value. Jeff recommended that efforts be made to stabilize the backside of the berm with a legume seed mix and ground cover. Public Mr. Richard Sietz of 112 Gilbert Lane came before the Commission to speak in favor of this appeal. He felt there are many benefits of this berm such as a safety for children, visual barrier and a noise barrier.
