Plot Plan/Togo Plan - Is there any signage proposed (free standing) If so, location should be shown. - Will there be any outside lighting. If so, location should be shown. All outside lighting must be directed onto the site. - Will there be an outside dumpster? If so, location should be shown. Dumpsters are required to be placed on a concrete pad and screened. - Is there adequate room to enter and exit parking spaces 7 and 8 (assuming cars are parked in both spaces ) ? - In the no parking area shown in front of the building, will this be paved or a grass area? If grassed, will there be any landscaping? General Comments Any proposed landscaping should be shown indicating the size and quantity to be planted. Will any of the existing trees be saved? If so, they should be identified as trees to be preserved. Because the plot plan and topo plan have been combined, it is difficult to determine what will be remaining and what is to be new construction. The applicant may want to consider submitting a separate plan showing the proposed landscaping on the plot plan. y 4 losess , "e-(od_, &kv1pdce- COHO PLANNING REPORT 1 . This is an application for a 4, 826 sq ft building consisting of 2, 200 sq ft of retail space, a 1 , 026 sq ft greenhouse, and a 1 , 600 sq ft apartment. The property is located on the easterly side of Buckland Road, the third propoerty south of the intersection. The applicant proposes to remove the house currently on the site and construct this facility in its place. The site is . 3 acre and zoned Restricted Commercial . 2 . The applicant was granted the following variances from the ZBA on 3/17/94 : 12 ft front yard setback (50 required) ; 16 ft rear yard setback ( 25 required) ; 45% building coverage; 75% impervious coverage, and a variance to allow a residential unit on the same level as the retail use (residential use is not allowed in the RC zone accept for an apartment on the second level ) . 3 . The plan does not indicate the exact building coverage. We need to know what this coverage is to be sure they are in conformance with the variances granted. The parking breakdown indicates there are 11 spaces required for the retail use and 2 spaces required for the residential use. (this assumes no spaces required for the greenhouse use) . The applicant has provided 12 spaces - 1 It is up to the Commission to determine if they feel these spaces meet the criteria of Sec. 13 . which states "All off-street automobile parking facilities shall be designed with appropriate means of vehicular access to a street or alley as well as mane vering areas . . . " The applicant will need a waiver for tke- n=—of spaced P79C f s d ina i sus . When acting on the parking space waiver the Commission might want to consider that at some time in the future, another type of retail uses could move into this site under the current list of permitted uses and may have a greater parking need, especially since a future business may find the first-floor residential area very attractive to convert to business use. I is my unQ rstanding that Mr. Coho and Holcombe, who owns t e property and driveyaay immediately t"o th south of th' site, a exploring the pos.s`ibil ' ty of sharing Mr. Holcombe's d iveway an posh-ibly ome parking. I wouJ,d' strongly encourage th s ac ion as it oul elimina urb cut on B klrid Road, and_ .- loo p Mr. o' s site. p .h6,L l7 v v( s ttiUivi- ti C.Oa+ 'roc, 7Z' J if L sil1 G^r 'l!t K R9-sd. The applicant has shown the spaces as 9 ' X 18 ' in size ( 10 X 20 required) , therefore must request a waiver from the Commission for the size. 4 . The traffic authority has reviewed this plan and has made the following request: installation of "no parking" signs on the south and east side of the greenhouse and along the entire length of the southerly curb. Also, he questioned whether there is a handicap ramp needed within the parking area to access the building. 5 . There is a well and Town sewer currently servicing the Fred Shaw, Sup't of WPC has indicated that WPCA approval is aot required. Because the use of the property is being changed from residential to commercial, a new sewer connection charge will be assessed; said charge should equal difference between residential and commercial rate ( $2000 - 600 = $1400 ) . The applicant is required by State Health Code to connect to public water in Buckland Road. It is my understanding that the applicant intends to request a waiver from the State Department of Health to use wellwater for the greenhouse. 6 . There is some question at this time regarding which drainage option the applicant will select--the two possibilities are on-site drywell, or hard pipe off site to the nearby stream. If the off site pipe is pursued, an IWA/CC permit will be required. 7 . The applicant has presented his proposal to the ADRB. They have made the following comments :- recommend an architectural treatment of fans be added over the two windows facing out to Buckland Road; recommend the two large windows be separated by an additional foot; recommend that some sort of finish treatment be placed on the four foot high concrete wall at the base of the greenhouse (i .e. stucco which is painted, or stone facade) . The Board also wanted to go on record expressing their concern that a 12 ft front yard variance was granted a property in such a high profile area . 8 . The landscaping on this property includes the three trees associated with the Wapping landscaping project along the front of the property which have already been planted (however not shown on the plans ) . The applicant has indicated there will be additional landscaping, however what specifically is being proposed is not shown on the plans in front of us . 9 . There are also a couple of questions we would like to have the applicant address : - Will there be an outside dumpster? If so, location should be shown. Dumpsters are required to be placed on a concrete pad and screened. - Is the applicant propos:.n.g to grass any of the site? If not, what groundcover treatment will be used? - Will customers be able to access the retail area from the rear parking area? If not, we would recommend, for safety reasons, that a walkway be added from the rear parking area to the front entrance so customers don't have to walk through the driveway. If this application is approved, the planning department requests the following modifications in addition to what has previously been mentioned: - Key map in accordance with Section 8 . 1 . 2 . 1 of the zoning regs - Any proposed landscaping should be shown indicating the size and quantity to be planted. Banach, Director of Planning FROM: Jerry C. Iazzetta, Town Enginee DATE: April 14 , 1994 RE: COHO SITE PLAN #94-14P We have reviewed the drawings dated 4/94 and the drainage calculations dated 4-8-94 and have the following comments : 1 . Drainage Calculations a . The calculation for the drywell system utilizes infiltration to handle most of the stormwater. It would take almost 24 hours for a 10 year storm to be infiltrated into the existing soil . The drywell should be sized to accommodate most of the stormwater before infiltration. b. The absorption capability of the soil is assumed. The soil should be tested and those results utilized. C . The proposed 6 " PVC pipe (from the trench drain) capacity design should be shown. 2 . Plot Plan a . The street line along Buckland Road is an assumed line. This should be established with this application. b. The stationing of the Buckland Road widening project should be shown to reference the location of this site. C . The "existing paved driveway apron" on the north corner of property should indicate "to be removed from site" . d. The approximate flow line of the existing sanitary lateral should be shown at the new building line. e. Note on plans indicate that all roof rains are to be piped to the drywell . These pipes shown be shown. f . The 6" PVC from slotted trench drain should indicate length of pipe and flow line at trench drain . Marcia A. Banach Re: Coho Site Plan - 94-14P April 14, 1994 g. The 15" H.D.P.E.P. , has less than 2 ' of cover. Town standards indicate 2' of cover as a minimum. h. The width of the proposed driveway opening is not indicated. i . The property is shown as "N/F Richard S . Kelley" . Assessors card shows this property belonging to Mark Rubin. j . The driveway to the rear parking area scales as 12 ' . There will be two way traffic (as indicated on plan) and it is felt that this width is not sufficient. k. A construction entrance pad may be necessary 3 . Notes and Details Sheet a . Details required for: Catch basin, trench drain, retaining wall, trench for piping, pavement, and drywell installation. b. Silt fence detail should indicate distance between posts . 4 . General The location of this site causes us to have a concern for safety of vehicles making left turns into and out of the site. This site is located very close to the intersection of Buckland Road and Route 30 . The heavy traffic in this vicinity will interfere with entering and exiting the site. The Traffic Authority should be contacted as to their possible concerns . Banach, Director of Planning FROM: Jerry C. Iazzetta, Town Engineer DATE: May 12, 1994 RE: COHO SITE PLAN #94-14P This is a supplement to my April 14 , 1994 memorandum concerning the proposed Coho Site Plan. As of this writing, revised plans have not been received and I will not be in all next week. With this scheduled for the May 17 , 1994 meeting I feel that these additional concerns should be mentioned. 1 . I have already expressed concerns about the two parking spaces in the rear of the building. In addition, if a vehicle is parked in space 7 or 8, the turning radius on most passenger vehicles will make it very difficult to turn around and exit. If a vehicle does try to turn and another comes around the rear looking for space - a problem occurs . At best, it will be a "gridlock" situation for awhile, at worst an accident . We recommend that these spaces not be used. 2 . Parking in the front is also a concern. Backing out of these spaces may require edging onto Buckland Road before turning. The space available for any turning movement is at best minimal for passenger vehicles . If a delivery truck is involved, the situation come become dangerous . Is is felt that the parking layout as shown is not recommended for the two way traffic proposed. This is a very tight site and while the configuration shown meets standards of one way traffic parking lots, it is dangerous for two way traffic . JCl/jsv - 374 Abbe Road Ext.
