streets drawn on plan/profile paper of scales 1 inch to 40

a. Layout of streets in sections coordinated by stations
with the profile.

manholes , including elevations, sizes, lengths, and
slopes of pipes . Top of foundation elevations for
building shall be shown.
►J(0. 10 . Open Space Site Improvement Plans: For sites which
require or include a provision for open spaces, a plan
which contains data for site improvement may be required.
This map shall be drawn to a scale of 1 inch - -equals 40
feet.
N�A 11 . Sanitary Report: Where individual sanitary sewage
disposal systems are proposed, the final plans shall
include a Sanitary Report certified by a Professional
Engineer. The report shall demonstrate the feasibility of
the proposed individual systems; the report should deal
with the area as a whole, discussing the following points:
a . General nature and development of surrounding area.
b. Topography and natural drainage pattern.
C. Subsurface conditions as shown by subsurface
investigation, including soil absorption
characteristics, ground water level conditions, ledge
rock, and general nature of soil .
d. General description of type of development
contemplated.
e. Detailed description of proposed sanitary sewage
disposal facilities, indicating sizes for various
ground conditions, materials to be used, and the
general .layout pattern to be used, etc.
f . Special precautions that may be necessary to provide
proper functioning of the proposed disposal systems.
g. Map of general area with locations of all tests shown
on proposed layout.
h. Flood heights of any nearby streams, brooks, or
rivers .

INTRODUCTION
The project is located on the south side of Governors Highway approximately 300 feet east of the
Intersection with Connecticut Avenue in the Industrial zone. Under present conditions, the site is an open
field that is partially wooded. The topography is flat and slopes towards the front and the rear of the
property.
The proposed development consists of the construction of a 14,000 sq. ft. building with a loop access
drive and parking lot. Storm runoff will be collected through a series of catch basins and discharged to
a proposed detention basin and the existing storm sewer on Governors Highway.
The drainage area under proposed conditions is approximately 4.3 acres versus 2.8 acres under
existing conditions which includes a section of Governors Highway. The site is located at the top of the
drainage watershed associated with Governors Highway and the surrounding industrial zone area.
DRAINAGE ANALYSIS
The drainage analysis performed was done using the Rational Method to calculate design discharges.
Storm frequencies analyzed for the detention basin are 2,10,25,50, and 100 year storms. it was assumed
that all flow for larger storms reached the detention basin. Detention basin stage/storage and stage/
discharge data were computed using BaslnA detention analysis software.
Topography was taken from an on—site field survey and 100 scale town mapping off—site. Existing pipe
sizes and flow lines were measured In the field. Watershed boundaries were also confirmed in the field, along
with existing cover and vegetation. 100 scale drainage area maps of the existing and proposed watershed
conditions have been included in this report.
The proposed on—site storm sewer system has been designed for a 10—year storm. Inflows for this
system were also computed using the Rational Method of Design. Pipe flow capacities were computed using
the Manning Formula.
The detention basin was designed to reduce peak outflows and to increase storm water quality but does
not achieve zero—Increase in runoff for the entire site. Approximately 2/3 of the proposed watershed or 2.62
acres reach the detention basin, while 1/3 or 1.68 acres discharge directly Into the existing storm sewer on
Governors Highway.
The detention basin sizing and outlet structures were designed with BasinA. The outlet structure utilizes
a 6" diameter circular orifice as a low level outlet. The emergency high level outfall is a single grate catch
basin structure while the low level outlet Is equipped witha trash rack.
SUMMARY
The proposed development of the site can be accommodated utilizing the proposed drainage layout
and detention basin. The object of design In utilizing the detention basin is to reduce peak flows in
consideration of the increase in overall drainage area within the watershed. The detention basin design also
effectively reduces the amount of fill required to grade the site properly and also produces extra fill from
excavation. In summary, the combined outflow under proposed conditions is 6.14 cfs versus 3.24 cfs under
existing conditions to the existing storm sewer on Governors Highway. This existing 24 inch RCP storm sewer
can easily handle the small increase in flows. It is apparent that the storm sewer was originally designed
for future development in the industrial zone as part of the old Porkcentre Industrial Development.

1 . French Social Circle Site Plan. Peter DeMallie (Design
Professionals ) and architect Greg Montana represented applicant.
Proposed building will be split face block and stucco facade over
a metal building. Roof will be 4-pitch (typical metal building
has 1-pitch roof) . Main (upper) roof will be metal, lower roofs
will be architectural shingles . Building size approx. 14,500
square feet, length is about 200 feet.
Board comments: Building is fine. Suggest security lighting for
credit union area. Sign design to be brought to the Board for
review after it is. designed. Roof to be raised batten and/or a
color if feasible (patina green is architect's desired color) .
Landscaping comments: Willows near street will find drainage
pipes and cause problems; front willows should be relocated to
back of detention basin. Foundation plantings (yews ) are not
flattering to building design. Need varying heights/colors; space
is available in front of the building, particularly near corners .
Seasonal color needed, especially around entrances .
Rear parking lot has large unbroken pavement area that needs
relief, which can be provided with a center island. Introduction
of evergreen plantings around rear parking lot desirable
(rhododendrons suggested) .
The Board requested that the above modifications be made and the
applicant return to the Committee with them.
2 . Redfield Designed Residence Zone, architectural approval for
Phase IV. Board indicated that visibility from Smith Street to
the back yards of the Phase I units is high and needs some
evergreen screening. The detention basins also need screening.
The Garrison Colonial model should probably not be placed on
corner lots where the side view is presented to a street.
Bay-style window boxes are overpowering, and highlight painting
makes them look even more awkward. Additional screening needed
for the RV storage area. '
Overall, the Board was satisfied with the development, and Phase
IV can proceed.

2 . Width of driveway at east end of site is not shown.
3 . Only one driveway should be provided for this site.
4 . The driveway area along the south side of the building is shown
as one way. However the pavement width of 30 feet will make
this a safety hazard.

At the April 13, 1994 regular meeting, the Inland Wetlands
Agency/Conservation Commission approved with conditions application
#94-12P - IWA/CC permit to construct a social club on property
located south of Governor's Highway, I zone as shown on plans
prepared by Design Professionals, Inc . , Job No. 93-714 and dated
March 21, 1994 . This approval is subject to the following conditions :
1 . Two blueprint copies of the entire set of plans and this
letter reproduced thereon, must be submitted to this
Commission. This must be completed within 65 days of approval
prior to any construction activity on the site .
2 . Construction activities shall be subject to the approval of
the Town Engineer.
3 . The application shall indemnify and hold harmless the Town of
South Windsor against any liability which might result from
the proposed operation or use.
4 . We recommend a bond in the amount of $5000 . to be submitted
to Planning and Zoning Commission to ensure compliance with
the Erosion and Sedimentation Control Measures .
5 . The permit is valid for five years and shall expire on April
12, 1999 .
6 . All approvals required must be obtained and submitted prior
to any activity on the site .
7 . A contact person shall be identified directly on the plans .

Our client, the French Social Circle Building Association,Inc. has entered
into a purchase and sale agreement with Shawmut Bank to acquire a 26.8 acre
tract on Governors Highway just east of Connecticut Avenue. The Association has
provided Shawmut with a substantial deposit, and expects to close on the purchase
this month.
At the northwest corner of this tract, the Association proposes to create a
3.87 acre building lot upon which they will construct a 14,000 square feet social
club. The resubdivision and site plan applications for this site are the subject
of tonight's hearings. The balance of the property, comprising nearl 23 acres
of industrially zoned land, is not on tonight's agenda, however, our client
would like to share with you their advance planning for this parcel.
A proper introduction would first focus on the recent history of this tract.
The 26.8 acres was previously incorporated into the Governors Square Business
Center, a 76.7 acre industrial park, the Town's largest. In early 1989 our firm
prepared a concept plan for Governors Square, portraying some 675,100 square feet
of industrial space in 19 buildings, with 64.9% impervious coverage for the entire
76.7 acre tract, and a loop street. This plan was presented to the Planning & Zoning
Carunission, and to the Inland Wetlands Agency. Five of the buildings had been pre-
viously approved and constructed in accordance with site plans prepared by our
firm (310 and 250 Nutmeg Road South, also known as buildings A,B,C,D and N) . A key
feature of that February,1989 concept plan was the proposal for a 9.05 acre conser-
vation easement north of Edgewood Drive and west of the Beldon Road Subdivision's
open space. As an easement, it was to have been retained by the Capuano family and
utilized for impervious and lot coverage computations for the entire Governors
Square Business Center. In effect, the balance of Governors Square would have been
developed at far greater than 65% impervious converage.

Pursuant to that concept plan, our firm prepared site plans in October,1989
for five more industrial buildings at Governors Square (buildings E,F,G,H and O) .
While those site plans' key maps continued to carry forward the conservation
easement, the„easement was never pursued, the site plans were never recorded in
the Office of the Town Clerk, and the approvals for those five buildings are now
null and void.
Which brings us back to the 26.8 acres soon to be purchased by the French
Social Circle Building Association. This parcel is roughly 1/3 of the original
Governors Square. Our exhibit portrays which part of Governors Square falls into
this parcel. Referring back to the 1989 concept plan, the Association's parcel
included 8.2 acres of the 9 acre conservation easement, four buildings containing
200,000 square feet of floor area, part of the loop street (2,400 l.f.) , and
43.4% impervious coverage, including the easement area.
In March the Association authorized Design Professionals to prepare a con-
cept layout for development of the balance of their property. This map, entitled
"Industrial Park Concept", shows a new 600 feet long cul-de-sac street serving
six new industrial building lots ranging in size from 2.0 to 2.8 acres, and most
importantly, 8.2 acres proposed for dedication as permanent open space. This open
space is exactly coterminous with the conservation easement proposed by the
Capuano family in the 1989 concept, and represents 31% of the Association's 26.8
acre parcel, rather than 12% of a major industrial park.
The French Social Circle Building Association is now committing to this
industrial park concept, and the 8.2 acres of open space, with the following
provisions:
1) This dedication is with the understanding that it is made solely
at the volition of the Association, and is not to be required or mandated by
any Town agency or official. This is very important for tax considerations, in
that the conveyance may be used to offset any gains from the sale of building lots.
2) The Association reaches an understanding with the Inland Wetlands
Agency and the Planning & Zoning Commission for reasonable and full development
of the industrial park, including development of up to six buildings on six lots,
with total floor area of 40,000 to 100,000 square feet, or one-half that proposed
by Governors Square, and an impervious coverage of 25% to 30% including the area
of the open space, ccupared with 43.4% for Governors Square. The Association is
relying on the sale of these industrial lots to offset the costs associated with
construction of their beautiful new social club. To this end, on Wednesday we
notified the Inland Wetlands Agency that we will be requesting an informal dis-
cussion seeking their guidance and direction in this matter, and we now request
the same of the PZC. Obviously, given the amount of regulated area on the subject
tract, the Inland Wetlands Agency will be playing a very important role as this
plan evolves.
In conclusion, the French Social Circle Building Association is willing to
commit to the permanent dedication of 8.2 acres of land for open space, or 31%
of their entire tract, and to development of the balance of their property for

an industrial park, with the understanding that they may indeed develop their
industrial park, albeit at considerably less intensity than proposed for this
site in 1989. We trust this plan will enjoy the support of the Edgewood Drive
neighborhood.

application regarding the 26-acre property, past plans for this
26-acre property included the preservation of 9± acres for
conservation purposes . At the time of subdivision approval for
the previous application, the commission decided to address the
open space preservation issue with this application.
8 . There is no buffer requirement for the 4-acre lot, as it is
surrounded by Industrially-zoned land. I would note, as we have
noted in the past, that the applicant may be well advised to
begin buffer planting in the required buffer on the larger 26-
acre property so that it will already be established when
development is proposed.
9 . The Architectural and Design Review Board reviewed this
application on March 31 . Their comments were generally favorable
regarding the building itself, with members. concurring with the
architect that a roof color would be highly desirable. The
board' s recommendations regarding the site are as follows :

be removed because they will cause problems within the

Also, the Board requested that the sign design be brought before
them for approval after it is designed. The Board also requested
the opportunity to review the above modifications

We are pleased to advise you that the Planning & Zoning Commission
voted on May 10, 1994 to approve with modifications the above-
referenced application for a Site Plan of Development on ± 4 acres
located on the south side of Governor' s Highway and east side of
Connecticut Avenue, I zone as shown on plans prepared by Design
Professionals, Inc . , Job No . 93-714, dated March 7 , 1994 and revised
through March 21 , 1994 . This approval is subject to the following
modifications :
1 . Prior to commencement of any site work, a meeting must be
held with Town Staff .
2 . No building permits will be issued until the final mylars
have been filed in the Town Clerk' s Office.
3 . This application is subject to the conditions of approval of
the Inland Wetlands Agency/Conservation Commission, including
a bond in the amount of $5, 000 .
4 . An as-built plan is required prior to issuance of a

Wetlands Agency/Conservation Commission, must be reproduced on the
mylars .
After the mylars have been signed by the Commission, they will be
returned to you for filing in the Office of the Town Clerk within 90
days . After filing these plans, a copy of the receipt must be
submitted—to the Planning Department.

these properties still belong to Jacques .
3 . Monuments should be numbered and their coordinates
tested.
4 . A deed will be required to legally establish the street
