TO: Marcia Banach, Director of Planning FROM: Mel Stead, Superintendent of Street Services lM A Snow removal in this area with a 22 ft. wide pavement with one way travel should have a snow shelf around the island the same as if it were a two way street. The reason being: 1. Plow trucks will have to travel slowly and will not be able to throw the snow back far enough to accommodate the snow from the additional 6 ft. pavement width. 2. Snow from a 22 ft. wide pavement will stack too high and impede mail delivery and cause future snow to fall back into pavement behind the truck. 3. The sidewalk would receive more snow than is normal and frustrated residents may choose to blow it back into the street. 4. Town trucks are equipped with reversible plows and can plow to the left without driving against the traffic. tOW N SE,( U 6 1540 SULLIVAN AVENUE . SOUTH WINDSOR. However, input from the Public Works department has led to a conclusion that the center island should be owned by the homeowners association to avoid all of the liability and maintenance issues that arise if the Town owns the island and a private entity has an easement over public property. Staff would therefore make that recommendation to the Commission. Please note that both the Police Department and the Public Works department are not very comfortable with a center island in a Town road. The Police Dept. is concerned that it might create a traffic flow hazard. Public works concerns about maintenance of the center island are reduced by proposed private ownership of the island. Public works concerns about snow plowing and adequate area to place snow will be somewhat alleviated by driveway location restrictions that have been developed by the applicant and Town staff . Traffic Authority concerns about traffic flow will be somewhat mitigated by the driveway location restrictions also. The subdivider will be responsible for removing the wings on the existing cul-de-sac when Charing Road is extended. 3 . --Pu-b-i c -warmer---arid sewer are -avai-l-ab e The Superintendent of ollution Control has indicated that WPCA approval is required. There is an existing drainage pipe and easement located along the western boundary of this subdivision. Town staff recommend that the existing drainage pipe be extended closer to the brook into which it drains rather than terminate so close to the back of a new house. If this is not done, Town staff expect that we will hear from the homeowner in the future; our experience has been that homeowners are very unhapp with these drainage pipes in close proximity to their homes ve {,t.l 1• 7 . The applicant has indicated that the open space requirement will be met with a fee in lieu of open space, per section 4 .C. of the subdivision regulations . The fee in lieu of open space provision allows the applicant to provide a payment equal to not more than 10% of the fair market value of the land to be subdivided prior to the approval of the subdivision. This fee will go into a dedicated fund and can be used only for the purpose of preserving open space or acquiring additional land for open space, recreational, or agricultural purposes . The applicant will need to provide to the Commission the name of the appraiser that the applicant wants to use to perform the appraisal; the cost of the appraisal is borne by the applicant. The fee in lieu of open space payment is made to the Town on a lot-by-lot basis at the time the lots are sold. Some items in his memo were not addressed through plan changes. They are as follows: Plot Plan Sheet 2 The shed encroaches mostly on to Town property and a very small part on Lot 3. It would be more in the Town's interest to have it removed. It will only need to be addressed by our client prior to the sale of Lot 3. Plot Plan Sheet 3 Our parcel does not have any boundary points along Beelzebub Road which require concrete monuments. Topogrgphic Plan Sheet 4 Lot 8 requires a grinder pump for sanitary sewer service, therefore no cleanout is required. The note concerning cul-de-sac restoration has been added. Miscellaneous The road name has been changed from "Charing Road Extension" to "Charing Road". However, the subdivision name has been left as "Charing Road Extension" since the project is the extension of Charing Road. Sincerely, R bert senaul P.E. Bazzano and Melvin D. and Joan S. Stein Dear Mr. Bazzano: This report is sent to you per the request of William Bellock August 3, 1994. I have inspected the property referenced above and prepared an appraisal report, the purpose of which is to estimate the market value "as is" of the fee simple estate as of August 3, 1994, the date of the inspection. The function of this appraisal is for use in conjunction with the approval process for a proposed subdivision by the intended user of the report, the Zoning Board of South Windsor. The subject property consists of 9.89 acres which is the rear portion of two parcels of land fronted by Beelzebub Road. The portion from 260 Beelzebub Road will contain 5.24 acres and the portion from 300 Beelzebub Road will contain 4.65 acres, totalling the 9.89 acres of A-30 residentially zoned land. This parcel will gain its access from 50 feet of frontage at the end of the Charring Road cul-de-sac. The parcel is irregular in shape, slopes up gently to the east from Charing Road. Approximately two- thirds of the way to the rear, it slopes down to a small portion of wetlands. The property is vacant, undeveloped, and is lightly wooded. No marketable timber was observed. —2— Based upon the analysis presented in this report, and given a marketing time of 12 months, it is my opinion that the market value of the fee simple estate in 260 and 300 Beelzebub Road Rear, South Windsor, Connecticut, as of August 3, 1994, is $150,000. FINAL VALUE ESTIMATE, as of August 3, 1994, is: ONE HUNDRED FIFTY THOUSAND ($150,000.00) DOLLARS Sincerely, Thomas W. Henry — 12-- Real Estate Appraisals L.L.C. ASSUMPTIONS AND LIMITING CONDITIONS This appraisal report has been made with the following general assumptions: 1. No responsibility is assumed for the legal description provided or for matters pertaining to legal or title considerations. Title to the property is assumed to be good and marketable unless otherwise stated. 2. The property is appraised free and clear of any or all liens or encumbrances unless otherwise stated. 3. Responsible ownership and competent property management are assumed. 4. The information furnished by others is believed to be reliable. However, no warranty is given for its accuracy. 5. All engineering is assumed to be correct. The plot plans and illustrative material in this report are included only to assist the reader in visualizing the property. 6. It is assumed that there are no hidden or unapparent conditions of the property, subsoil, or structures that render it more or less valuable. No responsibility is assumed for such conditions or for arranging for engineering studies that may be required to discover them. 7. It is assumed that there is full compliance with all applicable federal, state and local environmental regulations and laws unless noncompliance is stated, described and considered in the appraisal report. 8. It is assumed that the property conforms to all applicable zoning and use regulations and restrictions have been complied with, unless a nonconformity has been identified, described and considered in the appraisal report. 9. It is assumed that all required licenses, certificates of occupancy, consents, other legislative or administrative authority from any local, state, or national government or private entity or organization have been or can be obtained or renewed for any use on which the value estimate contained in this report is based. 10. It is assumed that the use of the land and improvements is confined within the boundaries or property lines of the property described and that there is no encroachment or trespass unless noted in the report. T. W. Henry 13 Real Estate Appraisals L.L.C. ASSUMPTIONS AND LIMITING CONDITIONS This appraisal report has been made with the following general limiting conditions: 1. The distribution of the total value estimated in this report between land and the improvements applies only under the stated program of utilization. The separate allocations for land and buildings must not be used in conjunction with any other appraisal and are invalid if so used. 2. Possession of this report, or a copy thereof, does not carry with it the right of publication. 3. The appraisers, by reason of this appraisal, are not required to give further consultation or testimony or to be in attendance in court with reference to the property in question unless arrangements have been previously made. 4. Neither all nor any part of the contents of this report (especially any conclusions as to value, the identity of the appraiser, or the firm with which the appraiser is connected), shall be disseminated to the public through advertising, public relations, news, sales, or other media without the prior written consent and approval of the appraiser. 5. Unless otherwise stated in this report, the existence of hazardous materials, which may or may not be present on the property, was not observed by the appraiser. The appraiser has no knowledge of the existence of such materials on or in the property. The appraiser, however, is not qualified to detect such substances. The presence of substances such as asbestos, urea-formaldehyde form insulation, and other potentially hazardous materials may affect the value of the property. The value estimated is predicated on the assumption that there is no such material on or in the property that would cause a loss in value. No responsibility is assumed for such conditions or for any expertise or engineering knowledge required to discover them. The client is urged to retain an expert in this field, if desired. 6. The Americans with Disabilities Act (ADA) became effective January 26, 1992. We have not made a specific survey or analysis of this property to determine whether the physical aspects of the improvements meet the ADA accessibility guidelines. Since compliance matches each owner's financial ability with the cost to cure the property's potential physical characteristics, the real estate appraiser cannot comment on compliance to ADA. A brief summary of physical aspects is included in this report. It in no way suggests ADA compliance by the current owner. Given that compliance can change with each owner's financial ability to cure non-accessibility, the value of the subject does not consider possible non-compliance. Specific study of both the owner's financial ability and the cost to cure any deficiencies would be needed for the Department of Justice to determine compliance. The Certification and Assumptions of Limiting Conditions has been extracted from: The Appraisal of Real Estate, Tenth Edition, 1992, Appraisal Institute, (Chicago, Ill.), pp. 571-574. T. W. Henry — 14— Real Estate Appraisals L.L.C. MARKET VALUE DEFINITION As defined in the Federal Institutions Reform Recovery and Enforcement Act of 1989 (FIRREA) the following is the definition of market value included in this report: The most probable price which a property should bring in a competitive and open market under all conditions requisite to a fair sale, the buyer and seller each acting prudently, knowledgeably and assuming the price is not affected by undue stimulus. Implicit in this definition is the consummation of a sale as of a specified date and the passing of title from the seller to buyer under conditions whereby: 1. Buyer and Seller are typically motivated; 2. Both parties are well informed or well advised, and each acting in what they considered their own best interest; 3. A reasonable time is allowed for exposure in the open market; 4. Payment is made in terms of cash in U.S. dollars or in terms of financial arrangements comparable thereto; and 5. The price represents a normal consideration for the property sold unaffected by special or creative financing or sale concessions granted by anyone associated with the sale. T. W. Henry —15— Real Estate Appraisals L.L.C. PURPOSE, FUNCTION AND PROPERTY RIGHTS BEING APPRAISED The purpose of this appraisal is to estimate the present market value of the fee simple estate "as is" in 260 and 300 Beelzebub Road Rear, South Windsor, Connecticut, as of August 3, 1994, the date of the inspection of the property. The function of this appraisal is for use in conjunction with subdivision approvals by the intended user, Zoning Board of South Windsor. SCOPE The scope of this appraisal included an exterior physical inspection of the subject property by Thomas W. Henry, MAI. Research of town records including deed recordings and zoning requirements was conducted. Research of the market area was performed for comparable sales, competition, comparable rents and overall area evaluation. Based on the findings of this research, a determination of highest and best use for the subject was made and appropriate valuation methods were applied to arrive at a market value of the fee simple estate of the subject property. No known environmental study has been done to determine to what extent, if any, soil contamination may have occurred at the property. This appraisal report and the value estimates contained herein assume no potential liability resulting from any soil contamination due to the storage of hazardous waste material including but not limited to agricultural chemicals, paint, solvents and/or chemical spills resulting from misuse of chemicals, that may have occurred on this property over the years. No evidence of contamination or hazardous material used in the construction or maintenance of any improvements was observed on the day of inspection, unless otherwise noted within this report. The appraiser is not qualified to detect such substances, including the existence of urea-formaldehyde, radon gas, foam insulation, asbestos, agricultural chemicals, paints solvents cleaning materials or other potentially hazardous waste material that may have an effect on the value of the property being appraised. No personal property, except that which is typically considered a part of realty, has been valued other than those items which are specifically noted within the Building Description. T. W. Henry —16— Real Estate Appraisals L.L.C. COMMUNITY DATA The Town of South Windsor is located in the north eastern portion of Hartford County. South Windsor is bordered by the town of East Windsor to the north, the towns of Ellington and Vernon (Tolland County) to the east, the towns of Manchester and East Hartford to the south, and the Connecticut River and the towns of Windsor and Hartford to the west. According to the final 1990 Census, South Windsor had a population of 22,090 people, which is an increase of 4,892 people, or 28.45% from the 1980 Census population of 17,198 people. As of March, 1994, South Windsor had a labor force of 13,992 people, 13,418 of whom were employed. This equals an unemployment rate of 4.1%. This is lower than the Hartford Labor Market Unemployment rate of 8.5%, the State of Connecticut (unadjusted) unemployment rate of 5.1%, and the United States (unadjusted) unemployment rate of 6.8% during the same time period. Despite the fact that South Windsor has a statistically better unemployment rate than the area and state, the slow economic recovery that has plagued Connecticut has had its affect on South Windsor and its residents. Connecticut is in the midst of a structural change in its economic base. Many of what were once the strongest industries in Connecticut are now struggling. Companies which were once taken for granted are now fighting to survive. Recent layoffs at such firms as Pratt and Whitney, Aetna, and Fleet Bank have affected the employment status for many residents of South Windsor, and all of Hartford County. In addition, people who are still employed have less confidence and security than a few years ago. South Windsor is accessed via John Fitch Boulevard, U.S. Route 5, which runs north through the western section of the town and is connected to Interstate 91 by the Bissell Bridge (Interstate 291), and north at Warehouse Point in the town of East Windsor. Other major Roads in South Windsor include Route 30, Route 74, and Route 194. The physical character of the community is derived from a compatible mix of residential and industrial land use. A large industrial corridor, comprised mostly of small to intermediate size light manufacturing an warehouse distribution companies, is conveniently located along John Fitch Boulevard, and along Roads such as Governor's Highway, Sullivan Avenue, and Nutmeg Road. The eastern section of the town is improved with unobstructed residential neighborhoods. Like most neighboring towns, South Windsor has a full range of public services available. There is a full time police force with over 30 officers, and a volunteer fire department. The school system contains four elementary schools, one middle school and one high school The town features four municipal parks and covers 360 acres of area. The town of South Windsor's major employers are Gerber Scientific, United Technologies, and Dynamic Controls. A smaller percentage of general commercial and retail support uses are interspersed along John Fitch Boulevard and Sullivan Avenue, with newer strip retail centers located near the center of town. There are regional shopping malls located to the north in Enfield, at the Enfield Square Mall, and in the town of Manchester at the Buckland Hills Mall. T. W. Henry 1 g— Real Estate Appraisals L.L.C. In particular, the Buckland Hills area, which is situated along the Manchester/South Windsor town line has become one of the most intensely developed commercial areas in Connecticut over the past four years. Beginning with the opening of the 1.16 million square foot Buckland Hills Mall in 1990, and continuing with the building of retail centers such as Wal-Mart(166,000 SF), Sam's Club (113,500 SF), Home Depot (107,000 SF), the Christmas Tree Shop (90,000 SF), and the Plaza and Buckland Hills (415,000 SF). In total, the Buckland Hills area has nearly three million square feet of retail space either built or approved as of early 1994. Most of the space in Buckland Hills is located in the Town of Manchester, not in the town of South Windsor. However, the Town of South Windsor approved a 270,000 square foot addition to the Plaza at Buckland Hills, which is located on a site that is mostly in Manchester, but partially in South Windsor. This strip center houses such tenants as Lechmere, Olive Garden, and Service Merchandise. To help ease the problems with traffic flow that have been created by the growth of the Buckland Hills area, the portion of Buckland Street in the Town of South Windsor is currently being widened and re- surfaced. In addition, the expansion and completion of Interstate 291 is nearing completion, although it is several years behind schedule. This route, when completed and fully operation will connect Interstate 84 to Interstate 91 and runs through Manchester, South Windsor, and Bloomfield. Overall, the Town of South Windsor is a bedroom community suburb of the City of Hartford, but it does have a viable economic base of its own, and is not dissimilar from other towns in the area, such as Windsor, East Windsor, and Enfield. NEIGHBORHOOD DATA The subject is located in a well developed neighborhood of homes that have been constructed from the mid-60's to the present ranging in size from approximately 1,200 SF to 3,000 SF in the intermediately priced range. The neighborhood is a well established, well maintained residential neighborhood including Charing Road, a cul-de-sac road off of Norton as their are several others. Norton continues to be a residential road connected to Beelzebub which is a secondary east to west connecting to Route 74 or Ellington Road which is a main road from Interstate 84 through the Town of South Windsor to the Town of Ellington. The entire area around Charing Road, Norton Road, Beelzebub Road is a residential area with approximately 70% developed with a variety of open parcels and some agricultural use parcels mixed in with the residential development. The subject has good access to the schools of South Windsor as well as to the center of South Windsor where there is a small shopping center, banking and medical services. From the center of South Windsor, it is only two miles to the Buckland Hills mall area which is a major regional shopping area. Services include sewer and water. T. W. The economy appears to be expanding, and finally consumer confidence the highest in four years dropped slightly in June. The Federal Reserve Board indicated a large concern for an "overheating" economy and has reacted by raising interest rates, specifically the Federal Funds Rate, 4 times from March through May. On May 19, 1994 the FED raised the Federal Funds Rate to 3.5%. This change has had a stabilizing effect on mortgage rates and was intended to reduce inflationary pressures. Unemployment continues stable with a current rate nationally of 6.0%. Opinion polls continue to show that consumer confidence is up and the national economy is stable. Leading indicators lead by a flat consumer spending were unchanged for June. Regional The Connecticut economy is being proclaimed on the mend by local economist. Most lending institutions had strong second quarter earnings and are reporting to be healthy again. Aggressive or even active lending has not returned to the area. Industry is also reporting better earnings but continue to trim their work force. A Connecticut Business and Industry study reports 60% of small to medium T. W. Henry 20— Real Estate Appraisals L.L.C. businesses surveyed expected profits to increase over the next 12 months. 41% expect to add to their work force. Most of Connecticut's leading economic indicators are rising evidencing a gradual return to a healthy economy. Local South Windsor is a large town with a very good mix of residential suburbs and industrial commercial development complimenting each other and separated with the commercial development being on the western side along John Fitch Boulevard and Route 5 and with the residential development being in the eastern and northern portions of the town. The town continues to grow as the Buckland Hills area develops and prospers and provides more services to the area in terms of retail businesses. Additionally, Route 291 connecting Interstate 91 to Interstate 84 will provide easier commuting access to the Town of South Windsor. Property Type Residential vacant land continues to move slowly as the demand for new housing continues to be slow. The development of moderate income housing continues to be somewhat better than the other sectors but it is sluggish and slow as there has been a recent increase in mortgage interest rates. The lending institutions continue to limit financing for the purchase and development of land. T. W. Henry —21— Real Estate Appraisals L.L.C. The parcel is currently a portion of two parcels that are fronted on Beelzebub Road; 260 Beelzebub Road contributes the western half of the parcel with 5.24 acres and 300 Beelzebub Road contributes the eastern half of the parcel at 4.65 acres. The parcel is approximately 680 feet deep from its western boundary on Charing Road to its eastern boundary and from north to south it is approximately 610 feet wide. The parcel has a gentle slope at its western boundary. It is approximately 270 feet in elevation. The parcel slopes gradually about 400 feet east into the parcel to a peak elevation of 290 feet and then slopes downward from there back to about 280 feet elevation. The parcel is gently sloping throughout. The soils are primarily Cheshire fine sandy loams which are 3-8% slopes. This soil is a moderate runoff and it is one of the most desirable upland soils in the central lowland Connecticut Valley area and it is well suited to agricultural purposes as well as urban development. Capability unit for agricultural is IIe-1. Site improvements include: None The subject site is serviced at the end of the cul-de-sac with sewer, water, telephone and electric. Easements and Restrictions include: A 30 foot wide drainage easement across the western border in favor of the Town of South Windsor. Flood Zone and Wetlands: The subject property is not located in a federally designed flood hazard area nor is it encumbered by the presence of wetlands. There is a small portion of wetlands that do not inhibit the lot yield for the subject. Environmental Issues: On the date of inspection there were no apparent violations of any environmental regulations. T. W. Henry —26— Real Estate Appraisals L.L.C. The four criteria the highest and best use must meet are legal permissibility, physical possibility, financial feasibility, and maximum profitability. As if Vacant: Among all reasonable, alternative uses, the use that yields the highest present land value, after payments as made for labor, capital, and coordination. The use of a property based on the assumption that the parcel of land is vacant or can be made vacant by demolishing any improvements. The subject property "as vacant" has a variety of options for its development, however, the most suitable would be a residential development based on the existing zoning regulations. The residential development with 30,000 SF lots as legally permissible by the current zoning regulations. It is physically possible as the land is well configured, has appropriate access through the Charing Road cul- de-sac and has physical attributes to the land that lend itself to urban development. Financially feasible and maximally profitable, the ability to get the maximum amount of lots from this parcel is possible because of its physical attributes and financial feasibility. The Town of South Windsor is growing. It is prospering where other towns are not because of its location to Hartford, to the Buckland Mall area and its enhanced access as a result of I-291's development. Based on these facts, it is my opinion that the Highest and Best Use of 260 and 300 Beelzebub Road Rear, South Windsor, Connecticut, as of August 3, 1994, is residential development per zoning requirements. 1 "The Dictionary of Real Estate Appraisal," Third Edition, (Illinois), American Institute of Real Estate Appraisers, 1993), p. 171. T. W. Henry —30 Real Estate Appraisals L.L.C. VALUATION PREMISE There are three generally recognized approaches to value, which may be used in estimating the value of real estate. COST APPROACH - Approach through which an appraiser derives a value indication of the fee simple interest in a property by estimating the current cost to construct a reproduction of or replacement for the existing structure, deducting for all evidence of accrued depreciation from the cost new of the reproduction or replacement structure, and adding the estimated land value plus an entrepreneurial profit. Adjustments may be made to the indicated fee simple value of the subject property to reflect the value indication of the property interest being appraised. Is not appropriate for vacant land. DIRECT SALES COMPARISON APPROACH - An approach in appraisal analysis which is based on the proposition that an informed purchaser would pay no more for a property than the cost of acquiring an existing property with the same utility. This approach is applicable when an active market provides a sufficient quantity of reliable data which can be verified from authoritative sources. The Direct Sales Comparison Approach is relatively unreliable in an inactive market or in estimating the value of properties for which no real comparable sales data are available. It is also questionable when sales data cannot be verified with principals to the transactions. Also referred to the Market Comparison or Market Data Approach. This is the only appropriate method of valuation for vacant land. Land available from recent comparable sales of residential land within the Town of South Windsor and surrounding towns have been developed for comparison for valuation of subject property. INCOME APPROACH-That procedure in appraisal analysis which converts anticipated benefits (dollar income or amenities) to be derived from ownership of property into a value estimate. The Income Approach is widely applied in appraising income-producing properties. Anticipated future income and/or reversions are discounted to a present worth figure through the capitalization process. Is not appropriate for the valuation of vacant land as there is no income stream available to estimate for value. T. W. Henry —31 — Real Estate Appraisals L.L.C. DIRECT SALES COMPARISON APPROACH Introduction The Direct Sales Comparison Approach is based upon the Principal of Substitution, which states that a property buyer will pay no more for a property than the price of acquiring an equally desirable substitute in the open market. In the development of the Direct Sales Comparison Approach, we have gathered data on sales of similar properties in the competing market area. These sale properties were analyzed to determine an indicated unit price for the property being appraised. The appropriate unit of comparison in the appraisal of 260 and 300 Beelzebub Road Rear, South Windsor, Connecticut, is 1/acre." In the analysis of the comparable sale properties, comparisons were made for differences noted between the sale properties and the property being appraised. These differences include location, type and age of improvements, size, condition, functional utility and other factors which influence value. In instances where the sale property is superior to the subject, a downward adjustment is made to the comparable sale price. In instances where the sale property is inferior, an upward adjustment is made to the comparable sale price. In the development of the Direct Sales Comparison Approach, we have examined sales which occurred since January of 1991 in the town of South Windsor and surrounding towns that represent a similar market area. Three of sales from South Windsor have been chosen for analysis in this report based upon their degree of comparability to the subject. Each sale has been described individually, then arranged on the Sales Analysis Grid to assist in comparison of the various attributes of each property, followed by a comparison of each sale to the subject. The property is well located in a residential neighborhood with sewer and water. Its topography, configuration and soil capabilities lends itself to development by zoning standards which are 30,000 SF lots. The economy continues to be sluggish especially within the housing sector. South Windsor has had more recent residential develop because of its location and suitable land base. Most of it has been with parcels that have been held by developers for sometime with very few parcels being transferred. No valid sale sales for comparison within the A 30 zone were found. Three sales in the Rural Residential zone that have occurred within the last ten months were found to be the best available for comparison. These sales all occurred in South Windsor and ranged from 10.5 acres to 31.7 acres with sales price per acre ranging from $6,309 to $10,620. In order to develop adjustments to each sale to allow comparison sale one was used as the basis for comparison because it is most similar to the subject with exception of zoning and size. Based on estimated greater lot yield of A 30 zone over a RR zone of 20% a $2,000 per acre adjustment can be extracted from sale 1 that reflects additional value of the superior zone A 30. By comparing sales 1 & 2 with the primary difference being the percent of usable land and the lack of sewer and water a quality difference can be extracted of $4,000 per acre. A size adjustment was then extracted by comparing sale after a quality adjustment of $4,000 was applied to it. This yields a size adjustment of $2,000 per when comparing a 10 acre parcel to sales 1 & 2. These adjustments are estimates based on the limited market and will assist in comparisons to the subject. Sale 1 6 B Governor's Highway 23.54 acres selling in June of 1994 for $10,620 per acre. This parcel is well suited for development with RR zoning little wetland and good access in a developing area. It is very similar to the subject in most respects. An adjustment for size and for zoning has been made. With these adjustments made this sale is most similar to the subject. Sale 2 175 Lawrence Street 31.70 acres selling in April of 1994 for $6,309. This parcel is well suited for development with RR zoning but has 50% wetlands The developable portion is in the front and has good access in a developing area. It does not have sewer and water. An adjustment for size, zoning and quality was made. With these adjustments made this sale is similar to the subject. Sale 3 Main 10.5 acres selling in November of 1993 for $7,619 per acre. This parcel is not well suited for development with RR zoning it has limited developable land and a 630 feet access to the street. It does have sewer and water. An adjustment for zoning and quality was made. With these adjustments made this sale is still less desirable than the subject. T. W. Henry —41 — Real Estate Appraisals L.L.C. Conclusion The subs prop subject ro erty compares well to sales 1 & 2 they are recent and are toots ability to be fully The adjustments made give credit to the subject for its superior g as a result of limited wetlands, configuration and soil capability. Based on sales 1 & 2 developed $15,000 per acre is estimated for the subject. lzeb Based on thi s determination, the market value of the fee simple estate inr 601anad 300ABugust Sub Road Rear South Windsor, Connecticut, via the Direct Sales Comparison App $150,000. The plan calls for 775 one ( 1) quart lilies. We have only been able to find two (2) quart lilies which are more mature and will flower this year. Given the recommended coverage area for each flower and the increased size of the flower, I would like to reduce the total number of plants by 225, or approximately 30%. 2 . The plan calls for eleven (11) Canadian hemlocks which have a tendency to be prone to disease. I would like to replace them with hardier Douglas firs. 3 . The plan calls for seven (7) white pines. The dropped needles from white pines tend to retard the growth of grass and other ground cover. Also, as evidenced at Birchbriar, the white pines are difficult to keep hydrated. I would like to replace them with Colorado spruce. Weather permitting, I would like to start the landscaping of the island immediately. They are all in agreement that the two trees in question should be removed and the island regraded accordingly. Both trees have suffered substantial root damage and have experienced some limb loss. It is impossible to regrade the area between the trees and the curb line in a way that would retain ground cover over the already exposed root systems and eliminate the possibility of erosion of the bank. If a wall were constructed to maintain the snow shelf, the root systems would have to be cut so close to the trees that there would be immediate further limb loss and no anchoring of the tree. Furthermore, there is the very real possiblity that because of the root loss either tree may fall in a storm or heavy rain when the ground is saturated. I would imagine that the liability for such an occurence would be born by the owners of the island, Charing Road Homeowners Association, Inc. not the Town of South Windsor. I have enclosed for your review the Planting Plan and pictures of the island and trees. As you will note, a weeping willow, hemlock and dogwood are to be planted in the area of concern. Once again, I am requesting that I be allowed to remove these trees and replace them with two trees properly located on the island. Very truly yours, William J. This roadway design is not designed to Town standards for a typical cul de sac (see attached regulation taken from the Town of South Windsor Subdivision Regulations and Public Improvement Specifications.) Since the approval of Charing Road subdivision, another subdivision has been approved with similar elongated cul de sacs. The Planning and Zoning Commission has directed staff to write a regulation and standard specifications to incorporate this type of roadway design into subdivision regulations and town standards. If you have any other questions, please contact me at 644-2511, ext. 252. Sincerely, Michele R. Evaluation of the roadway design by AASHTO indicates the soil would have a CBR (after freeze/thaw) of about 4 . 0 . based on tests on similar material . This indicates a soil support value (S) of 4 .5 . The equivalent number of 18 kip axle loading is 5 per day. The regional factor is 2 . 0, based on AASHTO Interim Guidelines. This factor requires a weighted structural number (SN) of 2 . 2 . The 3" Bituminous Concrete will provide 1 . 32 (3 x 0 .44) . The processed stone base ( 611 ) will provide 0 . 84 and the gravel subbase (611 ) will provide 0 . 42 (6 x 0 . 07 ) . The total allowable structure value = 2 .58 . While increased subbase would be desirable, the cross section does meet requirements, normally required by the AASHTO design method. TESTING RESEARCH ANALYSIS INSPECTION CONSULTING Portland Cement Concrete Soils Steel Building Products Bituminous Concrete CHARING WOODS INSPECTION CHARING WOODS - DECEMBER 3, 1994 7:11 a.m. Met with June Mitchell and Sammy, her sub-contractor (Empire Paving). Went over details that had to be complete before putting binder in place. Finish grading to offsets, handwork around manholes and catch basin tops by using plate compactor which was on site. Any imperfections in road base (i.e. bumps, low spots, high spots) were gone over with walk through with June and Sammy. June's equipment looked capable to meet specs. 7:45 a.m. Instructed Sammy final grading around basins was just stone, no fines. 8:17 a.m. Paving began. Class I binder used. Starting east end of loop. 8:23 a.m. Meet with Ron Gerber. Gave him an update. Told him I had some concerns on June's performance. Ron did also. We are going to have to inspect carefully; the way base was being rolled, grading, etc. 8:30 a.m. Talk with grader operator. Told him I didn't want to see the fines from process graded out around catch basins. 9:03 a.m. Talked with person raking asphalt around basins and manholes to be careful not to rake the fines out of the aggregate. 9:16 a.m. Took many measurements of binder being laid down. At all measurements thickness was at least 1 1/2 or better. I asked Sammy if he was going to continue rolling with his DD 25 Ingersol Rand Roller. He said yes. I can give 93% compaction with it. He was afraid the bigger roller would shove the material around. Material begin spread was tight knit and seams were being jointed perfectly with no evidence of improper compaction. 9:33 a.m. Met with Ron Gerber again. Assured him things were going well at this point. 9:45 a.m. Revisited grader operator to review his work. Had improved areas around basins where fines were removed. 10:02 a.m. Left site for coffee and to pick up dead cat at 702 Strong Road per Police Dept. r TOWN OF SOUTH VINDSOR F0 ECT t.C;JASPJa• E2- E-vT STREET:_ ':, HAP BOND B3TDNATB FORM ' P&Z I.D. : _ ENGINEER t 1994 CALF5DAR -Omm DATE; Bond Bond Unit Reduction Reduction Item Description unit q!LuajjtT Price Coat No. L No. 2 1. Please forward an amendment to the bonds we are currently holding showing this reduction at your earliest convenience. Thank you. very truly yours, PLA A G & ZONING OMMISSION Russell G. Levack, Chairman RGL/pmm cc: Town Engineer Memo to Jerry Iazzetta 8-25-95 From ABD /✓' ' " Re: Bazzano Resubdivision Charing Road Lip Curbing I met with Mel this morning to review the areas that Ron Gerber had marked as to be replaced. To start out with, most of the curbing is substandard, less than the required minimum of 6" . Without replacing .it all, the Town should not be put in a posistion of, 'You accepted it for him, why wouldn' t you accept it for me' . Perhaps we could be specific in this case and say that anything less than 5" will be removed. This would permit two overlays in the future. We were in the impression that he would come up with a plan, showing the area to be replaced, the timing and the method. That we would accept or reject the proposal. The areas marked should be replaced. There are others where there is a distinct difference in the material being used. This is evident on the circle and the frontage along 10 , 11 & 12 , approximately. Lester' s concern about the sanitary sewer trench in the older portion of Charing is real. The patch is temporary. The permanent patch has not been made. The temporary patch was done last winter. Working with Ron is not a problem. The urgency is his . We need the plan, method and timing. It would seem that he would be trying to be on the plus side in these replacements. This work is presently underway with anticipated completion by mid to late August. The bond value of these items is $ 7,150.00. Therefore, on behalf of William Bellock, I am requesting a reduction to maintenance bond plus the $7,150.00 for the incomplete items. The present bond for the project would need to be renewed very shortly, so we would appreciate any help in achieving the reductions as soon as possible. Sincerely Robert J. Arsenault, P.E. Bellock: We have received a preliminary copy of the as-built drawings for Charing Road Subdivision. A review of these, and a field investigation, have shown that some of the curbing and pavement for Charing Road have been placed on Association Land. This needs to be verified by your engineers and either the road/curbs will need to be relocated, or the right of way re-established. Also, the deeds for the portion of the old cul-de-sac that is to be deeded back to the abutting property owners should be prepared by your attorney and submitted to us for review and Town Council action. Included in this process will be the need for you to obtain an independent appraisal of the land to be deeded. If you have any questions, please feel free to call me at 644-2511 , Ext . 245 .
