DOCUMENTS REVIEWED: Application form and plans for Charing Road
Extension (dated 3/17/94 )
COMMENTS:
1 . The plan, sheet 4 of 11, states "inland wetlands flagged by
Highland Soils, and field located by Design Professionals, Inc" .
A copy of this report and verification of the limits as shown on
the plans should be submitted.
2 . Drainage calculations should be submitted for this proposed
project.
3 . The area is heavily treed with a mature stand of mixed hardwoods .
The plan calls for saving selected groups of trees . Note #2 of
the construction sequence, sheet 11 of 11, should be modified to
include that the surveyor shall stake out the limits of clearing
and the Town Staff shall be contacted for a meeting on site prior
to clearing.
4 . The proposed construction entrance is located in an area where a
lot of underground utility work will take place. It may be
difficult to maintain a clean exit from the site. The location
of the construction entrance should be reviewed and the
construction sequence revised to eliminate a conflict.
5 . Some numbering has been omitted from the sheets . They should all
be numbered.
6 . The proposed grades should included the numeric elevations .
7 . Revised plans, and additional information, should be submitted to
Town Staff for review prior to presentation of the application to
the Commission.

Dear Peter :
I have reviewed the plans of the above-referenced
subdivision prepared by your office and have found the
representation of the field delineated wetlands to be
substantially correct. On sheet 5 of 11, in the south eastern
portion of the property, the wetland delineation fell short of
the property line. Based on my recollection of the property the
wetlands approximately follow the 234 foot contour . I will be
glad to fill in the gap if necessary.

At the April 27 , 1994 regular meeting, the Inland Wetlands
Agency/Conservation Commission approved with conditions application
#94-11P - IWA/CC permit to construct an 11 lot resubdivision on
property located east of Charing Road, north of Beelzebub Road, A-30
zone as shown on plans prepared by Design Professionals, Inc . , Job
No. 92-646 , dated March 17, 1994 and revised through April 22, 1994 .
This approval is subject to the following conditions :
1 . Two blueprint copies of the entire set of plans and this
letter reproduced thereon, must be submitted to this
Commission . This must be completed within 65 days of approval
prior to any construction activity on the site.
2 . Construction activities shall be subject to the approval of
the Town Engineer.
3 . The application shall indemnify and hold harmless the Town of
South Windsor against any liability which might result from
the proposed operation or use.
4 . We recommend a bond in the amount of $10 , 000 . to be submitted
to Planning and Zoning Commission to ensure compliance with
the Erosion and Sedimentation Control Measures .
5 . The permit is valid for five years and shall expire on April
26 , 1999 .
6 . All approvals required must be obtained and submitted prior
to any activity on the site.
7 . A contact person shall be identified directly on the plans .
8 . The wetland delineation as shown in the southeasterly portion
of the site is to be reviewed and clarified by John Ianni,
Soil Scientist prior to submittal of final plans .
9 . The deeds for lots #8, 9 , 10, and 11 shall indicate that
there are regulated areas , associated with the wetlands
towards the rear of the property.

Re: EXPIRATION OF PERMIT 94-1 1 P, Charing Road Subdivision
This is a reminder that the permit with the Inland Wetlands Agency/Conservation
Commission, application #94-11 P, Charing Road Subdivision will expire on April 26,
1999..
If you plan to extend your project beyond the above expiration date, you must apply
for an extension at least sixty-five (65) days prior to the expiration date. There will be
a thirty-five dollar ($35) fee required for an extension of the permit. This includes a
ten dollar ($10.00) surcharge assessed by the State, to fund the State Environmental
Review Team.
An application for an extension shall be made in accordance with the following
subsection of the IWA/CC Regulations:
a. The duration of any amendment or extension shall be for three years unless
otherwise specified in the permit.
b. The application may incorporate by reference the documentation and record of the
original application.
c. The application shall state the reason why the authorized activities were not
initiated or completed within the time specified in the permit.
d. The application shall describe any changes in facts or circumstances involved with
or affecting wetlands or watercourses or the property for which the permit was
issued.
e. In unusual situations the Agency may accept an untimely application to extend the
expiration date of a permit if the authorized activity is ongoing and allow the
continuation of work beyond the expiration date if in its judgement, the permit is
likely to be extended and the public interest or environment
not interrupting the activity; the application shall describe the extend of work
completed at the time of filing and the schedule for completing the activities
authorized in the permit.
