Vigurs PO Box 544 South Windsor , CT 06074 644-5458 February 4 , 1994 To: Planning and Zoning Commission From: Martha J . and Steven L . Vigurs Subj : Application for Home Occupation 1 . This application is being submitted to obtain a permit to operate a Hair Salon out of our home at 643 Pleasant Valley Road ( Zone A20 ) , and is pursuant to the Town of South Windsor Zoning Regulations ( Sections Definitions , 4 .1 .5 , 4 .3 .2 , 4 .8 , and 13 .4 ) . This business is presently registered with the Assessors Office at 80 Oakland Road . Upon approval of this application the salon will be operated within two of the existing rooms of the home and will consist of approximately 345 square feet . This represents approximately 12 .70 of the total living area ( not including the basement or attic space ) of the home . There are no changes needed or being requested for the exterior of the building , thereby keeping the residential character of the neighborhood intact . 2 . Martha J . Vigurs is a registered Hairdresser/Cosmetician , State of Connecticut License # 036812 . We hereby certify that no more than one person not residing at this address will be employed there and no deliveries will be by any means other than UPS . There will be no storage of any hazardous materials or storage in any out buildings . All supplies and materials will be stored inside with no visible evidence from the street . This guarantees the residents of this neighborhood freedom from the requirements as set forth in Section 4 .8d . 3 . The property that we are seeking this approval for is in direct view of a gas station , a dentist 's office , a doctor 's office , a church and abuts the corner of the Seven-Eleven property . We therefore feel the residential character of the neighborhood will not be adversely affected by this home occupation being approved . The property 's frontage is located on a high traffic volume road , and only three ( 3 ) lots from the intersection of Route 30 . After taking into consideration the roads present traffic volume , the other businesses ' traffic and the property 's location we foresee no traffic impact by our small salon . An additional safety feature we would like to point out is that the driveway has a turn-around in front of the large barn , as such , no vehicle will be required to back out into the road . 4 . Per Section 13 .4 the salon is required to have three ( 3 ) parking spaces ( please see plot plan for proposed location ) . At present , we have no plans to screen the parking spaces due to the abundance of trees already in place and to prevent any sight obstructions of the road upon exit . However , we are not adverse to doing so if required by either the commission or requested by the neighbors . Murrin, Chairman i i I I Z J uU V44o (CA ,S 12 `'`aq page l March 7 , 1994 Dave and Laura Costa 658 Pleasant Valley Road To the planning board of South Windsor , Thank you for reading this for us as my job has taken me out of state for two days . We would like to welcome our new neighbors ' the Vigurs to the neighborhood and we are truly sorry that this conflict will arise before we have even met them . We have obtained and studied the application presented by the Vigurs for their salon and we are concerned about the changes it could bring to our neighborhood Our first concern is in reference to paragraph l which deals with the possible size of the salon . The proposed salon will at first use 12 . 7 % of the living area of the house which is only 50 % of the available business space according to the regulations of South Windsor . With two proposed cutting stations and two or three employees does this mean that the business could be expanded to four cutting stations and five or six employees . We would consider this to be much more than a home business . Next , paragraph 3 suggests that the business is in direct view of the 7-11 , a church, a doctor ' s office and a gas station when in fact all of these are located on Ellington road, not Pleasant Valley road and are not in direct view of our home . Our point being that the character of our neighborhood is definately residential and not business Our final concern is for the resale value of our home . In the past five years that we have owned our home' we have seen the value ' page 2 drop 15 - 20 % due to the market loss . We cannot afford to see our property lose any more value A prospective home buyer may hesitate to purchase a home directly across from a business . Once again we do not wish to create bad feelings with our new neighbors. the Vigurs, but we would prefer not to have a major home business located across the street . Thank you for listening, Dave and Laura Costa kN Kimberly Jalbert 566 Pleasant Valley Road South Windsor , CT 06074 March 7 , 1994 To Whom it May Concern , This short note is to inform you that I have no objections to the application pending at 643 Pleasant Valley Road . As a matter of fact , I look forward to seeing the hair salon in our neighborhood . Thank you for allowing me to voice my opinion . Ptachcinski Rosemary,'-E . Ptachcinski March 8, 1994 John Usko 646 Pleasant Valley Road South Windsor, CT 06074 Planning Board of South Windsor South Windsor, CT 06074 Dear Planning Board, I wish I could have met our new neighbors before this Planning and Zoning Board meets this Tuesday evening. I would like to have some questions answered in regards to this salon on 643 Pleasant Valley Road. 1. ) What is the meaning of Zoning Regulations 4 .1. 5 , 4 .3 .2 , 4 . 8 and 13. 4? 2 . ) Could the salon expand if business grows? 3. ) What if the "Person Renting" in the said home become "Involved"? Then how many people are we referring too as being employed? 4 . ) Is the salon going to be open evenings , weekends , etc. ? The hours are not listed in application for business pre- sented to The Planning and Zoning Commission. 5. ) Sign - How large is the proposed sign? Is it larger than required for this "Residential" area? 6 . ) Restrooms - As of now, one private restroom exists down- stairs for occupying residence. Will a public restroom be installed for customers? At the present time, I do not see a dentist of doctors office, service station, 7-11, or church, all of which is located on Ellington Road. Therefore, I feel the residential character of my view and residential neighborhood will definately be affected by a large sign, by parking lots , and clients of said salon. I do not wish to offend my new neighbors . But, on the other hand, I do not wish to look out of my windows and see people coming and go- ing at all different hours. Also, this salon will affect and lower the residential value of my property, not to mention my right to privacy, to relax, or entertain family or friends. As to sum this all up, I 'm not in favor of such a business in a residential neighborhood. Si ernel`y,, j l ' John Usko Kevin Charbonneau 554 Pleasant Valley Road South Windsor, CT 06074 March 8 , 1994 To: Planning and Zoning, This is just to let you know that I would not mind having a Hair Salon at 643 Pleasant Valley Road . V-f KNA n VIGURS MAJOR HOME OCCUPATION - PH 3/8/94 J ' d r F' 1 . First request for Commission approval for a 5-year permit for a major home occupation under the new section 4 . 8 . The reason for requiring PZC approval are to ensure that: - the home occupation is clearly secondary to the use of the building for dwelling purposes; -the home occupation is compatible with other permitted uses in the residential districts; - the residential character of the dwelling and the neighborhood are maintained and preserved, and; - all residents have freedom from excessive noise, excessive traffic, nuisances, fire hazards, offensive odors and pollutants, and other possible effects of commercial uses being conducted in residential areas . 2 . Performance criteria that must be met include: - Maximum 25% of the floor area can be used for the occupation; - occupation cannot be visible from outside the dwelling unit; - dwelling must retain the character of a single family dwelling; - No entrance or exit may be added solely for the occupation; - no more than one non-resident employee allowed; - the occupation cannot create a volume of passenger or commercial traffic that is inconsistent with the normal level of traffic on the street. - all parking needs must be met on site; and the Commission may require screening of additional parking may be required to be screened from the street and from adjacent residential property. 3 . , "The applicantt does appear to meet the physical criteria for ,,, " The home occupation, including required parking, with the exception of the proposed sign. Home occupations are allowed two square feet of signage; the proposed sign is just under 12 square feet. The applicant has indicated her intention to seek Zoning Board of Appeals approval for the sign. Note also that signs cannot be illuminated. 4 . The most recent traffic count data available for Pleasant Valley Road, 1988 data, indicated about 4500 vehicles per day. This count most likely has risen in recent years; and is expected to drop after completion of I-291 to about 3000 vehicles per day on this section. Pleasant Valley is classified as a major collector street; 3, 000 vehicles per day is at the low end of the expected traffic for a major collector (expected volume 3,000-10, 000 vehicles per day) . 4 . Note that this is an existing two-family house. 5 . If this application is approved, the applicant will complete a home occupation permit form, which contains an acknowledgment that the applicant will abide by the criteria contained in the zoning regulations . The applicant would also be required to return to this Commission upon expiration of the 5-year permit period.
