I Report of Findings To,,tin of !Manchester Euckland Hills nixed-Use Revision STC No. 076-9301-01 Site Description : The Buckland Hills Ilixed-Use Development is located on the east side of Buckland Street in the Town of Manchester. As approved in Certificate No. 874-D, the development was to consist of 2,427 ,000 sq.ft. of various retail , office and housing and include 7 ,500 parking spaces. The developer is now requesting approval to increase the retail development by 127,500 sq.ft. , while reducing the office development by 195,000 sq.ft. The entire development, as now approved, will consist of 2,360,300 sq.ft. and 7,500 parking spaces. Generated Traffic: The proposed change in usage is expected to decrease the number of trips by 166 during the a.m. peak hour (164 entering, 2 exiting) . The change in usage, however, will generate an additional 99 trips during the p.m. peak hour and 382 trips during the Saturday peak hour (190 entering and 192 exiting). The submitted volumes have been reviewed and approved by the Department' s Bureau of Policy and Planning. Proposed Projects by the Department of Transportation: State Project 132-100 will reconstruct Buckland Road from the Manchester Town Line northerly to Route 30 in South Windsor. The project has been awarded and construction is expected to begin in the spring. Division of Traffic Engineering's Recommended Improvements: 1. That the applicant overlay a portion of the I-84 eastbound off-ramp to Buckland Street in order to extend the existing eastbound right-turn lane. Applicant's Recommended Improvements: 1. That the I-84 eastbound off-ramp to Buckland Street be overlaid to provide a 1,500 foot exclusive eastbound right-turn lane. Report of Findings Continued -2- "?anchester Department of Transportation' s Observations and Concerns: Based on field observations, it is common for queues on the I-84 eastbound off-ramp to Buckland Street to extend ,as much as 1,500 feet during the Saturday peak hour. As a result, many motorists illegally travel in the paved shoulder to reach the exclusive right-turn lane. Since the proposed change in usage is expected to generate additional traffic on the off-ramp, it is recommended that a portion of the off-ramp be overlaid in order to extend the existing eastbound right-turn lane. Initially, the Department recommended that three 12-foot lanes and at least two-foot shoulders be provided in the area of the overlay. The applicant' s engineer has proposed to overlay a portion of the off-ramp to extend the exclusive right-turn lane by 1,100 feet for a total of a 1,500-foot right-turn lane. They did note, however, that only 11-foot lanes with a three-foot left shoulder and a two-foot right shoulder could be provided, because the off-ramp was narrower farther to the west. In order to provide the recommended lane widths and shoulder widths, it would be necessary to widen the ramp by four feet requiring significant grading as well as the relocation of several drainage structures. Since the cost of the widening would be significant, the developer felt that they would be unable to extend the ramp by 1,100 feet. The Division of Traffic Engineering did review the applicant's proposal for the narrower lanes and it was found to be acceptable. The submitted plan indicates that the overlay on the ramp will be one-inch. The actual depth of the overlay will be determined at the permit stage. The applicant's engineer was contacted and informed of this and did not object. Joseph P. S ate Of Con^rcticut STC PJo. .n77L13O1-0 Report By: Ouellette Iepar e c1 Tr nsportat41cr, Loc. Nlo. Banach Town Planner Town of South Windsor Town Hall 1540 Sullivan Avenue South Windsor, CT 06074 RE: Zone Change Application Manchester I-84 Associates and John Finguerra Buckland Road, South Windsor Our File: 94009 Dear Ms. Banach: We have prepared this letter to address the traffic impact associated with the proposed zone change from rural residence (RR) to restricted commercial (RC) for the above-reference parcel. This parcel contains approximately one acre of land contiguous to other properties of Manchester I-84 Associates and John Finguerra in the Town of Manchester, collectively known as the Buckland Hills mixed use development. The total development comprises approximately 151 acres. The subject parcel is proposed to be developed in conjunction with the development of that portion of land in Manchester known as "Land Use Area C" . All traffic associated with the development of the subject parcel will utilize the "Land Use Area C" access to Buckland Hills Drive in the Town of Manchester. The development potential of "Land Use Area C" is for retail development, of which approximately 8,000 sf would physically be within the Town of South Windsor. It is anticipated that traffic generated by the development of the subject parcel would travel through "Land Use Area C to Buckland Hills drive, opposite the Home Depot entrance, at a proposed multi-phase signalized intersection. The signal operation has been reviewed by both the Town of Manchester and the State of Connecticut and found to be satisfactory to accommodate the anticipated traffic volumes at this location. As part of the Town of Manchester and STC Certificate approvals, Buckland Hills Drive will be widened to accommodate turn lanes into "land Use Area C" and into Home Depot. It is our professional opinion that the traffic that could be generated by the subject parcel as a result of the proposed zone change can adequately be accommodated by the improvements already planned in the Town of Manchester. The change in zone will not result in any significant increase in the traffic generation of the subject parcel. consulting engineers surveyors Marcia A. Banach Town Planner Town Hall Town of South Windsor HAND DELIVERED 1540 Sullivan Avenue South Windsor, CT 06074 RE: Zone Change Application Manchester I-84 Associates Buckland Road, South Windsor Our File: 94010 Dear Ms. Banach: Following our telephone conversation, we are submitting additional information relative to the traffic impact of the above referenced zone change. This information consists mainly of back-up materials to support our February 9, 1994 letter to you. The original traffic report was completed for the entire Buckland Hills development and submitted to the State Traffic Commission (STC) for review, resulting in the issuance of Certificate No. 874 in October, 1988. As the individual sites were developed, the uses were refined and several modifications to the certificates were made. The most recent modification was issued in March 1993 (STC Certificate No. 874 E) . The STC approval for the entire Buckland Hills development site includes a total traffic generation of approximately 3060 vehicle-trips during the PM peak hour and 3771 vehicle-trips during the Saturday peak hour, of which approximately 170 vehicle-trips during the PM peak hour and 250 vehicle-trips during the Saturday peak would be expected to visit "Land Use Area C" . It is anticipated that only 27 vehicle-trips during the PM peak hour and 36 vehicle-trips during the Saturday peak hour would be associated with the 8000 s.f. of development within the Town of South Windsor. Any traffic that may be associated with development on the subject parcel in South Windsor is included in the development approved in the existing STC certificate. Those approvals notwithstanding, it is our professional opinion that any traffic associated with this zone change traffic studies traffic engineering traffic planning Marcia A. Banach February 17, 1994 Page Two is easily accommodated by the approved intersection improvements associated with the Buckland Hills development. In fact, these improvements will improve operating conditions and lessen congestion in the streets surrounding the subject site. Very truly yours, F. A. HESKETH & ASSOCIATES, INC. V Stephen F. Request for a zone change for one acre of property from AA- 30 to Restricted Commercial . The property has about 115 feet of frontage on Buckland Road; however, it is not accessible from Buckland Road due to severe grade change. The minimum lot size for the RC zone is three-fourths of an acre, minimum frontage requirement is 100 feet. This property is surrounded by Designed Commercial zoning on the north and east in South Windsor, and by commercial zoning to the south in Manchester. There is residential zoning to the west across Buckland Road in South Windsor, and the RC zone buffer requirements would apply along the Buckland Road frontage. As currently zoned, this property is an isolated piece of residential property, and I would not anticipate it would have any feasible residential use. 2 . I have received a traffic report from the applicant' s traffic engineer. While the subject property is part of the much larger mixed use property surrounding the mall, it is important to focus on the impact of the one acre under discussion. That one acre is estimated to generate 27 new trips during the PM peak hour and 36 new trips during the Saturday peak hour. Those numbers translate into 14 vehicles during the PM peak hour, and 18 vehicles during the Saturday peak hour, as one trip is either the entering or the exiting movement, and each vehicle must make two trips to get into and out of a site. /This newly-generated traffic from the South Windsor site is too small to make any kind of impact on South Windsor roadways . This site will not have an entrance onto Buckland Road. The reconstruction of Buckland Road is scheduled to be completed in the summer of 1994 . 3 . Permitted uses in the RC zone include offices, retail, restaurants, hotels and mortuaries . Special permit uses include day care and Senior Residence Developments . 4 . The current Town Plan of Development shows this property remaining as residential; however, the draft Town Plan update shows it as part of the Gateway Development Area. As currently drafted, the Gateway Development Areas are intended for high-quality business development, including retail, office, hotel/conference center. 5 . The Town wetlands map does not show any regulated wetlands on this property. 6 . It has been indicated that there will be a building constructed partially in South Windsor, partially in Manchester. Our assessor has indicated that the assessment would be a prorated assessment based on the percentage of the building and the percentage of the site that is in South Windsor. 7 . One issue I would like to raise early in this process is that of grading and working with the land. This issue is probably best characterized by the differences between the Musumano general plan on the property directly north of the subject property, and the type of grading and topography alteration that has occurred along Buckland Road on the Manchester side of the Town line. The development plan for the Musumano property included terracing of the site up the hillside, rather than massive filling or removal of the hillside, whereas development on the Manchester side has included massive cutting and filling, with the associated retaining walls . While the topography of the site will no doubt require some regrading, we suggest that the applicant show sensitivity to working with the land in South Windsor. 8 . The Capitol Region Council of Governments has reviewed this zone change request and finds no apparent conflict with regional plans and policies or the concerns of neighboring towns . ITEM: Public Hearing 1 . Appl #94 02P, Manchester I-84 Associated Limited Partnership - Zone Change of 1 + acre from AA-30 to RC for property located on the easterly side of Buckland Road at the Manchester Town Line Attorney Lawrence Rubinow, representing the applicant, stated that the site is surrounded by commercial zoned property in South Windsor and Manchester. The applicant owns approximately six acres to the south of this site therefore his request for a zone change in South Windsor for this parcel of land. Rubinow submitted Statements of Qualifications for Alan F. Lamson and Jay J. Giles, P.E. (Exhibit A) Alan Lamson, of Frazier Lamson & Budlong, P.C. and representing the applicant, stated that the RC zoning for this particular piece of property falls within the criteria of zoning for Buckland Road as show in the Town Plan of Development. This acre lot, as it is zoned presently, falls out of sync with surrounding properties . Jay Giles, of Fuss & O'Neill, Inc. and representing the applicant, stated that the site is situated on a hillside and is not within the flood zone. There are no wetlands on the site and utilities are available from Buckland Road or Buckland Street in Manchester. Drainage from the site flows to the west and to the existing system in Buckland Road. Drainage continues down Buckland Street in Manchester to the existing system which runs under Buckland Hills Drive. The proposed drainage system will decrease the drainage into Buckland Road. Giles submitted his report. (Exhibit B) Rubinow noted that Steve Mitchell, of F. S. Hesketh & Assoc, had done the traffic report for this site and all requirements have been satisfied per the Zoning Regulations . Lipe provided the following planning report for the Commission. 1 . The Capitol Region Council of Governments has reviewed this zone change request and finds no apparent conflict with regional plans and policies or the concerns of neighboring towns . There was no report from the Engineering Department at this time. Murrin asked for input from the public to which William Krawski of 130 Buckland Road responded. Krawski had concerns about the natural brownstone quarry that is located in the vicinity. He suggested that any natural resource in South Windsor should be used in the best feasible way. Discussion ensued among the Commissioners with the following comments and concerns : - opposition to any access for this site from Buckland Road - proposals for this site - traffic and the criteria used for the study - access from Buckland Hills Drive - grading of the site - submitted plans had wrong location of Ridge Road and did not show the Smith Street cul-de-sac Replies to the above comments and concerns: - traffic attracted to the site determines the traffic trips - this site will be encompassed with land from Manchester for development - Attorney Rubinow would not respond to access from Buckland Hills Drive because the question was inappropriate - RC zoning is the only appropriate zoning for this parcel - the applicant will show sensitivity with working with the land in South Windsor in accordance with good engineering principles Murrin closed the public hearing at 8 :50 p.m. 2 . Appl #94-03P, Surinder S . & Gurdeep K. Bains - Special Exception to Article 4 . 7 of the Zoning Regulations to create an accessory apartment at 18 Natsisky Farm Road, A-30 zone Bains said that the accessory apartment is being created for his daughter and her children. Their first attempt to the Planning & Zoning Commission was denied December 8, 1993 . The two reasons for denial were 1 ) since the existing house is located in an open space subdivision the maximum accessory apartment size should be observed and 2 ) the proposed kitchen should be connected to the heated section of the house. Both of these concerns have been met in this application. The land by its topography is secured from flooding and other dangers. DRAINAGE Presently, this parcel drains to the drainage system located in Buckland Road, which system discharges to the Buggie Stowe detention basin in Manchester. Developed as a part of the adjacent six-acre parcel in Manchester, the pavement and/or road areas will be tied into a proposed drainage system that outlets to an intermittent stream south of Buckland Hills Drive in Manchester. As a result of the proposed drainage system, there will be a small decrease in the existing runoff to Buckland Road in South Windsor. WATER, SEWER, AND OTHER UTILITIES Water is available from the Connecticut Water Company in Buckland Road at its intersection with Smith Street. Sewer service will be supplied from facilities located in Buckland Hills Drive in Manchester, and sewage will flow to South Windsor's system via the Town of Manchester's system in Buckland Hills Drive and Pleasant Valley Road. Other public utilities such as gas, phone and electricity are available in the area. WETLANDS There are no designated wetlands on this site, and the proposed zone change will have no affect on any wetlands in the area. recv(led paper 10VIN o F Town, SotdA 2v G U s 1540 SULLIVAN AVENUE • SOUTH WINDSOR.
