Windsor. (See Regulations, Section VII) .
2. The South Windsor Inland Wetlands. Watercourses and Conservation Regulations should be
reviewed with respect to the standards and criteria for application evaluation. (See
Regulations, Sections VII - E) .

DOCUMENTS REVIEWED: Application form, Site Plan dated 1/10/94, and
previous application #89-72P
COMMENTS:
1 . On December 13 1993, Mr. Pudeler was sent a letter as it had come
to my attention that he started excavating for a ± 300 , driveway
at this location. It appeared as though the work was being done
close to the wetlands . He ceased the activity and indicated he
would submit an application for the February 1994 meeting.
2 . This site was the subject of application #89-72P which was a
three lot subdivision approved on October 19 , 1989 (expires May
11, 1995 ) . In that approval the houses were all proposed along
the frontage of the lots . The houses have been constructed on
the other two lots . A building permit has been issued for the
"proposed barn" along the front of this property.
3 . The plans should indicate a proper means of disposal for the
"existing barn" .
4 . The plans should include a narrative and a sequence of
construction.
5 . The plans should include a legend.
6 . The plans should include a detail for the construction entrance.
The "2" of 1 1/4" stone on filter fabric" as shown on the plans
is not adequate. The standard in the Guidelines for Soil Erosion
and Sediment Control is a 4" minimum of Ct. DOT 2" crushed
gravel.
7 . The plans should include a contiguous buildable area of at least
10, 000 square feet, into which a square of 90' x 90 , can be
located, and on which the dwelling must be located.
8 . The plans should indicate a minimum of 4 inches of topsoil will
be distributed over the disturbed areas and should include
provisions for temporary and permanent seeding.

9 . The plans include a detail for a "sediment trap" which is "to be
maintained at toe of fill slope all around The general concept
depicted in the detail can be effectively used in some situations
but is not adequate for work this close to wetlands and the
regulated areas . Silt fences and/or staked hay bales should be
added to the plans at the limits of proposed grading and limits
of the stockpile locations along both wetland areas .
10 . A detail for the installation of silt fences and/or hay bales
should be added to the plans .
11 . Wetlands note #1 states "wetlands shown on this plan were flagged
in the field by John Ianni of Highland Soils on May 28, 1993" .
John Ianni should verify the limits shown on the plans and a
report of his findings should be submitted. Only the front
portion of the 24 acres was field flagged as noted on the
application form.
12 . Wetland note #2 states "wetlands setbacks - 401 ; setback from
watercourse - 80 ' (none shown) " . The plans should show the
regulated areas for the "cultivated field" westerly of the
proposed house. An 80, setback should be shown for the "pond"
and the note should be changed.
13 . The Boundary Plan, note #8 states "a conservation easement exists
40 feet wide along the north property line" . This was required
by the Planning & Zoning Commission. The conservation easement
should be shown on the Site Plan.
14 . A note on the driveway states "18" gravel or filter fabric" . The
note should be clarified and a detail for the driveway should be
included on the plans .
15 . The house will be serviced by a well and septic system as shown
on the plans .
16 . Soils test data and test pit locations have been included on the
plans . The information indicates a variation of sandy soils with
depth to water ranging from 42" to 48" .
17 . If the Agency agrees with the findings of John Ianni of Highland
Soils regarding the location of the wetlands, the references to
the "Town Map Wetlands" and the note "400 ' from West Road no
wetlands per subdivision approval" should be removed from the
plan. (The note was based on a letter submitted by Henry
Moeller, Soil Scientist in the presentation of application #89-
72P. )
18 . Revised plans, and/or additional information, should be submitted
to Town Staff for review prior to presentation of the application
to the Commission. C�

I have reviewed the above-referenced plan, dated 1-10-94, and have found
the representation of the field delineated wetlands to be substantially
correct. The wetlands were field delineated in April of 1993.
The wetland soils were identified as belonging to the poorly drained
Walpole Series, while the upland soils were identified as belonging to the
moderately well drained Ninegret Series. A small area of well drained soils of
the Agawam Series was also identified on the property.
