Application for a resubdivision and interior lot to create two additional lots on property located on the southerly end of Ridge Road and on the easterly side of Buckland Road, AA-30 zone. This property was subject of a recent application and the most southerly lot was approved as an interior lot. With this proposal, the approved interior lot will be slightly reconfigured. 2 . The proposed lot meets our physical requirements for a subdivision and interior lot, as far as minimum lot size, width, etc. Both lots are in excess 3 acres ( 3 . 39 and 8 . 13) Lot #3, which is a conventional lot will have its frontage on the proposed cul de sac, which will be constructed to meet Town standards and eventually deeded to the Town. The access for the interior lot is its current access off of Ridge Road (this will be the access for both interior lots) . 3 . Lot #3 will be serviced by public water and a private septic system. The Town Sanitarian will be reviewing the plans to determine whether the lot will support a septic system. WPCA approval is not required. Lot #1 has existing utilities in place. 4 . There are regulated wetlands/on1the site. The application was approved by the IWA/CC with the conditions . recommendation of a $2,000 and no other unusual approval 5 . The planning department requests that the front yard setback for lot #1 and the eejterly building line of lot #3 to be established at 100 feet to be consistent with the setback established for lot #2 . If this application is approved, there are no other planning modifications requested. esign Crofessionais, inc. civil engineers • planners • surveyors Se+i-I 1-C ti!r 1=t it South, Wirf-osor- 1540 SL'L't" W'rc sc'- CT 0 f v T f•`. y1:11 are i 1!.iJ]F+ f\o=:l I!C-fF+ _ii.r_1 /,'?. -. _ P 9 t•ci=I 1 i S l b`V _T a e'y'I C ~ - :ti ! 1 _ F-!te'faF;. -I _ -i - _ JI '"ri40 ='J fJi4iI ilai' r'i_j.i1 d it-:j - _ a 0 -C C. f=.t ir:ii -1.i_t tr T a !11 r;e _:iis :CLiir1 i C:iEct S%clir::. ram: G+S . ! 1: _: - es -a 7. - -_ - ;Q y[= `✓- t e ri. j iJLd1 _ '~^ _ Q =LL?.`i! AREA LINE I 50' .N.Sr. 05 MEMORANDUM TO: Marcia A. Banach, Director of Plan ing FROM: Jerry C. Iazzetta, Town Engineer RE: ✓Tolland Bank One Lot Subdivision - R' a oad #92-35P DATE: September 23, 1993 We have reviewed the plans dated 9-8-93 for the proposed Tolland Bank one Lot Subdivision - Ridge Road and.have the following comments: Key Map 1/'11. For clarity Deming Street should be shown. P". :-"2. Name, address and phone number of the Engineer and Surveyor should be shown. Plot Pla 1. Fifty foot travel and utility easement should be fully described with bearings and distances. 2. Setbacks and proposed building should be shown. 3. Iron pins are required at all property corners. , -4. A-2 certification should be shown next to surveyors signature. 55 In a conversation with the applicants surveyor on September 21, 1993, he agreed to modify the drawings to include the correct boundary information along Buckland Road and the northerly boundary after the Planning and Zoning meeting. 6. Monuments should be placed along Buckland Road and the D, coordinates shown. 7. It is our understanding that the status of Ridge Road is being investigated by the Town Attorney. If Ridge Road is to continue to this lot, monuments must be placed and street line established. Site Plan nLv4-1. The adequacy of the culvert under the existing "driveway" may need to be established depending on the Town Attorney's opinion as to Ridge Road. 2. Inverts, size and type pipe utilized for sanitary should be shown. Detail of septic trenches is required. 4. It is our understanding that fill in the proposed septic field may be necessary. Contours do not reflect this situation. 5. Detail of manholes is required. 1-- 6. Legend should include "Limits of Regulated ArQa". 7. Iron pins should be at all property TL corners. ivf'GG JCl/jsv Memo to JCI From DTE 8-31-93 Re: Tolland Bank Subdivision Ridge Road 92-35P In reviewing the plan submitted for this subdivision and based on limited research, I believe that there insufficient information submitted with the application for the Planning and Zoning Com- mission to reach a knowledgeable decision on this proposed sub- division. My concerns include issues that should have been discussed in the informal meeting between the applicant and the Town Staff. The status of Ridge Road. Errors in the Boundary Plan. Problems with the Site Plan. From the 1962 minutes of the Town Council, pg. 217, approved 7 to 0, with one abstaintion, 'Mr. Egan moved the extension of Ridge Road a distance of fifteen hundred feet in accordance with the protective covenants and agreements between Thomas L. Burgess Alden Yarns, Inc and Alfred Q. Cavedon' . The Griswold Map is dated Apr. 17, 1962. It would be my opinion, that the Town Council, by their action, acquired title to 1,500 LF on a 50 FT wide, improved and unim- proved ROW. This predates the Rittenband opinion. Questions: Who is to improve it to TSW Standards? What about service, snow plowing, rubbish collection, busing, and so forth?Sheet 1: KEY MAP This sheet, to me, is to be prepared in accordance with the TSW Standards and is to complement the package for the Planning and Zoning Commission. It should be self explainatory and should be complete. Access for this lot will be through Ridge Road from Deming Street. From the Griswold Map, the closest portion of the overall property to Deming Street is 7601 . This distance should be shown. The discussion of a cul-de-sac requirement should be resolved. In my interpretation of the Council action, it appears that this 'Lot 2' does have frontage on an approved TSW street, even is it is only on paper. A building permit could be issued. A Certific- ate of Occupancy will not be granted without the street frontage being paved. • The Engineer & Land Surveyor names, addresses and certification should appear on this sheet. They prepared the plans for the Burgess Subdivision, 90-03P, their names appeared on the cover sheet. It should be consistent. Check List I.A.2. Sheet 2: PLOT PLAN A resolution to the status of Ridge Road as access will have to be addressed. When Samsel acquired the parcel from Cavedon in 1986, Vol. 455, Pg. 125, the description in Parcel A, 'Said premises are subject to a POSSIBLE right of way, etc' and for Parcel B, 'The ABOVE described premises are subject to a POSSIBLE right-of-way 50 feet in width across the Easterly end of said premises' . I believe that the Council action takes care of this. The resolution of temporary or permanent cul-de-sac, street improvements, etc. sufficient to permit the building of the house, as shown, in accordance with the regulations, will be required. I didn't think much of the 'Grandview Estates & Burrell Subdivision Felt Road solution, but perhaps this would work here. On the Subdivision Check List, Item B.1. , metes and bounds, monumentation and coordination, etc., someone checked off this as {Cj,C being done. Street line monuments will have to be set and there WILL BE a tabulated list of the coordinates. This would apply to both Buckland Road and Ridge Road. In B.2. , Apparently, the Town Engineer had indicated to the DPI, the datum to be used. In the past, I have requested that the maps referenced be on file or at least submitted with the application. This submittal isn't much different. Four of the five maps are on file. The Samsel map isn't on file. They omitted listing the abutting Burgess Subdiv- vision, TSW #90-03P, plan by Design Professionals, Inc. and the Homestead Subdivision, TSW # 93-15P, Plan by Torres. It is my opinion, that when a plan is submitted to the Town for review, that it should be the intent of the professional, when possible, to use the most current information and surveys, to indicate where common lines occur and to NOT create minor encroachments or pieces of questionable parcels. Along Buckland Road, the State taking is a Class D survey, a plus or minus survey that they are making into an A-2, into hundredths. This is inappropriate. They should use the Buckland Road construction plans for the creation of street line. Along the common line between themselves and the 'Homestead Sub- division' , the Surveyors used fence posts as angle points in what the Griswold map called for as a straight line. The Surveyors should resolve between themselves, if and where the angle points, if any, should be. Neither map is on file at this time. According to the Burgess Subdivision plan, DPI, was to set the southwesterly corner of Burgess property, it was not indicated on Tolland Bank plan as existing. The TSW has not required bonding of simple subdivisions like in the Burgess Subdivision, where the Subdivider and the TSW assume that all of the, 'to be set' corners are in fact set. Perhaps before the plan is put on file, the corners should be set or bond it. Check list item B.3. has i been checked as done. On the Tolland plan submitted, there appears to be no iron pins being set. This is not in compliance with Check List item I.A.3., which has been marked as done. On the Burgess Subdivision plan, DPI shows a pond, a watercourse and a wetlands discharging to the Samsel property. On sheet 3 of 3, for this subdivision, they show the culvert under the drive. Nothing further, no size, no elevations, is it adequate, how would a TE evaluate this situation, with the information given. •v Check List Item II.1. 'All existing structures, wetlands & ( :6u watercourses beyond the boundaries to allow a reasonable evaluation, etc. ' Check List item II.2. calls for existing and . proposed contours to extend at least 200 beyond subject property. This was not checked. In the past, I have asked that the plan indicate that this parcel is located in the Zone C of the Flood Insurance Rate Map # --- %' aui. There is no reference to 100 yr. floodplain on this plan, II.1 on the check list has been indicated as being done. SHEET 3. SITE PLAN In Chapter 4 of the Subdivision Regulations, Section B.2.a. , the applicant is encouraged to preserve the natural features of the site to the maximum extent practicable, etc. The location of septic system should be reviewed. I believe that the bottom of the trench, in the fields are to be at least 18" above any indication of ground water, then 18" of gravel and top soil. It appears that they are going to create a mound system. There are insufficient grades given. I would prefer a location closer to the house, if possible. It would be less destructive to the natural features. With an apparent 50/ROW, it would appear that the proposed house would be in violation of the building line. In recent history, the TSW and Connecticut Water Company put in I miles of water lines because of poor drinking water. lu in the streets, was Ridge Road. There is municipal wate 900 feet o away. r Town ateS-oitdA 70 e 1540 SULLIVAN AVENUE • SOUTH WINDSOR. Iazzetta, Town Engineer DATE: December 21, 1993 RE: TOLLAND BANK - 3 LOT SUBDIVISION - 93-51P We have reviewed the drawings dated 12-9-93 for the proposed Tolland Bank 3 Lot Subdivision and have the following comments: Key Map 1 . Address and phone number of Engineer/Surveyor should be shown. Subdivision Plan/Plot Plan 1 . The 50 foot travel and utility easement should be fully described with bearings and distances . 2 . Proposed buildings should be shown. 3 . Proposed drainage easement in lot 3 should be shown and fully described. 4 . The northerly property line of "Other Land of Tolland Bank" - a bearing and distance are missing at the corner of RSK-Kellco Inc . , Lutheran Church and this property. (Between the 2 "Ex. I .P. (Held) " . ) 5 . Along the northerly property line of lot 3 and other Land of Tolland Bank - iron pins should be placed where "Cedar Fence Post" is shown. 6 . A monument should be placed along northerly property line of lot 3 at point where cul-de-sac ROW meets the property line. 7 . Monuments for new cul-de-sac should be listed with their coordinates . Also the existing monument on Ridge Road should be listed with its coordinates . 8 . Note 3 indicating information for the "oak stakes with "cup" tacks" is not appropriate. These are not permanent points . 9 . Iron pins should be set at all property corners and angle points of lot 2 . 10 . The "Insert" indicates - "See Note 5" and "See Note 6 " . There are only 4 notes on this sheet. Marcia A. Banach Re: Tolland Bank - 3 Lot Subdivision - #93-51P December 21 , 1993 Page 2 . 11 . In a conversation with the applicants surveyor on September 21, 1993, he agreed to modify the drawings to include the correct boundary information along Buckland Road and the northerly boundary after the Planning and Zoning meeting. This is still to be done. 12 . Monuments should be placed along Buckland Road and their coordinates shown. 13 . The boundary information along "N/F RSK-Kellco, Inc . " does not correspond with the information shown for the approved Homestead Subdivision. This must be rectified. Site Plan - Sheet 3 1 . Contours in vicinity of existing culvert under driveway should be labeled. 2 . Size and type of culvert under existing driveway should be labeled and flow line shown. 3 . Adequacy of the existing culvert under the driveway should be established. 4`. Type of proposed driveway to lot 2 should be identified (i .e. gravel, bituminous concrete, etc . ) 5 . Proposed water connection to house on lot 1 should be shown. 6 . Size of new water line should be indicated. 7 . Legend should show water course. 8 . Apparently the right hand side of the soils information septic construction notes and map references has been cut off as there are some missing words . 9 . Is curbing to be placed in new cul-de-sac? If so, are the spot grades around the circumference gutter grades or top of curb grades? 10 . Spot grade should be shown at center of cul-de-sac . 11 . Anti- tracking apron required for lot U . 12 . Foundation drain for house on lot #3 should have a separate outlet and not be connected to "groundwater control drain" to prevent clogging, etc . Marcia A.
