Mobile Redemption wishes to rent space at 681 John Fitch Boulevard. They are modernizing their operation by obtaining a plastic and aluminum compactor. This will enable them to streamline one part of their business. The machine will be housed in 4000 square feet and employ four laborers. They would bring a trailer full of plastic and aluminum cans and bottles from theip other plant and crush them in the South Windsor location, then haul them—out. Our location lends itself to this application because of its loading docks and traffic access to Route 5. Our location houses a large truck leasing operation and the additional trucking would not be noticed. We feel that this particular operation is very close to a commercial application and should be permitted in our location. The Building Department, Planning and Zoning Department, and Engineering Department representatives have been to our location to review with me any ` complications. We appreciate your expedience in this matter, and trust you will find in our favor. Respectfully submitted, Darrell ChaToult Mobile Redemption, Inc. The cans are sorted at their x East Hartford location_,: Mr . DeMallie said the proposed use is not specifically permitted in the General Commercial zone, and that is why they ' re here tonight . Mrs . Montana asked if the operation was noisy, and Mr . Chaloult said he wasn' t : sure . Mr . Conde said it appears to be more of an industrial zone use Mr . Gilligan said he recalled a similar operation concerning chipping plastic bottles which the Commission approved a while back, and that was in an Industrial zone . Mr . Chaloult said that operation is across the street from where he is located , and it is industrially zoned on the opposite side of Route 5 , and that ' s why he thought this use would be appropriate for his location. Mrs . Montana pointed out that there is a residential area to the rear of 681 Sohn Fitch, although there is an extensive conservation area between the residential area and this location. Mrs. Klenke pointed out that Mobile Redemption is having a lot of trouble ' with the Town of East Hartford, and asked how a 'similar situation could `. be controlled here in South Windsor . Mr. Chaloult said they have over 100 employees in East Hartford , and many are minorities , and they must travel through a residential area to Mobile ' s location . Mr . Conde asked if they will continue their operation in East Hartford , and Mr . Chaloult said yes . He noted that his business involves track repairs , and it ' s not likely Mobile Redemption would create any more noise than they do . Mrs . Montana asked the term of the lease and Mr . Chaloult said it would be for two years . Mrs . Montana said she doesn ' t see any real problem with the proposed use , and if there are problems Mr . Chaloult would probably not want to renew the lease . Mr . Gilligan said the Commission would have concerns about outside storage of the cans . Mrs . Rossi asked if the trailer would be parked on the premises , and Mr . Chaloult said no , he wouldn ' t allow that . Mrs . Mrs. Rossi pointed out that Mr . Chaloult may maintain strict control over this particular tenant , but the Commission has an obligation to all the people in Town . - Mrs . Conde said he would like to amend the motion to permit it in not only the General Commercial zone , but also the Industrial and Industrial Park zones . Mr . Asplund seconded the motion and it was unanimously voted in favor and so ordered . Mr . Chaloult asked what he could do in the meantime , since it would take a few months to amend the regulations . Mr . Gilligan suggested to Mr . Chaloult that he apply to the Zoning Board of Appeals for a special permit for a few months, and then come back to Planning & Zoning after the regulations are amended. Mr. Chaloult ' asked if be could assume Mobile Redemption' s application would be approved by PZC after the regulations are changed, and Mr . Gilligan said the application would be decided on the information obtained during the public hearing for the special exception. 9 . Pleasant Hill Condominiums Mrs .
