Variance to Section 4 . 6 . 4 . 1D of the South Windsor Zoning Regulations to delete , for the purposes of this approx- imately 20 acre development, the words "regulated inland wetlands " from the third sentence . This will enable the applicant to then proceed with applications to the Inland Wetlands Agency and the Planning & Zoning Commission for inland wetlands and zone change/general plan of development approval , respectively. At present the site is part of the Governors Square/Parkcentre industrial park, zoned IP, and is just east of existing industrial development. The current Town Plan recommends this site for multi-family residential use. Single family homes are situated directly south of the site on Edgewood Drive, and directly across from the site on Governors Highway. This is therefore a transitional area between an intensively developed industrial park and a residential neighborhood. Regulated inland wetlands are defined in Connecticut by soil type. The wetlands soil here is similar in characteristics to the wetlands and non-wetlands soils throughout this Route 5 industrial area . As an accommodation to the neighborhood, the applicant has offered to develop this twenty acre tract as a multi-family residential development of 110 dwelling units , in lieu of industrial buildings . This density will provide a reasonable return on investment similar to an industrial park, yet with considerably less impact on the wetlands , reduced impervious coverage (allowing for greater landscaped areas) , and a more compatible and quiter neighbor. The balance of the area in Governors Square will be developed as an industrial park. This variance, if approved, will enable us to comply with the desire of the neighborhood. If not approved, the applicant will develop it at or near the allowed industrial capacity of the IP zone. -2- The applicant will only pursue this residential development if the neighborhood demonstrates its strong support at the public hearings. Again, our arguments are : 1) reduced impacts on the abutting neighborhood; 2) reduced impacts on wetlands; 3) A unique transitional area; 4Town Plan support; 5) Neighborhood support ; 6) Ultimate decision on whether or not to allow this development rests with the Planning & Zoning Commission and Inland Wetlands Agency. ; 7) Greater landscaped areas ; and 8) On-site soils are basically sand and are suitable for 'building development. . t0,0TaWn 0-le S10'ttih, ?&-Zd'Ot N y F 1540 SULLIVAN AVENUE • SOUTH WINDSOR, CONN. 06074 SOR•t AREA CODE 203/644-2511 December 17, 1986 Mr. Elio Capuano 1208 Cromwell Avenue Rocky Hill, cT o6o67 Dear Mr. Capuano: Your application to the South Windsor Zoning Board of appeals will be heard at a public hearing on Thursday, January 8, 1987 at 7:30 p.m. in Meeting Room "A" on the lower level of the South Windsor Town Hall, 1540 Sullivan Avenue, South Windsor. A legal description of this property was not submitted with the application. Please either send this to my attention at the South Windsor Town Hall or bring it with you the night of the hearing. In granting this approval the Board noted that the plans were well under way prior to the change in the Zoning Regulations. It was further noted that the period of time for developing the site plan required for a MF zone change request is much longer than the public notice given by Planning and Zoning Commission to change the regulations. This action is effective January 23, 1987 and upon your filing of the enclosed form in the Town Clerk's Office at your own expense.
