U 1540 SULLIVAN AVENUE • SOUTH WINDSOR, CONN. 06074 NOSOR CO -1 AREA CODE 203/644-2511 December 5, 1986 CERTIFIED MAIL Design Professionals 491 Buckland Road South Windsor, CT 06074 Attention: Mr. Peter DeMallie Dear Mr. DeMallie: This is to notify you that the South Windsor Zoning Board of Appeals voted to grant a variance to Section 4.3.1 of the Zoning Regulations to allow an office use at property located on the northwest corner of Foster Road and Ellington Road South Windsor. In granting this variance the Board noted that this site does not lend itself to residential use, and that it has never been a residence. The Board also voted to grant a variance to Section 3.10.3 of the Zoning Regulations to allow enlargement of an existing non-conforming building at the subject property, and a variance to Section 5.2 of the Zoning Regulations to allow a two-foot height variance and a 20-foot front yard variance to expand the existing non-conforming building at the subject property. In granting these variances the Board noted that the existing building is too high and too close to the street, and that the addition does not encroach any further on the front yard, nor is it any higher than the present structure. The Board also voted to grant a variance to Section 8.3 of the Zoning Regulations to allow 9' x 18, parking spaces, and a variance to Section 8.4 of the Zoning Regulations to allow 44 parking spaces rather than 55 at the subject property. In granting these variances the Board noted that maintaining the optional buffer zone, as shown on the plans, is more important than adhering to the parking requirements. The proposed buffer zone will improve the aesthetics at this well known town landmark and will also enhance vehicular safety at the site. This approval is effective December 19, 1986 and upon your filing of the enclosed form in the Town Clerk's Office. Very truly yours, Thomas Murrin, Chairman Zoning Board of Appeals TM/src encl. NARRATIVE STATEMENT Application of Andover Equities to the South Windsor Zoning Board of Appeals Andover Equities' proposal is to adaptively reuse the Old Firehouse No. 1 structure for professional offices (5 , 154 square feet) , including an addition (4 , 900 square feet) to the north side of the building, while preserving and enhancing the building' s exterior appearance and integrity. The South Windsor_ Town Council has recently approved our proposal in a competitive bidding process , and the South Windsor Planning & Zoning Commission has voted to approve the property ' s sale (C .G.S . 8-24 referral from the Town Council) . The entire Ellington Road and Foster Road frontages will be landscaped with lawn, ornamental trees and shrubs , up to and in- cluding foundation plantings . Other landscaping treatments will be employed throughout the parking area, so as to create a professional office park setting, and along property lines , generally 25 feet in width for a buffering effect. The small garage building will of necessity be razed in favor of landscaping. Our architect has selected a colonial theme, featuring arched palladium window treatments above each door and window, divided window mullions , projecting canopies above entrances , and boxed out windows , with the additions graced with face brick and horizontal siding. Specific comments regarding each variance request are as follows : a) . Section 4 . 3 . 1 . to allow office use of the subject property. The building has been used historically for municipal storage, a firehouse, and as the community ' s public works garage . As a com- mercial building, it does not lend itself to a single-family resi- dential use for which it is zoned, both ar_chitecturrally and in terms of proximity to busy Route 30 . We believe an office use is appropriate for the site, because : a) . the basic integrity of the brick structure can be preserved and integrated into our proposal ; b) . professional office uses are generally in operation during the business day, with limited, if any, activity in the evening or on weekends - an important consid- eration given the site ' s proximity to several single-family residences ; c) . professional office uses are generally quiet ; d) . the building ' s interior lends itself to office renovation; e) . the Town Council has selected this use from competing proposals ; f) . all utilities are available at the site; g) . buffer-like landscaping treatments will be employed; h) . the improved building aesthetics will enhance the overall appearance of the neighborhood; i ) . the site is only 1 . 2 acres in size, which is too small to entertain a zone change; and j ) . vehicular access will be restricted to Foster Road. b) . Section 310 . 3 to allow enlargement of an existing non- conforming building. The existing building is non-conforming in terms of height and front yard setback. The entire addition, however, will conform to the height and yard requirements of the zoning regulations . c) . Section 5 . 2 to allow improvement and expansion of an existing ,ouiTding w`iich does not conform to height and front yard requirements . 2 - d) . Section 8 . 3 to allow 9 feet x 18 feet parking spaces rather than 10 feet by 20 feet spaces . The proposed parking spaces are already allowed in several zones , and have become standard with the recent reduction in size of passenger cars . e) . Section 8 . 4 to allow 44 parking spaces rather than 55 . The site supports 44 parking spaces , or 4 . 37 spaces per one thousand square feet of gross floor area, which is ample parking for the proposed office use of 10 , 062 square feet g.f .a. This compares favorably with the larger 12 , 561 square feet Westview office building on Sullivan Avenue and Ayers Road, which has 48 spaces , or 3 . 8 spaces per 1 , 000 feet g.f .a. Variance Application of Andover Equities Variances requested to the following zoning regulations : a) . Section 4 . 3 . 1 to allow office use of the subject property. b) . Section 3 . 10 . 3 to allow enlargement of an existing non- conforming building. ( A c) . Section 5 . 2 to allow expansion of an existing building which V does not conform to height (2 feet variance) and front yard (20 feet variance) requirements . d) . Section 8 . 3 to allow 9 feet x 18 feet parking spaces rather than 10 feet x 20 feet spaces . 1 e) . Section 8 . 4 to allow provision of 44 parking spaces rather than 55 (assumed tenancy 50% professional offices/50% medical/dental offices) , or a variance of 11 parking spaces.
