Application for Town of South Windsor Zoning Board of Appeals
By Arthur and Marcia Levy 77 Northview Drive
My children and I suffer from .numerous allergies to many different foods and
chemicals, including to cow's milk and its products. As a .nutritionist I am
aware of just how important milk can be to the diet of a pregnant or .nursing
woman, as well as to growing children. It is particularly important as a
source of calcium for the development of strong bones and healthy teeth. If
the mother's diet is deficient, her body will deplete her own bones of calcium
to provide what it can to the developing fetus or .nursing baby. While this
helps the child somewhat ( they are still much better off if the mother's diet
is nutritionally complete), it is extremely detrimental to the mother. Unless
the calcium is replaced in her diet, the mother may later develop a disease
called osteoporosis. This can lead to bone deformaties in later years involving
a great deal of pain, and is best known for causing brittle bones which break
easily and far too often. A lack of sufficient calcium in the diet of younger and
middle-aged women is the major cause of fractured hips in the elderly.
Unfortunately, due to my allergies, I am unable to tolerate any cow's milk,
dairy products, or vitamin/mineral supplements. Despite my severely restricted
diet, I have had 3 children, the youngest of which is only 8 weeks old, and is being
breast fed (my others are 4 and 8 years old). Both my obstetrician and pediatri-
cian are very concerned about my vitamin and mineral intake, both for my own
health, and that of my children - especially the baby, who is totally dependant
on my diet for her nutritional well-being.
I have recently found, however, that I can tolerate fresh goats milk if it is from a
particular breed of animal ona particular type of diet. (I have tried goats milk
before from other breeds on other diets, and have been unable to drink it). While
this may sound odd at first, there are definite differences in the amounts of
butterfat and types of proteins in the milks of various breeds of both cows and
goats. The feed that goes into an animal is known to affect the milk's flavor - it
affects its composition, as well, and apparently my ability to tolerate it.
The only way for me to be able to completely control the animal and it's feed is
for me to keep the goat myself. While my husband and I would love to be able to
buy a farm and do this the "right" way, we are just not in a position to do so. The
only option available to us, therefore, is to request this variance.
I can assure you that we will take the utmost care to eliminate any potential problems.
Our backyard is fenced in; in addition we will fence in a small pen in back of our
garage, out of everyone's way. Manure will be removed on a regular basis. If
properly taken care of, goats make excellent pets - they are the same size as a
large dog, and make no more noise, odor, or other trouble. We have talked to all
of our .neighbors, and no one has any objection to our request.
I do hope that you will grant us this temporary variance to allow us to keep a goat in
our backyard. It is of the utmost importance that we have access to this desperately
needed source of calcium and other required .nutrients. Our health depends on it.
Thank you.

Dear Mr. and Mrs. Levy:
Your application to the South Windsor Zoning Board of Appeals requesting
a temporary and conditional permit to keep a goat on property known
as 77 Northview Drive, South Windsor (A-20 Zone) , has been approved for
a period of one year.
In granting this application the Board noted that it did not see
insurmountable objections to this situation. However, since the
permit must be reviewed in one year, if problems have arisen, the
Board could exercise control at that time.
This action is effective November 16, 1984.
Very truly yours,
Robert Warren, Chairman

To Whom It May Concerns
MarshaLevy's children are and have been
under my care since birth.
At present, her youngest child is an in-
fant who is being breast fed by Mrs . Levy and
will be for the f orseeable future .
In order for the baby to be breast fed
successfully, it is extremely important that
her mother's nutrition be complete .
Unfortunately, Mrs. Levy is a highly all-
ergic person who reacts to many foods as well
as to many other things . She cannot tolerate
any type of food made from cow's milk or any
type of vitamin or mineral supplement . This
of course makes her ability to produce nutri-
tionally complete breast milk difficult . She
has recently found however that she is able
to tolerate fresh goats milk. This is an
excellent source of elements that her diet
has been lacking.
It would, therefore , be very important
that she be allowed to have a goat on her
property and available for daily milking.
