Carabillo (Foster Road) DOCUMENTS REVIEWED: Application form and Plan Prepared for Richard C. Carabillo (dated 8/20/93 ) COMMENTS: 1 . The application form, item G, indicates abutting property owners have been notified by certified letter that an application is pending . A sample copy of the letter should be submitted. Section 7 . 3b, of the Regulations , states this shall be done within seven ( 7 ) calendar days of the time an application is submitted. 2 . Note #12 , sheet 3 of 4 , states "inland wetlands field verified by High Soils , August 1990" . The Soil Scientist should verify the limits of the wetlands as shown on the plans submitted and a report of his findings should be submitted. 3 . The symbol for the proposed treeline should be included in the legend . Note #1 , sheet 4 of 4 , states "the surveyor shall stake out the limits of clearing" . Note #10, sheet 3 of 4 , states "stumps are to be chipped on site or they shall be removed from the site and property disposed of " . 4 . The proposed siltation barrier is shown continuous along the rear of the two lots . The siltation barrier should be discontinued at the point where the trees will remain between the two proposed houses . 5 . The soils information, on sheet 4 of 4 , appears to be from the Soil Survey, Hartford County, Series 1958 , No . 14 . This information is in conflict with areas that are shown as wetlands based on the field verification by Highland Soils , August 1990 . (Non-wetland soils (NnA) are shown in areas field verified as wetlands and wetland soils (WdA) are shown in areas field verified as non-wetlands . ) 6 . The "estimated start date for construction - fall 1993 and estimated completion date for the project - spring 1994" , as shown on sheet 4 of 4 , should be adjusted to a 1994 (or later) schedule .
