FRIEND PROFESSIONAL ENGINEER SOIL SCIENTIST INTRODUCTION This report is intended to satisfy the requirements of the Town of South Windsor Inland Wetlands & Watercourses Agency for regulated activities applied for on 1742 Main Street. Colonial Builders is applying for permission to conduct regulated activities in conjunction with the construction of a driveway for access to a residential building. The project location is shown on the following page from the USGS Manchester Quad Sheet. The wetlands on the property were flagged by me on October 15, 1993. The delineation was from high intensity mapping using a dutch auger. Blue flags were used to demarcate the wetland boundary. The flag numbers for the boundaries were from 1 to 7, B 1 to B5, and CltoCS. SOILS AND CHARACTERISTICS The limit of the wetlands and soil boundaries are shown on the map submitted with the application and signed by me. The soil types delineated are as follows: WdA— Walpole Sandy Loam This soil is a poorly drained soil that has developed from sand or sandy and gravelly terrace deposits. These areas have a high seasonal water table and slow internal drainage. Because of the high water table the matrix chromas are 2 or less in the upper 20" and high chroma mottling is common and distinct. Al — 0 to 7 Inches; Black(10 YR 2/1) sandy loam; very weak, medium, granular structure; very friable. A2 — 7 to 10 Inches; Mottled very dark grayish—brown (10 YR 3/2) and dark yellowish brown(10 YR 4/4) sandy loam; very friable., B21 — 10 to 22 Inches; Mottled light gray(5 Y 6/1) brown(10 YR 4/3), and very dark brown(10 YR 2/2) sandy loam, slightly firm in place but very friable when disturbed. C — 22 to 48 Inches; Mottled light gray(5 Y 6/1), brown (10 YR 5/3), and yellowish brown(10 YR 5/8) gravelly loam sand with pockets of gravelly sandy loam. PAGE 2 Wva &WvB — Windsor Loamy Fine Sand These soils are well drained as they are wind deposited dunes of fine sands and drain quite rapidly. They are easily distinquished from the Walpole by the bright matrix chroma in the solum. The soil profile looks like this: Ap — 0 to 8 inches; Dark yellowish brown(10 YR 3/4) loamy fine sand; weak structure and very friable to loose. B21 — 8 to 18 inches; Strong brown(7.5 YR 5/6) loamy fine sand; very friable to loose. B22 — 18 to 24 inches; Yellowish brown(10 YR 5/6) fine sand; loose. C — 24 to 30 inches; grayish brown(10 YR 5/2) and brown(10 YR 5/3) intermingled sands. All areas of the site are quite flat and therefore erosion potential from the proposed construction is low. The purpose of these revisions is that the wetlands soils boundary located on the property has been changed after further review by our Soil Scientist. This revision does not drastically change the Wetlands Application or the location of any of the proposed development, but the area of wetland soils on said property has been reduced. Attached is a copy of the revised map showing the new wetlands boundary. Also enclosed is a copy of the Wetlands Application showing revised wetland areas. Please note that the revised sections are 7.A of the Statewide Inland Wetland & Watercourse Activity Reporting Form, and Sections I, J & M of the Town of South Windsor Inland Wetland, Watercourses and Conservation Application. Thank you for your attention to this matter. Please call if you have any questions or comments. Sinc y, Michael D. Piendel MDP/laa Encs. McCahill , Zoning/Wetlands Enforcement Officer R : Application #93-45W, Colonial Builders ( 1742 Main St. ) DOCUMENTS REVIEWED: Application forms; Soils Report (October, 1993 ) ; correspondence from Megson & Heagle ( 10-21-93 ) ; and plot plans for 1742 Main Street ( 10-14-93 and plan revised 10-19-93) COMMENTS: 1 . Existing topography has not been shown for the area of the proposed driveway at it' s intersection with Main Street. There is approximately five feet of elevation change in this area with a moderate slope towards Main Street . A grading plan should be provided for this area which includes existing topography. The construction entrance should be designed to prevent runoff and sediment loss onto Main Street. 2 The site is substantially forested with mature trees . The plans appear to indicate a break in the existing treeline in the area where the proposed driveway is shown near Main Street. This does not appear to be indicative of existing field conditions . There should be an attempt to save trees where possible. Limits of clearing should be flagged in the field, and approved by Town Staff , prior to cutting trees . This should be noted on the plans . 3 The original plan submitted (dated 10-14-93 ) was revised on 10- 19-93 . Correspondence from Megson and Heagle (dated 10-21-93 ) is a summary of the changes with regard to the limits of the wetlands as flagged. Mark W. Friend, Soil Scientist has submitted a soils report but I would suggest that he be at the meeting to clarify the difference in the limits of the wetlands as shown on the two plans which were submitted. 4 A portion of the proposed gravel driveway will cross an isolated wetland area which is shown as WdA, Walpole Sandy Loam. These soils typically have a high seasonal water table. It may be necessary to use additional subbase material ( 10" of compacted bank run gravel is shown) and/or a geotextile material in this area. 5 A sequence of construction should be included on the plans . Elizabeth A. Warren - 2 - October 28 1993 Application #93-45W 6 . The plans do not make any provision for stockpiling of topsoil on the site. This should be addressed on the plans . 7 . A seeding schedule with types, rates, and dates should be included on the plans; this should include temporary and permanent vegetative cover. 8 . A copy of the revised plan was forwarded to the Town Engineer for comments or concerns . His response will be forwarded when available. 9 . These comments should be addressed prior to approval by the Commission. J M/pmm MEMORANDUM TO: John McCahill, Zoning/Wetlands Enforcement Officer F OM: Jerry C. McCahill Zoning/Wetlands Enforcement Officer Town of South Windsor 1540 Sullivan Avenue South Windsor, CT 06074 Fe: 1742 Main Street, S. Windsor, Conn. Eear Mr. McCahill , I am writing this letter as a follow-up to our telephone conversation this morning. First,. Colonial Builders is very cognizant of the Conditions of Approval that were placed on the drawings regarding the above referenced property. Both myself and the Site Supervisor discussed these conditions during a site walk of the property prior to the commencement of construction. Upon my direction, he retained the services of a professional logging company from New Hampshire to clear the site. The logger was instructed to notify us two to three days in advance of starting the work. This was to allow us to notify your office. Unbeknownst to both the site supervisor and myself, the logger began work without giving us the prior notice. However, the trees that were removed had been marked by us, and were the only trees that were removed. Second, the location of the house and the centerline of the driveway were field located for us by Megson and Heagle, the Surveyors and Engineers of Record for Colonial Builders. We then marked the trees for removal, based on that survey and staking. Further, as you know, there are a number of subsurface infiltrators that are to be installed within the site, in order to control site and roof water runoff. In particular, trees located along the southerly boundary of the driveway were removed in order to accomodate the installation of the infiltrators that 165 River Road West Willington, CT 06279 Tel. We realize that this is a sensitive site and will require close coordination between ourselves and the Town during its development. We further realize the intention of the Town to minimize any negative impact on the internal wetlands and surrounding environment. Further, I would personally like to add that I am educated as a landscape architect and have spent over 10 years in active practice. Therefore, I am very much aware of field conditions and make every effort to save any tree that I feel would otherwise needlessly be removed. We look forward to proceeding in a timely manner with the development of this property and will continue to make every effort to work within the guidelines of the Condition of Approval . If you plan to extend your project beyond the above expiration date, you must apply for an extension at least sixty-five (65) days prior to the expiration date. There will be a thirty-five dollar ($35) fee required for an extension of the permit. This includes a ten dollar ($10.00) surcharge assessed by the State, to fund the State Environmental Review Team. An application for an extension shall be made in accordance with the following subsection of the IWA/CC Regulations: a. The duration of any amendment or extension shall be for three years unless otherwise specified in the permit. b. The application may incorporate by reference the documentation and record of the original application. c. The application shall state the reason why the authorized activities were not initiated or completed within the time specified in the permit. d. The application shall describe any changes in facts or circumstances involved with or affecting wetlands or watercourses or the property for which the permit was issued. e. In unusual situations the Agency may accept an untimely application to extend the expiration date of a permit if the authorized activity is ongoing and allow the continuation of work beyond the expiration date if in its judgement, the permit is likely to be extended and the public interest or environment will be best served by not interrupting the activity; the application shall describe the extend of work completed at the time of filing and the schedule for completing the activities authorized in the permit. f. The Agency shall evaluate the application pursuant to these regulations and grant the application as filed, grant it with any terms of limitations, or deny it; and shall state upon the record the reason(s) for its decision.
