Compared the existing total stormwater discharge for the site with the proposed discharge. For the 100 year storm the increase is from 23.9 to 29.0 C.F.S. 2. The stormwater storage required for a zero increase in run- off = 1415 cu. ft. 3. The capacity of the pipe that runs from the HI-G site across Nutmeg Road to the storm sewer main, limits the maximum site discharge. 15" R.C.P. @ 0.43% - Capacity = 3.67 C.F.S. 4. The proposed storm sewer system allows that portion of the HI-G site that generates 3.67 C.F.S. to discharge directly to the 15" R.C.P. 5. The remaining portion of the stormwater is stored on-site. The amount of storage required for the 10 year storm = 3373 cu. ft. This is greater than the 1415 Cu. ft. required for a zero increase in run-off from the site. 6. Infiltrators' beds used for stormwater storage. 7. Groundwater elevation from borings = 64. Set the bottom of the Infiltrator` beds at elevation 65.4. The bed outlets are high enough to flood the beds to the top of the stone (elev. 67.2) . 8. No allowance for the stormwater infiltration into the soil. October 4, 1993 Ms. Michele Lipe RECEIVED. Architectural Review Board OCT A 1993 1540 Sullivan Avenue South Windsor, CT 06074 W WINDSOR PIS MIC OM RE: Design Review Meeting 9/30/93 Hi G Company, Inc. Dear Ms. Lipe: This is a review of our meeting concerning the new construction at Hi G Company, Inc. located on 85 Nutmeg Road - South, South Windsor, CT. A brief presentation explaining the intent of the project as well as materials being used, site drainage, landscaping and some possible impacts on the surrounding area. The Review Board had three concerns which we agreed to address. 1. The west elevation of the new addition will be exposed to Route 5 in the winter because of the loss of foliage. We have agreed to furnish some plantings parallel to the building to help make it more pleasing to the eye. 2. The site plans do not show any screening or enclosure around the dumpster pad. We will be providing the most practical screening system we can. This will be either plastic coated chain link fence with colored slats or wood slat fencing. 3. Some concern was given to the nitrogen tank repositioning and the possibility of painting it to match the building instead of white. This matter is under investigation at present. As soon as we get Airco answer we will forward it to the Board. To my knowledge these items were discussed and if there are any errors or omissions please notify me. Thank you. A ZBA variance was granted on Oct. 7, 1993 to allow impervious coverage of 7 2%; 6 5% allowed. Also, they approved a 0 -foot sideyard on both the Hi-G and Dalene properties so that the building could be built onto the Dalene property (there is an agreement for this property to be sold to Hi-G in the future; at that time the new addition will become conforming to side yard requirements) . It appears that all other zoning requirements have been met. jyfVVI 3 . There is no 100 year floodplain on the site. The site is not wooded. 4 . The IWA/CC approved this site plan on 10/4/93 . They recommended a bond on the amount of $5,000 with no other unusual approval condition. 5 . There is public water and sewer that will service the site. WPCA approval is not required. The Superintendent of Pollution Control has requested that the lateral be connected to the sanitary manhole. Any increase .in "developed acreage" should be reported to Collector of Revenue for collection of sewer connection charge. 6 . Landscaping proposed includes 9 maple trees along the Nutmeg Road frontage, 3 crab trees up near the building and a variety of foundation plantings on various areas around the new addition. There is a new dumpster area shown which will enclose all dumpsters used on the site. 7 .
