Dear Mr. Mahoney:
This letter report was prepared by GZA GeoEnvironmental, Inc. (GZA) for Nytronics.-
Inc. which proposes an expansion of their existing Hi-G facility at 85 Nutmeg Road in
South Windsor, Connecticut.
This report summarizes our evaluation of certain properties for the presence of wetlands
and watercourses as defined by state and local regulations. Criteria for evaluating
wetlands and watercourses is included as Attachment 1. Attachment 2 includes a listing
of resources consulted during the course of our assessment. Observations of surficial
soils, field notes, and boring logs are included as Attachment 3.
PROJECT SITE DESCRIPTION
A Subsidiary of GZA Nytronics, Inc. proposes to expand its existing Hi-G facility at 85 Nutmeg Road in South
GeoEnvironmental
Technologies,Inc. Windsor, Connecticut. The proposed building and parking/driveway expansion will
involve approximately 1 acre of the south portion of the Hi-G parcel at 85 Nutmeg Road
- South and an approximately 1 acre vacant grass lot owned by Dalene Hardwood
Flooring Company, Inc. (Dalene).
The Hi-G expansion area (± 1 acre) at 85 Nutmeg Road, presently consists of paved
parking area and landscaped areas. The Dalene parcel (+ 1 acre) presently consists of
a relatively flat landscaped grass area. Both properties are bordered to the east by
Nutmeg Road, west by the Conrail Railroad right-of-way and railroad tracks and by
existing buildings to the north (Hi-G) and south (Dalene).

wETLAND/WATERCOURSE DEFEVITIONS
Criteria for defining wetlands/watercourses are included in Attachment 1. Connecticut
law defines wetlands by soil types that are designated poorly drained, very poorly
drained, alluvial, and floodplain by the National Cooperative Soil Survey of the Soil
Conservation Service of the U.S. Department of Agriculture. The watercourse definition
is less specific and is often construed to include artificial waterways such as seasonally
flowing drainage ditches. The Town of South Windsor Inland Wetlands Agency
regulations also govern activities within 40 feet of wetlands and 80 feet of watercourses.
TOWN OF SOUTH WMSOR WETLAND MAP and HARTFORD COUNTY
SOIL SURVEY MAP
The Town of South Windsor's Wetland/Watercourses map (1" = 800) indicates wetland
soils near portions of the Hi-G and Dalene properties as well as for much of the site
vicinity which is currently developed with buildings and roadways. We understand this
map was based on the 1958 series Hartford County Soil Survey. The Hartford County
Survey map No. 26 indicates a Walpole sandy loam (WdA) soil for a portion of the study
area and the site vicinity. These soils generally consist of sandy, poorly drained soils
which are recognized as wetland soils by state criteria. The map shows these soils in
juxtaposition with well drained Windsor loamy sands. Our experiences indicate that the
Hartford 1958 series map is a general reference for regional soil assessments but is not
sufficient to identify site-specific soil conditions.
WETLAND RESOURCES AND BUFFER ZONES
On August 10, 1993 Stanley Dynia, a Certified Soils Scientist with GZA, evaluated the
Hi-G property at 85 Nutmeg Road and the vacant lot along the northern portion of the
Dalene property at 45 Nutmeg Road for the presence of wetlands and watercourses.
Prior to conducting our evaluation we consulted with the Town of South Windsor and
reviewed the resources listed in Attachment 2. No wetlands or watercourses, as defined
by Section II, Subsections w. and x. of the Town of South Windsor Inlands Wetlands
Agency/Conservation Commission Regulations, were identified on the subject property.
SITE SOILS/WETLAND RESOURCES
Surficial soils in the project area were observed using a spade and hand auger to dig
shallow test pits (test pit Nos. 1, 2, 3 and 4). Soils generally consist of moderately well
drained fine sandy loams underlain by fine sands. No groundwater was encountered to
48 inches. The soil profile observations indicate that the site soils are moderately well
drained and do not represent wetland soils as indicated by the Hartford County Soils
Survey.
Nytronics, Inc. September 10, 1993
( File No. 41165 Page 3
In addition we also performed four soil borings which were completed as monitoring
wells on the Dalene property which indicate fine sands underlain by varved silts and
clays and groundwater levels in the range of 4.1 to 5.5 feet.
rjZ% OFF-SITE SOILS/WETLAND RESOURCES
Soils were also evaluated along the Conrail property which parallels the Hi-G and Dalene
properties along the west. The soils generally consisted of well drained fine sands. A
narrow, 1 to 2 foot wide, drainage ditch was observed along portions of the railroad
tracks. The substrate of the ditch, upstream of the culvert near the south end of the Hi-G
property consisted of saturated organic silt. This portion of the ditch was also scoured
indicating periodic flow of surface water. Vegetation in the area consisted of facultative
wetland type species including Red Maple and various sedges. These were mixed with
upland vegetation which included Sassafras and Stag-horn Sumac. This artificial off-site
drainage ditch appears to have characteristics which would meet the criteria for a
regulated watercourse. As such, site development activities (e.g. grading, building
construction, filling) which occurs within 80 feet of the ditch would be considered a
regulated activity by the criteria established in the Town of South Windsor
Wetland/Watercourses Regulations, Section II, Subsection 2.1 p.
NATIONAL WETLAND INVENTORY MAP/FEMA FLOOD INSURANCE
RATE MAP
There are no wetlands or flood zones for the site shown on the National Wetland
Inventory Map or the Flood Insurance Rate Map for South Windsor, Connecticut.

2. Inland Wetland Soils of Connecticut
The following soil series are common in Connecticut and are designated as wetlands within the
state(certain soil series names are being revised by the USDA Soil Conservation Service, and
may no longer be used in Connecticut, however the following series names are commonly used on
inland wetland regulatory maps and in published soil surveys):

Disturbed Areas
Locations where the diagnostic soil profiles have been disturbed by filling, grading, excavation or
other similar events may be classified as wetlands if poor drainage and saturation lead to the
development of aquic soil moisture regimes. Such areas may be shown on mapping by one of the
following symbols:

III. UNDERSTANDING AND MENTIFYING
WETIANDS AND WATERCOURSES
B. Watercourses
1. Understanding the Watercourse Definition
The Inland Wetlands and Watercourses Act distinguishes between wetlands and watercourses as
follows:
Watercourses means rivers,streams,brooks,waterways,lakes,ponds,marshes,swamps,bogs,
and all other bodies of water, natural or artificial, public or private that are contained within or
flow through the state.(Note:Tidal areas regulated under sections 22a-28 through 22a-35 of the
CGS are excluded.)
The broad"watercourse"definition allows regulation of watercourse areas, including artificial and
intermittent, that may not be defined as wetlands and are quite distinct in appearance. Certain
watercourses and waterways(rivers, streams, lakes, ponds, etc.)are obvious by the presence of water
and hydrologic conditions. Swamps, marshes, and bogs,on the other hand, are areas more readily
identified by the types of plants that grow there. In most cases, Connecticut's wetlands and
watercourses are identifiable by soil and hydrologic criteria. However, the upper reaches of
watercourses(the zone of intermittent flow),disturbed areas(i.e.artificial excavations and artificial
waterways),and areas where soil diagnostic characteristics are not present, require closer scrutiny
to determine whether an area is subject to regulation. This section is meant to help with watercourse
identification.
The following conditions normally indicate the presence of a watercourse:
1. There is a predominance of hydrophytic vegetation that would suggest a swamp, marsh,or bog.
(Note: If wetland soil characteristics are present, these boundaries should also be delineated.)
2. The area has hydrologic characteristics of a watercourse such as ponding of water;presence of
scour developed by periodic flow of water; presence of a defined waterway, channel, alluvial
deposits,or deposits of water-borne detritus.
3. An artificial waterway has been created or a natural waterway modified by human activities
such that artificial conditions inhibit use of soil or vegetative indicators for delineation purposes.
The following are examples of watercourse delineations using hydrologic and/or vegetative indica-
tors:
1. Intermittent watercourses(those waterways characterized by non-persistent flow):
a. The predominance of plants that are adapted to growth in a saturated area
b. Ponded water
c. Scour and erosion
d. Deposits of waterborn debris
e. Development of a defined channel as the result of moving water
f. Deposits of recent alluvium
59
M. UNDERSTANDING AND ]IDENTIFYING
--^ WETLANDS AND WATERCOURSES
B. Watercourses
2. Ephemeral or permanent ponds/bodies of water:
a. Ponded water is present longer than the duration of a particular storm event. These areas may
be identified on resource maps, aerial photographs,or by field observations.(Note:Areas ponded
only when the ground is frozen do not qualify under this definition if other supporting criteria
are not present.)
3. Swamp, marsh, or bog where vegetative indicators must be used. (Note: where no wetland soil
characteristics are present.):
a. While above conditions are relatively rare in Connecticut, the following description can be used
as a guide to the characteristics of typical bog, marsh,or swamp. The descriptions are-taken from
Inland Wetland Plants of Connecticut by William Niering and Richard H. Goodwin, a 1983
publication prepared by the Connecticut College Arboretum in cooperation with the DEP Inland
Wetlands Program.
Swamps. Swamps are dominated by wetland trees and shrubs.Red maple is the most characteristic
tree of the wooded swamps, with black gum and black ash as frequent associates. A conspicuous
shrub understory of highbush blueberry, spicebush, sweet pepperbush, clammy azalea, and other
wetland shrubs may develop.A rich diversity of wildflowers, such as marsh marigold, skunk cabbage,
jewelweed, violets, and cardinal flowers may also be present. Shrub swamps represent another
swamp type where alders, willows, buttonbush, and other shrubs can form relatively pure or mixed
stands.Occasionally, trees may be present. However,a high water table often favors certain shrubs,
such as buttonbush, over trees. As in marshes, the underlying deposits are often relatively shallow
and usually highly organic. Swamps may develop indirectly as woody species gradually invade
marshes,or directly as in poorly drained depressions.
Marshes. These wetlands are characterized by the absence of trees and shrubs. The vegetation is
composed of soft-stemmed herbaceous plants, some of which grow in moist soils of poorly drained wet
meadows. In wetter conditions, plants such as cattails and pickerel weed grow with their stems and
leaves partly in water(emergents).Others, like water-lilies and duckweed, float on the surface;while
still others are completely submerged. In general, the silt and muck-type soils are relatively shallow,
with the underlying glacial deposits being fairly close to the surface. The water table is at or above
the surface throughout most of the year, but fluctuates seasonally.Areas of open water six inches
or more in depth are common.
Bog.a. A distinctive wetlands type usually characterized by evergreen trees and shrubs, and
underlain by deep peat deposits.Poor drainage usually leads to highly acidic conditions. The typical
1 northern bog is easily recognized by the presence of black spruce and larch. In southern Connecticut
the spruce and larch are replaced b southern white cedar or,in some cases b red maple along with
P P Y Y P g
the typical swamp shrubs previously mentioned. In the absence of evergreens the deep underlying
deposits help to identify a bog. Bogs frequently develop in former glacial depressions by gradually
accumulating organic material. Typically a floating mat of vegetation advances out over the
stagnant, acidic water. Peat deposits 20 to 40 feet deep are common.

Evaluation of Wetlands and Watercourses (dated
September 10, 1993) , Soil Data, and Hydraulic
Computations; and plans prepared for Hi-G
Company (dated 9/9/93)
COMMENTS:
1 . A report has been submitted by Stanley Dynia, Certified Soils
Scientist with GZA. He states there are no wetlands or
watercourses identified on the subject property; as has been noted
on sheet #2 of 4, general mote #4 . The notation on the plans
should identify the party responsible for determining there are no
regulated wetlands .
2 . The Hi-G Company, Inc. will be expanding onto property currently
owned by Dalene Hardwood Flooring Company, Inc. An authorization-
letter for Hi-G Company, Inc. to conduct construction activities
on the property owned by Dalene Hardwood Flooring Company, Inc. _
has been submitted with this application.
3 . The construction of the building addition, grading and paving
proposed are in an area which is presently a relatively flat
landscaped grass area. There is a minimal amount of grading with
very little potential for erosion problems . This is a very sandy
soil and dust control may be more of a concern. The plans should
provide for adequate dust control measures .
4 . It appears as though the silt fence is intended to extend across
the southerly portion of the site. This should be clearly shown
on the plans .
5 . There is regulated activity which occurs within 80 feet of the
drainage ditch which is westerly of this site (Conrail property) .
The 80, setback from a watercourse should be shown on the plans .
6 . Item M, of the application form, "Total land area of project and
percentage which is wetlands" states "None" . There are no
wetlands, the lot area is 175,000 sq ft and there is 43,561 sq ft
in the lease area (this information was omitted) .

IF APPROVAL IS CONSIDERED, SUGGESTED APPROVAL CONDITIONS INCLUDE:
1 . The plans shall identify the party responsible for determining
there are no regulated wetlands on the property.
2 . The plans shall provide for adequate dust control measures.
3 . The silt fence shall be shown extending across the southerly

Dear Mr. Bueker:
Re: EXPIRATION OF PERMIT 93-40P, HI-G Company Site Plan
This is a reminder that the permit with the Inland Wetlands Agency/Conservation
Commission, application #93-40P will expire on October 4, 1998.
If you plan to extend your project beyond the above expiration date, you must apply
for an extension at least sixty-five (65) days prior to the expiration date. There will be
a thirty-five dollar ($35) fee required for an extension of the,permit.- This includes a
ten dollar ($10.00) surcharge assessed by the State, to fund the State Environmental
Review Team.
An application for an extension shall be made in accordance with the following
subsection of the IWA/CC Regulations:
a. The duration of any amendment or extension shall be for three years unless
otherwise specified in the permit.
b. The application may incorporate by reference the documentation and record of the
original application.
c. The application shall state the reason why the authorized activities were not
initiated or completed within the time specified in the permit.
d. The application shall describe any changes in facts or circumstances involved with
or affecting wetlands or watercourses or the property for which the permit was
issued.
e. In unusual situations the Agency may accept an untimely application to extend the
expiration date of a permit if the authorized activity is ongoing and allow the
continuation of work beyond the expiration date if in its judgement, the permit is
likely to be extended and the public interest or environment will be best served by
not interrupting the activity; the application shall describe the extend of work
completed at the time of filing and the schedule for completing the activities
authorized in the permit.
f. The Agency shall evaluate the application pursuant to these regulations and grant
the application as filed, grant it with any terms of limitations, or deny it; and shall
state upon the record the reason(s) for its decision.
In the event that you are requesting an extension, section 8.1.6 of the Zoning
Regulations establishes the process for monitoring the approved conservation plan.
Per that regulation, a progress report is required from the applicant's engineer
verifying that erosion and sedimentation control measures have been installed and
maintained in accordance with the approved conservation plan. This verification
report shall also be submitted 65 days prior to the expiration date of the permit to
allow time for the Commissioners to evaluate your project controls.
If work has been finished or will be finished by the expiration date, please send a letter
stating work is completed according to the approved plan.
If you have any questions call me at 644-2511, ext. 253.
Yry truly yours,
e r H. F er ./
