Perna Design Professionals, Inc. 441C Governors Highway, South Windsor, Ct. 06074 Re: Wetland Delineation, Jacques, Clark Street, South Windsor. Job # 93-676 Dear Mr. Perna: On July 12 , 1993. at the request of Design Professionals, Inc. I was asked to comment on the proposed wetland crossing on lot 1 , as shown on plans dated June 15 , 1993. I delineated the wetlands as defined by Connecticut General Statues 22a-36 through 22a-45 on March 21 , 1990. On March 11 , 19939 I inspected the property, in the field, to comment on the best location for the proposed wetland crossing and to review the delineation. The soils in area of the subdivision are glaciolacustrine silts and clay, with the upland areas. exhibiting thin cappings of very fine sandy loam. The site is presently lightly wooded with small diameter red maple. The proposal is to subdivide approximately 6 . 6 acres into 2 residential lots. Lot one is proposing a driveway crossing that will access a proposed residence as shown on the plans. A 12 inch RCP is proposed to facilitate the crossing. The wetlands in proximity to Clark Street have occurred historic disturbances associated in past to farming practices and more recently with road widening and improvements. The proposed wetland crossing is located at the narrowest point possible. The area of the wetland crossing is an area that has been previously ditched to provided relief. Given proper sediment and erosion control practices the driveway installation and residential development will not be a problem. If you have any questions please give me a call . Warren, Chairman, IWA/CC FROM: John E. McCahill, Zoning/Wetlands Enforcement Officer Re: Application #93-33P, Jean Marc Jacques (Clark Street) DOCUMENTS REVIEWED: Application form, correspondence from Soil Science Associates (July 20, 1993) , drainage calculations, and. residential subdivision plan for Jean Marc Jacques COMMENTS: 1 . Note #12, sheet 3 of 4, states "inland wetlands . field verified by Soil Science Associates, 90 Rhodes Road, Tolland, Ct 06084 on March 21, 1992 A report should be submitted which describes, in detail, the wetland soils in the area. There are two areas along the road which are identified with the standard marsh symbol and a couple areas where the standard intermittent watercourse symbol is used. When I walked the* site on August 10, 1993 the areas were relatively dry but, it did appear that they are probably fairly wet at various times throughout the year. 2 . It would appear that a common driveway (along the southerly property line of lot 2) might be used to eliminate the need for crossing the wetlands . Most of the driveway , as shown for lot 2, is in the regulated area. 3 . If the driveway crossing the wetlands is still to be considered the proposed 30' x 12" R.C.P. should include flared ends on the inlet and outlet. Rip rap should also , be used, as shown, on the outlet end. 4 . A 90' x 90' buildable square, as required by Section 10. 1a of the Zoning Regulations, has been shown for each lot. The proposed house location for lot #1 is not within the buildable square. 5 . The application form indicates the site is 6 . 63 acres, percentage of wetlands is 0 . 3% . This is not an accurate figure. The site is approximately 30% wetland. 6 . A report has been submitted by Soil Science Associates (dated July 20, 1993) which discusses the location of the proposed wetland crossing and reviews the delineation. The report also provides very general soils information. Given the amount of wetland throughout the site it would seem appropriate to have more information regarding the potential impacts of the homes as proposed. Elizabeth A. Warren - 2 - August 20, 1993 Application #93-33P 7 . Groundwater information should be provided, especially in the areas of the proposed homes . ( It appears that they are proposing full basements as they are indicating foundation drains for each house. ) 8 . The "limit of regulated area line (40' from wetlands or 80" from watercourse, whichever is greater) " is shown on the plans . Approximately 60 - 70% of the 6 .63 acres is included in the regulated area. 9 . A detail should be provided for the long driveway. It may be necessary to use additional subbase material and/or geotextile material. 10 . The sample letter to current abutters is dated July 15, 1993 . The application was submitted on August 9, 1993. The IWA/CC regulations, Section 7 . 3b states, "the applicant shall also notify abutting property owners in writing by certified mail within seven (7 ) calendar days of the time an application is submitted that an application is pending . . . " . Verification of the date letters were mailed should be submitted. 11 . These comments should be addressed prior to any consideration of approval by the Agency. c JEM/pmm SEP-10-93 FRI 09 :4E DESIGN PROFESSIONALS INC 203 291 E757 P. 01 %i n 'fe sionals, inc, civil of iyhieers • plannere surveyors Un Date: F"roject M. 93-674 PLEASE; MELTVEIR 71M, r.O T.Errr 'AGE(s) '.1,0 Name.-s0140 AC.CAM11` - 'felecopy No. erne: ( FwA CPT zk LJA - W66&305 e&)-r OR k From: , . /ppu*ign Prof essio lr,',• .Inc. 7%Aalmnberof Pages ' -- - Unclog this cover page) . Street DPI Proj. No. 93-676 Pursuant to your recent communication, my client, JMJ Construction Company, hereby requests a three-year extension to the above-referenced permit. A check covering the thirty five dollar application fee is enclosed. We incorporate by reference the documentation and record of the original application. All activities associated with this permit have been completed with the exception of construction of the driveway, grading, utilities and work associated with construction of a residence on lot 2. The reason for the permit extension is because the applicant has deferred construction of a house on lot 2. There are no changes in the facts or circumstances involved with or affecting wetlands or watercourses on the subject property. In my opinion, other work associated with this subdivision, including the construction of a home on lot no. 1, was substantially installed and maintained in accordance with the approved conservation plan.
