General Comments
1 . House location for Lot #1 4hould be shown within the 90 X
90 buildable square area.
2! Sight triangle must be shown at driveway entrances (per new
subdivision regulations ) .
3 . Planning Department artment recommends that a shared drivewaybe

regulations) and to decrease impact on wetlands
disturbance.
POLICE DEPARTMENT
Concern with crest of the roadway on Clark Street at Stanley
Drive - it will have significant impact on site lines depending
on driveway locations .
WPCA
Additional land from lot #2 should be deeded to the Town for
existing site conditions (force main and driveway) and for
possible future expansion/improvement of pump station. Also, if
possible, the sanitary sewer lateral for lot #1 should have a
slope of 2% .

Dear Marcia:
Re: JMJ 2 Lot Subdivision SEP 10 fgg3
East Side of Clark Street ,s' h VM"11xd
South Windsor,Connecticut _
Project No. 93-676 ! + !
Please find enclosed for your review revised plans for this application based
on Town staff cam ents. Any cents not addressed on the plans have been addressed
below and pertain to your letter dated August 18,1993.
Planning Department:
General ccm ent No. 3 - A shared driveway, in our opinion, is not desirable
in this case. idle suggested alternative would require one ccemn driveway through
Lot No. 2 creating an undesirable inpact on the house location and rear yard
privacy. our proposed driveway layouts have minimal inpact on wetlands as confirmed
by a certified soil scientist, with only .02 acre of disturbance, and provide
vehicle turnaround areas.
Police Department:
Sightlines have been measured in the field and are adequate for both proposed
driveways. A profile of the sightline direction in question is enclosed and de on-
strates an adequate sight distance of 423 feet for Lot No. 2. Lot No. 1 sightline
is far better and has not been questioned.
W`PCA:
The entrance driveway, fencing, and force main for the Clark Street pump station,
as constructed by the Tbwn without proper easements nor permission, encroaches on
the proposed Lot No. 2. This fact has been brought to our client's attention, and
he is prepared to discuss an easement arrangement with the Tom Manager. Lot No. 2
contains the required zoning frontage as depicted, which precludes fee simile
conveyance of the encroachment area to the Tbwn. Of course this Town encroach-rent
issue should not delay action on the pending applications, and our client is
anxious to move forward in a timely manner.
Engineering Ccnments:
Plot Plan:
No. 3 - As was discussed with you previously, it was determined that the
boundary of the entire parcel need not be shown.
No. 4 - Property lines and names of all abutting property owners are shown
441C Governors Highway, South Windsor, CT 06074 • (203) 291-8755 0 FAX: (203) 291-8757
c
n
on the plans. Properties across public streets are not abutting properties.
Topographic Plan:
No. 3 - The foundation drain for lot No. 1 as depicted on the plans
is at 0.54%. Also, as stated in the general notes, house locations and sizes
are schematic and subject to final approval at the time of plot plan submission.
No. 5 - The driveway for Lot No. 1 is a private driveway and not a
coitmn driveway, therefore, the width as shown should be adequate. However,
considering the length of the driveway, a vehicle pulloff area has been added.
No. 6 - Contours have been shown in enough detail to properly assess
the general topography of the surrounding area.
No. 8 & No. 9 - The proposed driveway culvert as shown is privately
caned and does not have to meet mu' u'm n requirements for road drainage based
on the Town of South Windsor's Public Improvement Specifications. It should
be noted that the 12 inch RCP can easily handle flaws even greater than a
100 year storm event as the drainage area is small. This culvert is designed
,vainly to allow free drainage of a small wet area and to allow passage of
motor vehicles. As such, flared ends are not necessary considering the low
flows.
No. 10 - The rip rap pad has been dimensioned and is shown on the
sedimentation and erosion control plan.
Please don't hesitate to call if you should need clarification on the
above.
Sincerely,
DESIGN PROFFSSIONAIS,INC.

MEMORANDUM
TO: Marcia A. Banach, Director of Planning

RE: JMJ Subdivision - #93-33P
DATE: September 16, 1993
We have reviewed the revised plans dated 9-9-93 for the two lot JMJ
Subdivision and have the following comments:
Topographic Plan
1. The buffer lines should be shown on the Legend.
2 . Details of Sanitary and Storm trenches are difficult to read.
They should be enlarged or cleared up in some manner.
3 . The proposed riprap pad should be shown.
4 . It is recommended that flared ends be placed on the 12" RCP under
the driveway. This will eliminate scouring of the banks and will
allow a proper "dressing up" of the pipe ends.
. The applicant has indicated that a shared driveway would not be
desirable. However, we feel that it is appropriate as it would
eliminate Grossing of a watercourse and would place only one curb
cut on a very busy road.
JCl/jsv
JMJ 2-LOT SUBDIVISION
1 . Application for a 2 lot subdivision of 6 . 63 acres located
on the easterly side of Clark Street, north of Smith
Street, RR zone.
2 . Minimum lot size is 40,000 sq ft; both lots are in excess
of 3 acres . The plans indicate the 90X 90 buildable square
for the two lots; however the proposed house on lot #1 must
be shown within this square. It appears that all other
zoning requirements have been met.
3 . Water and sewer will service the site. Fred Shaw, Sup't of
WPC has requested that additional land from Lot #2 be
deeded to the Town for the existing site condition
(consisting of the force main and driveway) and for
possible expansion/improvement of the pump station. Also,
if possible, the sanitary sewer lateral for Lot #1 should
have a slope 2% .
4 . There are a significant amount of regulated wetlands on the
site. The Inland Wetlands/Conservation Commission approved
this application on 9/20/93 with the following approval
conditions: $5,000 bond; conservation easement covering
the existing pingo in the middle of the two lots;
groundwater information shall be provided to Town staff
prior to construction; geo textile material shall be used
in the construction of the driveway on lot #1 in the area
of the wetlands limits associated with the drainage swale.
It shall be used for the remainder of the driveway as
deemed necessary by Town Staff . A note shall . be placed on
the deeds reflecting other regulated wetlands on the site.
5 . The applicant has shown both driveways as individual
driveways onto Clark Street with turnaround driveways . e
Planning De ment recommi! , hat a shared drivew e
utilize cause Clark eet is a busy or street.
Pin Estates su vision just up a street was required
have shared iveways for the ame reason.
If this application is approved, there are no other planning
department modifications requested.
