Elizabeth A. Warren, Chairman, IWA/CC • ei FROM: John E. McCahill, Zoning/Wetlands Enforcement ff * Y L Re: Application #93-19P, The Homestead DOCUMENTS REVIEWED: Application form and subdivision plans for The Homestead (dated 5/21/93 ) COMMENTS: 1 . The property shown as lot 1, in the northeasterly corner of the entire piece, is under separate ownership. As stated in item C of the application form, "if the applicant is not the owner of the subject property, a letter by the property owner(s ) authorizing the proposed regulated activity set forth in the application must accompany this form and will be part of the application' 2 . The application form, item G, indicates that abutting property owners have been notified by certified mail that an application is pending before the Agency. A sample copy of the letter should be submitted. Section 7 . 3b of the Regulations states that this must be done "within seven (7 ) calendar days of the time an application is submitted. . " . 3 . The existing and proposed tree line should be shown and symbols should be included in the legend. It appears that the proposed development will take place within the existing tree line; some clearing will take place for the proposed road. A note should be added to the plans stating the limits of clearing shall be flagged in the field and approve by the Town prior to cutting trees . 4 . The plans are indicating a "flagged wetlands line" . The Soil Scientist responsible for establishing the limits of the wetlands should verify the flagged wetlands line as shown and should submit a written report for this site. The legend should include a symbol which clearly distinguishes the wetland limits and this symbol should be used throughout the plans . (The symbol used for wetlands is the same symbol used for hay bales and silt fences . ) 5 . The plans are showing intermittent watercourses utilizing the standard mapping symbol. This symbol should be included in the legend. It appears that there is an intermittent watercourse along the roadway in front of the proposed lot 1 . The 80 ' Elizabeth A. Warren Page Two June 1 , 1993 Application #93-19P setback should be shown representing the regulated area. There also appears to be an intermittent watercourse along the rear of the proposed lot 5 . The 80 ' setback should be shown representing the regulated area. 6 . The plans appear to be showing 90' x 90 ' buildable squares (per section 10 . 1a of the Zoning Regulations ) , although they are not identified as such. The 90' x 90 ' areas shown for lot 1 and lot 2 are not free of the regulated areas associated with the intermittent watercourses . 7 . The application form, item J, indicates that the acreage of wetlands and watercourses to be altered is 0 . 30 acres . Item K of the application form indicates that 0 . 10 acre of wetlands or watercourses will be created. It is not clear what is being considered as "created" wetlands or watercourses . 8 . The plans should identify the scale. This has been left blank throughout the plans . 9 . The plans indicate a 114 ' wide grass swale" . This would appear to be the bottom width. A detail should be provided and the plans should be more specific with regard to the width. 10 . The plans should clearly depict a construction entrance is to be installed at the proposed Sele Drive, as well as the entrance/exit to the proposed lot 1 . A detail should be provided on the plans . Construction entrances should also be shown for each of the lots . 11 . Details should be provided showing the proper installation of siltation control fences and hay bales . 12 . On sheet 7 of 11 the sedimentation and erosion control measures briefly discuss the need to divert the water in the brook to install the culvert. More detail should be provided to indicate how the water will be diverted for the proposed work. 13 . On sheet 7 of 11 the sedimentation and erosion control measures note #5 states, "Commence excavation of the detention basin. All excess material is to be removed from the site to a pre-approved location" . The general note #12 states, "excavated detention basin material will be used for the construction of the basin berm. Additional material if required will be obtained from on- site excavation" . This should be clarified. Elizabeth A. Warren Page Three June 1, 1993 Application #93-19P 14 . There is no access to the lots (excluding lot 1 ) without the installation of the roadway. On sheet 7 of 11 the sequence of construction indicates building construction can start with installation of sedimentation control measures & detention basin. This is not the best approach to ensure a stable site. The notes under the sedimentation and erosion control measures indicate house construction may begin with installation of underground utilities . This would be more appropriate. 15 . Sheets 6 , 7 and 8 of 11 should identify the length and size of the pipe at the outlet of the proposed detention basin. 16 . They are proposing to install 17F x 24, modified rip-rap at the outlet of the basin. This should be evaluated to ensure that it provides adequate protection based on the expected discharges . A detail should be provided which includes gravel bedding and filter fabric under the rip-rap. 17 . These comments should be addressed prior to consideration of approval by the Agency. JEM/pmm f i Memo to JCI From DTE 6-04-93 Re: The Homestead Subdivision --- 93-19 This past Tuesday, in the meeting with Mike, I expressed some concern about the system currently being employed with respect to how a subdivision makes it through the process . The proposed Homestead Subdivision is a typical example. The proposal is to divide a 22 . 1 acre parcel into 9 lots . The parcel has approximately 1,700 lf. frontage on existing Town streets and they are proposing to build a 600 lf. cul de sac. Supposedly a super simple routine. The Regulations, under Chapter 3, Procedures, Pre-Application Conference with Town Staff, offers the applicant the option of a pre-submittal review. If this were done, it could have and should have been very straight forward. Attached are five pages of my preliminary review comments and three pages from John McCahill. Nothing from you, Fred or Mel. Most of my comments relate to lack of or incomplete information expected to be on the plans . Some of the observations or recom- mendations will have a financial impact on the construction of the site. Based on past experience, if it isn't specifically on the plans at the time of approval, it difficult if not imposs- ible to get it done later. I believe that it is the Staff s responsibility to have the applicant submit for approval, by the PZC, the most complete and accurate set of drawings . Any of the deletions, modifications or minor changes should be limited to a very minor number of items, not eight pages . This application is scheduled by PZC for a Public Hearing on 7-13-93 . Considering that the applicant has been building in Town for years, under the same regulations and standards, it appears that they would prefer to ignore, negotiate after the approval or plead for a waiver or acceptance of a substandard product. Without the Drainage Calculations and input from others, it would appear that the application is incomplete and premature to be even heard. It would be my recommendation, similar to John's, 'These comments should be addressed, the plans modified and resubmitted prior to consideration of approval by the' Planning and Zoning Commission. Memo to JCI From DTE 6-04-93 Re: The Homestead Subdivision --- 93-19P Plan Review, Date Submitted 5-27-93 Sheet 1 : Key Map This plan should include the `Grandview Subdivision' and its owners . They are within the 500, area. H. 1 .A. 3 Sheet 2: Boundary Map How was the new street line of Buckland Road and Deming Street established? Was it 25, from the apparent centerline or from the surveys referenced? If so, then the ties and relationship should be shown. Were there any bounds found on the abutting properties from which this boundary was established? Are there any encroach- ments? On sheet 5, there appears to be one. What horizontal datum was used, MDC or CGS? List coordinates and show monumentation. They are establishing the Street Line of both streets . Subd. Regs . C.3. 6 . (a) The Proposed Lot 1, N/F RSK-KELLCO, is excluded from the Boundary Survey. The Boundary Survey indicates a 22 . 1 acre parcel, which on subsequent sheets are 8 Lots. On these later sheets, the 9 lots cover 22 . 1 acres . Which plan is correct? This plan does not appear to be consistent with the minimum A-2 standard requirments . Sheet 3 : Plot Plan The drawings for the subdivision covers two sheets, show the matching marks and the Sheet reference. Horizontal Datum. Show the coordinates for the Buckland and Deming bounds . Show that the Right of Way will be 50F minimum. Note # 9 . The roof drains will NOT be discharged on the lawn with out protection. Note # 12 . The soils taken fromn the detention basin will not be used in the creation of the detention basin .berm without a suitable soils evaluation and design approval. Why the angle points in the proposed street line? Normally it is tangents and appropriate curves . Not angle points . What scale is the drawing? The Homestead Subdivision -- 93i-19P Page 2 . The plans were revised to 5-26-93 to a check list. Was it the Town's? By whom? Can we have a copy? Sheet 4 . Plot Plan What scale? The Street Line of Deming and Buckland will be monumented & deeded to the Town. Show monuments . Subd. Regs . C. 3 .a. (6 ) On this sheet, Lot 1 is a part of the subdivision. Later comments on sheet 6, it would seem more advantageous for this lot to have frontage on Sele Drive, with the driveway on Sele Drive. With the traffic now and expected and the indicated driveway location, it would seem to be to the best interest to the homeowner or the Town to have acess from Sele Drive. Sheet 5: Topographic Plan What is the vertical datum being used? What is the source of the topo? To what accuracy? 'Topographic Map shall be at the same scale as the plot plan containing all the data included on the plot plan, plus the following. ' Subd. Regs . II . 0 . ALL of the interior lot lines shall have bearings and distances as shown on the plot plan. Encroachment of the building, Gagliardo,247 Deming Street? Show the existing street improvements along Deming, i.e.. water, storm sewer, driveways, etc. , specifically the 24" storm sewer. Extend the topo the 200' beyond the boundary. Subd. Regs . H.II . 2 . Show the proposed improvement per the Buckland Road Reconstruct- ion Drawings . The plan submitted is dated 5-26-93 . This inform- ation is available and the drawings submitted should be current. Show their subdivision improvements along the 800 lf . of frontage of Deming Street.. The widening, the drainage, the pole relocation, etc. At four random locations, the existing pave- ment of Deming is 18' 18' 20' & 21' . It should complement the Buckland Road Reconstruction Project. Continue the Drainage Easement across Lot 9, from the detention basin to the inlet at Deming. It is carrying street drainage. I did not look for the Drainage Area Plan or the Drainage Calculations . The drainage area is from Buckland to Deming to Ridge Road and southerly, could be, approximately, a forty acre water shed. The design of the piping for the subdivision has not M The Homestead Subdivision --- 93-19P Page 3 . been verified. What is the disposition of the existing buildings on Lot 9 . H. I .B. 6 . requires that it be shown. Where will the new house be? Where will the water & sanitary hook up for Lot 9 be in Deming Street? These laterals should be extended, by the Subdivider, at least to the Deming Street line, prior to the paving of Deming by Spazz . This is not a Town expense. To do it after the street is paved would be inconsiderate. This is a standard requirement. What is the source of the topo? What datum. Subd. Regs . H. I .B. 2. What is the source of the Wetlands delineation? Where is the certification by a Soils Scientist? What is the source of the soils delineation? Note # 12, to assume that the excavated material from the detention basin is suitable for the detention basin berm is not an acceptable assumption. A detail and specifications of the berm , construction and the soil makeup of the berm will be required. The existing drainage problem created by Mr. Sele or others, along the southerly boundary should be corrected, at this time. Sheet 6 : Topographic Plan Match Sheet, Scale, Applicable notes from Sheet 5 . Continue the 40' & 80' Wetlands and Watercourse buffer lines, through the boundary. At the proposed culvert under Sele Drive, show inlet and outlet stream bed protection. What is the 90' X ,90' box at 1+50 on Sele Drive? Address the existing 24" storm drain at the intersection of Sele Drive with Deming Street. Per TA, they own to the pavt. There is no reference to it on the plans . Show the existing drainage system for the site. Subd. Regs . H. II .5 & 6 As with 'Sheet 5, show the proposed improvements along Deming St. Show the sight line triangle at the proposed driveway entrance to Lot 1 . Subd. Regs. H. III. 11 . The Homestead Subdivision --- 93-19P Page 4 . For Lot 1, for the benefit of the proposed home owner, it would seem that having frontage on Sele Drive would simplify the drive- way and sewer access. With the traffic on Deming, access to Sele would be preferable All of the houses below Sele will have hung plumbing. Show the tenative elevations of the Sanitary Laterals at street line. Show the pedestrian ramp at Deming. Sheet 7 : Conservation Plan Scale? Don't stock pile below the houses on the westerly side of Sele Drive. It only makes for more disturbed area to be protected and restored. Regs . encourage a minimum of disturbed areas. It appears that approximately 3/4's of Lot 9 is a wetlands and subject to drainage rights . It would seem appropriate for a conservation easement across this parcel would help to preserve it's pristine present condition. Sheet 8: Conservation Plan Scale? Source of the Soils delineation? Sheet 9, Plan & Profile: Show the pedestrian ramp, at Deming Street. Show the intersecting profile of Deming Street with Sele Drive. It appears to be approximately 10%. This would appear to create an 8' difference in grade from the ends of the flares of Sele Drive. The grading of this intersection, together with the drainage isnrt something that should be worked out in the field. It should be included in their submittal. Considering the amount of ground water that comes out from the ridge from Deming to the Manchester Mall, it would seem appropriate to install both the storm drain and an underdrain on the easterly side of Sele Drive from, approximately 2+0 to 6+50 . The deepest cuts for the road cross-section will be along the The Homestead Subdivision --- 93-19P Page 5 . easterly side of the road and the potential to intercept the ground water would be greater. Clean up the scale. The storm sewer at 4+0 will not have 2' of cover over the bells, in the gutter line. Town Specs . 2 . 3 . O .h. Show the foundation drain connections, with elevations . Show the gravel road to the detention basin. Due to time constraints, I did not review the Standard Sheets. NEW SHEET, Deming Street & Buckland Road Plan and Profile Will need a new sheet to show the widening, drainage pipes and structures, monumentation, etc. for the entire frontage of the subdivision, including the frontage along the Gagliardo parcel. Show a single drive for Lot 9 onto Buckland Road. General Observation ----- I would prefer the detention basin to be adjacent to Sele Drive on Lot 8 . It would require less piping, would affect one lot not two and its functioning could be observed from the pavement. Due toa sheet by sheet review, there will be some duplication of observations . This collection of comments represents only a cursory review of their submittal . It is not intended to be the final review. r •• T. VIA 4 . 0607 1540 SULLIVAN AVENUE SOUTH WINDSOR. JCI:bmr • Memo to JCI From DTE 7-09-93 Re: The Homestead Subdivision 93-19P Plan Review Request from Planning on 6-30-93 On 6-04-93, I prepared a preliminary review of the plams dated 5-21-93 for The Homestead Subdivision. Attached is a copy,. with comments . It would appear that the applicant met with the Planning Staff, apparently with my review comments, and the 6-30-93 plans have been modified to include only a selective few of my observations and/or recommendations. The `Town' has generated a number of standards, used the applicable conventional standards and check lists for the Developers and Consulting Engineers, for their use in the preparation of plans for presentation to the Town Boards . It is supposed to give each of them, a consistent approach by which each proposal will be reviewed, where one will not be asked to do more than another. I believe that it is important that the Engineering reviews and the recommendations should also be as consistent, based on those standards. It is an effort to eliminate interpretations. It is my opinion that these plans are incomplete, inconsistent with the Standards and not ready for review by any Board, at this time. Sheet 1 . KEY MAP This plan indicates this is a 9 Lot Subdivision on a 22. 1 acre parcel of land. This is consistent on every sheet but Sheet 2 From the TSW Required Information Subdivision Check List, Dated 5-26-93, by Torres, #l .b. the address of the Surveyor is NOT on the plans. This sheet has been revised. The current plans under review, do not have a revision date. Sheet 2. BOUNDARY MAP This sheet has been modified and does not have a revision date. It is important that, if and when there is an approval that the Boundary Survey be filed with the Subdivision Plans . It appears that the 22 . 1 acre Subdivision includes the `Existing Lot 11 . Those dimensions and bearings should be shown. The Homestead Subdivision 7-09-93 Page 2. Sheet 3 . PLOT PLAN From the Subdivision Regulations H. I.B.1 & the checklist, 3.h. , - Monuments --- etc. 'THESE COORDINATES SHALL APPEAR IN TABULAR FORM ON THE PLOT PLAN' . This was checked as done, by the consultant. They are not on this sheet, for this sheet. Sheet 4 . PLOT PLAN In the 6-04-93 review, for sheet 3, I indicated that they should show the matching sheet numbers . I presumed that they would continue this practice throughout the submittal. This requirement comes from the State of Connecticut CALS Standards, that they have been referencing. i.e. `WHENEVER MORE THAN ONE SHEET IS USED, EACH SHEET MUST SHOW ---, ,AND CONTAIN CLEARLY LABELED MATCH- LINES. ' This would apply to Sheets 4, 5, 6, 7 & 8. There is a N 24-50-14 E bearing and a 17 . 00, distance on this sheet and on sheets 6 & 8 that seems out of place. This sheet should also have the coordinates shown in a tabular form, Subd. Regs . H. I .B.I . p The checklist, as submitted by the consultant, Item 3.k. , indicates that the traffic controls are not applicable. I presume that the applicant can submit verification, for our files . On Sheet 6, they show two undimensioned `Drainage Easements to be Deeded to the Town of South Windsor' . Per the Subdivision Regulations H. I.B.5. Easements, noting grantors, grantees and purposes are to be put on the Plot Plans. This has not been done. This information should be put on Sheets 6 & 8, also. It is my feeling that there should be a dedicated drainage easement along existing watercourse from the end of the 24" pipe, a on Lot 8, across Other Lands of RSK-KELLCO to where it discharges into the 36" pipe being installed with the Buckland Road Reconstruction Project. This sheet neglects to -show the proximity of the Grandview Terrace to the site. It is required on the later sheets. c v !vfi G s > `" 9 3 cov,3'3, Sheet 5. TOPOGRAPHIC PLAN Off'r,,,vir► .- ,,a,,,G,, Section H. II . 2. of the Subdivision Regulations requires the existing and proposed contours to extend at least 200' beyond subject property. This would show the proxinity of the Grandview Terrace site. This has not been done by the applicant. y The Homestead Subdivision 93-19P 7-09-93 Page 3 . There appears to be some reluctance in supplying the basic information on the plans of the existing Deming Street & Buck- land Road pavement and utilities, adjacent to the site. Subd. Checklist, 4 .a. All existing and proposed buildings, are to be shown. Somehow a 100' long tobacco barn on the RSK-KELLCO property isn't shown. This is checked as done. Subd, checklist 4 .b. , asks that the curb lines and pavement widths be shown. I would presume that this would include the existing and proposed. This is checked as done. Subd. checklist 4 .c. , Existing and proposed sanitary and storm sewers are to be shown. The plans are void of the existing or proposed storm sewer details along the Deming Street and Buckland Road frontage. This is checked as done. Subd. checklist 4 .d. , Existing and proposed gas and water mains are to be shown. Based on a field inspection, it appears that the water main isn't as shown. The plans should identify the hydrant location. It appears that it is in Sele Drive. The cost of the relocation will not be a TSW expense. This is checked as done. On 10-23-91, the Town Attorney established the Street Line owner- ship criteria in which, without an established and dedicated Street Line, the abutter owns to the edge of the pavement. With that in mind, Items from the check list, 4 .a. , 4 .b. , 4 .c. , and 4 .d. , on Buckland Road and Deming Street, as it affects this parcel should be shown. Subd. Regs, Section H.II.4. requires that the existing system of drainage of the subject site be shown. This would show the contributing water from further up Deming and from the Grandview Terrace system. These comments would be applicable on Sheet 6, also. From the Buckland Road Reconstruction Project, Sheet 55 of 140, at Station 23 + 30, the plans propose a 29' wide pavement to match the existing pavement. The area is marked and from curb to curb, the existing pavement is approximately 18' wide. In Section E, of the Subdivision Regulations, it goes into 'Off-Tract Improvements' which addresses the safe and adequate access to the site and the remedies available. Per the Subd. Checklist 4.b. , the pavements widths are to be shown. I am presuming that the minimum width for Deming Street is intended to be at least 261 . The regulations provide for this condition. This is not an unique situation in Town, other developers have improved their frontages along existing streets. The plans do not show the existing substandard conditions. The Commision has no way of knowing this. In the earlier review, I expressed a concern that the sanitary and water connection for the 9 .94 acre parcel or Lot be shown and that the installation be made prior to the paving of Deming Street by the Buckland Road Reconstruction Project. It is in the The Homestead Subdivision 93-19P 7-09-93 Page 4 . Town's best interests to have it done, at this time. Show the matching sheet lines and label appropriately. Sheet 6 TOPOGRAPHIC PLAN Show the matching sheet lines and label appropriately. Extend the Drainage Easement to Deming Street, including all dimensions and bearings. A number of the notes from Sheet 5, where applicable on this sheet, should be done. At the intersection of Sele Drive with Deming Street, it appears that the profile of Deming uphill is approximately 5% and down- hill is approximately 10%, based on this sheet. It is important, both for the placement of the drainage structures and the grading of the intersection that a more detailed plan be included on the drawings . There shouldn't be any storm water sheet flow across or through the intersection. From an onsite inspection, it appears that there could be some conflict with the water main and hydrant. This should be shown, in more detail. Subdiv. Regs . H. II . 4 . & Checklist 4 .c. & 6 .f. Sight line triangle for Lot 1 is to be shown. Subd. Regs . H. III. 11 Sheet 7 . CONSERVATION PLAN Show clearly labeled match lines E & S Control Measures, Note # 2, refers to installing a temporary entrance tracking mat at the northeasterly corner of Lot 1 -for the construction of the 24" cross culvert under Sele Drive. This is over 200 feet to the upstream end of the culvert. Noote # 31 is installing the main entrance tracking mat. Note # 4, or the installation of the cross culvert. The culvert is less than 100' from the main entrance pad. Note # 61 indicates that the land disturbance shall be kept to the minimum. This is in conflict with and inconsistent with Note # 2. Show the Drainage Easement, noting Grantors, Grantees and purpose. The Homestead Subdivision 93-19P 7-09-93 Page 5 . Sheet 8 CONSERVATION PLAN Show clearly labeled match lines . Show the dimensions and bearings of the Drainage Easements . Subd. Regs . H. I .5. & Checklist 3.e. Sheet 9 PLAN AND PROFILE I would question the placement of the pedestrian ramp. I 'prefer that they exit on Sele Drive. In the TSW Public Improvement Specifications, Revised to 5-92, Sheet 15, the Minimum Tangent between Compound and Reverse Curves for a Local Residential Road is 100' . This plan is not in 14? compliance with that standard. vS In the Subdivision Checklist, Item # 7, Traffic Report, the Consultant indicates that it is NA. It would seem that this should come from the TSW Traffic Authority, not from the applicant. With the exception of the Sanitary connection of the 9+ acre parcel and the Drainage Easement across this same parcel I believe that all of the items requested to be shown on. the plans are from the Regulations and Standards and would be consistent with recent Subdivision approvals . Most of the concerns expressed relate to the improvements along Deming Street. They propose none. To be consistent with other recent subdivisions in Town, the entire frontage will be improved. As far as I know, there has been no contact by the Applicant or the Consultant with the Engineering Department since the 6-04-93 preliminary review to resolve or discuss these comments. When these were generated, we all knew that it was scheduled for a Public Hearing on 7-13-93. As indicated on this review, `THESE COMMENTS SHOULD BE ADDRESSED, THE PLANS MODIFIED AND RESUBMITTED PRIOR TO CONSIDERATION OF APPROVAL BY THE PLANNING AND ZONING COMMISSION. The submittal 'is still lacking too much. The submittal is incomplete and should not be heard. Still nothing from Fred or Mel. J ~ t A Memo to JCI From DTE 6-04-93 Re: The Homestead Subdivision --- 93-19 This past Tuesday, in the meeting with Mike, I expressed some concern about the system currently being employed with respect to how a subdivision makes it through the process. Nothing from you, Fred or Mel. Most of my comments relate to lack of or incomplete information expected to be on the plans. Some of the observations or recom- mendations will have a financial impact on the construction of the site. Based on past experience, if it isn't specifically on the plans at the time of approval, it difficult if not imposs- ible to get it done later. I believe that it is the Staff's responsibility to have the applicant submit for approval, by the PZC, the most complete and accurate set of drawings. Any of the deletions, modifications or minor changes should be limited to a very minor number of items, not eight pages. This application is scheduled by PZC for a Public Hearing on 7-13-93. It would be my recommendation, similar to John's, %These comments should be addressed, the plans modified and resubmitted prior to consideration of approval by the, Planning and Zoning Commission. Mr. Jerry C. lazzetta Town Engineer Towns-of South Windsor 1540 Sullivan Avenue South Windsor, Ct 06074 Re: Grandview Terrace File No. 90016 Dear Mr. Iazzetta: This letter is submitted to you in answer to your questions regarding adequate intersection sight distance at the proposed intersection of Grandview Terrace and Deming Street. As you know, our plans show that sight distance to the east is more than acceptable. The distance to the west has been field measured at 290 feet. We feel that the 294 feet available is adequate intersection sight distance for the following reasons: 1. The posted speed limit is 25 MPH and a reasonable design speed is 30 to 35 MPH. Using 35 MPH the minimum intersection sight distance required by the State of Conn. D.O.T. is 285 feet. 2. The intersection itself is at a slope of 5.5 The approaching roadway ( Deming Street) has even steeper slopes than the 5.5 slope at the intersection. This means that a vehicle travelling easterly on Deming Street sill not need the desired stopping distance because the steepness of the road will slow the vehicle down as it approaches the intersection. Calculations submitted earlier show that the r®quired stopping distance for a vehicle travelling at 35 MH at a slope of 5.5 % is equal to 232 feet. 3 . The proposed 7 lot subdivision will be a low traffic generator and Will not present the sight distance problem very often since most of the traffic leaving the subdivision will turn right or to the west onto Deming Street headed toward the center of Town, the Mall or Hartford. Any future development, such as the construction of a new church which may use Grandview Terrace to exit onto Deming Street, will require that the new developer obtain Planning' and Zoning approval and may subsequently need to improve Deming Street at that future time. We feel this answers your concerns and will be happy to discuss any further questions you may have at your convenience, very truly yours, c RECEI 9 JUL VED Ozzie Torres, P.E. , President, Tow 3 199, 1Z Torres Engineering, Inc. n of S la Inndsor r Englneer- cc: Richard Kelley Dept 101 FENN ROAD,NEWINGTON* CT 06111-2249 (203)666-53 JUL 23 191 10:53 203 667 2283 PAGE.002 t' • PROJECT MANN TOWN or SOUTH WINDSOR CHI IST RIQUIRED IWORMATION SUBDIVISION is RBSUBDIVISIONS This checklist must be sig ed by plan preparer (P.E./L.S.) declaring j that a_ required information is provided.
