When the location for a dental office in South Windsor
was originally sought, the property of 678 Pleasant Valley
Road seemed ideal for a neighborhood professional practice.
Despite an Arco station on one border and a 7-Eleven con-
venience store on another, I was surprised to discover the
property was toned A-20 and required a variance for a home/
office combination (which was filed and approved in the
Summer of 1977),
With the expansion of my family from two to four mem-
bers in the ensuing five years, it because necessary to find
larger living quarters elsewhere, which necessitated a
zone change from A--20 to RC so that my dental practice
could stay at its present location (which was filed and ap-
proved in the Winter of 1982).
Upon discovering that you could not rent an apartment
in an RC zone, I am submitting., once again, for a variance
so that I can rent a legally existing apartment that is in
very good condition and served us so well the last five
years.
Originally when the property was renovated into a home/
office combination, it was necessary to add a kitchen to the
second floor and equip it with the necessary major appliances,
sink, counters and cabinets tail at considerable expense).
Access to the second floor was secured by a separate out-
side entrance (stairway and deck) and both floors are separ-
ate entities in themselves (no inside connections). The
highest and best use for the property would be to continue
using the apartment for residential. purposes.
For security sake, I would prefer to have the building
occupied in the evenings and on weekends when the office is
not open. Also in consideration of the adjoining residential
neighborhood, I would prefer not to rent the property com-
mercially. In considerathn of myself and patients, I would
prefer not to have any activity on the second floor during
business hours..
Lastly, I would find it a particular hardship in man-
aging the necessary capital to renovate the second floor to
accomodate commercial tenants. I am also of a need for
rental apartments in South Windsor.
