Warren Page Two May 20, 1993 Application #93-14P The map referenced to, "wetland map of Town Shopping Center, Ellington Road, South Windsor, Ct. should be deleted from the plans if the limits are based on current flagging. 7 . The wetland areas shown include the standard symbol for a marsh. I walked the property on May 14, 1993 and all three of the wetland areas had a shallow amount of standing water in them. A marsh is included in the definition of a watercourse in the Regulations and therefore an 80' setback should be shown as the regulated area. 8 . There is an "ex. temp. drainage swale" shown on the plans . It is unclear as to why it is labeled as such. The plans show it being filled and replaced with a 15" subsurface stormwater system. 9 . Groundwater information should be provided for this site. It would appear, based on the presence of standing water in the marshy areas, that groundwater is very close to the surface. 10 . The southerly cluster of buildings will result in units which are less than ten feet away from the marshy area in the southwesterly portion of the site. As indicated in a previous comment, there is standing water in this area. 11 . Drainage calculations should be provided with this - application. They are proposing to enlarge the capacity of the existing detention basin. 12 . A note should be added to the plans indicating that the parking lot shall be swept as often as necessary to help control the tracking of material beyond the site. 13 . The construction schedule, as provided on sheet 7 , does not specifically address the work to be done to enlarge the detention basin. This should be done and stabilized as early as possible in the schedule. It should precede the rough grading of the project site. 14 . On the application form, item J indicates they will alter 0 .40 acre of wetlands and watercourses. There does not appear to be any attempt to mitigate or compensate for this impact. 15 . The proposed location for the temporary loam stockpile area appears to interfere with existing trees which are to remain; particularly the northerly end of the proposed stockpile. The stockpile should be relocated. Elizabeth A. Warren Page Three May 20, 1993 Application #93-14P 16 . There are two existing dumpsters and four existing underground propane tanks that should be shown consistently throughout the plans . They appear on some sheets and not on others . Silt fence and grading is proposed in close proximity to the existing propane tanks . 17 . The plans indicate conventional catch basins with standard sumps . They should consider the need for utilizing a sediment structure and/or a hooded grease trap to help prevent unwanted materials from entering the detention basin. 18 . These comments should be addressed prior to any consideration of approval by the Agency. JEM/pmm SOIL SCIENCE AND ENVIRONMENTAL SERVICES, INC. Soil Science . Ecological Studies . Kellco 1744 Ellington Road South Windsor, CT 06074 Re: Elderly Housing Development, West of Town Shopping Center, Ellington Road, South Windsor, CT Dear Mr. Kelley: In accordance with your request I inspected the wetland boundaries previously established by Thomas W. Pietras, Soil Scientist on December 15, 1989. There has been no changes of wetland boundaries or soil types since Mr. Pietras' mapping of the wetlands, Therefore, the Soil Repo that was previously p e aced by Mr. Pietras remains valid for this present permit application. • A ditch was dug to convey water discharging from down spouts. The ditch commences in a disturbed (Made Land) upland soil, passes through a wetland depression (Sz) and discharges to the detention basin (MaW) . The ditch has not significantly altered the wetland system and has served as a source of clean storm water. Sincerely, SOI SC NCE AND ENVIRONMENTAL SER -CES, INC. i M Kenneth C. McCahill, Zoning Wetlands Enforcement Officer ----------------------------------------------------------------------------------------------------------------- Comment # Response 1. All abutters were notified by certified mail that an application is pending on May 12, 1993, and a copy of the letter was submitted to the Town on that same day. 2. The following description of work is added as an amendment to Item H on the application. The following work will be performed in a wetland and/or a wetland regulated area: A. Soil erosion and sediment control protection will be installed. B. Unsuitable material will be removed and stockpiled as necessary. C. Detention pond will be regraded and enlarged removing 1,390± cubic yards of material. D. Plantings will be installed in detention pond to stabilize banks. E. Suitable material will be placed for pavement and building slab subgrade. F. Sanitary sewer, storm sewer, water service, concrete walks and bituminous pavement will be constructed in a made wetland area. G. Three buildings will be constructed, portions of which are within the 40 foot regulated area. H. Final grades will be established, planting will be placed and final seeding will be performed. 3. Existing treelines have been updated per field survey and have been added to the appropriate plans. A note has been added to the plans stating that the limits of the clearing shall be flagged in the field and approved by the Town prior to cutting any trees. 4. A note has been added to the plans stating that stumps are to be chipped and removed from the site. 85489\A1\SJA0614A.wp Corres. RESPONSE TO COMMENTS JUKE 171, 1993 PAGE 2 5. Topography has been updated per field survey. 6. Kenneth Stevens of Soil Science and Environmental Services has certified the plans and a copy of his report is attached. Also, soil types and soils information have been added to the plans based on this report. The map reference has been deleted. 7. The symbol used to signify the wetland area was not chosen, nor did the plans ever state that this symbol meant these areas were a marsh. It was meant to help the viewer distinguish the areas that were wetlands. It has been removed from the plans because of the confusion it has caused. Furthermore, there are more requirements such as soil type and plant life which distinguish whether a wet area is a marsh or not. The soil scientist's report clearly shows no areas designated as a marsh, therefore an 80' setback is not necessary. 8. The drainage swale shown was installed to reduce the cost of construction in the original Town shopping center. The pipe which discharges into the southern end of the swale conveys roof leader water from the adjacent retail building to the detention pond. We now wish to replace the swale with a 15" subsurface pipe. 9. Groundwater was located by field survey and has been established as approximately elevation 83.7. 10. The standing water which is located in the wetland area approximately ten feet from the proposed southwesterly building is being entrapped in a low spot in the wetland. Since this proposed building is slab on grade, it should not pose any potential threat on the building. It would be possible to regrade this low spot out of the wetland to release the entrapped water, but is the opinion of this office that regrading will be more detrimental to the wetland. 11. Three sets of drainage calculations were provided with the application, as well as a TR-20 run for the proposed detention basin. Another copy is attached for the Wetlands Commission. 12. Note No. 2 on sheet 7 already states that the adjacent roadway shall be swept daily to remove any material that may be tracked onto pavement. 13. The construction schedule has been revised, see Sheet 7. 85489\A1\SJA0614A.wp Corres. RESPONSE TO COMNffiNTS JUKE 17, 1993 PAGE 3 14. To compensate for the wetlands which is being altered the detention and P g P is being deepened, and suitable plantings are being installed thereby creating a much more established wetland. Currently, the majority of the detention pond area is mostly dry with grass cover. These modifications will greatly enhance the character of the wetlands on the site. 15. The loam stockpile areawas shown as an approximate location and size. The clearing limit lines wil be established per Town requirements prior to construction and the exact location will be field adjusted to adhere to these limits. 16. The Town regulations do not say that all dumpsters and all underground utilities shall be shown on all plans. The plans were prepared to meet the requirements. The dum sters and underground tanks have been added to all plans for clarity. more adequate in handling the amount 17. Conventional sumps should be o than q g of sediment which will be generated from the small amount of pavement which is on this site. To further prevent unwanted materials from entering the detention basin, a trapped hood has been added to catch basin C. Warren, Chairman, IWA/CC FROM: John E. McCahill, Zoning/Wetlands Enforcement Officer C Re: Application #93-14R, Town Center SRD/RSK-Kellco, Inc. DOCUMENTS REVIEWED: Application form, Site Development Plans for Proposed Senior Residential Housing (dated May 10, 1993, rev. August 18, 1993) and previous application #93-14P COMMENTS: ,- 1 . This site was the subject of application #93-14P which was submitted on May 10, 1993 . At the June 21, 1993 meeting the approval motion for application #93-14P did not carry and the motion failed. The applicant was told he could reapply to the Commission with additional information and/or changes . 2 . The application form, item G, does not indicate that abutting property owners have been notified by certified mail that an application is pending before the Agency. The application was submitted on August 20, 1993 and copies of the letters (dated August 20, 1993) have been submitted. 3 . The wetland limits have been established by Soil Science and Environmental Services, Inc. A copy of the Soil Report (dated December 15, 1989 ) has been included on sheet 6 of 10 . 4 . The layout of the proposed buildings has been modified and moved in the northerly direction away from the two wetland areas in the southwesterly portion of the site. 5 . The application form, item J, indicates they will alter 0 .40 acre of wetlands . Mitigation of the wetlands impacts should be considered. This could possibly include enhancing the detention basin and/or improving the quality of the two southerly wetland areas . 6 . Additional information should be provided with regard to the "existing temp. drainage swale" , the two wetland areas in the southerly portion of the site; and the wetland areas (adjacent to the existing detention basin) that will be impacted. M Elizabeth A. Warren - 2 - August 31, 1993 Application #93-14R 7 . Drainage calculations should be submitted for this application. They are proposing to enlarge the capacity of the existing detention basin. 8 . Groundwater information is indicated on sheet 3 of 10 . Within the area of the existing basin it is shown as 83 . 7 . 9 . I have no additional suggested approval conditions at this time. JEM/pmm I Y HIGHLANDSOILS SEP 9 September 7, 1993 South Windsor INLAND WETLANDS AGENCYI Mr. John McCahill CONSERVATION COMMISSION Wetland Agent 1540 Sullivan Avenue South Windsor, CT 06074 RE: SENIOR RESIDENTIAL HOUSING ELLING` W ROAD, SOUTH WINDSOR Dear John: I have been asked by the applicant to present information with regard to the above-referenced project. As you are aware, the wetland boundaries on the site were field delineated by a representative of Soil Science and Environmental Services, Inc. A letter dated June 10, 1993 from Kenneth C. Stevens indicates that as a registered professional soil scientist, his review of the wetland boundaries is in agreement with the wetland boundaries as presented on the plans. Mr. Stevens also has inspected the "temporary drainage swale and has indicated it was dug in upland soil types. The purpose of this swale is to convey storm waters that collect in the rain gutter system for the adjacent building towards the wetlands. In my opinion this swale does not warrant classification as a water course. Your letter dated August 4, 1993 also indicates additional information should be provided on the two southerly wetland areas and mitigation of wetland impacts should be considered. The two southerly wetland areas contain soils of the Swanton Series. These soils developed from water-laid or wind blown deposits that overlay glaciolacustrine deposits of silt and clay and are classified as poorly drained. The entire southerly portion, including the P.O. Box 337, Storrs, Connecticut 06268 a (203) 742-5868 PAGE TWO MR. JOHN McCAHILL SEPTEMBER 7, 1993 wetlands are forested. The proposal plan will maintain the existing vegetation in the wetlands and in some of the nonwetland areas. Since the wetlands have established vegetative communities that include a developed canopy, shrub and herbacious layer, any enhancement of the wetland should occur in the buffer area. A minimal amount of vegetation is proposed to be removed from around the southerly buildings and enhancement within the buffer area may not be feasible. If enhancement is proposed, it should include plantings of berry producing shrubs to attract birds to the site. The existing detention basin is proposed to be expanded. The vegetation in the existing basin is well established and consists of relatively aggressive colonizers. I would hypothesize that once the basin is constructed, the same wetland plant species that currently occupy the basin will also colonize the disturbed areas. I would recommend that a seed mixture containing wetland species such as Red Top, Switchgrass, Typha (cattails) or Reed Canary Grass be used as an initial treatment for stabilization of the basin. Seed mixtures that contain these and other species are commercially available. Beyond the initial stabilization of the detention basin, I do not forsee the opportunity for enhancing the functional value of the wetlands on the site. Very truly yours, John P.
