With the application of the finish pavement, I believe that the site would be safe and consistent with the Planning and Zoning approval. If and when, a new building is proposed, it could be built without an adverse impact on the rest of the site. I believe that it would be in the best interest of the Town, Mr. Kelley and the `Town Center, a Condominium' , (Vol. 575, Pg. 536 ) , that the balance of the site work be completed, this paving season. It should be noted that they have occupied #1751 since Nov. `91 . I have the following observations: 1 . The pavement is binder course, only. The site still needs the 1 1/2" wearing surface. 2 . The map references are incomplete and inappropriate. A `Class D' plan is not acceptable. The changes to the site and the area, since the 1986 submission, should be current and reflected on this drawing. The 60' error in the boundary is still being shown. With an A-2, set the corners 3. Show street addresses on the plan. 4 . List and show all the variances and change orders. 5 . Indicate that there is a cross travel agreement with the Terry Office Park. Volume and Page. 6 . Planner/Analyst Dated 5/27/93 6 Town of South W;aret Eivineei ing 4 Dept. ----------------------------------------------------------------------------------------- - -------------- Comment # Response PLOT PLAN 1. The map does conform to the standards of an A-2 survey in accordance with the "Recommended Standards for Surveys and Maps in the State of Connecticut". 2. There are no existing monuments or pins within this region of mapping, therefore none were shown. 3. The abutters names have been updated on the revised drawings. 4. The housing does front on a street. The designated SRD line is neither a boundary line nor a zone line, it is designated only to allow computations to assure zoning compliance. Because of this the site does have frontage on both Ellington Road and Buckland Road. TOPOGRAPHIC MAP 1. The existing topography has been updated based on field survey information. Minor changes have occurred because of the addition of the roof leader drainage swale which was added to the site. There is no significant change to the site plan due to this change. 2. CB's have been labeled with letters which correspond to the drainage calculations provided. 3. The source of the existing 15" pipe is that it is a collector line from the roof headers. The volume of the flow has been accounted for in the drainage calculation provided. 85489\A1\SJA0611A.wp Corres. Y RESPONSE TO COMMENTS JUKE 171, 1993 PAGE 2 4. Existing and proposed pipe designations have been added to the legend to clarify which pipes are existing and proposed. 5. The roof leaders will discharge to standard residential splash pads. 6. The houses will be slab on grade, i.e. no basements. 7. New pavement areas have been shaded on the plan for clarity. 8. The sanitary sewer system has been added to this sheet. UTILITY PLAN 1. The sanitary sewer line has been relocated from under the building slab. 2. The units will have separate lateral connections. See the utility plan, sheet 4, for revised system. DETAILS (Sheet 7) 1. Item 6 of the construction schedule does address the stockpiling of the material from the detention pond. The sequencing has been expanded upon. See sheet 7 for revised sequencing. 2. See item 1. RESPONSE TO COMMENTS JUNE 17, 1993 PAGE 3 GENERAL COMMENTS 1. A sign is proposed for the development and its proposed location has been added to the plot plan, sheet 2. The sign will conform to regulation 4.1.12.o. 2. A note has been added on Sheet 3, Topographic Map, stating that he site is not within a 100 year flood plain region. 3. The existing treeline has been added to the topographic plan, sheet 3 as requested. 4. The proposed weeping willow trees in the detention pond area have been removed as requested. 5. Proposed screening has been added around the existing dumpster locations. See sheet 5 for locations. 85489\A1\SJA0611A.wp Corres. Memo to JCI From DTE 6-21-93 Re: Town Shopping Center - SRD - Site Development Plans 93-14P I have read the F & 0, 6-17-93, response to Michele's comments about the plans submitted to the Town for the proposed Senior Residential Devevelopent at the Town Shopping Center and have some concern about their comments about the Plot Plan. It appears that whomever from F & 0 that responded to Michele's list is not very well versed in the Standards of the Profession, the ' 1984 Recommended Standards for Surveys and Maps in the State of Connecticut' , under which this plan is indicated prepared by, Section 8 . 1. 2 . 3 of the South Windsor Zoning Regulations nor item #4 of the TSW Checklist, Required Information Site Plans . Neither the Plot Plan nor the response is acceptable. In the 1984 Code, a Class A-2 Survey is a survey of moderate accuracy where the horizontal and angular closure of the field survey are within the indicated minimum standards and from this field survey, a boundary map is prepared to those standards . All monuments, set, found or not found, shall be shown and adequately described, with discrepancies noted. When reference monumentation has been used, the geometric relationship of the reference monuments to the actual boundary shall be noted. Peremeter distances shall be shown to the nearest hundredth of a foot. All directions shall be shown to the nearest ten sec- onds of arc for A-2 surveys . Directions shall be shown by bearings and/or angles ----- On the filed Plot Plan for the Town Shopping Center, by F&O, dated, 12-15-86, Revised to 3-1-88, Sheet SD 2, Town Clerk's map 1926B, not certified, bearings, distances and existing bounds along the 'Clark Corner's property are shown. On the boundary plan for 'Clark Corners' drawings, by F&O, dated 8-30-88, Revised to 12-5-88, sheet 2 of 10, Certified, but not signed, show the abutting `Town Center' bearings and distances and existing bounds . From this drawing, one of the bounds, a B.S . is tipped, one of the distances is different, from the previous plan by 10 . 06 feet, the MDC coordinates given are consistent with that of the SRD drawing but there is an approximate 10 degree deviation in the bearings given on the Clark Corners drawing and the ones for Town Center. Theoretically both are by TSW Standards and are on the same datum. Page 2 . 93-14P Town Shopping Center SRD 6-21-93 On the filed plan of Schedule A-3 to Declaration of Town Center Condominium, by F&O, dated 9-26-89, sheet 1 of 2, certified A-2, Town Clerks map 2033A, there is an area designated as, NEED NOT BE BUILT, etc. , which is a closed figure and scales about 3 . 8 acres, similar to the the 3 . 81 acre SRD figure. One could presume that this is the parcel proposed in the application, but the owner appears to be `Town Center Condominium' , not the Richard S. Kelley as indicated on this application. Section 8 . 1 . 2. 3 .a of the TSW Zoning Regulations requirements for a Site Development Plot Plan calls for, ` Distance and bearings of all boundary lines and acreage of site. The Plot Plan, Sheet 2 of 10, indicates that the acreage of the site is 21.43 acres and the the acreage of the SRD is 3. 81 acres . The distances nor the bearings of the overall site or the SRD are not given. The plan submitted is not in compliance with this minimum require- ment' The TSW Checklist of Required Information, Site Plans, dated 11- 87, which does not appear to have been revised. I believe that it was created to assist the preparer of the plans, the applicant and the staff with the same ground rules, from which their plans can be reviewed. In this list under # 4 . Plot Plan, the first requirement, 'Distances and bearings of all boundary lines and acreage of site' . The plan submitted is not in compliance with this requirement. I can only reaffirm, that the response, dated 6-17-93 and the plan, dated 5-10-03, Revised to 6-16-93, are not acceptable and , do not meet the minimum standards for an A-2 Survey plan or the TSW standards . By their own plans, there are existing monuments and pins . The 3 . 81 acre parcel should be a closed figure and the appropriate bounds should be set, as a part of the approval, if granted. The deviation in the bearings has to be resolved. According to TSW standards, dated 1987, there shouldn't be a ten degree discrepancy, certainly not by the same Consulting Engineer. There should be a clarification of the ownership of the property. The latest plan on file would imply that the Condo Group should have some place in the process . In the response from F&O, the Plot Plan Item #4, it is not clear how the SRD line is neither a boundary line nor a zone line. What are the limits of the 3 . 81 acre parcel within the 21 .43 acre Town Center property? How are the buffering and building limits established? It certainly appears that the SRD area does not have Page 3 . 93-14P Town Shopping Center SRD 6-21-93 direct access to a public street. There will have to be some documentation and location of unlimited residential activity access across the Condo' s land to both Buckland and Ellington Roads . Item 4 .e. in the Site Plan Checklist, easements, the Plot Plan for the SRD, fails to show the 4 1000 gallon underground Propane tanks encroachment into the apparent SRD area. Nor does it show the items on Sheet 4 of 10, Utility Plan that appear to encroach. With the introduction of a residential area in the proximity of these tanks, I believe that some place in the plans, they should show some security measures around the tanks . This plan does not show the encroachment of the dumpsters for the Shopping Center into the SRD area. They are shown on the Land- scaping Plan, Sheet 5 of 10 . The Map Reference: Record Drawing of Town Shopping Center, Dated 2-27-89 , Rev. to 1-8-92, is not in our files nor was not submitted as supporting documentation. This has been required, in the past. There was a plan submitted for a C. of 0. for 1751 Ellington Road on 10-08-91 which was denied on 10-09-91 . Nothing has been resubmitted. This plan is also a 'Record Drawing' , Sheet 2 of 2, dated 2-26-89, rev. to 10-07-91 . This information appears to be available, just requires the printing. With the respect to the Topographic Map, the TSW has asked for verification of the capacity of a couple of detention areas . Two of them were undersized. requiring reworking. This is not to imply that the one for Shopping Center wasn't constructed as proposed but a verification, based on a field survey, by the Consultant, would be helpful. I would prefer l ' contours and sufficient spot shots . On the Landscape Plan, Sheet 5 of 10, the Typical Section - Buffer, assuming that the eye ball is at elevation 96, ( 90 . 83 FF + 5 . 2) and an elevation 92 . 2, (Town Shopping Sheet SD 2 ) amd some clearance over the car, say 5 feet, this would project a top of berm at an elevation of 96+. The plans do not reflect this . This plan also does not provide for storm water management along the edge of pavement and the berm. Section 4 . 1 . 12 .t. Application procedure. The commission shall determine whether or not the application is complete. Incomplete applications may be removed from the agenda and returned to the applicant without further action. It would be my recommendation that the submittal is incomplete, that there is too much inform- ation lacking. M E M O R A N D U M June 4, 1993 TO: Marcia A. Banach, Director of Pl ning FROM: Jerry C. Iazzetta, Town Engineer RE: RSK - Senior Residential Housing -14P We have reviewed the drawings dated 5-11-93 and the drainage calculations dated 5-6-93 and have the following comments: Plot Plan 1 . The survey does not comply with the standards of an A-2 survey. 2 . Iron pins, monuments, etc. should be identified. 3 . Names of some abutters are not current. 4 . Appl . #93-14P, Town Center SRD, RSK-Kellco, Inc. , - Special Exception to Article 5 . 1 . 2 . 9 .2 of the Zoning Regulations and Site Plan of Development to create a 20 unit Senior Residence Development on property located south of the Bank of South Windsor, south of Ellington Rd, RC zone 2 . Appl . #93-15P, Green Acres Realty - Zone Change of 9 . 69 acres and General Plan of Development to create a 17 unit Designed Residence development to be known as Green Acres on property located on the north side of Strong Road, east of Route 5, RR zone Copies of the applications are on file in the office of the Town Clerk and/or the Planning Department. At this hearing, interested persons may appear and be heard, and written recommendations will be received. Louise Evans, Chairman w TOWN CENTER SENIOR HOUSING 1 . Application for a special exception to article 4==t::T-B and site plan to construct a 20 u it senior residence development on a 3 . 8 acre of property located on the southerly side of Ellington Road, immediately south of the Bank of South Windsor, RC zone. This is the second application of its type since this regulation was adopted on 11/6/92 . Previously, the Commission approved 14 units in Wyndemere Court development on Nevers Road. This site is currently surrounded by town shopping center.., residential property to the south. A sidewalk will be extended from the bank site into the senior development. 2 . The proposed density for this project is 8 unit/acre. Ten units per buildable acre are allowed with a max. of 20 per site. Impervious coverage proposed is 20%; •60% allowed. The applicant has provided 1 1/2 parking spaces per unit as required. It appears that all other zoning requirements have been met, with the exception of storage, for which a variance was granted Fyn V13)93 It should be noted that the Town Shopping Center site is one large property. Where buildings have separate ownership, it is'condominium form of ownership. No individual building has individual lot frontage which is exclusive to that building. For example, the bank building does not have an individual 150, frontage, the retail building itself does not have an individual 150, frontage, etc. This is identical to other multiple-building commercial sites, where each site needs only to satisfy the 150' minimum lot frontage requirement once regardless of how many buildings are on the site. The significance of this is that the Commission has indicated in past discussions regarding the SRD that there must be lot frontage equivalent to two separate frontage requirements for mixed use SRD and commercial. Town Shopping Center has total lot frontage considerably in excess of 3001 , which is double the lot frontage requirement in the RC zone (almost 1000, along Ellington Road) . 3 . The SRD requires a 50, front yard and 10 , side & rear yards, plus applicable buffer (in this case, 501 ) . The regulations do allow PZiC the discretion of having combined buffers and yards, provided the combined yards and buffers are no less than 251 , that site conditions support such, and large trees are saved or planted within the buffer (6" caliper on deciduous trees, 15' height for evergreen trees) . In this case, the applicant has combined the buffers with the side yards . They have maintained a 25, combined buffer/yard on the west side of the development, and a 50F combined buffer/yard on the east and south sides . The front yard has the detention basin with very little land area available between the Bank of South Windsor and the detention pond. Thus, it appears that the requirement for larger than normal trees would apply to the requested combined buffers & yards . Our main concern is the area between the back of the shopping center and the senior development. 3 . The site will be serviced by public water and town sewers . Fred Shaw, Sup't of WPC has inquired into whether the units will be individually owned, or will there be a single owner? Will Town be requested to provide residential refuse and recycling services (like Flax Hill) ? If yes, Town will require execution of hold harmless and permission to enter forms . Sanitary sewer: WPCA approval is not required; will require satisfaction of', Community System P.A. 81-331 (copy Attached) ; owner must pay additional sewer connection charge for incremental increase in amount of developed acreage. Each unit should have separate connection to 6" pipe. No pipe should be constructed under a building. 4 . There are regulated wetlands on the site and this project does involve some work within the regulated wetlands . The wetlands Commission will be hearing this application on 6/14/93 . 6 . The landscaping proposed includes a berm between the shopping center and senior residence area. Also, there is existing vegetation in the areas of the proposed units . The plan does not indicate the correct tree line. Will any of these trees be saved? If so, a note should be added to the plans that any trees to be saved will be flagged in the field and inspected by the town. 7 . The architecture for the buildings include three L-shaped buildings . Units range from 690 sq ft to 900 sq ft. There arte no basemnts or garages proposed. Each unit will have 60 sq ft of storage within the unit. The- ap rage within_th Architecture & Design Review (Board will be reviewing this project on Thursday, June 10 - we would ask that the public hearing be held open specifically for their comments . In reviewing thig Applicati= the commission should refer to the special exception criteria lusted in section 4 . 1 . 1 . 2 d to determine if this use is appropriate for this site. If this application is approved, the planning department requests y the following modifications: Key MAP 1 . Property owners within 1,500 feet must be identified. 2 . Curb cuts of surrounding properties must be shown. 3 . Data block must addressthe effect this development has on the requirements of the',, RC zoning, e.g impervious coverge, building coverage. General Comments 1 . Is there any sign proposed for this development? 2 . A note should be added ;regarding the presence/absence of 100 year floodplain. 3 .
