Warren, Chairman, IWA/CC FROM: John E. McCahill, Zoning/Wetlands Enforcement Officer Re: Application #93-15P, Dart Hill Phase IV DOCUMENTS REVIEWED: Application form and plans for Dart Hill Phase IV (dated 8/25/92) and previously approved applications (#88-53P, #89-94P, #90-60P, and #92-15P) COMMENTS: 1 . Application #88-53P, Dart Hill Phase I was approved by the IWA/CC on April 17, 1989 (expires 4/23/95) . That application presented the total lot layout and drainage for the subdivision. Application #89-94P, Resubdivision for Dart Hill Phase I, for additional lots, was approved on December 18, 1989 (expires 12/19/94) . Application #90-60P, Dart Hill Phase II was approved on October 22, 1990 (expires 10/22/94) and application #92-15P, Dart Hill Phase III was approved on August 17, 1992 (expires 8/17/95) . This application, which includes 21 lots in phase IV, is the last phase of this subdivision. 2. We are currently holding bonds (to ensure compliance with the Soil Erosion and Sediment Control Plans) in the following amounts: application #88-53P, $15,000.00; application #89- 94P, (no bond) ; application #90-60P, $10,000 .00 and application #92-15P, $10,000. 00. 3. Of the 109 acres total for this application, 5 .83 acres are designated as wetlands. Note #2 (sheet 7 of 18) states, "Location of inland wetlands determined by Soil Science Services, Inc. " . A copy of the report from the Soil Scientist responsible for the flagging should be submitted for this application. 4 . The application form, item G, indicates that abutting property owners have been notified by certified letter that an application is pending before the Agency. A sample copy of the letter with the list of the names should be submitted. Section 7 . 3b of the IWA/CC Regulations requires that this be done, "within seven (7 ) calendar days of the time an application is submitted. . . " . r i Elizabeth A. Warren Page Two March 29, 1993 Application #93-15P 5. The application form, item H, indicates that there is no regulated activity. This is not the case as the plans indicate that a drainage outlet will be placed in the regulated area, as well as excavation adjacent to the pond to enlarge the capacity for stormwater storage. Items J. K, L, and M of the application form have not been completed. This information should be provided. 6 . They are proposing to discharge stormwater into the wetlands adjacent to the pond. This is not desirable. If it is the only way to handle the discharge of the stormwater a biofilter or sedimentation basin should be included on the plans . 7 . The work adjacent to the pond appears to be to allow additional capacity for stormwater storage. Drainage calculation should be provided. 8. The applicant should consider other possible locations for this additional stormwater storage. The proposed location will result in a large amount of regulated activity adjacent to the pond and will result in the removal of a number of trees . If it does get located in the area shown, the trees should be flagged in the field and approved by Town Staff prior to clearing. This should be noted on the plans . 9 . Although it is not desirable; if the additional stormwater storage is to be located adjacent to the pond more information should be provided which specifies how the basin area will be constructed. It would also seem that they should try to "enhance" the basin with the introduction of wetland plantings and the like. 10. A typical erosion and sedimentation control plan for the development of each house lot should be shown on the plans. 11 . I would recommend that an inspection and a report from their Engineers be submitted indicating the status of the ongoing phases. This report should focus on the compliance to, and effectiveness of, the soil erosion and sediment control measures that have been implemented during the ongoing construction of this subdivision up-to-date. 12 . The plans should clearly indicate the current stockpiling of materials . The plans should also address what will be done with the materials as they start developing the lots currently being used as stockpile areas . t Elizabeth A. Warren Page Three March 29, 1993 Application #93-15P 13 . The notes on sheet 16 of 18 indicate that the areas of concern are "wind erosion and siltation of existing proposed storm system. " These areas of concern appear to be adequately addressed in the plans. They should also be addressing the regulated activity associated with the wetlands as an area of concern and should ensure that the plans address the issues associated with the regulated activities. 14 . These comments should be addressed prior to any approval by the Agency. The issue will be brought before the Inland Wetlands Agency/Conservation Commission. Presently, whenever there is a heavy rainstorm or continued rain for a few days, water accumulates on one corner of my property, on my adjoining neighbors property and on the property directly behind mine. During the Fall, Winter and Spring there is standing water. I have enclosed a photograph for your reference. I am concerned that when development of the property behind mine commences the water accumulation problem will not be resolved and could possibly worsen. I would like to be assured that if the development is approved that resolution of this problem will be guaranteed. I have spoken to the developer in the past about this issue and was advised that it would be taken care of . It has been a year and a half and the condition still exists . I am requesting that this matter be addressed at your earliest convenience . Ver truly yours, Frank A. Intino 65 Perrin Lane South Windsor, CT 06074 0 Wd Dart Hill Realty, Inc. HYYTPA A ASSOCIATES by D JUN It 1991 DART HILL ESTATES South Windsor E & S CONTROL REPORT INLAND WaLANOS AGENCY/ CONWAVATION COMMI"16" On 6-8-93, a field inspection of Dart Hill Estates was done to evaluate the status of the Erosion and Sedimentation Control measures. For all practical purposes, Phases 1 and 2 are substan- tially complete. There are a couple of lots in both phases yet to be built on or are in the process of being completed. However, the land disturbance in these areas appears to be under control . With summer coming on, the only area of con- cern would be the ability to establish ground cover at this time of year and the potential for wind erosion. If this becomes a problem, it will be necessary to use a significant amount of water to either establish the grass or keep the dust down. The developer had been experiencing some problem behind Lots 39-42 with water erosion but has solved that with liberal use of straw matting. Phase 3 is under construction and the roads are fairly well along. Again, the only major concern here is the poten- tial for wind erosion. Phase 4 has yet to be approved but there are some areas that are being used to stockpile surplus material . Most of them appear to be fairly well stabilized with little or no erosion. We did note some minor erosion caused by water following a "haul" road that runs downhill on Lot 99 to the stockpile on Lots 87-88. The developer should keep his eye on this and, if it gets any worse, should take measures to stop it such as installing diversion ditches for berms) to divert the water sideways into the field which is well established with grass. At the bottom of this haul road, the developer should install another row of hay bales. The existing ones are doing an adequate job, but would function much better if there was another row to help. There is a row of silt fence further downhill to protect the wetlands and none of the silt seems to be getting to this fence. In general , the site seems to be in good shape as far as erosion and sedimentation control is concerned and the only problem will probably be wind erosion which can be controlled with liberal use of water and rapid establishment of ground cover. R DART HILL ESTATES STOCKPILE AREAS On 6-8-93, a site inspection was made with Mr. Jacques to evaluate the state of the various stockpiles. Following is a summary of that inspection: i ) The stockpile areas that are shown on Lots 85-92 will remain. These lots are on the "low" side of the roadway and this material will allow the houses to be built slightly above the proposed roadway grade. 2) There is topsoil stockpiles in the vicinity of Lots 80 and 94-97. This material is to be used to establish the lawns on the unfinished lots. If there is any excess material , it will be used on other projects. 3) There is some excess fill stockpiled at the rear of Lots 94-97. Most of this material will be moved off of this site. 4) A small amount of material has been temporarily stockpiled on Lots 73 and 74. This is material that was excavated during the construction of the roadway in Phase 3 and is being used as fill in that section. -It owN sF,< - 014Cs W&U14at s . 1540 SULLIVAN AVENUE • SOUTH WINDSOR, CONN. 06074 AREA CODE 203/644-2511 June 22, 1993 CERTIFIED MAIL Jean Marc Jacques Dart Hill Realty, Inc. 658 Ellington Road South Windsor, CT 06074 Dear Mr. Jacques: Re: Application #93-09R, Dart Hill Estates, Phase IV At the June 21, 1993 regular meeting, the Inland Wetlands Agency/Conservation Commission approved with conditions application #93-09R - IWA/CC permit for the construction of a 21 lot subdivision on property located westerly of Lawrence Road and northerly of Dart Hill Road, RR open space as shown on plans prepared by Reino E.
