This deadline must be met if you want to ensure that your application is officially received by PZC. These plans must be submitted as complete plans -- which includes application plus all required information contained on checklist . No plans will be accepted at the counter if checklist is incomplete . It is the applicant ' s responsibility to ensure that all information required on the checklist is submitted in one package at the time of submission -- including landscaping plans , architectural elevations , traffic report , etc . Planning Department staff will not accept checklists with blank spaces , or with "by others" in any space. 4. All changes requested must be made and new, complete blueprints must be submitted . At this time six sets of plans must be submitted . If a Public Hearing is required ( or optional but likely) then seven sets are required . 6. Planning Department/Engineering Department staff will review plans only once -- if the resubmissions are not complete/correct , the Town Planner ' s report will reflect that revisions were not made as requested . BURRILL RESUBDIVISION, ZONE CHANGE, INTERIOR LOT 1 . Application is for three seperate items; zone change of .99 ac. from RC to AA-30 zone (as shown on map 3) ; resubdivision of the parcel into four lots (lot #1 already exists) and special ecxception to Section 5 .5 for lot #5 as an interior house lot. 2. The zone change request is the result of a ZBA application where the applicant was requesting permission to access AA-30 zone thorugh the RC zone. At that time, the ZBA suggested the applicant apply to the P&Z for a zone change on that area to assure that it would remain a residential use. As it exists currently, the applicant has a parcel of AA-30 land which is inaccessible from Felt Road without going through a commercial zone. 3 . The second part of this application is for a resubdivision of 6 . 17 ac to create four lots . Proposed lots 2 and 3 have existing non-conforming houses on them. The applicant received several variances from ZBA for these two lots including: variance for lot #2 to allow a smaller lot than required with only 105' of frontage in the RC zone; allow the houses on both lots to remain as existing uses; to allow houses to be setback closer to the road. 4 . Lot 2 and 3 are serviced by an artesian well and have on- site sewage disposal systems . 5. Proposed lot #5 is the site which has the existing commercial development. It is serviced by public water and sewer presently in Oakland Road. There is a note stating that the buildings which face onto Oakland Road are existing non- conforming to the RC setback requirements. The building which backs up to Felt Road received a variance in 1985 for the setback. 6 . The proposed impervious coverage is 59 .9%; 60 % allowed. The proposed building coverage is 15%; 25% allowed. It appears that all other zoning requirements have been met for this proposed lot. There are 125 parking spaces shown on the plans . 7 . There is a buffer requirement between the AA-30 residential zone and the RC zone. The applicant has received ZBA approval for relief of the buffer on the residential side of the zone line. A note has been addded that the buffer required on Lot #5 is being met by the existing treed area on the site. The plans should show the 50 ft buffer line as well as the rear setback line. 8 . Proposed lot #4 is the only lot where any construction is proposed. The applicant is requesting special exception approval under Section 5 .5 of the zoning regulations for the creation of one interior lot. 9 . Proposed lot size is 77,498 sq ft; 60,000 sq ft is required (double the required zone) . The lot width is 270 ft; 225 ft required (1 1/2 times the required width in zone. ) There is a 55 ft piece of land which fronts on Felt Road and extends into the lot. A 12 ft driveway will be constructed and will have a turnaround adequate for emergency vehicles. The fire marshal has reviewed and approved the layout for the driveway. 10 . There are no regulated wetlands nor f loodplain on the site. Conservation approval will be required prior to the construction of the house on lot #4 . 11 . It appears that all the requirements for the interior lot have been met. 12 . The site will be serviced by public water and sewer. WPCA approval is required. Fred Shaw, Sup't of WPC states that an 8" sewer main within Felt Road should be used to service the site; and an as-built should be required. If this application is approved, the planning departmnet has no further modifications to request. -Tz)L X IG a - 0 _l 3` Ics • CR. © 5.7 r - Cc. 0 4' 69 Ise). . 17<-' a c a C-7 Tl- Cc I,,x,L 15 1-7 f Z .ao - 1 rz. - 707 I-7q, cx . 1 .. Banach, Director of Planning FROM: Jerry C. Iazzetta, Town Engineer RE: Burrill Resubdivision - 90-74P We have reviewed the drawing dated 11-9-90 and drainage calculations for the proposed Burrill Resubdivision and have the following comments: 1 . A walk thru the subject site has indicated that some trenches have been dug that do not appear on the drawing. Also a retaining wall and pool are in place and do not appear on the drawing. Please have applicant revise the existing contours to reflect actual conditions . 2. The Key Map should reflect the resubdivision of the Oakland Center Associates parcel and its subsequent sale. 3 . The street line should be indicated for both sides of Felt Road. Also new monumentation should be shown. 4 . A-2 certification must be made by Mr. Wilson M. Alford, Jr. if his stamp is to be utilized. Original stamp and signature required. 5 . Iron pins must be placed at all corners of newly created lots . 6 . The inlet and outlet pipes for the proposed detention basin are shown as 4" diameter and there is no indication as to their being self cleaning. With this area being forested, the likelihood of these pipes becoming clogged with leaves is great. The applicant needs to address this issue. Also it is suggested that the outlet pipe be placed at an invert higher than the inlet pipe to provide some positive detention. 7 . The grading for the detention basin is at 2:1 and the depth is over 61 . Safety necessitates that guard railing be provided along the inside of the turnaround and along the outside portion of the driveway that has the 2:1 slopes . 8 . Grading on the northeast side of the house is at 2:1. This should be reduced to a 4:1 maximum slope as per Town Standards . BURILL ZONE CHANGE AND RESUBDIVISION Planning Department Comments 1 . Zone Change map must be submitted in accordance with Section 11.2.3 of the Zoning Regulations. 2 . building lines on Lots 2, 3 and 5 must be shown in accordance with the Zoning Regulations 3 . buffer requirement per section 5.4 must be adressed for Lots 4 and 5 (or ZBA variance must be obtained) 4 . How much disturbance is proposed on Lot #4? If disturbance is over 20,000 square feet, conservation approval will be required prior to any activity taking place on the lot.` aPl° c- Marcia A. Banach Re: Burrill Resubdivision - #90-74P Page 2 . 9 . Details are required for: riprap detention pond outlet, sanitary and storm pipe trenches and sanitary manhole. 10 . Fire hydrant exists opposite #74 and should be shown. 11 . Driveways for houses #74 and #82 should be shown. 12 . The existing swale in back of buildings 287-295 and 261-269 will now run from proposed lot #5 to lot 3, across lot 3 and E)`O ib back onto lot #5 . This swale should not be across more than one lot as it is private and responsibilities may get confusing. Also, this swale should be reworked as it does not contain all of the runoff - a good portion goes into the existing parking lot. 13 . The utility easements on lot 3 need to be defined with c bearings and distances . 14 . The letter from Alford Associates Inc. made part of this drawing is over two (2) years old. If it is to be a part of the record documents, it needs to be updated. L1 15 . The proposed detention outlet does not provide any protection for the abutter. It is suggested that this outlet be piped to a point where it can be connected to the storm drainage ' , system on Route 30. S 16 . Felt Road is a very narrow road at the present time. Town vehicles such as snow plows and trash trucks will have a very difficult time serving the lots on Felt Road. The Street Services Division suggests a paved turn around area where the proposed driveway meets Felt Road. The Engineering Division also has concerns about the narrowness of Felt Road when viewed with the proposed activities in this area. We will be addressing this issue in separate memorandum. 17 . Drainage Computations a. What is the name of the preparer and also the firm's name? b. Computation (handwritten) for the detention basin does not indicate what year storm utilized, and how the "C after" was arrived at. C. Computations indicate "outlet 4110 pipe .t 50' @ 12% -a Drawing. Drawing indicates 57 '-4"4 solid PVC @ 7% . Which is correct? Marcia A. Banach Re: Burrill Resubdivision - #90-74P Page 3 . 18 Sanitary Sewer a. Existing 6" sanitary line along Felt Road - we require the following information: type of pipe, slope of pipe, list of what is connected to it, existing flows, estimated flow capacity, does the line end at the proposed manhole if not where it does. b. WPCA approval will be required. This existing 6" pipe will be within the Town ROW according to the proposed street line shown. If approval is granted, a 10, easement will be required along lots 1 thru 5 and any other property that may be affected. C. The sanitary sewer main in Oakland Street should be shown. d. Size and type pipe, slope, length and inverts should be shown for the proposed lateral on lot 4 . The Engineering Department cannot make a recommendation on this proposal until the above information and clarifications are received and reviewed. JCl/jsv cc: Michael J. Gantick, Director of Public Works December 3, 1990 M E M O R A N D U M TO: Marcia A. Banach, Director of Planni FROM: Jerry C. Iazzetta, Town Engineer RE: FELT ROAD Felt Road from Oakland Road south is a narrow roadway. With a proposed site plan and a proposed resubdivision along this road currently under review, we have some concerns as to the adequacy of Felt Road. In March of this year we reviewed the proposed Oakland Center resubdivision and commented "It is suggested that Felt Road be widened sufficiently to safely accommodate two way traffic from Oakland to the southwest corner of the properties" . This resubdivision was approved and the road remained unchanged as the widening was to be addressed when a site plan was submitted for the newly created parcel on Felt Road. We now have a site plan for review for this parcel - Atlas Oil Car Wash. The improvements to this "new" parcel are minor at this time. (Atlas Oil purchased this land and added it to the parcel the gas station is on. ) It is still a possibility that the remainder of this property will be developed at a later date. The resubdivision of the Burrill Property on Felt Road to create a total of four (4) lots with access onto Felt Road presents an additional load on this "narrow" roadway. As it exists today Felt Road presents a problem for trash and snow removal vehicles. The road needs to be widened and a "turnaround" provided for Town vehicles. It is felt that the developers making added use of this roadway should bear the cost of the upgrade. We realize that the two proposals referred to earlier seem to be "minor" at the present time, however, the need for improvements on Felt Road seems to be overdue. If I can be of assistance in this matter by appearing before the Commission, I will be more than happy to attend. JCl/jsv cc: Michael J. Appl. 190-60P, Dart Hill Estates Phase II, for a Resubdivision of 271 ac. to create 29 lots, located on the southeasterly side of Ellington Road, th easterly side of Niederwerfer Road, the northerly side of Dart Hill Road, westerly side of Lawrence Road, RR open space zone. 2. Appl. 190-74P, Elizabeth Burrill, for a zone change from RC to AA-30, a 4 lot Resubdivision and Special Exception to Article 5.5 for the creation of an interior lot on property located on the easterly side of Felt Road between Deming Street and Oakland Road, RC and AA-30 Zone. Copies of the applications are on file in the office of the Town Clerk and/or the Planning Department of the Town of South Windsor. At this hearing, interested persons may appear and be heard, and written recommendations will be received. PLANNING AND ZONING COMMISSION Louise Evans, Chairman Bernard Hart, Secretary February 25, 1991 M E M O R A N D U M TO: Marcia A. Banach, Director of Planning FROM: Jerry C. Iazzetta, Town Engineer. RE: Burrill Resubdivision #90-47P We have reviewed the revised drawings dated 2-14-91 for the proposed Burrill Resubdivision and have the following comments: 1 . The A-2 certification shown on sheet 1 must be for the entire re-subdivision not just "For Lot Line Between Lots 4 & 511 . 2 . Monumentation should be done as part of the re-subdivision rather than "at time of construction on lot 411 . 3. Guard rail must be placed completely around 'detention basin. Guard rail should also be placed around tg outside of the circular drive (see attached sketch) . 4 . The detention basin outlet should be relocated northerly to prevent possible runoff onto adjacent property. 5 . Detail of the detention basin outlet riprap should be adjusted to create an "energy dissipater" by providing a "ponding area" or spoon shaped area similar to attached detail. 6 . The street turnaround requested in my memo of November 20, 1990 has not been addressed. In that memo we stated "Felt Road is a very narrow road at the present time. We will be addressing this issue in separate memorandum" . 7 . The sanitary and storm trench details are not in accordance with Town standards. (see attached) Also detail for Sanitary Manhole required. 8. The calculations for the existing sanitary sewer are not as requested in the November 20, 1990 memo. Mr. Fred Shaw, Supt. of Pollution Control, requires the information requested in that memo be supplied. 9 . W.P.C.A. approval will be required. cc: Michael J. Gantick, Director of Public Works C. Fred Shaw, Supt. of Pollution Control M E M O R A N D U M April 11, 1991 TO: Michele Lipe, Assistant Planner RE: SANITARY SEWER - FELT ROAD ELIZABETH C. BURRILL PROJECT In regard to the above referenced project, W.P.C.A. approval will be a requirement. Additionally, I have the following concerns: 1 . W.P.C.A. approval was never obtained for the construction of this sewer lateral. 2 . The Town has no as-builts for existing six-inch lateral. 3 . There has never been a Drain Layer's Permit completed for said installation. 4 . The lower section of this sewer lateral has a slope insufficient to maintain minimum self-cleansing velocities . It does not conform to Town sewer standards . 5 . Clean-outs should be required at intervals of no greater length than 300 feet. 6 . Community System requirements of PA-81-331 and appropriately executed assessment agreements . The above concerns do not present insurmountable problems; however, the owner must necessarily provide a redesign and modification of the existing sewer lateral to provide the minimum slope (a slope providing for minimum flow velocities of 2 .5 f .p.s . ) consistent with Town standards. And, the owner must provide the legal and financial documents as adequate evidence that the requirements of PA 81-331 can be satisfied and that proper easements have been completed. le 1 /flw C. F. Banach, Director of Plann' eg FROM: Jerry C. Iazzetta, Town Engineer RE: Burrill Resubdivision #90-74P & R d Mfied As requested, we have reviewed the deeds, and easement documents for the Burrill Resubdivision and Ridgefield I and have the following comments: Burrill 1 . Approval condition #20 indicated that the applicant shall deed to the Town a Right of Way for a future cul-de-sac. The document- submitted for our review is confusing. The document is titled "Right of Way and Easement" , the verbiage indicates " . . .a full and perpetual right of way for highway purposes . . . . " and the attachment with the description is titled "Elizabeth C. Burrill Resubdivision Legal Description of Cul-De-Sac Easement To Town of South Windsor" . Are they granting an easement or ROW or both? The documents seem to contradict each other. 2. The "Declaration of Easement" does not indicate any terms or restrictions . A form similar to our standard drainage easement should be utilized. If Lot #3 wants to dam up the drainage from Lot 5, there is no restriction in this easement that would stop them from doing so. 3 . "Sanitary Sewer Easement" should include restrictions etc. , as per our standard easement documents. Ridgefield I 1 . The description of land deeded to the Town does not indicate the total acreage.
