RE: WETLAND DELINEATION - CAPUANO PROPERTY
BELDON ROAD, SOUTH WINDSOR
Dear Peter :
The wetland boundaries on the above-referenced property
were field delineated on April 5, 1989. The delineation was
conducted in accordance with the standards of the National
Cooperative Soil Survey and the definition of wetlands as
found in the Connecticut General Statutes Chapter 440,
Section 22a-38 . I have reviewed the plans prepared by
Design Professionals and have found the representation of
the field delineated wetlands to be substantially correct.
The land is mostly cleared fields although some areas of
forest were found along existing drainage ditches and along
the property borders. The wetland soils were identified as
being from the Walpole Series while the nonwetland soils
were from the Ninigret Series.

Mr. Peter DeMallie

The existing drainage ditches were not classified as
wetlands. These ditches do not convey water but were used
as an attempt to lower the water table. The soils formed
over loamy and sandy deposits.
Very truly yours,
John P. Ianni

RE: Application #89-41W, Beldon Road
On October 18, 1989 I contacted Doug Cooper, Water Resources Unit,
Department of Environmental Protection regarding the existing swales
on the property referenced above. In our conversation we discussed
the natural characteristics of the soales. Based on my indication
that the presence of standing water is for a duration "larger than
just th storm incident" , it is hig opinion that, ,the swales should
be declared intermittent watercourses" . This does not preclude the
possibility for future development, but would provide for regulatory
control of the activity.

RE: Application #90-59P,
DOCUMENTS REVIEWED: Application form, Beldon Road Subdivision
Plans, and Stormwater Runoff Analysis by
Design Professionals, Inc.
COMMENTS: l--ex 3 o r L{ FC- -- . 4e e
1. This site was the subject of application #89-41W in which
they sought a declaratory ruling on the wetlands. In the
ojkl 1989
kSs %e r "the otwo swales, val letter dase shown oonrtheplans,c shall lbe labeled as
-41t$ regulated area" . These plans should clearly indicate the
swales as regulated areas and the 80 foot setback should be
shown. The 40 foot setback should also be shown for the
northerly wetland.
,2. Section 5. 1a of the Zoning Regulations requires a 90' x 90'
buildable square which must be exclusive of regulated
wetlands and watercourses. As a result of the two swales
running through the property (which are to be filled if
these plans are approved) many of the lots did not meet
this requirement. Sheet 2 of 8, note #1 states that a
variance to Section 5. 1a was granted by the Zoning Board of
10 Appeals on September 61 1990.
s,,4P; -
3. John P. Ianni, Certified Soil Scientist has determined the
limits of the wetlands on the site. This statement is on
the plans, a copy of his report should be submitted.
'4'. The application form indicates the land area is 26 . 16 acres
with 2.4 acres of wetland and .23 acre of watercourses.
They are requesting to fill .22 acre (associated with the
drainage swales) with 5,000 cubic yards of fill.
5. The application form indicates the swales will be filled
with clean backfill. Sheet 18 of 18, general note #15
Lombardi Page Two September 27, 1990
Application #90-59P
states, "all fill material is to be clean fill material or
as approved by the Engineer. " The definition of clean
fill, as found in section 2.1t of the Inland Wetlands
Regulations, should be included on the plans and the
material used to backfill the swales should conform to that
definition.
6 . The disposition of stumps should be addressed on the plans.
These should be ,chipped on sit if possible or they should
be removed from the site.
7 . Sedimentation catch basins are indicated for CB#5, CB#16,
3L"4-s and CB#24. The plan and profile does not indicate or show
Q the sediment basins for CB#16 or CB#24. This should be
19• clarified.
8.S40 The legend should include the existing and proposed tree
line. It would appear that large portions of the existing
tree belts along the drainage swales can be saved. These
S-C q ( plans indicate a complete leveling of the property with
little consideration to the existing natural features .
r Adequate tree protection should be shown for the remaining
or .jAC6 trees and the limits of tree clearing should be flagged in
the field prior to cutting.
A typical soil erosion and sediment control plan for
construction of the houses should be shown on the plans .
This typical should be refined and modified for each lot
,jq and will be reviewed during the building permit process.
0. Limits of construction should be indicated on the plans,
especially in the areas where the swales will be filled.
Both of the swales are to be filled. There are no spot
elevations shown for the southerly swale to ensure proper
g drainage.
12. Both of the stockpile locations as shown on the plans are
-tom' in areas of existing trees. These should be relocated into
U areas which are clear or will be cleared (see note number
#6 ) .
Lombardi Page Three September 27, 1990_
Application #90-59P
13... The "Construction Sequence-Roadway Construction" , on she t
_..._,. 18 of 18, does not specifically address the work which will
take place in the swales. This should be clarified and
more specific. Phasing should be included to limit the
total land area disturbed at one time.
14. These comments should be addressed prior to approval by the
Commission.

construction. It is necessary to clear the trees from a
large portion of the site fdr th6 following reasons:
a. ) The Town planning and engineering staff, in concern
for the health and safety of future residents, have
requested that the swales be filled in this
subdivision.
b. ) The trees that would be removed are those growing
in or adjacent to the swales. The majority of these
trees are not significant in size or quality.
c. ) The area adjacent to the swales is hummocked and
uneven, and needs to be re-graded in order for the
ground to drain properly. Furthermore, the moving of
fill onto these areas will adversely impact any
remaining trees.
9. A typical plan for soil erosion and sediment control for
a building lot has been added to the plans.
10. Limits of construction have been added to the plans.
11 . Spot elevations for the final grade near the southerly
swale have been added to the plans.
12. Tho st3ckpile locations are in a area that will be
cleared of trees.
13. There is no phasing anticipated for the construction of
the roadway. BUi ld i ng lots that are iio t in fill areas will
not be disturbed until it is desired to construct a home Grp
them. The northerly Swale area will be filled and regraded
in conjunction with the installation of storm drainage
through that area. The southerly Swale will be filled and
the area regraded after the roadway through that ai'ect has
been boxed out . In all cases, areas will be stripped of
topsoil only after appropriate erosion control measures are
taken. A revised sequence of construction is attached with
this letter .

Beldon Road Subdivision
Beldon Road

Project No. 87-188
On behalf of our client, JMJ Construction Company, we hereby
request an extension to the above-referenced permit (three year) .
Our $35.00 application fee is enclosed.
We incorporate by reference all prior documentation and record
of the original application. Nearly all public and common
improvements have been completed. The vast majority of the
outstanding work is construction of the remaining homes and grading
on individual lots. The work has not been completed during the
original permit period because our client purchased the subdivision
from the foreclosing bank (Shawmut) just last year.
To my knowledge and belief, erosion and sedimentation control
measures have been installed in accordance with the approved
conservation plan.
Apparently the renewal notification was transmitted to our
client and misplaced. We were made aware of the need for the permit
extension only today Thank you.
Sincerely,
